In focusing on regional development and industrialization, this article highlights three main themes: the relevance to developing countries of the new industrial district concept; the apparent continued need to theorize agglomerated industrial growth; and the relevance of agricultural development to local and regional industrial development. It concludes that the new industrial district concept is not relevant to understanding industrialization in the peripheral regions of developing countries and that despite the introduction of decentralization policies, local industrial development will, as before, very largely depend on central government resource allocation, the stability of government and the role played by large and medium scale enterprises, including Multi-National Corporations (MNCs). It is also argued that without special efforts to develop agriculture, local and regional industrial development are less likely to occur.  相似文献

The Rwandan government — widely lauded for its political commitment to development — has refocused its efforts on reviving growth in the manufacturing sector. This article examines how pressures from different levels — international, regional and domestic — have shaped the evolving political economy of two priority sectors (apparel and cement). To achieve its goals of manufacturing sector growth, the Rwandan government aims to access foreign markets (on preferential terms) and larger regional markets while developing effective state–business relationships with locally based firms. Despite the government's political commitment to reviving its manufacturing sector, its strategy has been both shaped and impeded by shifting pressures at the international level (through Rwanda's recent suspension from the African Growth and Opportunity Act), the regional level (through competition from regional firms) and the domestic level (through over‐reliance on single firms). Within the current industrial policy literature, there is limited reflection on how developing countries are dealing with the multi‐scalar challenges of enacting industrial policy in a much‐changed global trading environment. This article contributes to the industrial policy literature by addressing this lacuna.  相似文献

ABSTRACT This paper starts with a “primer” on what we know about the conceptual and empirical links between development and urbanization. While historical experience of developed countries is reviewed, today's rapid urbanization in developing countries offers an intense set of challenges. Rapid urbanization requires massive population movements and enormous local and inter‐city infrastructure investments in a modern context of heavy government interventions in economies. This context raises under‐researched issues, discussed in the second part of the paper. First concerns the spatial form of development. How much development should be focused in mega‐cities, or huge urban clusters, as opposed to being more spatially dispersed, a critical question facing China and India today? How do we conceptualize and measure both the benefits and costs of increased urban concentration; and how are they linked to a country's evolving national industrial composition? Second, what is the evolution of spatial income inequality under massive rural‐urban migration? Is inequality heightened today relative to the past by national government policies which “favor” certain cities and regions and by local government policies in those cities that may try to deflect migrants by offering them poor living conditions?  相似文献

Conventional wisdom has proclaimed Chile's recent economic development a ‘free market miracle’. In an examination of Chile's export diversification experience, this article departs from that view. By analysing the dynamics underlying the emergence of the salmon, fruit, forestry and wine sectors in Chile's export basket since the 1960s, the study sheds light on the crucial role of industrial policy in the process of capability accumulation that shapes new industries. The article undertakes a qualitative historical analysis of the scope and nature of policy interventions in each of the four sectors and conducts a quantitative policy evaluation using the difference‐in‐difference method. It finds that public institutions are essential in overcoming market failures inhibiting the emergence of new industries. Specifically, it shows that the government has a key role to play as a catalyst of human capital accumulation, as a venture capitalist, in trade promotion, and in ensuring ‘national’ sector reputation through a strong regulatory and quality control role. By elaborating on the dynamic process of structural transformation and capability accumulation, this article contributes to theoretical debates on the role of vertical policies in the emergence of new competitive sectors, and debates relating to static versus dynamic approaches to comparative advantage.  相似文献

权力集中化、生产片断化与全球价值链下本土产业的升级   总被引:3,自引:1,他引:2  
全球领先企业的权力集中化和生产的片断化导致价值分配的非均衡,并进一步加剧了全球生产网络中权力结构的不对称。本文提出全球价值链上的权力是一种建立在战略资源基础上的不对称的话语权,并归纳了八种基本的市场权力形式。通过对全球十大工业制成品及服务业的市场份额分析,发现技术能力和品牌能力是全球领先企业市场权力集中的主要根源,也是决定全球价值链上价值分配的决定性因素。嵌入全球价值链有利于发展中国家的本土企业迅速提高生产能力、接近全球市场和技术通道,但是从生产能力到创新能力的升级过程并非自动发生;全球价值链生产片断化带来创新过程的垂直分离和重新整合,发展中国家产业升级的关键在于本土企业的吸收能力和学习速度。  相似文献

This article examines policy feedback via economic behavior in the mass public, with a focus on consumption behavior. Do public policies affect the consumption behavior of mass publics and subsequent policymaking processes and outcomes? If so, how? I introduce a policy feedback model of consumption behavior in the mass public. Within this model, I advance a theoretical argument on the consequences of targeted cash assistance policies (TCAPs) for consumer spending behavior and government provision of basic utilities in developing countries. Using a randomized field experiment in Mexico and pre–post analysis, I find that TCAPs boost consumer spending on private access to basic utilities in the short term and reduce government provision of basic utilities in the medium term. The study pushes policy feedback theorists to think beyond the arena of mass politics, and the findings have important implications for social policy and human development in developing countries.  相似文献

This article is concerned with the impact of new technologies - especially, but not entirely, those that are related to microelectronics - on employment and labour markets in developing countries. Taking the form of a literature survey it looks at those impacts that have already occurred as well as effects that seem likely to occur in the future. Both sets of issues are addressed within an analytical framework that views the impact of technical change as the end result of a process which begins with the generation and proceeds via the diffusion of new technologies. The need for so broad an approach is shown to stem from the multiplicity of ways in which the generation and diffusion of new technologies influence each other and condition the ultimate impact of these technologies on employment and labour markets. Because many such mechanisms have not yet received much attention in the literature, there appears to be substantial scope for further research.  相似文献

村域经济是近年来得到学术界普遍关注的重要领域,村域是实施可持续发展和落实国家政策的重要基地。基于对国际文献的相关梳理,对村域经济进行了界定,总结了村域经济的发展特点和新近研究动向:村域产业经济贡献及其内在运作机理探究,村域经济对外部的不同响应,对村域经济影响的内外不同环境,村域经济的尺度转移,强调村域经济的资源基础,对村域人地系统协调的研究等。基于以上分析,指出村域经济研究尚需加强如下领域:强调村域经济所处的发展环境,村域经济自主发展能力研究,村域经济结构及其动态分化研究,加强村域经济研究方法的综合运用,不同尺度村域经济模式的总结与比较,地域上加强对中国村域经济的研究等。  相似文献

This article examines how changes in technology affect the strategies various national governments have adopted to protect their respective cultures. The focus is primarily on national policies toward film and television. National quota systems that limit the import of American entertainment products will soon be made impossible to enforce, thanks to new digital and satellite technologies. Economic incentives will still make American products attractive to proliferating private television channels, but narrow‐casting and cable distribution will offer new opportunities for locally produced shows and movies. Increasingly, those countries that wish to continue to protect their cultures from the homogenizing trends of global markets dominated by American films and television programs, will need to move away from quotas and toward subsidies. Moreover, they will have an interest in promoting technologies that are favorable to the promotion of national culture. Financial instruments that reduce risk to local producers may also be appropriate.  相似文献

The illustration of some preliminary results of an ongoing research on the industry in Guangdong, China, is the core of this article. In particular focus is on the so called ‘specialized towns’ and the industries that characterize them as complex actors of Chinese industrial development. The evidence on these specialized towns is quite interesting as such, being not yet well acknowledged in the international literature. However, it is also believed that an investigation of these realities may contribute to the understanding of new engines of industrial development in the context of contemporary global economic relations—what is called the ‘new industry’. Furthermore, some light is shed on the nature of the competitive challenge that China poses to traditional European industry: it is not only cheap labour, cheap land, dumping, and the like. In the new emerging China government visions, policies and industrial organization architecture seem to play a central role. In this context, the authors conclude proposing a framework of questions relevant to some of the most industrialized areas of Europe, that is the Italian regions characterized by a great diffusion of industrial districts.  相似文献

产业集群是当今地方政府发展本地经济的主要政策方向之一。本研究首先从理论上探讨地方政府在经济发展和产业集群中行为动机和特征,其次案例分析内生型的花都区狮岭镇皮革皮具产业集群和外生型的东莞市石龙镇电子信息产业集群发展不同阶段中地方政府的行为方式,然后对比发现两种类型产业集群中的地方政府行为方式与产业集群的形成过程和发展特征相协调,最后总结出不同类型产业集群在不同阶段地方政府行为方式的重点领域,以期为地方政府产业集群政策的制定提供参考。  相似文献

政府空间治理对地方发展具有深刻影响。西方学界在解释国家治理时有三个重要学说:非马克思主义理论、马克思主义理论和福柯学说,但并不能完全解释我国的政府治理结构。中国治理结构包含中央政府和地方政府等多个层次,各层次的行为能力和权力空间有所不同。改革开放以来,中央政府允许地方政府通过调节财税杠杆、土地、劳动力等要素进行地方治理模式创新。同时,地方政府积极争取成为由中央政府批准的特殊经济区,对本地制度环境进行改革和创新,以促进地方产业发展。本文以重庆市为例,结合6次深入调研,探讨政府如何通过财税、土地等多项改革,提升空间治理能力,创造差异化治理环境,以带动地方产业发展的积极响应。  相似文献

ABSTRACT

This article compares the development of specialty food in Denmark, Norway and Sweden using a number of quantitative indicators as well as a qualitative analysis of government policy. The analysis shows that specialty food has increased in importance in all three countries over the last twenty years, but there are important differences in the kind of specialty food that has developed and the nature of government intervention and governance structures. Overall, Sweden appears to have the largest production of specialty food and drink and is particularly strong in organic production and consumption, farm processing and farm shops. Norway has a large number of products with protected origin and also leads in the number of farmers’ markets. Denmark lags behind the other countries on most indicators, but has witnessed the fastest growth in microbreweries over the last five years. Theoretically, the article challenges the ‘negative’ definition of specialty food as ‘non-industrial’ or ‘alternative’, and suggests a more nuanced approach. Empirically, it points towards the possible existence of a ‘Scandinavian model’ of specialty food governance with extensive interaction between central government, local government and private firms to stimulate the growth of specialty food.  相似文献

As in many U.S. and European cities, the legacy of a negligent past has left scars on Canada's urban landscape in the form of numerous under-used industrial and commercial brownfield sites. While governments in the U.S. and Europe have implemented a variety of policies and programs to help developers overcome the costs and risks associated with redeveloping these sites, there continues to be apprehension among stakeholders in Canada that efforts implemented by the different levels of government here have been deficient, fragmented and piecemeal in comparison. This paper examines the nature of the brownfields problem in Canadian cities and investigates the role of local governments in managing these problems 'on the ground'. Survey data from 24 cities, coupled with information gathered from four site visitations, reveal that brownfields are indeed a problem for many cities. The data suggest that even though perceptions of what is needed to better manage the problem locally are relatively similar throughout the country, managerial efforts remain disparate and somewhat limited because of diverse provincial policies and variable property markets.  相似文献

Export-promotion strategies based on the success of the East Asian newly industrializing countries have been proffered in the 1990s to middle-income countries in Latin America. Africa, and Asia. This article argues that far from untried, export-promotion policies were attempted in Brazil and Tunisia in the 1960s and 1970s, with only limited long-term success. The problem of export promotion in these two countries are attributed to the lack of strategic export policies, the political costs of changing policy in a more effective direction, and the reliance on a few products and markets.  相似文献

This article considers suburban development in Australia through the lens of its second largest city, Melbourne. Contemporary urban policies have focussed on the low densities within Australia's capitals and tried to achieve sustainability through urban consolidation policies. The article argues that these policies are often based on a distorted understanding of the relationship between housing markets and labour markets in Australia's large metropolises. The analysis of suburban development in Melbourne shows that suburban development involves complex links between changes in housing and job location and that urban sustainability policy needs to include actions designed to change the distribution of employment as well as the location and density of housing. The article shows that the vast spread of the Melbourne population masks closely linked regional labour and housing markets.  相似文献
