In late colonial Basutoland and early independence Lesotho, the issue of who could access citizenship rights and passports became increasingly important. Political refugees fleeing apartheid South Africa took up passports on offer in the territory to further their political work. Basotho residents also took up passports in increasing numbers as a way of safeguarding their economic, social and political rights on both sides of the border. The lure of a Citizens of the United Kingdom and Colonies (CUKC) passport drew refugees to Basutoland in the early 1960s, but it was South Africa’s decision to leave the Commonwealth in 1961 that spurred many in Lesotho to formalise their imperial citizenship as well, even as independence for Lesotho became increasingly likely. The stories of those taking up papers illuminate how citizenship became a space for contestation between individuals and governments. The stories also show how the concept of the transfer of power does not accurately reflect the ways in which the sovereignty of newly independent African states, apartheid South Africa and the United Kingdom were all limited by a series of decisions made in the late colonial period. Tracing these stories helps us better understand the limitations of the term ‘decolonisation’ for reflecting the understandings and complications of citizenship in 1960s and 1970s southern Africa. 相似文献

South Africans today inhabit a fragmented and discontinuous landscape, often despite their most cosmopolitan intentions. Grounded in the Coloured neighbourhood of Wentworth in Durban, this paper asks how remains of the past appear as differently temporalised artefacts, some buried in the archaic past and others more readily used to critique the present. In particular, I explore photographs of inmates of a concentration camp from 1902, township youth appropriating a specific commons in the early 1980s, black political photography from the late 1980s, and film wrestling with the ambiguities of post-apartheid political life in a Coloured neighbourhood next to an oil refinery. What unites these moments is not just a meta-theoretical concern with photography as both documentary and aesthetic, but the specific political uses of images, exemplified by the work of two black political photographers. Their practice provides cues for situating these other photographs in a long century of multiple dispossessions. The paper explores when and how photographs might shock the viewer into recognising resemblances, connections and potential solidarities, not just with the past, but with subaltern critique of racial space and subjectivity in the present. I suggest how we might view photographs from various moments relationally, to understand how, in one corner of contemporary South Africa, people continue to wait for justice despite uncertainty and official dissimulation, in a state of anticipatory frustration. 相似文献

In this essay, I explore the role of circulation in Beirut’s urban space and society in the early 1960s. Drawing primarily from the Lebanese francophone newspaper L’Orient, I show how the rise of automobility in postcolonial Beirut brought with it the imposition of certain kinds of moral and civic geographies that prescribed how citizens should use and move through the city. I argue that the newspaper’s narratives about matters of infrastructure and traffic law abidance reveal concerns with not just how people moved through the city, but with the everyday configuration of a rational, modern, biopolitical order. 相似文献

Abstract: This paper is part of an ongoing effort to make sense of the turbulent forces at play in South Africa in relation to other parts of the world. Engaging debates over neoliberalism from a South African vantage point, I show how currently influential theories cast in terms of class project, governmentality, and hegemony are at best partial. A more adequate understanding is not just a matter of combining these different dimensions into a more encompassing model of “neoliberalism in general”. The challenge, rather, is coming to grips with how identifiably neoliberal projects and practices operate on terrains that always exceed them. A crucially important dimension of what is going on in South Africa is that escalating struggles over the material conditions of life and livelihood are simultaneously struggles over the meaning of the nation and liberation, as well as expressions of profound betrayal. These processes underscore the analytical and political stakes in attending to interconnected historical geographies of specifically racialized forms of dispossession, and how they feature in the present. The paper concludes with a call for a properly post‐colonial frame of understanding that builds on the synergies and complementarities between a Gramscian reading of Fanon and relational conceptions of the production of space set forth by Lefebvre. 相似文献

Abstract: In April 2009, African National Congress leader Jacob Zuma was swept into power in South Africa's fourth democratic general election. To date, this political “Zunami” has largely been presented as either a leftist rebellion against Mbeki's neoliberalism, a reassertion of patriarchal “traditionalism”, or an example of Zulu ethnic mobilization. This article draws on a long‐term ethnographic study to provide a critical gendered perspective on Zuma's rise. It argues that Zuma resonates with many poor South Africans, including women, in part because of his ability to connect the personal and political in ways that talk to South Africa's “crisis of social reproduction”. A key point the article emphasizes—one virtually absent from contemporary discussions about Zuma—is the profound gendering of growing class divisions, specifically the way this manifests itself in huge reductions in marital rates and heightened gendered contestations. 相似文献

Critical scholarship on urban development and displacement has a long history in geography. Yet one emergent driver remains strikingly understudied and poorly understood: global retail capital (GRC). This essay engages feminist postcolonial approaches, grounded in African continental feminist work, to theorize from the urban transformations, displacements, and resistances driven by GRC and emerging in urban East Africa. This framework engages an intersectional understanding of capitalism, and its work driving urban displacement, as always co‐produced through gender, racial, colonial, heteronormative, nationalist, and other power‐geometries. We assert that feminist postcolonial geography helps us imagine other urban futures, within and beyond Africa: critical of colonial past‐presents; free of the modernizing imperatives of normative urban planning; and that recognize the work and insights—intellectual and material—of African women. 相似文献

Abstract: This article is concerned with the politics of inclusion. It analyzes the institutionalization of participatory citizenship as the formation of regimes of \"civic governmentality\". Through the study of key civil society organizations such as SPARC and Hezbollah, it studies three dimensions of civic governmentality: an infrastructure of populist mediation; technologies of governing (for example, knowledge production); and norms of self-rule (for example, concepts of civility and civicness). However, such regimes of civic governmentality operate within frontiers of urban renewal and indeed often facilitate and manage such types of development. The article examines the limits and contradictions of the politics of inclusion in the context of the bourgeois city and also studies radical forms of citizenship that emerge to challenge these limits. 相似文献

Conversations around, and conceptions of, citizenship have changed over time. Assumed initially as a mark of membership, of belonging to a political community (Marshall 1950), the essence of what it means to be a citizen and what the contractual ties of citizenship are have evolved over time. This evolution has been encouraged by processes of migration and increasing mobility. More recently, our ability to traverse geographical and political boundaries has meant that notions of borders and boundaries, of who belongs where and why, have also been subject to dramatic changes. This article investigates the impact of such mobility on the individual lived experience of migrant women who, as a group, have been traditionally excluded from more formal political arenas, and asks questions of what citizenship means for them. Though I do not contest the very political fact of citizenship as status, this article challenges the way in which the nature of this status is assumed or implied for all. This article therefore argues that citizenship itself is a much more fluid concept, incorporating the emotional and lived experience of individuals and that it is in these emotional accounts through which citizenship, and its extended rights and political capabilities, must be understood through a sense of everyday, grounded and personal politics. 相似文献

This article employs gendered livelihoods analysis and participatory methods to examine the politics of development among small-scale rooibos tea farmers in a rural coloured area of southwestern South Africa. Differentiating between sources of conflict and cohesion, I discuss how communities navigated resource scarcity, unstable markets, and shifting relations. While patriarchal dynamics informed livelihoods, with males and elders enjoying greater access than females and young adults, women took advantage of relatively fluid female roles to enter into agriculture and commerce. In contrast, rigid male roles and unattainable expectations of manhood isolated men, engendering destructive behaviors among young men in particular. Communities maintained social cohesion through democratic arrangements, and a politics of identification enabled research participants to relate to differential interests. In addition to providing situated and relational insight into the identitarian aspects of rural development, participatory gendered livelihoods analysis offers a critical means for deconstructing power and decolonizing knowledge. 相似文献

More than a hundred thousand people crisscross South Africa's international borders annually. Public opinion on this cross‐border migration is decidedly hostile. According to a 2013 opinion poll, more than three‐fifths of the adult population would favour closing the border. Can civic and ethnic identifications with the nation explain this opposition to immigration? Using data from the 12th (2013) round of the cross‐sectional South African Social Attitudes Survey (N= 2,739) this paper was able to investigate individual attitudes towards border control. This paper investigates different dimensions of national identity. The results revealed that ethnic national attachment was an important determinant of attitudes towards border control. Such attitudes were also associated with attitudes towards immigrant assimilation and the effect of nationalism on society. For those aiming to ameliorate public sentiment on border control, this study provides a test of multiple determinants of public opinion on the issue, examining the comparative strength of each. 相似文献

The colonial history of New Caledonia has been one of dispossession, alienation, and racial segregation. Indigenous people did not experience a life of all‐embracing confinement and immobility. Instead, Kanak localities were historically shaped by the interplay of colonial projects, ideas, tensions, power relations, practices, representations, values, norms, and emotions. Based on the example of Thio, located on the south‐east coast of New Caledonia, this article explores these transformations, focusing on processes of localization and mobility in the colonial and postcolonial eras. The first section focuses on the encounter with and the interplay between different organisations in Thio: the missionary, mining, pastoral, and administrative frontiers. The second section explores the multilayered history of the landscape and settlement patterns in Xârâgwii/Kouare (a tribe located in the mountainous part of Thio), and the third section analyses the interplay of locality and mobility since World War II. The final section examines the ‘invention’ of the tribe as part of colonial governmental projects. The article concludes with a brief discussion of the meaning of this evolving dialectic in the current context of decolonization. 相似文献

This paper makes a case for grounding the global in feminist, anti‐racist, and post‐colonial scholarship in order to foreground questions of race, colonialism, and history in critical geographies of development. I argue that the process of ‘doing development’ involves the imposition of power; hence, geographers' critical engagements with development need to consider the intersectionality of gender, race, and ethnicity that comprises identities of the subjects of development and of those who ‘do development’. This consideration would entail questioning the homogeneity of ‘Third World women’ as a singular category in need of development and recognising the normativity of women from the global North who, so far, have been the ‘doers’ or the key actors in global interventions. 相似文献

This article discusses transit infrastructure as a site of radical possibility and limitation in an age of participatory democracy across Latin America. I focus on multiple spaces of participation in Quito, Ecuador to elucidate how citizenship and infrastructure are co‐produced through gendered processes. I first analyse city space of Quito from a gendered and infrastructural lens to consider how urban environments are dictated by violence and insecurity. Then, against this backdrop, I explore the spatial strategies of the feminist bicycle collective, Carishina en Bici, which translates from Quechua to “bad housewives that cycle”. Here, I draw on the concept of “deep play” to reveal how public practices in Quito question the equitable impacts of local democratic experimentation. To examine Carishinas’ spatial practices, I focus on an urban alleycat race, the Carishina Race, to show how strategic practices of solidarity reinsert feminist possibilities in urban space. 相似文献

Antoine de Saint-Exupéry was a pioneering French aviator who helped to open airmail routes in North Africa and South America during the interwar years of the early twentieth century. He was also a celebrated author who described his piloting experiences and the relations between aviation, society and human development in several popular books. Saint-Exupéry's writings contain vivid representations of landscapes, places and people from the novel perspective of the airborne observer. Based on analysis of the revised editions of most of the English-language translations of Saint-Exupéry's published works, this article reveals that his writings contain a distinctive ‘geography from above’ in which landscapes and places are culturally constructed and myths about various ‘others’ are reproduced. Such a view was important: it allowed powerful visualisations to be created and communicated, and its expressions accompanied and legitimated the imperial expropriation of land. 相似文献

Much work has recently explored the remarkable legislative achievements that have benefited queer groups in South Africa. Less well understood has been an appreciation as to how the links between histories of racism and histories of sexuality deployed to legitimate such legal challenges may also have directly helped to entrench the ability of others to argue against queer rights. Drawing on the work of Stuart Hall, this article will explore how queer activist's association with an ideology of ‘equality’ (and the link between racism and sexuality-based discrimination) has not simply concluded discussion about the rights (or wrongs) of queer rights. Instead that association has helped align the issue of sexuality within a far broader debate as to what the ‘New South Africa’ should mean after a racist past. This may help us appreciate a so far little understood and yet key reason why homophobia remains such a pervasive problem in the country. 相似文献

Smart and data-driven technologies seek to create urban environments and systems that can operate efficiently and effortlessly. Yet, the design and implementation of such technical solutions are full of frictions, producing unanticipated consequences and generating turbulence that foreclose the creation of friction-free city solutions. In this paper, we examine the development of solutions for wait time predictions in the context of civic hacking to argue that a focus on frictions is important for establishing a critical understanding of innovation for urban everyday life. The empirical study adopted an ethnographically informed mobile methods approach to follow how frictions emerge and linger in the design and production of queue predictions developed through the civic hacking initiative, Code for Ireland. In so doing, the paper charts how solutions have to be worked up and strategies re-negotiated when a shared motivation meets different data sources, technical expertise, frames of understanding, urban imaginaries and organisational practices; and how solutions are contingently stabilised in technological, motivational, spatiotemporal and organisational specificities rather than unfolding in a smooth, linear, progressive trajectory. 相似文献

ABSTRACT Driving this essay is a question central to political theology; that is, how can I keep faith with my distinctive commitments while also forming a common life with neighbors who have a different vision of life to me? My response has four parts. First, I develop a normative definition of politics within which to situate an account of citizenship and the political implications of deep religious plurality in a shared polity. Second, I examine how citizenship is not just a legal status that entails certain rights and duties, but also denotes an identity, a performance of politics, and a shared rationality. Third, I identify the dominant ways in which citizenship is understood in the contemporary context, namely, through either a nationalist or cosmopolitan framework, contrasting these with a consociational conception of citizenship. And lastly, I lay out how a consociational framework provides a more generative basis for conceptualizing religious diversity. 相似文献

This paper explores the ways in which practices of asylum governance serve to depoliticise those seeking asylum in the UK. In critiquing claims over the “post‐political” nature of contemporary governance, the paper proposes a focus upon situated practices of depoliticisation which displace those seeking asylum through the production of specific sites of accommodation and specific discourses of risk, security and moralised concern. The paper questions the tendency within “post‐political” thought to strip the potential of modes of informal citizenship through arguing that minor acts of resistance are ineffectual and illusory. In response, the paper explores irregular migrant's “acts of citizenship”, and suggests that such prosaic acts can be powerful forms of political interruption through which new ways of seeing asylum are constructed. The paper concludes by suggesting that an incremental politics orientated around such acts of interruption is essential to challenge the material, affective and discursive closures of asylum domopolitics. 相似文献
