This article discusses contemporary developments in the Northern Ireland peace process, and pays particular attention to some of the main paths away from political violence towards 'real' politics. Even the peace process has left many tensions in Northern Ireland. The article focuses on the gap between formal governing or decision–making and everyday life in localities, and the role of geographical scales in the peace initiatives is touched upon. In particular, the Belfast Agreement and its effects on localities are assessed to illustrate some of the advances and drawbacks of the multi–level peace developments. By looking at the local context of Derry/Londonderry, this study shows how ambiguous the very existence of peace is in Northern Ireland: for international media there is peace in Northern Ireland, for local politicians 'yes, maybe', but for many locals 'no'. In the localities territoriality, secured boundaries and collective identities remain crucial elements of everyday life.  相似文献

Income tax is the largest single means of generating revenue in modern states, and its impact is felt by virtually all members of society. How it is levied is therefore a matter of the highest political significance. Yet countries vary greatly in the manner in which they allocate the burden of paying income tax. In Ireland, the profile of income tax has changed dramatically throughout the course of economic modernization, since about 1960. By 1980 it was generally agreed that employees were carrying too much of the burden, especially those on fairly low incomes. Steady growth in recent years has enabled governments to cut tax rates while still bringing in rising revenue. But shifting the distribution of tax has proved very difficult, and tax reform has tended to favor the wealthy most. This article draws on comparative political science literature to highlight the political and institutional variables relevant to explaining these trends.

Devolution within the UK has produced new systems of governance within Scotland and Wales and restored to Northern Ireland local accountability following three decades of direct administration. The paper reviews the different status of Northern Ireland to provide both an understanding of the context in which planning has been set and the new structures that are taking shape. Particular focus is placed upon the ambitious mechanisms underlying the Agreement between the political parties in the province. The paper discusses how planning issues and responsibilities have moved from one highly centralized government department pre-devolution to effectively three new departments thereby providing a test not only of joined-up governance but of the ability of the new devolved structures to work effectively. Challenges posed by the different competencies are debated and emerging issues are discussed in terms of coherent planning at regional, subregional and local levels.  相似文献

One of the most enduring ideas about the Northern Ireland conflict is that it has been rigorously studied. This is a myth. The stark absence of analysis of its military and international dimensions makes the conflict one of the least understood of modern times. Scholarly studies of Northern Ireland have been insulated from influences in the wider academic world by the dominance of hitherto unchallenged images about the crisis. These images support a dominant orthodoxy that has confined intellectual investigation of the 'Troubles' to Northern Ireland itself, sustaining a view that little of value can be gained from studying the military nature of the conflict. This orthodoxy is one to which, depressingly, the international relations community has been only too willing to contribute to justify its fear and neglect. Not only does this reflect poorly on academic practice but it has also helped to engender a dangerously distorted image of the conflict that bodes ill for the future.  相似文献

The ways the British planning system fosters racial disadvantage and the initiatives taken by local authorities to address such bias have been subject to a number of studies over the last 17 years. This body of research has revealed isolated examples of progressive professional practice within a general pattern of inaction and ignorance. This paper looks at how the needs of ethnic minorities have been accommodated by the planning system in Northern Ireland that has a very different institutional and political context than other parts of the UK. The nature of 'race' relations in Northern Ireland is examined and the concept of 'policy processes' is used to explain why ethnic minorities in the region face similar difficulties to those in Britain. The influence of the political and cultural context is shown to play a key role in framing the policy processes that shape patterns of discrimination. The paper suggests that a full understanding of this context is required if multiculturalism is to be fully accommodated by planning in Europe.  相似文献

This article is adapted from the dissertation ‘Railway Architecture: The Great Northern Railway (Ireland) at Dundalk’, completed by Siobhan Osgood for the MPhil in Art History: Art + Ireland, where it was awarded a distinction. The study provides an historical analysis in the context of architectural development and broader railway culture in Ireland to provide an interpretation and understanding of the use of polychromatic yellow, red and black brickwork to create a visual identity for railway architecture. The use of accented colours to pick out key features is repeated across a series of buildings, thus creating a distinctive style of ‘brick-branding’. These are most prominent in the town of Dundalk, where the GNRI had its central engineering works at the halfway point on the Dublin to Belfast mainline and at the point where the Irish North line extended west and north. The buildings were each intricately designed by the GNRI's first chief engineer, William Hemingway Mills, a second-generation railway engineer who merged the roles of architect and engineer using an amalgamation of architectural designs from his earlier career in Derby, Scotland, Mexico and Spain. Mills thus created his own ‘Millsian’ style of industrial architectural design.  相似文献

The peripheral location of Northern Ireland as an Objective 1 region in the EU and consequences in terms of competitiveness and economic disadvantage are discussed. The need for high levels of public expenditure to at least partly offset these effects is argued; this is particularly apparent in the mechanisms which have been adopted to promote urban regeneration. The dominance of central government in the planning and development process is highlighted together with recent policy initiatives that place increasing emphasis upon partnerships as a delivery mechanism. The paper examines various forms of partnership arrangements highlighting how structures and actors differ depending upon local circumstances and objectives.  相似文献

Space is manipulated for political purposes in a great variety of ways, and its restructuring is frequently a focus of conflict. The nature of such conflict is explored here.1 Legislation requires that all parliamentary constituencies in the United Kingdom are periodically reviewed by independent Boundary Commissions. The Fourth Periodic Review in Northern Ireland began in 1993 and coincided with a period of intense political activity, associated with what was commonly termed 'the peace process'. Political parties, anxious to ensure that the resulting boundaries favoured their partisan interests (and, in the case of Sinn Fein, keen to establish their democratic bona fides ), invested considerable effort in their attempts to influence the outcome. The Commissions' recommendations became the subject of claim and counter-claim regarding bias towards one or other of the province's two main communities – Nationalist and Unionist – and as a result of that conflict, they were revised with priority given to a different criterion. This paper evaluates those claims with a close inspection of the redistricting process, illustrating how an ostensibly non-partisan process is partisan in both its conduct and its outcome.  相似文献
