A variety of politics are waged through recourse to the language of ‘citizenship’ and ‘democracy’: from George W. Bush's selling of free trade for the Americas by invoking freedom and democracy, to the calls for citizenship and equality by popular movements throughout Latin America and other regions. This article links these paradoxical and transnational constructions of ‘citizenship’ to the daily economic and political struggles of indigenous women in rural Mexico. A transnational and what Cindi Katz calls a ‘topographical’ analysis of local processes deepens and complicates our understanding of local changes as they articulate with global dynamics, and it transforms how we conceptualize the global. Drawing on an ethnography of local gendered political transformation in Cherán, Mexico, I map processes visible locally onto spatialities of power and meaning across scales, weaving together various symbolic and material processes—the intentional actions and negotiations of individual women; the history of Cherán as a place and community; neoliberal economic globalization; and the effects of profoundly gendered and racialized nationalisms—in order to produce a situated knowledge of global citizenship politics. This approach highlights how women in Cherán, situated within global political economic relations and the symbolic horizons of ‘modernity’, transform the meaning and practice of citizenship and political subjectivity.  相似文献

Spatial appropriation is an age‐old strategy for domination by one group over another. In the context of national states, territorial expansion is a common manifestation of this. Spain's colonization process began in the Yucatan peninsula in Mexico in the sixteenth century but remained incomplete in this area. Independent Mexico's struggle for control over the Mayan landscape of the Yucatan continued through the nineteenth and twentieth centuries. It is my contention that the assault has continued in recent times. Today, it is not the conventional notion of nation state colonialism but a much more subtle invasion brought about by the ability of tourists from richer nations to travel south. Using the paradigm of settler colonization, this article proposes that relationships of power underlying this new infiltration parallel those of conventional colonialism, and that the tourist is, in fact, an unwitting colonizer. The case of Quintana Roo, Mexico illustrates how the tourist can be seen as a pawn in a larger political project. Exposure of this predatory nature of tourism reveals processes that have implications for other Native regions of the Americas and beyond that are suffering similar “invasions.”  相似文献

Abstract: Post 9/11, debates about borders, immigration, and belonging have reached a new intensity in the US South. The temporal overlap of growing immigration to the South since the late 1990s and growing nativist sentiment across the US since 9/11 has led southern communities to fuse new regional racial demographics to new national border anxieties. This convergence enables southern political elites to address the changing contours of local communities through recourse to national imperatives of border security, all the while avoiding an explicit language of race in a thoroughly racialized debate. In an analysis of recent political maneuvers in the South, this article examines what happens when debates about nation, community, and borders are relocated to southern spaces heretofore absent in discussions of immigration. It argues that legislative actions against immigrant populations in southern states are virulent and multi‐scalar border policings in which concerns about the social and cultural boundaries of southern communities, new racial projects across the South, and post‐9/11 immigrant anxieties across the US become inseparable. To conclude, it discusses the theoretical insight that this critical assessment of the South's new border projects offers vis‐à‐vis understandings of, and struggles against, exclusion, racism, and social injustice.  相似文献

Can history help the ‘war on terror’? It is a cliché that 9/11 changed the world. But the idea that the war is exceptional lacks historical perspective. Assuming a radically new threat, the Bush administration proclaimed a theology rather than a coherent strategy. It articulated the ‘war on terror’ as a utopian and unbounded quest for absolute security. It did not effectively measure costs against risks or orchestrate ends, ways and means. This led the United States into exhausting wars of attrition. A more careful dialogue with the past can address this. Containment, America's core idea during the Cold War, supplies a logic that can inform a prudent strategy. Like Soviet communism with its fatal self‐contradictions, Al‐Qaeda and its terror network is ultimately self‐destructive without major military operations. America and its allies can contain it with more limited measures in the long term as it destroys itself. The US should show restraint, doing nothing to hinder the growing Islamic revolt against Al‐Qaeda. In other words, fight small and wait.  相似文献

This paper explores the relations between maritime labour, the circulation of struggles between different sites, and constructions of transnational subaltern agency. It does this through engaging with the interconnected strikes of Indian merchant seafarers in ports and ships across the British Empire in the Autumn of 1939. These strikes broke out after the outbreak of the Second World War and were in part mobilised against the racialised inequalities which structured maritime labour. The paper foregrounds the relations between practices of blockading ships in ports through refusing to crew them and the circulation of the strikes between ships. I argue that this combination of spatial tactics shaped transnational forms of networked subaltern agency (Balachandran 2012, Globalizing Labour? Indian Seafarers and World Shipping, c. 1870−1945). To engage with the dynamics of subaltern agency through the strikes the paper explores the relations between trajectories of organising, the circulation of demands, and the formation of solidarities.  相似文献

The 9/11 attacks made the war on terror the central plank of American grand strategy. Yet despite its importance in shaping US policy choices, there has been considerable confusion over how the war on terror relates to foreign policy goals. This article attempts to locate the war on terror within American grand strategy and makes three claims. First, it argues that the Bush administration's approach to the war on terror rests on a false analogy between terrorism and fascism or communism. This has led to misinterpretations of the goals of the war on terror and to a persistent misuse of American power. Second, it suggests that the central purpose of the war on terror should be to de‐legitimize terror as a tactic and to induce states to assume responsibility for controlling terrorists within their borders. American grand strategy should be focused on creating a normative anti‐terror regime with costly commitments by linchpin states—defined as great powers and crucial but endangered allies such as Pakistan and Saudi Arabia—rather than on conducting regime change against rogue states on the margins of the international system. Success in the war on terror should be measured not by the perceived legitimacy of discrete US policy choices, but by the number of these crucial states who accept the de‐legitimation of terrorism as a core foreign policy principle and act accordingly. Third, it argues that bilateral enforcement of an anti‐terror regime imposes high costs for US power and puts other elements of American grand strategy— including the promotion of democracy and the promotion of human rights—at risk. To reduce these costs and to preserve American power over the long‐term, the US should attempt to institutionalize cooperation in the war on terror and to scale back ambitious policy choices (such as achieving a democratic revolution in the Middle East) which increase the risks of state defection from the anti‐terror regime.  相似文献

The main goal of the 2003 war with Iraq of the coalition forces led by the United States was to topple Saddam Hussein's regime and establish a new political system that would adopt democratic practices. Iran, a country that deemed Saddam's regime to be a threat, considered this war to be very helpful in many ways — first because it put an end to Clinton's “dual containment” approach and would thus help Iran to become a regional superpower at Iraq's expense. Second, a war with Iraq could put an end to the decades of oppression of the Shi'a community in Iraq. This article argues that Iran's involvement in Iraq's internal affairs created chaos in Iraq and contributed to the sectarian conflict against Sunni terror groups, notably the Islamic State of Iraq and Syria (ISIS), also known by the Arabic name Daesh, a terror group with the most extreme form of Sunni Radical Islam ever known. The sectarian conflict that resulted from the above is now taking place between the Sunnis and the Shi'a of both Persian and Arab backgrounds and this clash could not have become as radical as it is without Iran's aggressive foreign policy. It should, however, be noted that Iran is not the sole player in the country and therefore its part in inflaming sectarian conflicts should be viewed through a realistic prism that allows other forces — domestic and foreign — to be seen as having influenced the events for their benefit.  相似文献

Based on an ethnographic field investigation conducted on the matrilineal–matrilocal Garo community of Bangladesh, this article provides a historical account of local environmental struggles to draw attention to the interconnections between gender, environment and sustainable resource management. From a feminist political ecology perspective, the article argues that interacting with traditional culture, forest ecology and changing processes of centric resource governance, gender remains a salient variable in environmental issues. Local contexts of gender dynamics help configuring local people's mode of participation in environmental struggles as well as being the consequence of those struggles. Findings suggest that Garo women and men have sustained gender specific roles and interests through their struggles to ensure control over forest lands and tree resources. Furthermore, they have developed a class-based relationship with forest ecology which must be acknowledged in forest policies.  相似文献

Abstract

Archaeology is ideally suited for examining the deep roots of urbanism, its materialization and physicality, and the commonalities and variability in urban experiences cross-culturally and temporally. We propose that the significant advances archaeologists have made in situating the discipline within broader urban studies could be furthered through increased dialog between scholars working on urbanism during prehistoric and historical periods, as a means of bridging concerns in the study of the past and present. We review some major themes in urban studies by presenting archaeological cases from two areas of the Americas: central Mexico and Atlantic North America. Our cases span premodern and early modern periods, and three of the four covered in greatest depth live on as cities of today. Comparison of the cases highlights the complementarity of their primary datasets: the long developmental trajectories and relatively intact urban plans offered by many prehistoric cities, and the rich documentary sources offered by historic cities.  相似文献

Carlos Fuentes's 1987 carnivalesque novel, Cristóbal nonato, criticizes Mexico's prehispanic past through a satire of Tenochtitlán-Mexico City in the neoliberal, postnational era. This study consequently juxtaposes criticism, theory, and analysis from both imperial Aztec Mexico and nationalist modern Mexico. While the bulk of this 600-page novel confronts readers with a highly negative (although often risible) view of both Mexicos, it ultimately leads to a happy ending with a didactic twist: If Mexicans will stop abandoning Mexico for the North or other green pastures, and instead stay in Mexico despite its many problems, they can turn things around by their altruism and their activist determination.  相似文献

This article engages with radical Black Power print production in order to examine the articulation of Black practices of place-making and Black internationalist spatial politics. These spatial politics and practices are developed through engagement with the Jamaican Black Power newspaper Abeng which was produced at the height of Black Power activity on the island in 1969. The paper draws on Black Geographies scholarship to demonstrate that Abeng represented a material and discursive means through which subaltern practices and places of resistance in Jamaica were enacted in opposition to and excess of plantation spatialities and regimes on the island. The carving out of such subaltern places allowed for the articulation of transnational imaginaries and translocal solidarities with similarly aligned communities and struggles across the diasporic world. The Abeng newspaper was again central in crafting these imagined Black internationalist geographies and coeval praxes of transnational solidarity.  相似文献

Feminists have long known that a woman’s confidence, sense of possibility, aspirations, and personal growth depend on their ability to be mobile. Yet gender-based violence and sexual harassment against women commuters greatly limit those freedoms. How then should cities adapt in order increase women’s equal access to mobility? To address this question, this article looks at the case of Mexico City, investigating how women pursue mobility despite hostile and violent conditions that immobilize them. Based on women’s testimonies, comments made on online debate forums, and surveys among women commuters in Mexico City, this article maps the ways women cope with violence and harassment on public transportation. The analysis also pays particular attention to how women’s coping strategies are restructured through state interventions, including women-only transportation. The data reveals that gender-based violence in Mexico City’s public transportation limits women’s mobility and reinforces gender inequality. It also shows, however, that under the right circumstances women-only transportation can be used as a place to create a rights-based movement. The article concludes that Mexico City is an example where women-only transportation has played a role in changing the traditional gender norms which have reinforced violence against women commuters.  相似文献

Spanish speaking populations in the USA have long been categorised under the umbrella term ‘Hispanic’, which is a cultural construct. The term Hispanic ignores the unique ethnohistories and biological variation among Hispanic groups with various European, African and indigenous American influences. Considerable heterogeneity has been identified in pre‐contact America and has continued to influence the cultural and biological compositions of various regions today. The purpose of this research is to examine biological variation in Mexico, which was influenced by indigenous migration patterns and the Old World conquests of the Americans. Using multivariate statistics, this paper compares 16 three‐dimensional craniometric landmarks of samples from northern Central Mexico, northern Yucatan and western Mexico to examine the regional biological variation present in Mexico in both prehistoric and historic groups and also compares Mexican, Spanish and African American groups to examine patterns of Old World conquests. Multivariate statistics detected significant group differences for both size and shape (centroid size, p < 0.0001; shape, p < 0.0001) and showed that while significantly different, all the Mexican groups are more similar to one another except for one prehistoric inland‐western Mexican group, which is morphologically distinct from the other Mexican groups. Previous mtDNA research in these areas shows a low prevalence of African American admixture and a high indigenous component in the northern Mexican groups, which is consistent with the findings of this paper. The prehistoric and historic Mexican groups were the most similar indicating the retention of indigenous admixture after contact. The results from this analysis demonstrate that all groups are significantly different from one another supporting other findings that have shown that the indigenous populations of the New World are heterogeneous and that this variation may also contribute to the heterogeneity of contemporary populations. This essay explores non-monetary uses of money in the Pacific world circa 1800: the ways in which coins were used not as tokens of exchange, but as raw materials for artistic elaboration. Historically, to counterfeit did not necessarily have the negative forgery-falsification connotations that it has today. Counterfeiting could just mean copying; etymologically, counterfeit means ‘to make in opposition or contrast.’ Connecting Mexico to Manila to Canton to Jingdezhen to Alaska to California to Peru, this project considers economically dominated histories of relations between China and the Americas (in which the Americas are a passive source of raw materials for a dominant core power), as well as how cross-cultural appropriations of physical goods allow us to see material culture with greater precision: in particular, the relations of money and ornament.  相似文献

ABSTRACT

In this article, I argue that resistance and radical democracy can be used to the good of representative democracy. I submit that resistance is about the popular power – the freedom as power – to create better institutions. I argue that the conflict and resistance that is at the core of radical democracy enables freedom and democracy and resists domination best if it is institutionalized. This counterintuitive claim is substantiated by an argument for freedom as power through representation and how the power to resist is linked to at least four domains of freedom. This builds on the work of Machiavelli, Marx and Foucault, amongst others, and insights drawn from resistance struggles across the globe. I end by proposing institutional changes to representative democracy that, I suggest, would allow us to conceive of democracy as both a form of government and a constantly destabilizing transgressive practice.  相似文献

In the sixteenth century, as moral theology was being consolidated as an autonomous academic discipline, theologians at the University of Salamanca, including the Dominican Francisco de Vitoria, began to incorporate current moral and political issues into their teaching agendas. Prominent among these issues were those arising out of the conquest of the Americas. Their students, a generation of university-trained missionaries, then went to work in Spanish possessions in the Americas and the Philippines. These missionaries and men of learning included the Augustinians Alonso de la Veracruz (in Mexico) and Martín de Rada (in the Philippines and China). As their world expanded, Vitoria's teachings were rendered fully intelligible in the confusing reality of the colonial enterprise, and these missionaries struggled to apply his lessons to the questions of conscience they encountered. The result can be considered a new chapter in the relationship between theological knowledge, the production of facts, and moral certainty, all against the backdrop of the territorial and economic expansion of Spain.  相似文献

The complexities of black geographies—shaped by histories of colonialism, transatlantic slavery, contemporary practices of racism, and resistances to white supremacy—shed light on how slave and post-slave struggles in the Americas form a unique sense of place. Rather than simply identifying black suffering and naming racism (and opposition to it) as the sole conceptual schemas through which to ‘understand’ or ‘know’ blackness or race, it is emphasized that a black sense of place, black histories, and communities are not only integral to production of space, but also that the analytical interconnectedness of race, practices of domination, and geography undoubtedly put pressure on how we presently study and assess racial violence.  相似文献
