Pressures on Urban Water Resources in Russia: The Case of St. Petersburg

An American geographer evaluates the process of water resources planning and management in the city of St. Petersburg, Russia, based on regional government documents, interviews with local water management officials, and follow-up field observations in 2007. St. Petersburg is a microcosm for challenges to assessing and managing water resources in urban environments in transition economies more broadly, and thus the present study yields insights into obstacles confronting water planners in many large cities in the post-Soviet realm, and augments the body of empirical data on the impacts of economic transition on environmental management. 3 figures, 46 references.     

Educating the Workers of Sheffield in the 18th and 19th Centuries: St Luke's National School,Garden Street,Sheffield

This article describes the archaeological recording of a Sunday school which was constructed in 1873, on the site of an earlier building, to provide educational needs for the working-class families which surrounded Garden Street. A brief historical background to the provision of education both nationally and in Sheffield is provided, along with the results of the recording of the standing building, and reference to below-ground remains of the residential accommodation which surrounded it is given. The recording concluded that the original form of the school was intact, with little in the way of modifications, apart from the addition of 20th-century industrial structures and an air raid shelter. The site provides a valuable insight into educational provision in one of the poorer areas of 19th-century Sheffield.     

Challenges to Western Participation in Shaping the Urban Landscape of Post-Socialist St. Petersburg: The Failure of International Competitions for Iconic Architectural Projects

The paper, based on a series of interviews in St. Petersburg conducted in 2009 and 2010 by an American geographer, discusses the failure of major iconic architectural projects awarded to Western firms through international architectural competitions. The projects, sought by Russian government and business leaders to enhance the city's re-emerging global status, are viewed as likely examples of diminished Western participation in the shaping of St. Petersburg's iconic urban landscape. The author attributes the failure to financial setbacks, and primarily also to a recalcitrant bureaucracy, red tape, overly strict building codes and regulations, corruption as well as negative reaction by local residents and media outlets.     

Dictatorships and Revolutions in Portugal and Chile: Ethnography,Memory and Invisibilities

This article discusses the relation between ethnography and underexposure of memory. Displaying similar characteristics, the ethnographies we developed in Portugal and Chile dealt precisely with this thematic in different chronological periods. We are going to point out our fieldwork convergences, specifically in what concerns the data recollection process.     

Reading Revolutionaries: Texts,Acts, and Afterlives of Political Action in Late Colonial South Asia

This essay maps out the discursive and political trajectories of the ‘revolutionary’ in Indian historical and literary worlds. Focusing on the Hindustan Socialist Republican Army and related interwar Indian anticolonial agitators, this essay reflects on the lineages, breadth, and productivity of the term. By tracing the figure of the revolutionary, we show that its genealogy reflects a wide range of political allegiances, ethical concerns, and aesthetic protocols. ‘Revolutionary’ not only suggests Marxist roots, but also reveals anarchistic, nationalistic, reformist, and socialist beliefs. Moreover, in our analysis, ‘revolutionary’ often escapes the grasp of the merely political: its use in popular discourse also suggests debates about violence, modernism, propaganda, cosmopolitanism, and utopianism. Consequently, we argue for the importance of historical context for understanding revolutionary thought, which is sensitive to an active rejection of rigid political categories or spectra.
