A vast literature about the religions and histories of Papua New Guinea (PNG) exists, but less than a handful of items mention the history of Islam or Muslims in PNG. This paper contributes to an initial attempt to establish a comprehensive historical account of Islam in PNG's broader history by detailing the formal establishment of Islam there from 1976 to 1983. Beginning with Islam's expatriate Muslim founders, it examines the challenges and events that led to the religion's institutionalisation and consolidation. This period of early effort provided the basis for a self-sustaining and, of late, growing religion. The ideational, material and migratory effects of globalisation and decolonisation appear as factors in the growth of Islam in PNG, despite persistent Christian resistance to its presence. The paper draws upon numerous unpublished archival records and interview data collected during fieldwork to PNG in 2007.  相似文献

ABSTRACT

This article describes some of the major events in the Catholic Church in Papua New Guinea (PNG) following the Second Vatican Council, the ‘self study’ of the church in PNG in the 1970s, and the General Assembly of 2003–4. An outcome of the self study was the establishment of a national Catholic council in which Bernard Narokobi played a significant role. The article continues with a reflection on how Narokobi’s promotion of Melanesian spirituality finds links with a Catholic theology of grace and sacrament and how these two contribute to his understanding of the dual pillars of the PNG Constitution with its noble traditions and Christian principles coming together in the ideal of integral human development. The article lays out different ways Bernard Narokobi was formally involved with the church over his lifetime and how his bringing together of Melanesian experience and Christian faith provided a model for the integral liberation he envisaged and expressed – both in his work in the church and in the National Goals and Directive Principles of the PNG Constitution.  相似文献

In Papua New Guinea (PNG) more rural people, and especially rural women, earn cash from selling in marketplaces than from any other source. PNG's marketplaces are critical for food security, and for the redistribution of wealth. They are also important meeting places where people gather to see friends, hear the latest news, attend court cases, play cards and be entertained. This introduction to this special issue on ‘Marketplaces and Morality in Papua New Guinea’ reviews the history of PNG marketplaces and their contemporary forms. It charts their transformation from introduced colonial spaces into dynamic Melanesian places, which, as places to buy, sell and socialise, have become pervasive institutions in the lives of both urban and rural Papua New Guineans, and places where people interact with both known and unknown others. From this, marketplaces emerge as important spaces of moral evaluation and contestation in relation to what constitutes morally acceptable exchange and what practices are acceptable in these places. The paper demonstrates that exchange in the marketplace should not be reduced to commodity transactions, and questions assumptions about the types of people marketplaces create. It argues that the country's marketplaces are productive sites to consider ideas of exchange, social relations and social personhood, and that there is a critical need to understand the concrete details of what takes place in contemporary marketplaces.  相似文献

Knowledge about historical photographic collections of Papua New Guinea (PNG) is limited both in source communities and amongst scholars. This article aims to shed light on significant collections of PNG photographs, describing some of the collections, and pointing to their importance at both ends of the ‘exchange’. I discuss some limitations in present uses of these visual records and point to the need for repatriation initiatives. The poor knowledge of extant photographic collections among today’s Papua New Guineans is described, and I raise some thoughts about what this signals to archives and researchers. As examples, special mention is given to the collections of photographers Albert English, William Saville, Rudolf Pöch and Captain F.R. Barton. Finally, I comment on current challenges and future opportunities for the keepers of these historical collections. ABSTRACT

Among the topics that Bernard Narokobi addresses in his numerous writings is the place of traditional Melanesian leadership styles in a modern Papua New Guinea. This article explores Narokobi's leadership status to show how far-reaching and multifaceted his leadership career was: he was at once a traditional Melanesian bigman, a chief, and a modern public figure. The actions he took in these roles were for him a matter of the highest principle, something that at times had severe political consequences. Because in Melanesia the scope of the ritual that takes place upon an individual's death is an index of their status, an analysis of the mortuary rituals undertaken upon Narokobi's death provides insight into the significance of his leadership at every level from his clan up to the national level of Papua New Guinean society.  相似文献

The treatment of asylum seekers at the Manus Island Regional Processing Centre in Papua New Guinea (PNG) has attracted much international attention, but there has been little analysis of its local and transnational impact. This article investigates the repercussions for the communities on Manus Island, on domestic affairs in PNG, and on the relationship between PNG and Australia. Overall, it concludes that the costs arising from the money, manipulation and misunderstanding generated by the centre seem likely to outweigh the purported benefits, particularly for Manusians and other ordinary Papua New Guineans.  相似文献

ABSTRACT This paper discusses the way in which Asabano children of Papua New Guinea (PNG) learn. The question of how Asabano children learn is interesting because parents believe children to be incapable of heeding instruction, and so they consciously do not attempt to teach children and may even intervene to stop activities that they see as educational. Thus, with little or no instruction, children come to possess a rich corpus of skills and knowledge. To explain how this is possible, I draw upon the concepts of guided participation and play, illustrating that the routine arrangements of children's lives are critical to their education and enculturation. This traditional Asabano system of education contrasts starkly with the formal schooling system in the village, which I argue should better address the local socio‐cultural context  相似文献

This article considers the new boundaries of influence among Fuyuge speakers in the Udabe Valley (Central Province, Papua New Guinea [PNG]). These new boundaries have arisen through the conjunction of epochal shifts implicating the PNG State, and local forms of ritual. On the one hand the PNG State's particular advocacy of widespread resource extraction is coupled with its need to comply to signed agreements of international bodies such as the World Trade Organization. Both have consequences for the way boundaries are newly conceived with respect to the ‘land’ (‘landowners’) and with respect to ‘culture’ (‘cultural property’). On the other hand, peoples such as the Fuyuge create and recreate local boundaries of influence through the performance of ritual conversions ‐ as regards persons, place names, or collective names. At the same time a local Fuyuge perspective on ‘culture’ suggests that its boundaries be delineated, analogous to the definitions of boundaries for ‘landowners’ compelled by mining operations. The article highlights connections between these local changes and the current concerns of PNG academic scholars to mandate the protection of localised PNG cultural property, an outgrowth of current epochal alterations.  相似文献

ABSTRACT

Papua New Guinea (PNG) is one of many countries around the world where the relationship between customary land tenure and economic development has been hotly debated for a long time. A commonplace of the debate in PNG is that 97% of the nation's land is held under customary tenure, while only 3% has been alienated, and these proportions have not changed since the country became independent in 1975. This paper shows that the boundary between customary and alienated forms of land or immovable property was already showing signs of instability in the late colonial period, and this instability has been greatly magnified in the post-colonial period. The areas of land subject to some form of partial alienation have increased along with the ways and means by which immovable property has been ‘mobilised’, while a variety of customary claims to previously alienated areas have grown stronger over the same period. Although Karl Polanyi's idea of a ‘double movement’ can throw some light on this phenomenon, the PNG case also reveals a new side to the application of this concept.  相似文献

The looped netbag or bilum is one the most culturally significant of everyday objects in Papua New Guinea (PNG). Made exclusively by women, bilum are also iconic of female productive and reproductive labour. In this article, I analyze how growing social stratification is expressed through the types of bilums young women produce and wear. I argue that the choices that young women make about what kinds of designs, shapes, colours, and fashions to incorporate into their bilums can tell us a great deal about their desires, experiences, and imaginings. While previous analyses have focused on the bilum as an ambiguously gendered object expressing complex ideas about sexual difference, I argue that bilum style increasingly indexes complex ideas about geography and social location, materializing contemporary Papua New Guinean ‘imaginaries’ of space.  相似文献

Big Men achieve that status by making good things happen for others as well as for themselves. In the minds of many Papua New Guineans development promises a direct route to becoming Super Big Men and Women. Mostly, however, it produces inequality and conflict. This is striking in places peripheral to major developments and in situations where not everyone benefits (e.g. compensation to ‘local landowners' - narrowly defined by mining companies - and lucrative urban employment - enjoyed only by the few, mostly male elite). Uneven development pits men and women, parents and children, and whole communities against one another as those less fortunate fail to match the generosities or competition of more prosperous exchange partners. In this article, I look at development through the eyes of one self-proclaimed ‘last Big Man’. As a youth, Ruge participated in male initiation and worked for the colonial outsiders, hoping to manipulate both old and new systems. He married several wives in the tradition of past Gende leaders but chose one because she had been to school, knew the ways of Europeans and had a keen business sense. In spite of what looked like the right moves and a sincere concern for his followers, Ruge could not prevent his society from being ravaged by inequality or help a growing number of bachelors afford expensive brideprices as more and more village girls married wealthy strangers from other parts of Papua New Guinea. In the end, a clan brother killed Ruge in an argument over land, making Ruge a victim to capitalist development's indifference to local traditions of family, reputation, and leadership.  相似文献

Adding to the existing literature on the history of forestry policy and reform in Papua New Guinea (PNG), this paper focuses on the Malaysian Rimbunan Hijau Group (RH) – the largest actor in PNG's forest industry. Rimbunan Hijau's dominant presence since the 1980s has been accompanied by allegations of illegality, corruption and human rights abuses. This paper outlines RH's initial involvement in PNG's forestry sector and discusses some of the more controversial aspects of its engagement with concession acquisition processes and public policy, as well as its responses.  相似文献

This article focuses on indigenous religious beliefs and practices in relation to nationalism and state‐building in conflict and post‐conflict Bougainville. Since the early seventies, people of the island of Bougainville have sought to secede from Papua New Guinea and constitute a separate sovereign state. The almost ten year long secessionist struggle between the Bougainville Revolutionary Army (BRA) and the PNG Defence Force (PNGDF) that eventuated in 1988, destroyed nearly all infrastructure, socio‐economic services, and the functions of the PNG state on the island. At the same time, the crisis also brought about the establishment of new local governments, such as ‘The Bougainville Interim Government’, as well as a new Nation: the Independent Republic, later called the Kingdom of Me'ekamui, ruled by BRA leader Francis Ona. This article explores the creation of the Me'ekamui Nation and analyses the religious underpinnings of nation‐ and state‐building in Bougainville, focusing on the performances and normative frameworks used in the endeavor to become a sovereign state.  相似文献

At a bridewealth payment made at the start of a wedding in Papua New Guinea, the groom diligently kept a note of contributions from relatives and co‐workers. The next day, he used one of his employer's computers to compile an Excel spreadsheet that detailed all the guests, what each one brought, and, in a separate column, its value in money. Turning people's gifts into nominal amounts of money helped register these into an enduring electronic form. The spreadsheet – an all too familiar tool of enumeration – gave the groom a record of transactions going forward. Papua New Guinea is most often known for the widespread emphasis placed on gift‐giving, especially the large prestations that are particularly important in the making of ‘Big Men’ and which are based on the belief in the high status of the giver and the onus of reciprocity. Today, spreadsheets permit transactions to be analyzed in a very different way – namely, in terms of currency‐like properties – allowing Papua New Guineans to understand, tap into and ultimately control the powers of money that echo current debates about the manipulation of big data.  相似文献

Bridewealth is recognized as vital in the reproduction and reconfiguration of Pacific environments and women play an integral role in this process. In contemporary Papua New Guinea (PNG), bridewealth is reconfigured by kin to acknowledge the considered actions of women as they enter into relationships with men. This paper will explore how women's choices impact and influence their experience of these exchanges and determine the role of women and their kin as they undertake these practices. Here I aim to understand how the social relatedness that frames bridewealth exchanges enables the practices of bridewealth to be used as a tool for recognition of women's choices, autonomy and personhood. Although women enter into relationships without initial kin approval, bridewealth practices converge ultimately with a women's autonomous choice of husband. Wardlow suggests (2006:86) 'bridewealth confers value and dignity on female gender', and going beyond her observation, I show that bridewealth has been useful in achieving this in regard to managing and supporting social, kin and affinal relationships. This article will explore two cases, to identify what each tells us about women's ability to act in ways that are beneficial to them and important to kin. I show how moral evaluations frame (pasin) and recognize (luksave) kin and social relationships that ultimately constitute their personhood.  相似文献

This article adds to research on emerging masculinities in the Pacific by analysing how Papua New Guinean and Chinese male employees' intercultural work experiences impact their perceptions of becoming a good man. The idea of a good man acts as a benchmark for assessing the adaptability of Papua New Guinean employees to new work environments and determining if Chinese colleagues are their desired partners. I illustrate this point by first considering ‘becoming’ as an alternate framework to the binary framework reflected in earlier research. I next describe how Papua New Guinean workers impress their Chinese supervisors through negotiations and concessions about industrial and subsistence farming time, as well as how working with Papua New Guinean workers alters Chinese employees' perceptions of work. Finally, I demonstrate how employment practices foster Papua New Guinean workers' evolving perspectives on becoming a gutpela man (‘good man’) and Chinese employees' evolving perspectives on becoming a good person, a vital route to becoming a chenggong man (‘successful man’). This article proposes characterizing emerging masculinities as hybrid identities that are context-dependent, interculturally exchanged and temporal by presenting two parties' new thoughts on becoming a good man. This article demonstrates modulatory power dynamics in the Chinese refinery based on a two-way narrative as opposed to portraying Chinese management as the dominating force.  相似文献

The ‘Pacific Solution’ of transporting asylum seekers who arrive by boat in Australian waters to detention centres on Nauru and on Manus Island in Papua New Guinea (PNG) has attracted considerable international attention. Most of this has focused on the treatment of those detained and the morality, practicality and sustainability of Australian refugee policy. In this issue of ‘Pacific Currents’, we focus on the consequences for the Island nations. This article sets the scene for articles on Nauru and Manus Island by: 1. outlining the policy debates that led to the two phases of the ‘Pacific Solution’; 2. assembling data covering the numbers and costs involved; and 3. exploring the policy options in the wake of the PNG Supreme Court’s April 2016 ruling that the Manus Island centre was in violation of the constitution. All three papers are particularly concerned to explore the domestic political and legal ramifications of the centres for Nauru and PNG, and to examine the impact on Australia’s reputation in the Pacific region.  相似文献

Recent work in anthropology proposes that the ethnographic study of infrastructure offers a productive way to think about how states and corporations, citizens and consumers, all define their relations and obligations to each other. This article considers the politics of media infrastructure in Papua New Guinea (PNG) by tracing the moral economy of mobile phones. It focuses on (1) how mobile phone users have taken to social media to express dissatisfaction with the dominant mobile network operator, Digicel, a privately owned foreign company; and (2) how the PNG state has attempted to regulate the use of mobile phones and social media through cybercrime legislation and registration of Subscriber Identity Modules (SIM cards). Consideration of these two issues – matters of concern that gather publics around them – enables an assessment of the promise of improved telecommunications and social media, in particular, to make government in PNG more accountable and transparent.  相似文献

The goldmining project on Lihir Island in New Ireland Province, Papua New Guinea, has brought dramatic socio‐economic changes. In this matrilineal society, while women's economic contributions were substantial, their political status was not. Women's participation in decision‐making about the mine has been restricted, mainly because men have excluded them. The mining company established a women's section that has supported the development of women's organizations and a range of economic development projects. The women's organizations provide the context for new political roles for women but have experienced many setbacks that are common in such groups across Papua New Guinea. Through the Lihir experience in the first five years of the mine, this paper examines the tensions and divided loyalties that constrain women's organizations and often lead to the failure of income‐generating women's projects in Papua New Guinea.  相似文献
