Abstract

A striking feature of contemporary Christianity is the new consensus that has emerged about politics. Almost all churches and theologians now believe that the form of government most compatible with the Christian religion is democracy. Of course, an important difference still exists between Christians who support liberal democracy and those who cling to hopes for some kind of Marxist rule. But even this difference implies that the only serious debate is not whether democracy should be preferred to monarchy or to theocracy, but which kind of democracy is best—a democracy based on human rights (liberal democracy) or a democracy based on a more radical notion of human liberation (socialist democracy). For contemporary Christians, it seems obvious that the Gospel message of care for the poor and universal love implies democratic institutions.  相似文献

This article explores the emergence of collaborative institutional arrangements for managing natural resources in large-scale and complex resource settings, among numerous political jurisdictions and stakeholders. It examines four regional institutions in the United States: the Northwest Power and Conservation Council's Fish and Wildlife Program, the Chesapeake Bay Program, the CALFED Bay-Delta Program, and the Comprehensive Everglades Restoration Plan. While a wealth of literature has looked at the emergence of smaller-scale resource management institutions, and some literature has begun to look at the characteristics and successes of these regional institutions, theory is lacking to explain the formation of these regional institutions. We first introduce three relevant streams of literature—on common pool resources management, on policy entrepreneurs and social capital, and on science and information in policy change—to frame our analysis. The comparisons of the cases point to the importance of integrating key insights from the literature for understanding the formation of collaborative resource governance. We emphasize how science, leadership, and prior organizational experience interact in facilitating institutional change, particularly in the process of raising awareness about resource management problems. In tracing the formation of these institutions, we also identify how external institutional triggers can help spur collaborative governance.  相似文献

For centuries American Indians have been an object of Western fascination. All too often this fascination has been an invented view of Indian people. This is especially evident with the recent movement of Indians to urban areas within the United States and Canada. Not only has this movement been ignored by society in general but it has also received almost no comment in the geographical literature. In this analysis the complex character of urban Indian communities is sketched, a variety of interpretations of these communities is outlined and the implications for planning and public policy are examined. The recent emergence of Indian organizations provides an innovative alternative for planning and public policy—cultural planning for urban redevelopment.  相似文献

Abstract

It is no longer possible to ignore the unprecedented levels of destruction resulting from development projects imposed by multinational corporations and governments. In this context, it is important to address the role archaeology and related professions, such as heritage management, play from the perspective both of the threat to physical heritage and our relationship with affected communities. This paper explores ways in which professionals can learn to work in a mutually accountable way with communities opposing destructive development, and together seek alternatives to development which threatens lives, livelihoods, culture, and environment. Case studies from the Boyne Valley and Tara in Ireland, Il?su dam in Turkey and the Oaxaca valley in Mexico, illustrate some of the issues. The implications of the growing privatization of professions, particularly for communities in the Third World whose poverty undermines their power to refuse even the most globally devastating developments, making it imperative that professionals look again at what we aim to accomplish and how much we are actually accomplishing it. As professionals we cannot afford to be ignorant of what communities want, need and are entitled to in order to develop and flourish. Archaeology and people's cultural roots are not separable from these questions.  相似文献

Within political science, there are two alternative approaches to understanding political institutions: traditional ‘institutional studies’ and the newer ‘cultural studies’. Each approach tends to go its own way, with little debate between the two. The former explains institutions by reference to their independent behaviour which has a formative influence on political culture. The latter explains institutions by reference to their dependent behaviour which reflects the formative influence of political culture. This paper proposes a synthesis between the two approaches, offering a third alternative based on a reconstructured application of Aristotle's ‘regime analysis’, along lines experimented with by J.S. Mill. My primary aim is analytical rather that historical: to reconstruct an approach to institutional analysis which better relates institution and culture.  相似文献

This paper focuses on the internationalization of curricula, faculty and campus activities in a case study of colleges and universities in Colorado. ‘Internationalization’ is a recent trend in US higher education and is sometimes given as a reason for hiring foreign-born faculty. A survey was used to explore how the definition and degree of internationalization would vary by institutional mission, goals and size as well as by the interests and expertise of key administrators and staff. None of these factors accounted for the survey results. Instead, the results indicate inconsistencies in institutional definitions of internationalization and in the implementation of resulting programmes. These inconsistencies may be a reason why foreign-born faculty can receive a mixed reception and encounter varied support on US campuses and raise a number of issues for further research on the discourse of contemporary US higher education.  相似文献
