"In this study, it is argued [that] underemployment is both affected by and affects the labor-force participation rate (LFPR) and the level of service employment. Interestingly, the analysis reveals that service employment lowers the LFPR and raises underemployment. In turn, underemployment increases the LFPR as more secondary workers are pushed into the labor market in an effort to support their households. Thus, secondary workers are not pulled into the labor market by the availability of service jobs, but are rather pushed into these jobs by the condition of underemployment that is brought on by the growing concentration of low-paying service jobs....A three-equation simultaneous equation model is developed to test our hypotheses [and] three-stage least squares...estimates of this model for the 100 largest [U.S.] metropolitan areas are presented...."  相似文献

Questions relating to the ability of particular groups in society to access information and communications technologies (ICTs) have become a growing part of the academic and policy literature. The issues raised in this literature have revolved around a number of themes, many of which can be subsumed under concerns about a growing digital divide whereby society is being divided into information rich and information poor sectors. This differentiation can be between particular social groups irrespective of place, or between people in particular places be these large regional areas (e.g. metropolitan versus non‐metropolitan) or localities and communities within an urban area. This paper focuses on the existence of a ‘digital divide’ across the Sydney metropolitan area. Using ABS 2001 census data the paper presents an analysis of computer and internet access and use for clusters of local communities and focuses on how usage differs across communities as differentiated by socio‐economic status, household and family status and ethnic background.  相似文献

Several studies have emphasized the role of knowledge-intensive business services (KIBS) in fostering innovation in metropolitan areas and regional innovation systems. Such areas are capable of expressing a strong demand for KIBS and consequently stimulate the rise and growth of KIBS. Despite an abundance of literature on KIBS emphasizing the relevance of spatial proximity to customers, many KIBS develop relationships on a broader national or even international scale. No studies have focused explicitly on this apparent discrepancy as yet. The aim of this paper is therefore to fill this theoretical and empirical gap by explaining the firm-level factors relating to the market extension of KIBS within the framework of regional innovation systems. Our analysis is based on a quantitative study on more than 150 KIBS supplying design or communication services located in the Veneto region (north-eastern Italy), an area that can be described as a regional innovation system. Five variables were considered, that is, size, experience, service standardization, investments in network technologies and relational intensity. Our results confirm that three of these variables, but not service standardization and relational intensity, correlate positively with the market extension of KIBS. Policy implications are also discussed.  相似文献

Provision of public services by state governments rather than municipalities is considered an important urban governance factor preventing deeper levels of socio‐spatial inequality in Australian cities. The paper examines the spatial patterns of investment by the New South Wales state government in a wide range of services and infrastructure in metropolitan Sydney over 28 budget years from 1988/89 to 2015/16. We examined the relationship between volume and type of investment in infrastructure and services, and considered a local area's socioeconomic characteristics, distance from the central business district, and designation as a strategic site in metropolitan plans. Despite an overall redistributive approach favouring relatively disadvantaged areas, the most disadvantaged suburbs in metropolitan Sydney had significantly lower levels of investment. When funding was directed to the most disadvantaged suburbs, it was often in the form of new social housing development, reinforcing both the concentration of poverty and disadvantage in resource access. The findings suggest that this is a case of under‐investment by the state government in areas already populated by disadvantaged communities rather than a market‐driven process whereby disadvantaged households move into poorly resourced neighbourhoods.  相似文献

The effect on the distribution of urban services of the “geographical fragmentation” of American metropolitan areas into many local government jurisdictions, each with important service responsibilities, is often overlooked. Comparison with Australia, where services are generally administered and financed at the State level, is instructive. Australian centralism tends to have an equalizing effect, largely due to bureaucratic patterns of service delivery, but has also produced both an insensitivity to specialized local factors and an “organizational fragmentation.” Developments in the 1970s suggest improvements in these areas of deficiency.  相似文献

基于上海的调查分析,在因子分析的基础上将ESDA方法应用于社会融合水平研究。运用全局Moran's I指数、热点分析、空间回归等指标和模型,从全局和局部两个层面研究了城市外来人口社会融合水平空间差异及影响因素。结果表明:从总体上看,上海外来人口社会融合水平较高,但各个区县差异较大;从局部上看,中心城边缘区社会融合水平较高且内部存在关联性,形成了显著的"热点"区域;空间地理因素和制度因素对外来人口社会融合水平空间差异有显著影响,其中公共服务支出、社会保障支出两个因素作用最显著。  相似文献

Analysis by product or by type of activity is becoming less and less pertinent when characterizing the production organization of industrial clusters and local productive systems. In numerous regions and metropolitan areas, the way that economic activities are based geographically reveals relationships which go across different sectors of activity, on the basis of the similarity of skills required. At Toulouse, on-board systems, mainly sets of equipment composed of electronic and computer components integrated into an aircraft, a satellite or an automobile, were first developed on a sectorial basis before becoming progressively the subject of transverse skills and knowledge between the different industrial sectors (aeronautics, space, automobile electronics). Today this system is tending to consolidate on the basis of positive externalities such as the sharing of common subcontracting of information technology services, the collaboration of industrial firms with engineering science institutions, the circulation of personnel within the local labour market. To this must be added a strong institutional input which is manifested by the addition of an “on-board systems” section to the Competitive Cluster “Aeronautics and Space” common to the Midi-Pyrenees and Aquitaine regions. In the case of Toulouse, the “on-board systems” activities form the basis of a local organization of these high-technology activities into a local skills system.  相似文献

This paper aims to contribute to a better understanding of the Knowledge-based Economy spatial distribution across the European Union (EU) regions (NUTS II), linking recent research approaches on innovation and structural change with approaches to regional economics. As a means of conducting this research, we classify economic activities according to six sectors based on their knowledge/technology intensity. Our results show that the higher the knowledge/technology content of the economic activity, the higher the concentration level of the activity. We find that some service activities (those considered knowledge intensive) have similar concentration levels to those operating in high or medium tech manufacturing. With regard to specialization, the most outstanding result is the strong presence of high and medium knowledge intensive service activities in metropolitan/capital regions. In general, our results reinforce the notion that an oligocentric model persists in Europe, with the southern German regions leading high and medium tech manufacturing, the south-east of England leading in high knowledge-intensive services, and with the mid-core model exemplified by the European metropolitan archipelago (particularly capital cities) in both northern and southern Europe.  相似文献

Abstract.  This paper analyzes the impact of employment and population shifts in U.S. metropolitan areas from 1970 to 2000 on a spatial mismatch index to determine how metropolitan residents reacted to changes in metropolitan employment distributions. In particular, it seeks to determine whether suburban employment growth created new areas to which access is valued or whether it repelled metropolitan residents and sparked population growth in more distant suburban locations. The results show that residents tended to move away from areas gaining jobs. Black residents, on the other hand, appeared to be attracted to areas that are experiencing employment growth.  相似文献

ABSTRACT. This paper uses new estimates of metropolitan factor demand and output supply functions to study how federal, state, and local fiscal policies affect metropolitan economies. We illustrate our work with findings for ten metropolitan areas in five states for changes in state corporate income taxes, local property taxes, the federal corporate income tax, an investment tax credit, interest rates, public capital stocks, output prices, and tax and regulatory policies affecting gross wages. It is clear from these simulations that a policy that is nominally the same everywhere will have repercussions that vary widely across regions and cities.  相似文献

Neoliberalism and Suburban Employment: Western Sydney in the 1990s   总被引:1,自引:0,他引:1  
During the past 15 years metropolitan planning strategies of the NSW state government have done little to address the spatial distribution of either employment or labour market equity within the metropolis. In the fast‐growing outer western suburbs, the government has focused on attracting business investment to increase the stock of local jobs and to improve employment ‘self‐sufficiency’— a dominantly neoliberal policy framework. This paper explores a widening gulf between the reality of outer urban change and this policy framework by considering changes in the location of jobs and in the employment experiences of residents in Greater Western Sydney (GWS). Evidence is drawn from census journey‐to‐work data (1991–2001). While holding a majority of manufacturing jobs in Sydney, GWS also experienced continued growth of jobs in service industries during the 1990s. Yet the relative importance of employment in the city's fast‐growth finance and business services sector still lags well behind that of inner and northern parts of the city. The focus on growing the regional stock of jobs has not addressed problems of labour market access faced by residents of particular localities and the goal of employment self‐sufficiency has not delivered greater equity to outer suburban labour markets. A focus on sufficiency of access to employment for residents of GWS draws attention not only to regional stocks of jobs but also to the provision of social infrastructure and state‐provided services to outer suburban populations as they continue to expand.  相似文献

Depending on the worldwide developments in the industry and services sectors, the increased significance of the logistic sector is continuing. In parallel to this tendency, the need for warehousing as one of the basic activities of logistics has increased and the warehouses have returned to the important function areas for urban sites. In recent years, warehouses are demanded in the real estate market just like houses and offices. In the literature, although there are many supply chain studies focused on location selection of warehouses, there is a lack of studies discussing the behaviour of warehouse location at the intra-urban level. The article investigates the factors affecting the location selection of warehouses and their degree of importance in Istanbul as a case area by using a logistic regression model. It was found that location-specific factors are effective on the location selection of warehouses in the Istanbul metropolitan area, and warehouse location follows a certain economic rationality at the intra-urban level.  相似文献

This article assesses the extent to which the availability of HIV/AIDS services in the Baltimore and Oakland eligible metropolitan areas (EMAs) increased after receipt of funding under Title I of the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act. Survey data on the availability of HIV/AIDS services in each EMA were collected from samples of organizations at two points in time: 1 year before (1991) and 1 year after (1993) the Oakland and Baltimore EMAs received their first installments of CARE Act Title I funds. Cross-sectional and longitudinal analyses of the data were performed to assess changes in the availability of HIV/AIDS services. The results showed that after CARE Act Title I funding became available, the availability of ambulatory medical and social support services in the Baltimore and Oakland EMAs increased. However, the way service availability increased varied significantly, reflecting differing opportunities and constraints present in each community. In Baltimore, the increase in the availability of HIV/AIDS services was due largely to the creation of new organizations that used Title I funds to provide services (system expansion). In Oakland, relatively few new organizations were created, but existing organizations added new HIV/AIDS services (service line expansion). Our data also indicated that in both EMAs the majority of HIV/AIDS organizations receiving Title I funds expanded the capacity of their existing services to meet growing demand.  相似文献

ABSTRACT Despite strong national economic growth and significant poverty reduction during the late 1990s, high poverty persisted in remote rural areas. This study uses a geographical information system county database to examine the nexus between rural U.S. poverty and remoteness. We find that poverty rates increase with greater rural distances from successively larger metropolitan areas (MAs). We explain this outcome as arising from the attenuation of urban agglomeration effects at greater distances and incomplete commuting and migration responses to lower labor demand in rural areas. One implication is that remote areas may particularly experience greater reductions in poverty from place‐based economic development policies.  相似文献

Certaines activités tertiaires ont la capacité de jouer un role de ‘moteur’économique. Ces activités du ‘tertiaire moteur,’ ou ‘services supérieurs,’ constituent une partie importante de la base économique des régions métropolitaines. Récemment, aux États-Unis, des chercheurs ont commencéà remarquer la tendance de ces activitès à quitter leur ‘habitat naturel’ dans le centre d'affaires des grandes villes pour se relocaliser dans des ‘edge cities’ ou ‘magnet areas’ vers la périphérie de la zone métropolitaine. Le but principal de cet article est de vérifier si la région métropolitaine de Montréal se caractérise, elle aussi, par des tendances semblables de décentralisation des services supérieurs. Nous utilisons la base de données longitudinales sur les entreprises canadiennes de Statistique Canada pour examiner la question de la décentralisation de ces activités dans la région montréalaise. Nos résultats indiquent que pour 11 des 17 secteurs d'activité compris dans les services supérieurs, la période 1981–1989 a vu un transfert du poids relatif de la ville de Montréal vers les deux couronnes périphériques de la région métropolitaine. Ce transfert été plus fort dans les services financiers, d'assurances et d'affaires immobilières que dans les services aux entreprises. Certain service activities have the capacity to play the role of a ‘motor’ of economic development. These ‘hight-order services’ now form one of the principal components of the economic base of metropolitan areas. Recently, researchers in the U.S. have begun to notice a new propensity for these activities to leave their ‘natural habitat’ in the downtown business district of large cities and to relocate in ‘edge cities’ or ‘magnet areas’ toward the periphery of the metropolitan region. The purpose of this article is to verify if the Montreal metropolitan region is characterized by similar patterns of spatial decentralization of high-order services. Our study uses Statistic Canada's Longitudinal Database on Businesses in the Canadian Economy to examine this issue. Our results indicate that for the period 1981-1989, 11 of 17 high-order service sectors were marked by a relative shift from the City of Montreal towards the periphery of the metropolitan area. This shift was more pronounced for the finance, insurance, and real estate group than for the business service group.  相似文献

In this paper, we provide new evidence that earnings for various college majors differ across large metropolitan areas in the United States. We then set out to explain, at least in part, why these differences exist. We find that the intrinsic elements of geographic areas, such as common agglomeration effects and spatial differences in demand, are an important explanation for all majors. Further, we find that the endogenous sorting of individuals plays less of a role, particularly for domestic‐born college graduates. The sorting of lower‐paid, foreign‐born college graduates, however, increases the estimated dispersion in returns across geographic areas.  相似文献

The ageing baby boomers in Singapore, which account for one-third of the total population in 2006, will have a profound impact on the economy, society and environment. The greatest demand is for health care services. Even though Singapore has generally been regarded as a country where primary health services are easily available to all residents, this paper identifies significant spatial variations across the island-state. In particular, accessibility in some areas with high concentration of boomers is relatively lower compared to other residential areas. This paper concludes that understanding the spatial variation in primary health service accessibility is critical to the success of future policies, which may lead to a review of the provision of such services across the island. The methodology developed in this paper is also applicable to the study of service inequalities in other Asian countries with large rural settings.  相似文献

The main findings of this analysis of the job location patterns by occupational groups in the Toronto CMA are as follows:
  • 1 The geographical distribution ofjobs of the different occupational groups varied considerably in the Toronto CMA, the principal pattern being relative centralization of white-collar jobs and relative decentralization of blue-collar jobs. Skilled clerical-sales-services workers faced the greatest degree ofjob concentration in the cbd.
  • 2 The jobs of similar occupational groups by collar type were located near one another, so that relatively homogeneous work areas were created. These conclusions, of course, apply specifically to the Toronto CMA in 197 1. But, although the urban structure of the Toronto CMA will have changed to some extent since 1971, the process of structural change is a fairly slow one, even in rapidly growing metropolitan areas. We suggest, therefore, that our findings should be relevant to the Toronto CMA of today.

Studies in the nonmetropolitan population change literature have largely focused on the role of natural amenities and economic restructuring, but few have focused on the role of public services. This paper addresses the question of whether public services in nonmetropolitan counties, specifically the outcomes of public schools, could attract migrants. We use a Poisson regression technique little-used in the migration literature to control for push and pull factors driving migration patterns and control for school quality. Results show that better schools can draw migrants to nonmetropolitan areas. Marginal effects are larger for nonmetropolitan counties not adjacent to metropolitan areas.  相似文献
