This paper concerns the Bronze Age/Phoenician contact period, focusing on a cache of pottery from Mtarfa, Malta, excavated by Ward Perkins in 1939, and the evidence of coastal and other pits, possibly used in the process of dyeing textile. Dyed fabric, it is argued, may have been the reason for Phoenician contact with the island prior to colonization. Murex shells and other possible dye sources within Malta are discussed.  相似文献

Historically, in Australia, gambling policy and regulation have been the sole responsibility of Australian State and Territory governments. However, in 1998–99 the Commonwealth commissioned an unprecedented national inquiry into gambling that was highly critical of existing gambling policies and regulatory regimes. The Productivity Commission proposed a ‘blueprint’ for an effective, independent gambling regulatory system. Seven years on, this article revisits Australian gambling regulation to present a contextualised account of regulatory reform in Victoria and New South Wales (NSW). It finds that that they have taken a markedly different approach to structural reform. Neither State has adopted the Productivity Commission's ‘ideal’ regulatory model. Reforms have been shaped by local circumstances and government priorities, rather than the regulatory principles and functions outlined by the Productivity Commission.  相似文献

The lightweight fast ferry industry that has emerged in Australia over the last couple of decades has been a remarkable and surprising success story. Given the contraction of manufacturing in general and traditional shipbuilding in particular, its growth is all the more noteworthy. This paper analyses the evolution of the industry and considers the impact of industry policy on its development. Although the effectiveness of industry policy in Australia has generally been undermined by a lack of political support and inadequate integration with other government policies, it was, nevertheless, an important part of this industry's expansion.  相似文献

This article explores how people in conflict zones adapt their livelihoods after they migrate to urban areas. Drawing on case studies in two towns in the Darfur region of Sudan, the authors find that livelihood systems are in transition and have undergone fundamental changes resulting from displacement and the effects of conflict on dysfunctional and failing institutions. Urban migrants’ livelihood strategies evolve in a context of insecurity, distorted markets, lack of regulation and punitive rent‐seeking regimes such as protection payments. Maladaptive livelihood strategies emerge in response to the need for food and income in the short term. New strategies also can increase societal inequities and marginalization, and over‐exploit limited natural resources. Thus the ‘new’ livelihoods cannot be considered sustainable or equitable, or even able to provide food security in the short term. Locally appropriate and innovative approaches to support livelihoods are badly needed, but it is important to monitor and evaluate their impacts on livelihood groups, local economic recovery, environment and conflict.  相似文献

The repeated failure to design and appropriately target policies and interventions which address the needs of rural peoples in Africa suggests that something may be wrong with our understanding of the way that these peoples live their lives. Perspectives which focus on intra-household processes, and on gender issues in particular, represent useful advances in the way that the social and economic lives of Africa's rural peoples are conceptualized. However, this article questions the value of adopting development planning, policy and project approaches based on the rigid identification of `gender roles'. By reference to field research undertaken in northern Ghana, the paper aims to demonstrate that other social constructs, such as marital status and seniority, may be as important as gender in determining the roles and status of individuals in African rural societies. The article concludes by highlighting a number of practical implications of this finding in terms of the structuring of development-oriented research and the targeting of policy and interventions.  相似文献

Local community action groups in Katoomba have changed the structure of the tourism industry in New South Wales. Although community action groups did change the local tourism industry, their effectiveness was limited chiefly by their reliance on the state to provide them with access to and influence over the development process. Abstract: Canadian diamonds are marketed as “ethical” alternatives to notorious “blood diamonds”. This paper analyzes the specific matrices through which ethical consumption as a discourse is being mobilized to sell diamonds. I argue that consumption operates as a system of social signification in which consuming subjects are positioned as moral subjects. Moreover, I argue that historically accumulated symbolic power, in the form of imagined geographies of benevolent colonialism in the Canadian North versus the exploitation of “dark” Africa, pristine, “white” northern landscapes, modernization via commodity production, and national identity, creates the very field of meaning within which the consuming subject is positioned. The ethicalization of Canadian diamonds also has important normative implications both in terms of the cultural politics of ethical consumption and social and environmental justice in the Canadian North.  相似文献

The paper gives an overview of the recent development within the Ethical Trade Initiative (ETI), especially the development of corporate codes of conduct, and considers the prospects they offer for improving labour conditions for workers in the international garments industry. It argues that two specific features of the industry—competitive production systems based on international subcontracting and the use of predominantly female production workers—are likely to undermine the effective development of a codes-based strategy. Nevertheless, the labour rights agenda at the centre of ETI does provide a space for labour activists, whether operating in or out of formal union structures, to build campaigns and connections around global production networks.  相似文献

Although there is evidence that regional employment growth benefits current residents, an unexplored aspect of this relationship is the industry composition of the growth. Using 1981–1991 migration data for the 48 contiguous U.S. states, this paper examines whether the industry mix of employment growth matters for migration. We find that state employment growth that results from having a larger share of nationally fast-growing industries leads to less net in-migration compared to growth that results from each industry in the state growing faster than its national average. Therefore, state employment growth that is attributable to its mix of industries yields greater benefits for current state residents.  相似文献

The global war on terrorism gives rise to a range of legal, political and ethical problems. One major concern for UK policy‐makers is the extent to which the government may be held responsible for the illegal and/or unethical behaviour of allies in intelligence gathering—the subject of the forthcoming Gibson inquiry. The UK government has been criticized by NGOs, parliamentary committees and the media for cooperating with states that are alleged to use cruel, inhuman and degrading treatment (CIDT) or torture to gain information about possible terrorist threats. Many commentators argue that the UK's intelligence sharing arrangements leave it open to charges of complicity with such behaviour. Some even suggest the UK should refuse to share intelligence with countries that torture. This article refutes this latter view by exploring the legal understanding of complicity in the common law system and comparing its more limited view of responsibility—especially the ‘merchant's defence’—with the wider definition implied in political commentary. The legal view, it is argued, offers a more practical guide for policy‐makers seeking to discourage torture while still protecting their citizens from terrorist threats. It also provides a fuller framework for assessing the complicity of policy‐makers and officials. Legal commentary considers complicity in relation to five key points: identifying blame; weighing the contribution made; evaluating the level of intent; establishing knowledge; or, where the latter is uncertain, positing recklessness. Using this schema, the article indicates ways in which the UK has arguably been complicit in torture, or at least CIDT, based on the information publicly available. However, it concludes that the UK was justified in maintaining intelligence cooperation with transgressing states due to the overriding public interest in preventing terrorist attacks.  相似文献

Questions have been posed about the lack of knowledge of the role public managers play in the policy process. In this study, following on the suggestions of Hicklin and Godwin and Meier in this journal, we identify different dimensions of the analyst–manager divide among professional policy workers. Using the results of several recent large‐N surveys of Canadian federal, provincial, and territorial policy workers, we explore the roles each group plays in the policy analytical process and the variations in their behavior in terms of duties and tasks, attitudes, and interrelationships. We also examine these to see the impact of federalism on professional policy practices. The study uncovers three groups of policy workers and policy managers—coordinator‐planners, research‐analysts, and director‐managers. Differences between groups of policy workers are found for their policy‐related work and their perceptions of tools of policy effectiveness, and differences between levels of government are identified for issues of time demands and coordination and tools of policy effectiveness. The implications of these findings for the study of public managers in the policy process are considered in conclusion.  相似文献

This article argues that the stark post-Second World War understanding in which 'straight is to gay' came to be seen as 'family is to non family' has tended to obscure the historical complexity of family life and the ways in which queer men have interacted with and created their families in the past, and used the language of family to conceptualise emotional bonds 'beyond blood'. Using the well-heeled early campaigner for homosexual law reform, George Ives (1867–1950), as a case study, I show how different rhetorics, ideas and experiences of family allowed for the assertion of gender and sexual identity, gave a framework for campaigning work and provided a means of conceptualising intimacy and companionship. Though family was the cause of considerable angst for Ives, it was, I suggest, something he valued not in spite of his homosexuality but at least partly because of it. It was fundamental to the ways in which he understood and articulated who he was, and how he related to others.  相似文献

Access to global innovation networks (GINs) has been unequal across the regions of the world. While certain regions are considered knowledge hubs in GINs, others still remain marginalized; this points to the role of regional innovation systems (RISs) in the emergence and development of GINs. Using firm-level data collected through a survey and case studies in 2009–2010, this paper systematically compares the patterns of global networks in the information and communications technology industry in a selection of European, Chinese and Indian regions. The results show that GINs are more common in regions which are not organizationally and institutionally thick, suggesting that GINs may be a compensatory mechanism for weaknesses in the RIS.  相似文献
