This text brings the case of Iranian social insurance (SI) to bear on the processes shaping Iranian politics from 1941 to 1960. It holds that the political needs of upper class rule (1941–51) and of the early autocratic regime (1953–1960) helped to shape SI's nature, extent, and limits. A key objective was to propagandistically use a minimal version of SI to try undermining communist and workers' trade unionist agitation. Iranian SI had two rationales. Although a few workers demanded SI measures during the Constitutional Revolution, the first SI program (1922, 1931, 1933) covered government employees, i.e. was a function of state-building. This paper focuses on a second program, targeting non-government workers. Starting in 1936 (1943, 1949), it was meant to tackle the social and political challenges posed by a nascent industrial working class. However, throughout the 1940s, workers' SI laws remained a dead letter, and the first integrated SI bureaucracy (1953), although ensuring 180,000 people, was in reality quite inefficient.  相似文献

Since Turkey's application for membership of the European Union (EU) in 1987, the EU has itself been a structural component of Turkey's political transformation. The European impact intensified after Turkey was granted the status of an official candidate at the EU's Helsinki Summit in 1999. Since then, Turkey has issued a series of reform packages with the aim of starting accession negotiations, which began in October 2005. These reforms have initiated a democratic regime that is structurally different from its predecessors in terms of its definition of political community, national identity and the territorial structure of the state. Among many other aspects of the current political transformation such as the resolution of the Kurdish problem and administrative reform, this article concentrates on how the European impact, which I label Europeanisation, has influenced state–religion relations in Turkey. Europeanisation has three major mechanisms that influence actors, institutions, ideas and interests in varying ways: institutional compliance, changing opportunity structures, and the framing of domestic beliefs and expectations. The article concentrates on how these mechanisms operate in the creation of a new regulatory framework of religion in Turkey.  相似文献

The 1960s in Afghanistan's history were marked by the emergence of a number of political parties, from monarchist to radical left and right. They played an important role in the social, cultural and political dynamics of the time and even the future of the country. This paper explores how political parties emerged in a country which was characterized as a tribal-peasant society with only a very small number of educated people. It also discusses why the monarch would not sign the Political Parties' Bill and how this influenced Afghanistan's political culture and led to the radicalization of the political parties. In addition, it examines how the anti-government and radical political parties managed to mobilize people and dominate the political scene while the pro-government and nationalist parties had little influence.  相似文献

British Protestants had long held to the notion of a legitimate Protestant interest in the Christian ‘Holy Land’, a concept that helped bolster Britain's political claim to Palestine in the aftermath of the First World War. Evangelical Protestant visions of the return of the Jews to their biblical homeland encouraged imperial support for Zionism and helped define the unique conditions of British mandate rule. But once the British actually assumed power over Palestine, British Protestants began to find themselves seriously at odds over their moral and political obligations in the new possession their interests had helped to shape. This article explores three broad Protestant attitudes towards the question of Britain's policy towards Palestine during the mandate period, demonstrating the ways in which Lambeth Palace, Protestant metropolitan mission institutions, and Protestant church workers in Palestine itself developed radically different conceptions of their religious and political responsibilities in what they regarded as their ‘Holy Land’.  相似文献
