Over the past three decades, factions have cemented their hold over the Australian Labor Party. This has largely been due to the entrenchment of the proportional representation of factions. One of the effects of the institutionalisation of factions has been the development of factional sub-groupings ('fractions'). This article analyses the phenomenon by looking at a case study of a single ALP faction ‐ the Left in New South Wales. Since 1971, two major fractions have developed in the NSW Left, based on ideological disagreements, personality conflicts, generational differences and arguments over the role of the union movement in the ALP. This development parallels the intra-factional splits that have occurred in many other sections of the Labor Party. Yet the factional system in the 1980s and 1990s operated relatively effectively as a means of managing power. The question now is whether it can survive the challenge of new issues that cross-cut traditional ideological lines.  相似文献

This article critically evaluates participatory, integrated conservation and development programmes in Africa, focusing on protected area buffer zones. I argue that, despite the emphasis on participation and benefit-sharing, many of the new projects replicate more coercive forms of conservation practice and often constitute an expansion of state authority into remote rural areas. I suggest that the reasons for this state of affairs can be traced in part to the persistence in conservation interventions of Western ideas and images of the Other. These stereotypes result in misguided assumptions in conservation programmes which have important implications for the politics of land in buffer zone communities.  相似文献

The seminal work of Derthick and Quirk (1985 ) argues that public policy changes when the intellectual debate of ideas establishes that policy options are legitimate and current policies are ineffective. 1 Overlooked in their otherwise exceptional analysis is the role that country music plays in the politics of ideas. 2 The thesis of this article is that country music is a crucial part of the politics of ideas, and, in fact, many policy debates are resolved in country music well before the intellectual community of policy analysts reaches a consensus. This article will recap some of the key policy debates in which country music set the agenda, 3 established the key policy alternatives, or resolved the policy debate and permitted the adoption of public policy ( Anderson, 1994 ). 4  相似文献
