A strong European Union is needed today more than ever: to act as a reliable partner to the United States, Great Britain and the other great democracies; to deal with the growing threats on her southern and eastern periphery; and most pressingly of all, to deal with the euro sovereign debt crisis. In order to do so, Europeans will have to abandon the gradualist fallacy that union will be achieved in small incremental steps and learn the lesson of history that all successful mergers, such as the British and the American, have been carried out in one fell swoop at a time of extreme crisis. They will have to recognize that the road to unity took a fatal turn when the failure of the European Defence Community caused a bifurcation between politico‐military and economic integration. Today, as we face potential fiscal and economic meltdown and as the external threats to Europe mount, we have another opportunity. We can only seize it, however, if we realize that full European union, if there is to be one, will be an event, not a process. It must follow more or less the American example with a directly elected presidency, a house of representatives elected by population and a senate, which represents the former nation‐states and regions. There is no need for the United Kingdom to be part of this project, but it is essential that both unions work together for the common good. Because the existing political elites are incapable of rising to the occasion—and in many cases are actually antipathetic to it—the task must fall to a new pan‐European party: the Party of Democratic Union.  相似文献

This article challenges democratic theorists’ disregard for democratic impatience by showing that the Book of Job not only defends impatience but that it intimates the merits of democratic impatience. Job is impatient along four dimensions that should speak to democratic theorists: he refuses to suffer, identifies his suffering as unjust, seeks to hold arbitrary power accountable, and recognizes patience’s irrationality in the face of injustice. Critically, I demonstrate that Job remains impatient in his mind, and thus does not abandon impatience – not even in an epilogue designed to stifle his impatient voice. While Job’s impatience is justified, it is not yet democratic, for it reneges on broader democratic claims, is not shared, and is undermined by his social privilege. I thus turn to Job’s wife – who is “Everywoman” both in a feminist and more generally democratic sense – to more fully develop a concept of democratic impatience.  相似文献

While many (perhaps most) of those engaged in the study of philosophy would accept the continued reality and importance of an analytic/continental divide in the discipline, there has been no serious examination of the political dimensions of this rift. Here a series of political assumptions are revealed to be widely held among the British analytic philosophers who were active during the period in which the analytic/continental divide was being established. This paper will approach demonstrating the analysts’ beliefs about the political affiliations of continental philosophy in three ways. Firstly, it will produce direct evidence of the analysts’ belief in the relationship between 19th century continental philosophy and various politically undesirable regimes. Secondly, it will examine in detail one illustrative example, that of Hegel. Thirdly, it will illustrate how the political beliefs already canvassed permeated beyond the limited political critique of continental philosophy into the analysts’ writing on the history of philosophy.  相似文献

The investigation of consensus was a leading theme in the political sociology of democracy from the early 1950s until the late 1960s. Consensus has since become something of a suspect category of social inquiry. The consensus literature (V. O. Key, R. Dahl, H. Eckstein, S. M. Upset, G. A. Almond) has been charged by the ‘post‐behaviouralists’ as conservative politics disguised as impartial social science. This paper investigates the possibility of restoring consensus as a research category through an examination of its original use by John Stuart Mill. The link between Mill and contemporary political sociology is Edward Shils, who is here identified as one of the guiding spirits of the consensus literature. The paper compares consensus as treated in Mill's explicitly political science with Shils’ implicitly political science. The ‘post‐behaviouralists’ sought the recovery of the political as the leading theme of social inquiry. This is exactly as Mill originally intended. The consensus literature, however, took its bearing from Shils’ restatement of Mill, in which the political categories are submerged according to the demands of a novel and apolitical science of politics. The recovery of democratic consensus as a research category would greatly benefit from the substitution of Mill's original project in place of Shils's much weaker, if more influential, restatement of it.  相似文献

This paper overviews the Australian System of Political Communication in the light of the communications requirements of modern representative democracy. The broad point of departure is that representative democracy requires political communication in both directions between government and people. In addition to the media, the approach takes account of the following channels for ‘political messages’: direct mail, public opinion polls, elections, government inquiries. Five criteria of satisfactory democratic communication are examined. The Australian system of political communication is reviewed in the light of these criteria. Some research findings and other information is included demonstrating the extent of political communication in Australia. An argument is developed to show what conditions need to be satisfied for the criteria of democracy to be met in the contemporary environment.  相似文献

The liberal democratic nation–state is on the decline in the West as a result of globalisation, regionalisation, universalisation of minority rights, multiculturalism and the rise of ethno–nationalism. While Western countries are decoupling the nation–state and shifting toward multicultural civic democracy, other countries are consolidating an alternative non–civic form of a democratic state that is identified with and subservient to a single ethnic nation. This model, ‘ethnic democracy’, is presented; its defining features, the circumstances leading to it and the conditions for its stability are elaborated upon; and it is applied to Israel. Contrary to its self–image and international reputation as a Western liberal democracy, Israel is an ethnic democracy in which the Jews appropriate the state and make it a tool for advancing their national security, demography, public space, culture and interests. At the same time, Israel is a democracy that extends various kinds of rights to 1 million Palestinian Arab citizens (16 per cent of the population) who are perceived as a threat. The criticisms against the general model and its applicability to Israel are discussed. The model has already been applied to other countries, but more applications are needed in order to develop it further.  相似文献
