Historically, Indigenous Australians have been marginalised, both economically and politically, in mineral development processes in Australia. The Australian state structures the interaction between Indigenous people and mining companies through general legislation and policies, and is therefore a key determinant of the mineral negotiating environment. This paper examines the state's role in the negotiations for the Century Mine in the Gulf of Carpentaria, and argues that recent neo-Marxist theories offer the most cogent theoretical explanation of the state's behaviour. It contends that, despite a noted tendency to consign Marxist theorising to the history books, analysis of the behaviour of the state in the Century negotiations provides critical evidence of the continued relevance of neo-Marxist theories of the state.  相似文献

Developments favouring the liberalisation and globalisation of economic exchange and increasingly rigid constraints on domestic fiscal policy have provided support for neo‐ liberal policy ideas. Neolibcralism challenges the logic of embedded liberalism that underscored trade multilateralism in the post‐second world war period, and the exclusion of sectors like agriculture from the General Agreement on Tariffs and Trade. Focusing on agricultural policy, the article examines the pace and extent to which neo‐liberal ideas have been able to gain hold and displace non‐liberal domestic policies in Australia and Canada. The article shows that neo‐liberal ideas have been more easily translated into domestic policy change in Australia than in Canada. A significant part of the explanation for this cross‐national difference is found in the differing domestic political‐institutional arrangements, including federalism, bureaucratic arrangements, the presence or absence of a neo‐liberal epistemic community, and trie structure of interest intermediation systems. These factors, in turn, have their impact on policy change through their effects on the structures of agricultural policy networks and policy communities.  相似文献

The literature on the drivers behind bilateral treaties implies an assumption that international treaties are entered into primarily to achieve national objectives, not partisan political goals. This paper investigates whether this assumption is valid, using as a case study the recently enacted US–Australia Free Trade Agreement. A stated original purpose for the agreement—increasing access to the US market for Australian agricultural products—would yield significant economic benefits for Australia. However, when it became clear that this goal would not be achieved, the objective of the Australian government shifted. The most plausible explanation for the shift is that domestic political objectives had moved to the fore and prompted the government to pursue and adopt the treaty despite some evidence that it might not be in the national interest to do so.  相似文献

The federal organisation of government in Australia is one of the least understood aspects of the Australian political system. Despite the durability of federal structures, federal theory in Australia remains largely underdeveloped. Aside from a few scholars who have persistently analysed the federal process, federalism in Australia has received attention as an outmoded system with little scope for distinguishing the benefits to be gained from understanding how government is organised. But where Australian federal theory has languished, American federal theory has flourished. This paper borrows some of the major ideas which have influenced analyses of government functions in the American ‘ system and posits them against analyses of Commonwealth and State government functions in Australia.  相似文献

One of the key strategies of the current Commonwealth government in Australia is to promote a dynamic entrepreneurial culture by improving the business environment for small and medium-sized enterprises (SMEs). This paper evaluates the contribution of SMEs to innovation and employment in Australia and reviews the international evidence on the value of SMEs. It concludes that a very small percentage of SMEs are responsible for most of the employment generation and innovation in the small-firm sector. The policy implication is that general deregulatory measures designed to support SMEs as a generic class are likely to create an environment within which low-quality, low-wage employment is generated in SMEs with little future. Instead, the sectoral composition of industrial activity and the social structures and relationships within which firms are embedded require greater policy attention.  相似文献

From the mid‐1930s to the mid‐1960s the Woman's Christian Temperance Union (WCTU) in Australia played a key role in the articulation and development of human rights for Aborigines. They provided practical and political support and scaffolding while developing an important ideological base, and they formed alliances across class, gender, race, religious, and political lines to achieve their goal of racial equality. Their activism coincided with the period associated with decolonisation. It has been argued that, in Australia, the end of empire coalesced with the rise of the labour movement in the 1940s. However, this article argues that as a means of understanding WCTU involvement in defending and shaping an Aboriginal rights agenda, the rise of labour is an important but partial explanation. It downplays the role of gender and religion in formulating an ideological position while masking its political implications. Here, I explore the politics of WCTU reform, particularly connections between gender, religion, and race, and trace the Union's defence of Aboriginal human rights in post war Australia.  相似文献

The extent of State-level influences on federal voting behaviour in Australia has been debated for many years. In this paper, I extend and improve on previous research by using the most advanced techniques (multilevel modelling) available for analysing survey data in this context, and present results based on an extensive investigation of post-war Australian elections. The results show conclusively that the overall extent of measurable State-level effects on federal voting over the period is relatively very small, despite the institutional significance of the States. In an attempt to reconcile these two facts, I therefore propose an institutional explanation of the small extent of State-level effects. I argue that the representation entitlements of the States in the House of Representatives would tend to result in the overall extent of State-level effects being relatively small because they introduce a self-correcting 'pendulum' element into party competition. I investigate some hypotheses that follow from this argument, demonstrate that the evidence from the multilevel modelling is consistent with these hypotheses, and conclude that this institutional element is a significant part of the explanation of the apparent unimportance of State-level influences.  相似文献

Abstract

This paper investigates the use of defensive architectural techniques by civilian settlers in frontier South Australia and the Northern Territory between ca. 1847 and 1885. Four sites were analysed, three of which are located in South Australia and one in the Northern Territory. This study takes a new approach to the archaeological investigation and interpretation of Australian rural buildings, one that identifies defensive strategies as a feature of Australian frontier architecture. These structures represent physical manifestations of settler fear and Aboriginal resistance. Over time, however, the folk stories attached to these structures have also come to play a significant part in Australia's frontier mythology. They are shown to form one component of a wider body of myths which serve the ideological needs of the settler society, justifying its presence by portraying the settlers as victims of Aboriginal aggression.  相似文献

This paper examines three of Australia’s earliest port-related structure studies. Excavations conducted in 1984 and 1994 in vastly different circumstances, with markedly different oceanographic conditions, progressing through quite different substrates, were joined with 1993–1994 overview of all the port structures along the coast of Western Australia. Providing a better appreciation of submerged port-related structure studies as a bona fide part of maritime archaeology, these three studies and have ramifications for future work both in Australia and overseas.  相似文献

Ground-borne vibrations induced by mine blasting are typically of low amplitudes, which are not considered a major concern for modern engineered structures. However, historic structures are often considered more vulnerable due to inadequate knowledge regarding the state of construction materials and structural response. Specifically, the construction materials used might be fragile or have deteriorated to a stage that could be vulnerable to such vibrations. Simplistic rule based on peak ground motion parameter has been adopted worldwide for safety assessment, while the frequency characteristics of vibrations are not taken into account. Further, there is very limited study on response of heritage structures to near-field blasting. This article presents a practical structural vulnerability assessment method for mine blast-induced vibrations. In particular, a design response spectrum model is proposed based on close range measurements of nearby mine blasting, which is compared with an existing design spectrum model for far-field mine blasts and a typical design spectrum model for earthquake actions. The method is illustrated through a case study of heritage masonry buildings in Australia. The unique blast data presented and the generalized methodology would be useful to both structural engineers and blast engineers in considering potential effects of blasting on heritage structures.  相似文献

The Henry Tax Review is a work in progress, but it has already advanced sufficiently to constitute an important case study of state capacity in Australia. Using the Henry Tax Review as a case study, this paper sheds light on the question of whether the national political system is capable of devising and implementing long-term reforms. Whilst specific policy failures inevitably have a contingent dimension in the form of poor strategy and leadership or unfavourable economic conditions, the paper discusses the erosion of institutional and relational structures which, arguably, has diminished systemic political capacity. This is tantamount to a structural weakening of state capacity in Australia, a development which has the potential to erode the potential of any government to enact significant strategic policy change.  相似文献

One way to recast the problem of cultural explanation in historical inquiry is to distinguish two conceptualizations involving culture: (1) cultural meanings as contents of signification (however theorized) that inform meaningful courses of action in historically unfolding circumstances; and (2) cultural structures as institutionalized patterns of social life that may be elaborated in more than one concrete construction of meaning. This distinction helps to suggest how explanation can operate in accounting for cultural processes of meaning-formation, as well as in other ways that transcend specific meanings, yet are nonetheless cultural. Examples of historical explanation involving each construct are offered, and their potential examined.  相似文献

Debates about genocide in Australia have for the most part focussed on past frontier killings and child removal practices. This article, however, focuses on contemporary culturally destructive policies, and the colonial structures that produce them, through the analytical lens of the concept of genocide. The article begins with a discussion of the meaning of cultural genocide, locating the idea firmly in Lemkin's work before moving on to engage with the debates around Lemkin's distinction between genocide and cultural 'diffusion.' In contrast to those scholars who prefer the word 'ethnocide,' the underlying conceptual contention is that the term 'cultural genocide' simply describes a key method of genocide and should be viewed, without the need for qualification, as genocide. While direct physical killing and genocidal child removal practices may have ceased in Australia, some indigenous activists persuasively contend that genocide is a continuing process in an Australia that has failed to decolonise. Concurring with these views the article argues that the contemporary expression of continuing genocidal relations in Australia can be seen principally, and perversely, in the colonial state's official reconciliation process, native title land rights regime and the recent interventionist 'solutions' to indigenous 'problems' in the Northern Territory.  相似文献

Why did Australia fight in Iraq, while Canada did not? In this paired comparison, we go beyond explanations centered on the role of leaders to consider three alternative factors—ruling party opinion, public opinion and strategic culture. We argue that in both countries the Iraq decision followed the dominant views within the ruling party as well as the dominant strategic culture among the elites. As for the public opinion, its impact was significant in Canada, especially concerning the province of Quebec, while in Australia its impact was mostly neutral. This type of explanation, we suggest, is not only more historically grounded, but it can also illuminate broader patterns of Australian and Canadian foreign policy behaviour.  相似文献

Lacking the salt-water beaches, accessible mineral springs, and rugged mountains that attracted the first tourists to the northeastern United States, the Vermont–Quebec borderland did boast a number of clear and picturesque bodies of water, the largest of which was Lake Memphremagog. Once this lake became accessible by rail, American and Canadian promotional literature and graphic illustrations emphasized the romantic nature of its paddle-wheel excursions, scenic landscape, and resort hotels. This type of tourism was depicted as essentially a passive, civilizing experience in which participants affirmed their aesthetic sensibility and social status by admiring the view of lake and mountains from boat decks and hotel verandahs. But the exclusive nature of this romantic sensibility was undermined to some extent by the fact that local newspapers and railway companies encouraged groups of people from the surrounding communities to join the sight seeing tours. Local entrepreneurs were also quick to take advantage of the market for scenery and, in contrast to other tourist zones, there was no apparent conflict with the industrial development that was taking place at both ends of the lake.  相似文献

The development of new generic technologies occurs within traditional structures of industry-government interaction, but also unleashes a process of 'creative destruction' generating new institutional patterns. This article, focusing on biotechnology, describes and compares policy processes and institutional arrangements in Australia and Sweden. The Swedish biotechnology sector displays a pattern of fragmentation and relatively weak state steering. Australia, by contrast, has implemented a set of comparatively coordinated regulatory and other measures to foster the growth of biotechnology. This observation contradicts the characterisation of Sweden as a 'strong state' economy, and challenges the depiction of Australia as lacking in state steering capacity. The relative open-endedness of the search in these countries for a mode of regulation of biotechnology suggests that the role of the state in economic restructuring today is fundamentally distinct from that of earlier periods.  相似文献

Landscape beauty has long been a concern of geographers and other scholars, but relatively little work has been done on the aesthetic analysis of specific landscape features such as mountain peaks and waterfalls. In Australia, as in many other parts of the world, waterfalls are popular scenic attractions, and this paper attempts to explain the widespread appeal of these landforms by examining them in the light of theories of landscape aesthetics, from the Picturesque and Sublime to arousal and prospect‐refuge. While no single theory offers a complete explanation of our experience of waterfalls, this paper suggests that by using several theoretical approaches to the subject we are more likely to gain a full understanding of the way we respond to these landscape features.  相似文献
