Since the 1980s, social scientists and economic geographers have stressed that 'standard' forms of employment and internal labour markets (ILMs) which characterized Fordism have declined and have been displaced by post-Fordist non-standard and contingent employment arrangements. However, some researchers are critical of the assumptions of a universal decline in ILMs and stress that although ILMs have been significantly restructured, they remain an important part of firm employment strategies. On the basis of a postal survey and interviews conducted with ninety firms and institutions in Kitchener-Waterloo and Sault Ste. Marie, Ontario, in 1995–1996, I assess the role of ILMs. Although shifts towards non-standard arrangements are evident, employers are clearly aware of the need to maintain if not develop ILM structures. Finally, I argue that geographers need to reconceptualize the relationships between ILMs and external labour markets (ELMs) as integrated phenomena. Thus firms do not use contingent or ELMs and ILMs in exclusion to each other but as part of a continuum of strategies leading to increased blurring of the ILM and ELMs.  相似文献

Abstract: This paper examines the transformations of urban labour markets in two central European cities: Bratislava, Slovakia and Kraków, Poland. It highlights the emergence of in‐work poverty and labour market segmentation, which together are leading to a reconfiguration of the livelihoods and economic practices of urban households. The focus of the paper is on the growing phenomenon of insecure, poor‐quality, contingent labour. It examines the ways in which those who find themselves in, or on the margins of, contingent and insecure labour markets sustain their livelihoods. We ask how such workers and their households negotiate the segmentation of the labour market, the erosion of employment security and the emergence of in‐work poverty and explore the diverse economic practices of those who cannot rely solely on formal employment to ensure social reproduction. Further, we assess the articulations between labour market participation and exclusion, and other spheres of economic life, including informal and illegal labour, household social networks, state benefits and the use of material assets. We argue that post‐socialist cities are seeing a reconfiguration of class processes, as the materialities and subjectivities of class are remade and as the meaning of work and the livelihoods different forms of labour can sustain are changing.  相似文献

Spatial Dynamics of Local Labour Markets in the Québec City Metropolitan Field, 1981–2001
This research analyzes the spatial dynamics (from 1981 to 2001) of local labour markets at an infra-regional scale, namely the Québec metropolitan field, with particular emphasis on interactions between the metropolitan region and its hinterland. It seeks to better understand the factors underlying this evolution. Centrographic analyses were performed to characterize the evolution of the spatial configuration of local labour markets (displacement of gravity centre, shape change, evolution of dispersion indices and of workforce preferential distribution axes). Between 1981 and 2001, almost all employment poles experienced an increase in the mean-distance tied to their recruitment area, that being particularly true for peri-metropolitan poles which employ an increasing part of their workforce inside the metropolitan labour basin, where a more qualified and diversified labour force is available; thus, giving rise to significant reverse commuting. In addition to the influence of distance to metropolitan area, a multiple regression model shows that factors such as manufacturing specialization and employment growth within job centres also play a crucial role in the spatial dynamics of local labour markets in the Québec City metropolitan field.  相似文献

Italy is experiencing at present the most serious economic recession of the post-war period. Between 2008 and 2013 national income fell by 9 per cent, per capita incomes by 11 per cent, and industrial production by 25 per cent; and unemployment doubled. In this essay we argue that, while this dramatic situation has been made worse by the policies of ‘expansive austerity’, its origins can be traced back to changes that took place in the 1990s (notably globalization, competition for emerging new markets and the diffusion of new technologies – ICT) to which Italy failed to react speedily or effectively by reorganizing its entire productive system. Instead, many of the reforms that have been introduced with respect to the labour market, for example, have reduced costs but in ways that have encouraged firms to stay in traditional sectors where products are poorly differentiated and of low technology content. If the Italian economy is not to become even weaker, new reforms are urgently needed to encourage innovative investment and push through to completion a restructuring of the industrial system that can no longer be deferred.  相似文献

This article considers suburban development in Australia through the lens of its second largest city, Melbourne. Contemporary urban policies have focussed on the low densities within Australia's capitals and tried to achieve sustainability through urban consolidation policies. The article argues that these policies are often based on a distorted understanding of the relationship between housing markets and labour markets in Australia's large metropolises. The analysis of suburban development in Melbourne shows that suburban development involves complex links between changes in housing and job location and that urban sustainability policy needs to include actions designed to change the distribution of employment as well as the location and density of housing. The article shows that the vast spread of the Melbourne population masks closely linked regional labour and housing markets.  相似文献

In the years and months prior to the May 2004 enlargement of the European Union, transitional periods of two to possibly seven years were imposed upon free movement of labour for immigrant workers from new (Eastern European) member states by a majority of ‘old’ member states. This article aims to scrutinize fear of mass migration from new member states by examining where (ir)rationality and political opportunism meet in the perception of this particular flow of labour migration as a cause for contemporary moral panic. To this purpose, the article starts with embedding the notion of fear of mass migration in literature on moral panics, risk society and the ‘othering’ of economic migrants as strangers and folk devils. By means of a case study narrative of the decision‐making process on the free movement issue in the Netherlands, it is subsequently demonstrated that ‘politics of fear’ are deeply rooted in the uncontrollability of mobilities of an unknown magnitude and an uncertain impact on, for instance, domestic labour markets. Beyond rationalizable concerns of job loss, however, labour migrants from new member states are also feared as threats to borders of morality and identity in Western European societies. The narrative's results are placed within a wider context of current boundary drawings with regard to migration in the enlarging European Union.  相似文献

During the past 15 years metropolitan planning strategies of the NSW state government have done little to address the spatial distribution of either employment or labour market equity within the metropolis. In the fast‐growing outer western suburbs, the government has focused on attracting business investment to increase the stock of local jobs and to improve employment ‘self‐sufficiency’— a dominantly neoliberal policy framework. This paper explores a widening gulf between the reality of outer urban change and this policy framework by considering changes in the location of jobs and in the employment experiences of residents in Greater Western Sydney (GWS). Evidence is drawn from census journey‐to‐work data (1991–2001). While holding a majority of manufacturing jobs in Sydney, GWS also experienced continued growth of jobs in service industries during the 1990s. Yet the relative importance of employment in the city's fast‐growth finance and business services sector still lags well behind that of inner and northern parts of the city. The focus on growing the regional stock of jobs has not addressed problems of labour market access faced by residents of particular localities and the goal of employment self‐sufficiency has not delivered greater equity to outer suburban labour markets. A focus on sufficiency of access to employment for residents of GWS draws attention not only to regional stocks of jobs but also to the provision of social infrastructure and state‐provided services to outer suburban populations as they continue to expand.  相似文献

The article argues that although structuralist-inspired approaches to steel restructuring have provided significant insights and recognised the role of "labour" in sectoral change, such studies have predominantly equated labour politics with unionism, downplaying the impact of other forms of workers' politics. This has created a problematic disjunction between "real world" events and academic research, with ensuing issues for policy development and delivery. In response to this difficulty, the paper builds on Herod's concept of a labour geography to develop multiple labour geographies of power, an approach that describes different forms of workers' politics. To illustrate this approach, the paper presents female steelworkers' politics of restructuring. It details the Jobs for Women Campaign in Wollongong, Australia, a 1980s place-based initiative that sought to gain blue-collar employment for women in the local steelworks. The study demonstrates how female steelworkers developed restructuring politics addressing gender and employment discrimination, issues not normally associated with labour politics. The paper concludes that such workers' struggles need to be analysed as they affect restructuring impacts and processes.  相似文献

This paper examines changes in the commercial cleaning industry in Australasia which are occurring against a backdrop of significant transformation in the mode of labour market regulation in both countries. Specifically, whereas for most of the twentieth century both Aotearoa/New Zealand and Australia had systems of labour market regulation in which the state provided minimum wage and work protections through the interventions of arbitration courts, in the past few years these courts have either been abolished (in the case of New Zealand) or severely restricted in their ambit (in the case of Australia), all as part of a neoliberal effort to introduce “flexibility” into labour markets. The result has been an erosion of wages and a worsening of conditions of employment for cleaners and many other groups of workers. At the same time, this transformation in the architecture of labour market regulation poses significant challenges to unions seeking to represent cleaners and other low‐paid service sector workers.  相似文献

Since the 1970s, a series of demand and supply related changes have led to significant labour market transformations which have brought about a sustained increase in female employment throughout the world. While similar transformations have also been underway in Turkey, the country appears to be one of the rare exceptions to worldwide trends. During the last two decades both female labour force participation and female employment rates have declined at national level. In this article, two sets of questions are posed to explore the factors likely to influence female labour force participation. One set of questions pertains to the society‐specific dynamics of structural change in employment patterns in Turkey, with particular reference to the level and composition of employment in the service sector. A second set of questions is posed to examine labour market relations and the social policy environment in Turkey, and their impact on the demand for and supply of female labour. Current changes in the prevailing policy environment are considered to highlight a certain contradiction in the attitudes of decision makers who seem to be faced with a trade‐off between continuing adherence to conservative patriarchal values and the objectives of increasing labour force participation and combating poverty.  相似文献

Abstract

The aim of this work is to analyse whether internal migration of graduates is an efficient strategy for addressing scarce occupational opportunities in southern Italy. Analysis of data on the southern graduate population in 2004 shows the rise of a new aspect of social discrimination for recent graduates in the process of transition to the labour market. In fact, the probabilities of adopting different strategies of geographical mobility are not homogeneously distributed, but they change on the basis of available family resources. This differentiation has an impact on labour market outcomes, modifying strategies and ways that lead the transition towards employment.  相似文献

Building on research that emphasizes the dependence of services firms on the networks and experiences of individual employees, this paper investigates the urban concentration of information and communication technology services employment in Norway from the perspective of labour market linkages. It finds that urban regions generally provide firms with access to sector-specific expertise. Beyond this, intrinsic region characteristics determine the position of individual firms in national labour markets for expertise: Firms in the dominant university town have strong contact points to academic labour markets, whereas firms in the industrial stronghold of the Western Capital region exploit a broader range of recruitment channels than firms in any of the other urban and non-urban locations. The results illustrate how capability building through recruitment is influenced by local conditions, and imply that the industry will continue to concentrate in the large-city regions where surrounding organizations provide firms with priveliged access to expertise. Implications for research, innovation policy and societal development more generally are drawn.  相似文献

This study provides the first empirical assessment of the impact airline delays have on urban employment. While previous works have suggested that road congestion can slow down regional development, the influence of air traffic delays on metro‐level jobs has not been examined comprehensively. The present study uses a nine‐year panel of quarterly data, which covers passenger airline traffic and delays at airports across urban areas in the United States. The panel also includes data on total and industry‐specific employment at the metropolitan‐area level. Our empirical estimates of the impact of air traffic on total employment are comparable to previously reported measures in the literature. However, we find that service‐sector employment is less sensitive to air traffic than other studies suggested. We provide new evidence confirming that delays have a negative effect on employment, a finding that is robust to various specifications of our empirical model. Our results indicate that a 10 percent increase in the number of delayed flights leads to up to a 0.15 percent decrease in total and service‐sector employment, a 0.47 percent decline in leisure and hospitality employment, and a 0.7 percent reduction in the employment level of goods‐producing jobs.  相似文献

In seeking to better understand the processes involved in the structuring of regional labour markets, an interview study has been conducted which focuses on recruitment procedures in private firms and public sector organizations in the Stockholm region, Sweden. The analysis discusses some of the effects of recruitment procedures used by the investigated firms and organizations, especially in terms of how new employees are selected and how these procedures may in turn act to hinder the entrance of ‘others’ into employment. The conclusions are discussed in relation to the situation in Sweden with particular consideration of the ethnic structure of the workforce and the high unemployment rates among groups of the immigrant population. Further, it is argued that such recruitment procedures as evidenced in the interview study are related to wider socio‐economic change, the particular characteristics of workplaces and their spatial context.  相似文献

Due to women's increased participation in the labour force, more and more family‐households are now juggling paid labour and care‐giving in space and time and do so in many different ways. Much research and policy about how households try to establish a satisfactory work‐life balance singles out particular coping strategies, such as telecommuting or the mobilizing of informal help by relatives or friends. While insightful, foregrounding single strategies may oversimplify the complex reality of everyday life, in which people often skilfully weave together multiple coping strategies. As well, advances in information and communication technologies (ICTs) have further diversified the arsenal of possible coping strategies, but the academic literature has yet to verify whether ICT usage complements or substitutes the adoption of other coping strategies. Adopting a holistic quantitative approach this study assesses which combinations of coping strategies prevail and which role ICTs play in this regard among one‐ and dual‐earner households in the Utrecht–Amersfoort–Hilversum area of the Netherlands. We also examine systematic variations in strategy combination by socio‐demographics, ICT possession, affordability and skills, social network factors, employment and commute factors, spatial factors, lifestyle orientation and other factors. We identify several distinct combinations of strategies and find that ICT‐related strategies are frequently adopted by highly educated employed parents in the Netherlands attempting to achieve a satisfying work‐life balance and tend to complement other types of strategies. Which combinations of strategies have been adopted depends most strongly on the presence of young children, but also on employment factors and characteristics of the environment surrounding the dwelling and main workplace.  相似文献

Fresh food markets have been a fixture of the social and economic landscape of urban and rural PNG since colonial times. They were often the first points of engagement with the market economy, especially for women, who as small‐scale producers, sold surplus produce from their food gardens located on communally‐owned land. Although local food markets have remained an important livelihood for women, the later adoption and expansion of perennial export cash crops like coffee and cocoa overshadowed food production for local markets as men dominated export crop production on land alienated from communal ownership for decades or permanently. New forms of social relations of production and more exclusive forms of land tenure emerged to accommodate export crop production that were very different from those governing the production and marketing of fresh food. Market values and a trend towards individualisation of production with less capacity to mobilise labour through reciprocal labour exchange networks have characterised export crop production. With the income benefits captured largely by men, women began redirecting their labour to fresh food production where they were able to exercise more control of production and income while still mobilising labour through indigenous labour exchange arrangements. Attempts by men to appropriate the income of women and sons’ labour in export cropping were greater during flush periods when income levels were high, and they were less likely to attempt to appropriate this income in low crop periods when incomes were lower. However, with the recent emergence of female entrepreneurers earning relatively large sums of money in large‐scale, profit‐driven vegetable production, the moral frameworks governing food production are coming to resemble those governing export crops, and making labour more difficult to mobilise. Despite women being key players in these changes, we argue there is an emerging risk that men will attempt to assert control over this income or move into vegetable production themselves and possibly marginalise women in the process.  相似文献

It is becoming increasingly apparent that, in order to understand a range of socio-economic outcomes, research needs to be focused on a multi-dimensional approach that accounts for individual characteristics and behaviours together with locality and activity within space and place. Within labour market analysis there is a need to situate empirical analysis within a conceptual framework that considers both the assets of individuals within the labour force and the social and local labour market contexts in which they find themselves. Using a broad notion of employability, this paper develops an analysis of unemployment in Australia's metropolitan labour markets. Specifically it uses a combination of individual survey data and aggregate labour market data to consider the associations between these multi-level factors. It finds that, while individual characteristics are important in understanding unemployment in metropolitan areas, it is equally the case that the strength of spatially distinct labour markets also plays a role. The paper reaches the conclusion that, while contemporary labour market policy tends to focus on individual characteristics, there is a need to widen the policy understanding of labour market outcomes so that other broader contexts, including the impact of space and place, are also seen as being influential.  相似文献

This article develops a systematic analysis of available data on foreign workers in the Italian economy. Their presence reflects the fragmented character of Italian labour markets and the particular importance in Italy of the ‘hidden economy’. These factors alone explain why Italy experiences simultaneously a shortage of labour and high labour costs, from which the demand for foreign labour has resulted. The study uses both official data and the findings of a number of secondary studies in the field to show how foreign workers participate in all the lower branches of employment and in some sectors have become the predominant group. However, the presence of foreign workers varies considerably by sector and by region, in turn reflecting certain structural features of the Italian economy. The study concludes by arguing that the presence of these foreign workers in the Italian labour market serves to perpetuate its flexibility, in some cases by complementing and in others by substituting for the indigenous labour force.  相似文献

The systemic transformation process and the introduction of market mechanisms involved in the labour market have brought about changes in the state and structure of the labour market in Poland. A measurable effect of those changes has been a drop in employment and the appearance of registered unemployment, whose level soon surpassed that of frictional unemployment and became a basic social problem. The situation in the Polish labour market is aggravated by the fact that there are wide regional differences in unemployment that persist despite variations in the level of national unemployment. The administrative reform implemented on 1 January 1999 has introduced a division of the country into 16 new voivodeships in place of the existing 49. The new system of big voivodeships endowed statutorily with a combination of central government and self-government functions was supposed to create conditions for a more effective labour-market policy at the regional scale. The aim of the present article is to analyse changes in the regional differences in unemployment resulting from the transition from the 49- to 16-unit administrative system. The analysis also covers changes in the institutionalization and implementation of labour-market policy at the regional level which followed from the reform.  相似文献

Japan has experienced a particularly sharp decline in marriage in recent decades and a subsequent increase in ‘never-marrieds’ and single-person households. Social fragmentation has been associated with prolonged economic instability and neoliberalization that has restructured employment, housing and policy contexts. A particular social concern has been the difficulties facing those who do not follow conventional married life-courses. While marriage has been important to progress up a housing ladder and property asset ownership, singledom constrains housing choices and shapes very different life-chances over the life-course. This is especially true for single women who are disadvantaged in both housing and labour markets. This article examines the ongoing restructuring of housing opportunities that are helping reshape gender differences and experiences, as well as the new housing careers being followed by the growing number of urban single women in Japan. Based on interviews with female singles in metropolitan Tokyo, as well as secondary data from national surveys, the article considers how housing opportunities and choices are being renegotiated in regard to changing expectations of marriage, life-courses and home. We also reflect upon relationships between housing choices, social policy, single life-courses and processes of individualization.  相似文献
