The dragon versus the kangaroo: perceptions of Chinese and Australian influence and development assistance in Vanuatu

ABSTRACT

China’s engagement within the South Pacific has increased dramatically in recent years mainly through significant increases in development assistance. Development assistance is provided to address humanitarian needs but to also secure national interests of the donor. This paper examines the extent and nature of Australia’s and China’s influence in Vanuatu from the perspectives of the Ni-Vanuatu people using new data. China is perceived as having the most influence in the country despite Australia’s development assistance being viewed far more positively. Support for infrastructure is the most important factor contributing to a positive image for both countries. Perceptions of land grabbing are the main factor contributing to negative images. Regional differences in perceptions of Australia and China across Vanuatu also exist.     

Postgraduate education and thesis writing in Australian geography: a critique

This paper argues that the present structuring of postgraduate degrees in Australian geography is a recent phenomenon and could be altered. A case is made for more coursework and alternative forms of submission of research findings. The current dissemination of thesis information is criticised and a call made for better management to benefit readers and geography as a whole. The possibility is canvassed of a wider role for postgraduates in advancing human geography.     

Delayed Asian Transitions to Adulthood

Korea witnessed a steady increase in women marrying younger men from 8.5 per cent in 1993 to 14.3 per cent in 2009. This study examines those women marrying younger men in Korea through an empirical analysis using a large and reliable data set of more than 5 million observations collected from marriage register reports from 1993 to 2009. The results indicated that an increase in Older-Women/Younger-Men Marriages (OWYMMs) in Korea was mainly due to a steady increase in the woman’s age at marriage and show that women with a higher level of education and/or income than men were more likely to choose the OWYMM. That is, the incidence of OWYMMs was related more to the gap in the level of education or income between spouses than to the absolute level of education or income of individual spouses. In this sense, the results provide empirical support for exchange theory.     

The Problem in Policy: Representations of Asia Literacy in Australian Education for the Asian Century

This paper examines the strategic arguments articulated in calls for the teaching and learning of Asia in schools. “Asia literacy” is currently framed as a necessary “solution” for Australian education, but acceptance of this “solution” into the mainstream educational policy agenda has been problematised as a neoliberal and neocolonial construct. Subsequent policy debate indicates the dominance of an economic rationale that is seemingly impossible to resist. This paper suggests that critical policy approaches can be used to identify alternatives to these dominant frameworks, which imagine Asia literacy in alternate ways. Re-imagining the “solution” offers three alternatives: working within an economic agenda; restructuring Asia literacy away from a distinct policy agenda; and treating policy gaps as spaces in which teachers can generate locally relevant possibilities.     

Australian higher education scholarships as tools for international development and diplomacy in Africa

International scholarships for higher education are a large component of foreign aid in many high-income countries, including Australia. The aims for Australian scholarships awarded to African students are to achieve development in Africa and advance the influence of Australia. However, well-articulated theories of change that define how scholarships are linked to these and other outcomes are not available in the literature. In order to address this gap, the authors explore the perspectives of Australian-funded Master's-level alumni from Kenya, Uganda and Mozambique on the implementation process before, during and after their scholarship award, and the outcomes of the scholarships. The authors found that Australian scholarships to Africans have the potential to spread Australian influence, and that returnee scholars, by virtue of their study in Australia, gain the capacity to become agents for development in their country. The process of choosing scholarship awardees, the local circumstances in each country on return, and support and mentoring networks after return can influence the achievement of these outcomes. Investments in international scholarships should be directed to develop additional skills and facilitate networks in order to further prepare the returnee scholars to influence development in their country and perpetuate Australian influence.     

Applying Habermas to Australian political culture

This article seeks to explore some problems in Jurgen Habermas's account of political norms and values in Western society. Using examples from Australian political discourse, it is argued that Habermas has neglected to analyse some of the ways in which political consensus can be generated in Western society. In particular, he has failed to acknowledge adequately the role played by liberal norms and values in attempts to reconcile conflicts between the individual and general interest While Habermas has made important contributions to social theory, such deficiencies limit his usefulness for Australian political scientists who wish to analyse some crucial aspects of Australian political culture.     

The responsibility to protect and Australian foreign policy

It is widely recognised that the Responsibility to Protect (RtoP), adopted by heads of state and government in 2005, is an important new international principle. Australia has been one of the principle's most significant contributors, with prominent Australians and governments from both sides of politics contributing to its development, emergence, and implementation. This article traces and explains Australia's contribution to RtoP and asks what more it might do to assist in its implementation. It argues that Australia's commitment to RtoP is informed by a synergy of values and interests and has been strengthened by the Rudd government's reengagement with multilateralism. It concludes by calling for the development of a whole-of-government strategy for implementation and by suggesting some policy avenues that might be considered.
