I lay out a case for recognizing “vulgar territory,” a fusing of superficial categories of spatial sovereignty with identarian rhetorics of belonging. I argue that vulgar territory is composed of two primary elements: first, a simplistic conception of sovereignty as being entirely contiguous with state borders. Second, affective elements of spatial belonging, particularly hope and fear. These two basic elements combine in various ways depending on the particular meanings, images, and emotions that are assembled in particular geohistorical contexts. I show this with a rough typology of “vulgates” of hyper‐bordered and feminized territory by examining recent examples from around the world. 相似文献

AbstractThe aim of this piece is to provide an overview of the state of feminist geography in the Anglo-Caribbean. In doing so via the metaphor of a gayap, we provide a précis of work that has been completed by feminist geographers across the region; offer an analysis of the historical, structural, and institutional obstacles of why it is not more robust; and propose that it can be seen across the region via an undisciplined and anti-orthodox standpoint. In addition, we review how Caribbean feminist scholarship and praxis contributes to feminist geographies through analyses of how people in the region, particularly women, are contesting, negotiating, disrupting, and responding to prevailing heteropatriarchal ideologies across differing social contexts and political arrangements within the Caribbean. 相似文献

ABSTRACT. This paper focuses on how indigeneity has been constructed, deployed and ruptured in postcolonial Malay(si)a. Prior to the independence of Malaya in 1957, British colonial administrators designated certain groups of inhabitants as being ‘indigenous’ to the land through European imaginings of ‘race’. The majority, politically dominant Malays were deemed the definitive peoples of this geographical territory, and the terrain was naturalized as ‘the Malay Peninsula’. Under the postcolonial government, British conceptions of the peninsula were retained; the Malays were given political power and recognition of their ‘special (indigenous) position’ in ways that Orang Asli minorities—also considered indigenous ‐ were not. This uneven recognition is evident in current postcolonial political, economic, administrative and legal arrangements for Malays and Orang Asli. In recent years, Orang Asli advocates have been articulating their struggles over land rights by drawing upon transnational discourses concerning indigenous peoples. Recent judicial decisions concerning native title for the Orang Asli potentially disrupt ethno‐nationalist assertions of the peninsula as belonging to the ‘native’ Malays. These contemporary contests in postcolonial identity formations unsettle hegemonic geopolitical ‘race’/place narratives of Peninsular Malaysia. 相似文献

This article explores the development, evolution and impacts of large‐scale irrigation schemes in the formation of the postcolonial state of Morocco and in more recent neoliberal decades. In particular, the article focuses on the Gharb Plain in the Sebou River basin, which was targeted by huge investments to become the core region for national development. In this area, three stages of development – colonial, early independent, and the aggressive politique des grandes barrages post‐1970 – have created two clearly different and successive landscapes. The traditional landscape has been overlain, and largely obliterated, by colonial and postcolonial governmental landscapes, reflected through different spatial, economic, cultural, and political patterns over time. In the present, a fourth stage of neoliberal development is occurring in the landscape, in which diffused poverty and ecosystem collapse coincide with greater concentrated wealth and the building of technological infrastructures. The article aims to complement critical studies on neoliberal environments, by focusing in particular on the manipulation, dispossession and commodification of water and land resources in irrigated agriculture in Morocco. These emerging rationalities are closely related to the changing policies of the contemporary Moroccan state. 相似文献

Almost half of the bicameral legislatures in the Commonwealth are located in the Commonwealth Caribbean. Why so many bicameral legislatures are located in a relatively small geographic region, which is composed of countries that manifest characteristics more usually associated with unicameralism—small size, a unitary state, and homogeneity—is puzzling. Scholars have offered two possible explanations. The first concerns the presumed wish of the region’s political leaders upon independence to replicate the values and institutions of their colonial mentor, Britain. The second concerns the presumed need to prevent one-party dominance by guaranteeing the representation of opposition parties in the second chamber. This paper challenges both these explanations. By examining the origins of bicameralism in the region with the arrival of the first settlers in the seventeenth century, its demise during the era of crown colony rule in the nineteenth century, its renaissance in the 1950s and 1960s, and its survival in the post-independence era this paper will offer a more multi-layered explanation This entails taking account of the complex relationship between these former colonies and their imperial past, the wide range of views expressed both locally and within the Colonial Office about the suitability of bicameralism in the debates that accompanied the transition from colonial rule to independence, and, finally, the very distinctive nature of Caribbean bicameralism. 相似文献

Davis argues that the familiar periodization dividing European history into medieval and modern phases disguises a claim to power as a historical fact. It justifies slavery and subjugation by projecting them onto the “feudal” Middle Ages and non‐European present, while hiding forms of slavery and subjugation practiced by “secular” modernity. Periodization thus furnishes one of the most durable conceptual foundations for the usurpation of liberty and the abuse of power. In part I, devoted to “feudalism,” Davis traces the legal, political, and colonial struggles behind the development of the concept of “feudal law” in early modern France and England and unravels just how that concept hides colonial oppression while justifying European sovereignty. In part II, devoted to “secularization,” she demonstrates the failure of twentieth‐century critics of “secularization” like Carl Schmitt, Walter Benjamin, Karl Löwith, Hans Blumenberg, and Reinhart Koselleck to break out of the limits imposed by the medieval/modern periodization. Part II concludes with a look at conceptual alternatives in the writings of Amitav Ghosh and the Venerable Bede. Three limitations of this book are worth mentioning. It traces the political history hidden by the concept of “feudalism,” but does not trace the political history hidden by the concept of “religion.” It offers no answer to the question of how to break the link between scholarship and politics without ending up in a logical impasse or reinforcing the link. It does not address the possibility that answering this question may require breaking with the terms of professional historical inquiry. Perhaps the question could be answered in terms like those that led Wittgenstein to characterize his Philosophical Investigations as remarks on the natural history of human beings. 相似文献

Drawing on various historical documents, the article uses process tracing methods and analytic narratives to establish a relationship between historical contractual practices and state formation in nineteenth-century East Africa. I trace the process through which local political leaders historically sought to secure monopolistic deals over trade with foreign entrepreneurs through incomplete contracts for tangible economic goods (arms and slave trades, manufactured goods) and intangible political goods or services (security, knowledge, independence). By showcasing agents’ bargaining strategies in contractual agreements, the article sheds light on notions of sovereignty and independence articulated through public contracting in Africa’s political development. Historical understandings of notions of independence and sovereignty by procurement practitioners in East Africa provide seeds for thought in controversial debates about government outsourcing today. Is outsourced sovereignty always threatening? Can we outsource sovereignty and remain independent? These are perhaps the most important conceptual queries that make East Africa’s historical contractual experience pertinent today as new public-private partnerships for development, including government outsourcing, increasingly call for the use of private means to solve public problems in the developing countries. 相似文献

Early fourteenth-century Scotland produced some of the period's clearest expressions of nationhood, most famously with the so-called Declaration of Arbroath of 1320. Despite the letter's fame, its conceptual language and that of related Scottish texts has not hitherto been entirely recognised. The present article demonstrates that these writings are closely informed by contemporary legal ideas concerning lawful jurisdiction and just war. Their use of legal ideas can be shown to have been inspired by the concerns and outlook of the papacy, particularly with regard to its temporal lordship in Italy. It is this inspiration that can explain the clarity and force with which the Scottish texts of these decades present the kingdom as specifically Scottish and the nation as a political force, for which they have since become renowned. 相似文献

As one of Australia’s largest and most active non‐governmental development assistance organisations, Community Aid Abroad‐Oxfam Australia (CAA) places development education and advocacy among its priorities. This study evaluated one of CAA’s development education programs to determine if a program lasting only twenty‐eight days could heighten participants’ awareness of social justice issues sufficiently to be considered successful. The research aimed to determine what participants’ pre‐program expectations were, and if after completing the program, participants believed that they had been changed sufficiently by the experience to become activists for social justice, thus fulfilling CAA’s stated reason for running the program. The study revealed that all participants had their positive expectations of the program met and all hoped, and most expected, to become activists for social justice in some way in the future. It was therefore concluded that, in the context of a development education program with a limited number of annual participants, 28 days does make a difference. 相似文献

This paper focuses on the side activities of non‐farmers in rural areas in the Netherlands and more specifically on their impact on rural development. Empirical evidence from 36 Dutch municipalities on three key aspects was examined: economy, social and physical environment. The findings indicate that although side activities do not have a large direct impact on the local economy and employment, their contribution in terms of local collaboration and promoting rural tourism is highly valued. Furthermore, side activities have an important role in building and strengthening social capital in rural communities. Where their impacts on physical environment is concerned, side activities are not perceived to damage or alter rural morphology but are considered a reinforcement of the character of rural areas. 相似文献

Nation‐building throughout Southeast Asia has been undertaken in contexts where minority groups, living on the margins of society, are being forced into recent state constructions, and have had their cultures eroded as a result. The Millennium Development Goals (MDGs) for education have provided international benchmarks for literacy. These have been adopted by the Cambodian state, and a number of donors and NGOs have funded and enacted policies with the explicit aim of improving the language skills of Cambodia's highland communities. However, these are being implemented in communities that do not speak Khmer (the Cambodian national language), and do not have indigenous systems of writing. Drawing on fieldwork in Cambodia, this paper argues that the impact of the MDGs has been to depoliticize an inherently contested terrain, and to ironically silence communities on fundamental issues by teaching them to read, write and speak the national language. This has limited their capacity to perform sovereignty by restricting the very voice they are entitled to speak. 相似文献

This paper addresses the complexities involved in developing cultural policies in the Anglophone Caribbean. The first section examines the evolution of the cultural policy agenda in the 40‐odd years since the independence era. It traces and analyses the policy trajectory from one that sought to promote the intrinsic values of culture, to one that currently espouses the more instrumental value of the cultural industries. The next section analyses the efficacy of the policy path by examining a regional cultural policy initiative, the Caribbean Festival for the Arts (CARIFESTA). The paper suggests that the Caribbean cultural policies have under performed because of critical disjunctures. These generally involve the imposition of a nationalistic policy framework on the transnational structure of the Caribbean cultural sector. The paper concludes by suggesting a regional cultural approach to policy formulation can provide a more effective mechanism to encourage and harness the cultural wealth of the Anglophone Caribbean. 相似文献

Abstract: Drawing on governmentality debates, I argue that skilled members of the Jamaican diaspora are becoming important actors in an ongoing development strategy to extend the rationality of the market into everyday social relations and institutions. Diaspora members are imagined by states and development institutions to be ideal development partners because of their access to potentially lucrative business, knowledge and capital networks, and their desire to direct them towards socially transformative ends. But, as I shall demonstrate, efforts to incorporate skilled émigrés into national development plans raise important questions about the entanglements between diaspora strategies, state power and enduring local patterns of uneven development. Rather than a space of social transformation, diaspora can also function as a space of stasis that reproduces rather than transforms such patterns. By examining Jamaica's emerging diaspora strategy, I examine not only the governmental role that diaspora groups are increasingly beginning to play, but also their potential to support or disrupt the class, gender and racial asymmetries that have historically governed flows of wealth, opportunity and power across the island. 相似文献

This article examines the social construction and contestation of gender and gender roles in the city of Blantyre in Malawi. In fieldwork on gendered household roles related to food security, interviews with men and women revealed a distinct set of connotations with the word gender, which reflected Malawians’ historical and contemporary engagement with concepts of development, modernity, and human rights. We denote the Malawian concept of gender as gender in order to distinguish the word participants used in interviews from the more widely accepted conventional definition. We then use this distinction to highlight the ways in which ideas of gender equality have been introduced and received in the Malawian context. The urban setting of the research is key to drawing out the association of gender with Westernization, bringing into focus the power dynamics inherent in the project of translating global discourses of gender rights and gender equality into meaningful social change in developing countries. Gender in Malawi denotes a top-down (and outside-in) process of framing Malawi’s goals for gender equality. This creates political constraints both in the form of resistance to gender, because it resonates with a long history of social change imposed by outside forces, and in the form of superficial adherence to gender to appear more urban and modern, especially to a Western researcher. Local understandings of gender as gender undermine efforts to promote gender equality as a means to address Malawi’s intense urban poverty and household food insecurity. 相似文献

The debate around neoliberal globalisation and its impacts on economically peripheral countries has been waged by partisan forces to the right and left since the early 1990s. Much of this debate focuses at the scale of the nation‐state, or of the whole globe, and, while often sophisticated in an ideological sense, is scant in terms of consideration of the ‘grounded’ outcomes of the processes and discourses of globalisation. This paper argues that an appreciation of the contingent economic geography and political economy of any given local and regional transformation is essential for understanding the outcomes of economic globalisation. In order to illustrate this, the paper analyses two regional non‐traditional agricultural export (NTAX) complexes in the highly globalised Chilean economy. By focusing on ‘hotspots’ or ‘globalised spaces’ at the regional and local scales we are able to cut through the rhetoric associated with generalised arguments for and against economic globalisation and illustrate that both the roots and impacts of the insertion into global commodity complexes are highly geographically contingent. Our analysis concludes that NTAX development in Chile over the past 25 years has radically restructured local and regional economies, has concentrated wealth ‘extra‐regionally’, has exacerbated social differentiation, and threatens environmental sustainability. We argue that policy that seeks to address these trends requires more grounded consideration of the complex and uneven geography of economic globalisation that does not privilege analysis at any one scale and that seeks to elucidate the links between the ‘global’ and the ‘local’. 相似文献

ABSTRACTAmongst Britain's former colonies the independent countries of the Commonwealth Caribbean represent something of an anomaly in so far as the majority of them remain constitutional monarchies and continue to retain the Judicial Committee of the Privy Council (JCPC) as their final appellate court, even though the region has had its own final appellate court – the Caribbean Court of Justice – since 2006. This is in marked contrast to Britain's former colonies in Africa and South Asia, the majority of which switched to republicanism soon after independence and at the same time abolished rights of appeal to the JCPC. This paper seeks to uncover the reasons for this anomaly by examining how the path that led to independence was shaped by a particular conception of Dominion status and by the willingness of nationalist leaders to embrace a dual identity: equal parts West Indian nationalist and Empire loyalist. It will also examine the phenomenon of the ‘postcolony’; being the persistence of the colonial order following the acquisition of constitutional independence. The paper has three aims. Firstly, to contribute to a better understanding of the impact of Dominion status and all that it symbolised in a region which is often overlooked in the scholarly literature on this topic. Secondly, better to understand the competing political forces that led three countries in the region to adopt republicanism, but inhibited its adoption elsewhere in the region. Thirdly, and finally, to enhance discussion of the complex nexus between republicanism and the abolition of rights of appeal to the JCPC where political and juridical considerations do not neatly align. 相似文献

ABSTRACT. Historically, conflict between the two communities in Cyprus has been characterised by the diverging demands of ethno‐nationalists. The introduction of the Annan Plan for the solution of the Cyprus problem has fostered new trends in Cypriot politics and a new alignment of the political forces on the island. This paper argues that the conventional ethno‐nationalist division and the left–right divide are no longer sufficient in understanding the conflict in Cyprus. The new dividing and unifying elements in Cypriot politics can be best understood through analysing the views of political actors on such issues as sovereignty, territoriality, identity and power‐sharing. 相似文献
