One of the unexplored themes in the career of Mountbatten is why more use was not made of his services in similar contexts in the years after his Indian viceroyalty and governor-generalship. This article examines his influence in private and unofficial capacities in his dealings with post-independence India and Burma in the 1960s and early 1970s. In India it considers Mountbatten's efforts on behalf of the Indian princes when Indira Gandhi's government threatened their privy purses and privileges. In Burma it discusses Mountbatten's attempts to persuade Burma to return to the Commonwealth and his influence over General Ne Win, Burma's military ruler. Mountbatten was unsuccessful in both cases. By contrast in Burma, Princess Alexandra was better placed to represent British interests, suggesting perhaps that we should look more closely at the role of members of the royal family in promoting Britain's foreign policy.  相似文献

In ancient China, formal government institutions stretched to the county level. This system witnessed a radical transformation during the late Qing and the Warlord period, with various types of township/village administrations mushrooming in many places across the country to meet the requirements of institutional reform and the demands for modernization in local regions. These township/village administrations can be divided into two types: one is the newborn township/village administration in the late Qing dynasty, and the other is the township/village or quasi-administration that evolved from the old localized Xiangdi (local administrative system). Functionally, the former can be further divided into two kinds, the monofunctional township/village administration, which might include education, or police and security, and the multifunctional administration. The latter falls into three categories: some were new-model administrations directly translated from the old rural Xiangdi system; some were subdivisions of the neonatal administration composed of the old local Xiangdi system; and still, others basically reserved the intrinsic property and function of the old Xiangdi system. As political entities, township/village administrations of this era can be further differentiated into those bordering on “self-government” and those lingering under “the official system.” Township/village administration at this time mostly consisted of a standing body, with their personnel, who enjoyed the status of professional civil servants, set up by legal proceedings. Government outlay was sponsored by public finance or tax income, and it assumed all kinds of modern administrative functions, basically of a modern character. Meanwhile, of course, it retained much of its traditional flavor in actual operation. All in all, the birth of this form of township/village administration constituted an important dimension of the modernization of China’s local administration system. This article proposes a new way of viewing Republican-era warlords. Through an examination of the life of Li Dequan, the second wife of warlord Feng Yuxiang, it displaces Feng from his typical military and political context, scrutinizing instead the ways that Feng and Li interwove the private intimacies of love, marriage, and family life into their public and political lives. In the Republic, Feng and Li, like many prominent figures of the time, shared elements of their private lives with journalists and, through them, a broader reading public, posing for photographs with their children on their way to school and inviting reporters to family events. Feng and Li utilized this newfound intimacy between public and political leaders to cultivate public sympathy and support. By the early PRC, Li—following Feng’s sudden 1948 death—was named the first Minister of Health of the People’s Republic of China and her roles as wife and romantic object fell away. Instead, she focused on mothering the nation. By the late twentieth century, emphasis on the Li and Feng romance reappeared in writings about the couple, and while these narratives drew on the Republican-era stories, it was made to seem that Li’s feminism rather than Feng’s modernity had facilitated their true love. Though the warlords have often been seen as destructive, exploring Feng’s and Li’s lives demonstrates that factional militarists and their families contributed to a new political culture grounded in a gendered national narrative that intertwined family and nation.  相似文献

Ethno-territorial conflict is a common feature of human affairs, and efforts to understand and mitigate its impacts require an examination of how peoples, communities, and nations “lose;” specifically, what happens as and after they lose in terms of their relationship with place and space, and the associated effects on self and community identity. This article examines recent Apprentice Boys of Derry parades in Northern Ireland as a mechanism by which a community that has lost control of symbolically significant space seeks to demonstrate an ongoing attachment to critical places. Twice-yearly parades allow Protestants to narrate their experience in the town of Derry/Londonderry as a victory, despite circumstantial evidence which suggests otherwise. The ability to claim victory through parading provides members of the Apprentice Boys organization with a raison d'etre, and serves in place of an aggressive agenda to regain control of territorial icons. The article draws upon extensive fieldwork, including interviews with key figures on both sides of the sectarian divide, and explores the nature of the community and the evolution of its parades as Protestants have lost influence in the town since the onset of Northern Ireland's Troubles. It suggests that, in the study of ethno-territorial conflicts, attention should be paid to the tactics of those who lose hegemony, as their actions affect the potential for conflict management and the likelihood of ongoing strife.  相似文献

第一次世界大战结束后 ,协约国出兵西伯利亚干涉俄国革命 ,日本、美国等列强乘机扩大在中国东北和西伯利亚的势力。这种形势既对中国国家主权和边疆稳定造成严重威胁 ,也为中国维护主权和收回权益提供了机会。北洋政府利用各种有利条件 ,实施维护中东路主权的方针。采取有效措施 ,阻止了日本武力夺取中东路的企图 ,驱逐帝俄中东铁路督办霍尔瓦特 ,收回了护路权和路区主权。经过交涉 ,最终解决了路区主权问题。  相似文献

北洋军阀统治时期,军人干政成为北京政治生活中的常态。内阁作为北京政府的最高行政机构,不仅掌握着中央财力的分配权和地方督军、巡阅使的任命权,且作为正统的合法性来源,成为军阀竞相角逐的对象。内阁阁员群体的社会结构和社会网络表明,地域因素、同学关系、亲属关系等都是影响内阁群体构成的重要因素。这表明中国在封建王朝向近代国家转变的过程中,传统社会关系对现实政治具有深刻影响。  相似文献
