This article challenges democratic theorists’ disregard for democratic impatience by showing that the Book of Job not only defends impatience but that it intimates the merits of democratic impatience. Job is impatient along four dimensions that should speak to democratic theorists: he refuses to suffer, identifies his suffering as unjust, seeks to hold arbitrary power accountable, and recognizes patience’s irrationality in the face of injustice. Critically, I demonstrate that Job remains impatient in his mind, and thus does not abandon impatience – not even in an epilogue designed to stifle his impatient voice. While Job’s impatience is justified, it is not yet democratic, for it reneges on broader democratic claims, is not shared, and is undermined by his social privilege. I thus turn to Job’s wife – who is “Everywoman” both in a feminist and more generally democratic sense – to more fully develop a concept of democratic impatience.  相似文献

Abstract

This article examines the relationship between the clergy and their secular neighbours in the diocese of Durham in the late sixteenth and early seventeenth centuries. In particular, it seeks to uncover the extent to which the two spheres experienced a shared sense of identity, in a period when that relationship was being recalibrated as the full impact of the Reformation was making itself felt. For example, the novelty of clerical marriage, within and without the clerical community, as well as oppositional doctrinal and confessional outlooks, were superimposed on to existing associations and networks. In other respects interaction between the clergy and lay society fluctuated between harmonious and positive to contentious and damaging. Meanwhile, preconceptions about the diocese are re-examined in the context of this relationship.  相似文献

Ownership of a single-family dwelling remains the dominant aspiration in market-led economies. In a hyper-privatised landscape, it is widely assumed that people will not share housing except in extraordinary circumstances. There is nevertheless a long and rich history of countercultural groups who imagine and practise alternative forms of shared housekeeping and collaborative dwelling. This article draws on first-hand observations of daily life from the countercultural community of Christiania, in the Danish capital of Copenhagen, at a critical moment in a 40-year history of state-threatened ‘normalization’. Christiania is an intriguing lens through which to re-imagine affordable, adaptable, gender democratic housing and urban structure: it reveals how sharing, mutuality and innovation intersect at multiple scales of homemaking and community governance. These insights are relevant for provoking new thinking about dwelling and mutuality in the context of a deepening crisis in housing provision and access across Europe.  相似文献

Building a cultural landscape involves deep political and social processes. Discussions relating to decisions about preservation reveal cultural values at a particular moment and explain the character of the surviving landscape. This study analyses how one community in Western Australia defined its sense of place and identity. In the 1930s, on a wave of historical consciousness, Western Australians sought to enshrine the desire to preserve a range of historical materials in legislation, and conducted debates about the very survival of the buildings and documents. This paper investigates why legislation to preserve buildings and documents failed, and how the community understood the relationship between these two forms of heritage. Bringing together the two series of discussions, about the values inherent in and surrounding documents and buildings, highlights the way in which meanings are invested in places and things, and the values and processes through which the cultural landscape is shaped.  相似文献

Abstract: This paper uses NATO enlargement to examine the processes through which political subjects are made. Starting from the observation that the world's most powerful military alliance is increasingly framed not in terms of military defence, but in terms of democracy, freedom, and “European values”, the paper analyzes how this process works, and with what effects. It shows how NATO is, on the one hand, being made so common‐sense as to be boring—below political debate—while, on the other, being made existential and essential—above debate. The effect is a kind of banal militarism: an unremarkable assumption that the military apparatus is ethically grounded and capable for achieving peace. By showing how this assumption is produced and maintained, the paper highlights a key mechanism in the militarization of political life.  相似文献

The expansion of NATO and the enlargement of the EU will produce outside states in which perceptions and policies will be influenced by feelings of exclusion and isolation. Russia and Ukraine are two important examples. In Russia the sense of exclusion results from NATO expansion and it was exacerbated by the air strikes against Serbia. Although Ukraine also responded negatively to NATO's attack on Serbia, Ukrainian perceptions of exclusion are caused primarily by disappointment that EU membership is proving so difficult to attain. Based on elite interviews, opinion surveys and the analysis of focus group discussions, this article compares and contrasts the attitudes towards NATO and the EU in the two countries.  相似文献

There is no clear approach to defining the authenticity of the ‘spirit and feeling’ of a place or how it could inform heritage conservation. I argue that the notion of spirit of place may be defined in a manner that directly links it with the concept of cultural significance of historic places, how it is understood by a community and with heritage conservation goals and development needs of that place. Residents in the World Heritage Town of Bhaktapur, Nepal, were interviewed to explore their shared understanding of its spirit of place. The residents identify the spirit of place of Bhaktapur in terms of four interrelated place dimensions; that is, the ‘sense of sacrality’, the ‘sense of community’, the ‘sense of historicity’ and the ‘sense of serenity’.  相似文献

ABSTRACT

This paper examines the ways in which Psalm 133 contributes to and is shaped by social memory in Yehud. By reading this psalm as a voice within a larger discourse of cultural memories, the images of brothers dwell-ing together, flowing oil, and dew can be understood to fit within a standard narrative structure according to which the Yehudite community fashioned its stories, highlighting a sense of continuity between Israel’s perceived golden age and its anticipated utopian future. In this paper, I argue that through the collective reliving of shared memories, the community was able to virtually participate in the glorious existence that it perceived to be due to it as YHWH’s chosen people, contributing to a sense of collective identity.  相似文献

We are told that Kosovo marks a new era of humanitarian intervention, when promoting and protecting values will be reason enough for coercive military action. However, a review of the evidence, as outlined in this article, suggests that it was Western interests, rather than values, that led to the largely unintended bombing campaign. One can identify two objectives underlying NATO policy—one substantive and the other relating to image. It was the latter that determined the timing of NATO's response to the Kosovo crisis, which had such damaging consequences, many yet to be fully realized. Kosovo shared several characteristics with the Suez crisis that turned out to have been a watershed in the post-Second World War world; so, too, may Kosovo turn out to have been a watershed in the post-Cold War world.  相似文献

居住满意度是居民对所居住的住房和社区宜居性的综合评价。尽管近年来,中国的城市地理学者开始关注城市重构与居住分异背景对社区邻里关系、社会互动及居民的社区满意度的影响,已有研究对社区社会资本与居住满意度之间因果机制的探讨,缺乏合理的指标构建和实证依据。本文结合城市社会学、地理学和政治学相关理论,构建了一套适合于中国城市转型背景的社区社会资本指标体系,通过对北京市九个中低收入社区的实证研究表明,社区社会资本与居住满意度有显著的正向关系,然而,尽管低收入居民对于邻里信任因素的重视大于对社区组织的信任、邻里互助和共同价值,其在社会资本的几个维度中得分最低。因此,打破社区内的分异与隔阂,建立邻里信任,应当成为社区社会资本建设中首先解决的问题。  相似文献

This article discusses notions of possible disconnection in the post-1990s political present that are formulated as untimely articulations of the ancient Greek democratic past and of the concept of dēmokratia. These are modalities of transition that foreground political futurity as emanating neither from anticipation of evental change to come nor from abstract utopianism. Rather, dēmokratia’s projected break with the present and presentism is grounded in transtemporal confrontations and routes of historical memory. These are engagements with antiquity that take hold of and refigure the relation among past, present, and future politics, as well as the inside and outside of democracy, at a horizon of Nachleben (afterlife) that sustains no fixed beginning or end. I discuss these temporalities as disconnective in a sense that differs from historical futures opened up by technoscientific or anthropocenic prospects. Dēmokratia challenges the self-narration of present democracy as a project of the future by positing modalities of outsideness, repotentialization of the past, and interweaving of times and political languages in non-narrative terms. The outcome is a form of futurity that opens up the possibility of imagining not only a novel political subject and community but also a logic of their emergence that enables both to be incessantly reconfigured. Dēmokratia’s possible disconnection works against a sense of lost political futurity, but it needs to be recognized as grounded in a state of loss, insofar as political domination may also be built into future democratic principles. For this reason, it invites a reflexive problematic about the representability and translatability of disconnective political futures and communities.  相似文献

The Iraq crisis caused a deep rift in US–European relations and within Europe. NATO seemed sure at least to be damaged, if not fatally undermined. But to the dismay of those who have been waiting for many years for NATO finally to unravel, the Atlantic alliance spent 2003 proudly showing off its transformation project, and looking forward to its next enlargement in 2004. Yet these necessary improvements to NATO's political and military structures, and to its deployable capability, cannot alone secure the alliance's future. This article argues that what is needed, as ever, is a shared determination among governments that NATO can continue to serve their needs. There has been no better opportunity since the end of the Cold War to place the US-European security relationship on a firm footing through NATO. There has also been no moment when the penalties of failure have been higher. If NATO's transformation agenda, together with the NATO–EU 'Berlin Plus' arrangement, are not exploited to the full, then US-European security relations are unlikely to recover from Iraq.  相似文献

The aim of this article is to analyse the theoretical origins and character of Giuseppe Mazzini's idea of the nation and the wider tensions within nationalist thinking. In particular I will ground Mazzini's idea of national self‐determination on his distinction between rights and duties and finally his republican (and in this sense political, not ethnic) view of the nation‐people. It will emerge that, even if Mazzini shared a voluntaristic idea of the nation, he none the less had a clear perception that the argument of popular consensus needed to be limited (and legitimated) by normative principles, which for him were true democratic principles. Mazzini's originality and modernity lay in his capacity to avoid being a universalist in the old cosmopolitan sense without becoming a relativist. He faced the tension between universality and national identity by making the former concrete and inclusive: universality meant humanity which revealed itself through and within each nation, and was synonymous with democracy. Democracy at home is the premise for democracy abroad: this is Mazzini's legacy.  相似文献

Despite recent advances in transatlantic intelligence and security cooperation, significant problems remain. The bombings in Madrid in March 2004 have demonstrated how terrorists and criminals can continue to exploit the limits of hesitant or partial exchange to dangerous effect. Intelligence and security cooperation remain problematic because of the fundamental tension between an increasingly networked world, which is ideal terrain for the new religious terrorism, and highly compartmentalized national intelligence gathering. If cooperation is to improve, we require a better mutual understanding about the relationship between privacy and security to help us decide what sort of intelligence should be shared. This is a higher priority than building elaborate new structures. While most practical problems of intelligence exchange are ultimately resolvable, the challenge of agreeing what the intelligence means in broad terms is even more problematic. The last section of this article argues that shared NATO intelligence estimates would be difficult to achieve and of doubtful value.  相似文献

Comparative studies of cultural policy commonly emphasize the way in which states treat the autonomy of the arts. Such studies often claim that liberal states promote autonomy, while social democratic states promote more external, instrumental values, such as solidarity, universalism and equality. This article challenges this conception by claiming that in actual cultural policy-making it is in fact the other way around. Based on a comparative study of theater policy in England, Norway and the Netherlands, I find that the focus on artistic autonomy is surprisingly absent in the liberal state of England, compared to what it is in the social democratic state of Norway. Conversely, English theaters are more obliged to work for, and with, the citizens and the community than theaters in Norway are. In the Netherlands, where recent development in general policy has headed in a liberal direction, artistic autonomy actually appears to be increasingly challenged.  相似文献

The fall of the Berlin Wall and the demise of state socialism, among other factors, has led to a renewed interest in a certain conception of democracy as a fundamental organising principle for political debate and decision-making. Yet there are good reasons to suppose that the concept of democracy is severely limited in the role it can play here. This article examines some of these limits. In the first section we summarise a number of arguments from the 'revivalist' democratic literature and the conception of democracy presented within it. In doing so, we identify a conception of democracy-a conception we refer to generically as 'the democratic ideal'-that is defined both in relation to certain structural features and also in terms of a set of progressivist and socially ameliorative ends to which that ideal is seen as being especially conducive. In this reason our interest is not in any one version of the democratic idealalthough we do take many contemporary forms of the ideal in question to combine two central strands-as in the promotion of that ideal as instrumental in furthering certain economic and social ends. In the second section we call this ideal into question through a discussion of some of the problems associated with democratic forms of governance. We conclude with a discussion of the way in which the appeal to the democratic ideal in political debate and decision-making may actually depend on ignoring or suppressing the very politics that it aims to address.  相似文献

This year NATO will celebrate its 60th anniversary. So far the world's most powerful military alliance has been a remarkable success story. However, as the first decade of the new century draws to a close there appears to be a widening strategic rift among the allies. ‘Two‐tier NATO’ is by now an established piece of shorthand in international strategic debate to indicate an ‘alliance à la carte’ divided into two or more factions of member states with divergent interests. Evidently, the alliance increasingly struggles to reach consensus on a whole range of strategic issues. So is NATO on a path to disintegration and, ultimately, to failure? This article argues that the organization has developed from a fixed ‘two‐tier’ into a rather fluid ‘multi‐tier’ alliance. On many issues the alliance is in fact divided into several different camps that are pushing in different directions. Thus, allies can be grouped into one of three tiers: a ‘reformist’, a ‘status‐quo’ and a ‘reversal’‐oriented one. While the evolution of such a multi‐tier alliance will not inevitably result in NATO's demise unmanaged, this manifestation of camps will continuously disrupt the organization's strategic agility. The article finds that if NATO is to maintain strategic vitality, it needs to develop new institutional mechanisms and establish a consensus on its strategic posture in the changing international order and to make ‘variable geometry’ work.  相似文献

Abstract

This article examines some dilemmas I experienced while doing research on fashionable veiling in Amman, Jordan. My fieldwork experience and the knowledge I co-produced with the participants were shaped by each layer of my identity as a Jordanian, Muslim, non-veiled woman, with a particular classed, spatialized Ammani heritage and affiliation with western feminist academia. The article engages with the implications my positionality had on my insider-outsider status and the knowledge the participants and I co-produced. I argue that the research setting, while fraught with difference, constituted a site for transnational solidarity and knowledge production. The participants and I had divergent understandings of, and aspirations for, Jordanian Muslim femininity shaped by our varying positions within the Global North-Global South. I argue that we practiced solidarity by collaborating and co-constructing a transnational site to unpack and defend their viability. I found that our collaboration was not fuelled by a shared sense of injustice and did not produce a shared outlook on Islam, Jordanianness or femininity. Rather, it created a site where we were able to emphasize our divergent sense of these paradigms as women positioned differently within the trans/national, cultural, and religious spaces we shared.  相似文献

NATO moves toward its next summit (to be held in Newport, Wales in September 2014) in a mood of anxiety and uncertainty. This is not simply because telling questions are being asked of the alliance in relation to Afghanistan and Ukraine, but because the twin motors which have sustained NATO now show signs of considerable wear and tear. The first of these motors relates to principles of purpose. This encompasses the activities (or purposes) which NATO has consciously pursued in the last 25 years: namely, operations, enlargement, partnership, transatlanticism and security. The second is principles of function: the means, in other words, by which NATO is kept in motion. Here, American leadership, cohesion and trust, burden‐sharing and credibility all matter. These motors are not about to completely break down (NATO has underlying strengths which make that unlikely) but they do need attention. NATO's good health requires it to focus on a series of core tasks—what this article refers to as readiness, reassurance and renewal. These three tasks speak to an agenda of consolidation and preservation, rather than one of task expansion. But this is not a conservative agenda; grasping the nettle of prioritization and focus requires, in itself, a certain foresight and enterprise. Managed successfully, it is an agenda that will preserve and strengthen NATO in what are increasingly troubled times.  相似文献

The article starts from the premise that invasive life has the capacity to produce human communities. Invasive life is conceptualized as a way in which humans categorize proliferating organisms as ‘non‐native’ to a particular territory. The article focuses on the kind of relationship of human beings to invasive life that invokes a sense of ‘being under attack’ on the human side. It is argued that the threat of invasive life produces ‘communities of fate’, which are theorized for the sake of this article in close relation to the concept of ‘communities of practice’. The social dynamics set in motion by such community formation are further analysed in relation to two different case studies: (1) the emergence of the 2009 H1N1 pandemic in Mexico, and (2) the invasive plants eradication campaign of a group of activists in Germany. The article concludes by discussing the merits of analysing social dynamics and community formation in relation to challenges posed by invasive life.  相似文献
