This article uses the prosecution of former GeneralleutnantTheodor Tolsdorff before the Landgericht Traunstein on threeseparate occasions (June 1954, September 1958 and May/June 1960)as a means of examining both press and judicial attitudes towardsthe Wehrmacht in the Federal Republic from 1954 to 1960. Whatis most surprising about the case is that, while the press reactionsto the first hearing in June 1954 were uniformly critical ofthe guilty verdict, the first retrial in September 1958 provokedattacks on the accused in newspapers, and the abandonment ofthe case under the provisions of the Amnesty Law provoked intensecriticism of the court. The reasons for the differing reactionsin June 1954 and September 1958 are not only to be sought inthe fact that the 1958 verdict came shortly after the closeof the Ulmer Einsatzgruppenprozeβ, but rather in the upsurgein anti-militarism which occurred between September 1954 andFebruary 1955 and the effects on public opinion of the 1957Schörner trial in Munich. When examined against the backgroundof the 1957 Schörner trial and the 1959 Manteuffel trial,the Tolsdorff case indicates not only that attitudes towardsthe Wehrmacht became much more critical during the second halfof the 1950s, but also that these three ‘generals’trials' were part of a broader pattern of proceedings for ‘crimesof the final period’ which played an important psychologicalpart in paving the way for a more honest confrontation withthe mass murder committed during the Third Reich.  相似文献

In 1926, the Empire Marketing Board (EMB) was established to foster empire trade without the use of tariffs. It was to simulate imperial preference by redirecting consumer choice away from ‘foreign’ goods and towards the produce of ‘home and empire’. Using newspapers, pamphlets, film, exhibitions and poster displays, the EMB aimed to ‘bring the empire alive’ to British consumers. This paper analyses the presentation of three settler dominions—Australia, New Zealand and Canada—in the EMB's advertising campaigns. The EMB's large visual archive has been the subject of only limited study, most of which has focused on a homogeneous reading of empire. This article argues that the work of the EMB reveals the presence of a separate discourse of empire—a ‘dominion discourse’—that has not been recognised in cultural histories of empire, which, with the recent exception of ‘British world’ studies, have been more interested in mapping and conceptualising the formation of identities in other colonial settings. The ‘dominion discourse’ emphasised the familiar, white and ‘British’ nature of the former colonies of settlement, attributes that are clearly displayed in the campaigns of the EMB, but can also be found in settler culture much more widely. In doing so, the white dominions stressed not only their difference from the dependent colonies, but their similarity to Britain. Though the inter-war period is often associated with the rise of distinctive national identities and the loosening of imperial bonds, the production of these attributes in an imperial and metropolitan context draws attention to both the transnational nature of identity formation and the continuing importance of Britain and empire in the construction of settler culture in this period.  相似文献

The security dimension of regionalism and regional structures in Central Asia and Azerbaijan has been limited by Russia's influence as a regional hegemon, aswell as by various other constraints specific to the region and the local states. Moreover, as a peripheral zone in the world system, Central Eurasia has not shown much evidence of regionalization as a process. But in response to the proximity of hegemonic power the smaller states have tried to adopt bandwagoning and balancing strategies in regional formats. Although their fixation on 'regime security' has encouraged them to accommodate Russia through CIS structures, this is changing as new bilateral security relationships develop with the United States. The Russian-sponsored Collective Security Treaty Organization is unable to address the most serious challenges for regional security management in Central Asia. Yet the local states have been unable on their own to establish a regional security consensus and to institutionalize cooperation on that basis. The diffuse GUUAM grouping (Georgia, Ukraine, Uzbekistan, Azerbaijan and Moldova) has not offered a basis for selfsustaining regional security cooperation. The Shanghai Cooperation Organization has created a venue to engage China in the security dialogue on Central Asia, particularly over counterterrorism, but has otherwise failed to tackle security challenges among and within the Central Asian states. Overall, the current focus of these states and their sponsors on bilateral relations to provide security assistance continues to displace security-related regionalism.  相似文献

This article examines the psychiatric screening of U.S. soldiers during the Second World War, established by psychiatrist Harry Stack Sullivan (1892-1949), as a key moment in the public application of clinical psychiatry, as well as a turning point in Sullivan's intellectual and professional career. After a brief look at the ideas and expectations Sullivan brought to the screening system, I discuss a major problem of the screening: the mismatch between the medical concept of disease prevention and the realities of the mass screening as a public policy. As a way to highlight this mismatch, I focus on Sullivan's failure to protect homosexual men from medical and social stigmatization by screening them out of the armed forces. Despite his liberal approach to the issue of homosexuality before the war, which he had created in his clinical practice, Sullivan was unable to persuade the military and the public of gay men's right to serve the nation. The examination of how his sympathetic view of homosexuality became circumscribed reveals not only the gap between clinical insights and public policy, but also how tentative views of homosexuality in public debate among liberal psychiatrists during the decade preceding the war contributed to the failure to make non-homophobic policy in the 1940s. This article shows that the relative conservatism in the politics of sexuality among liberal psychiatrists, as well as the intransigent conservatism as seen in homophobic tradition of the Army, contributed to the discriminatory screening criteria.  相似文献

Geological and geomorphological settings are often taken into account when choosing strategy in archaeological studies. In the Vychegda River valley (Archangelsk Province, Komi Republic), at the end of the Late Pleistocene and in the Holocene, lateral channel migrations were the dominant process of riverine landscape changes and hence directly influenced human occupation of the valley. Therefore, to assess the physical settings of archaeological sites we employed paleochannel analysis, a geomorphological technique aimed at reconstructing river channel transformations in the historical and geological past. The potential application of paleochannel analysis in archaeology includes designing archaeological surveys and predicting destructive river actions at archaeological sites located in river valleys.  相似文献
