Reform in the forest sector in Peru resulted in a new forestry law, developed with substantial input from international conservation and donor organizations. While it incorporates the principles of sustainable forest management, biodiversity conservation and livelihood improvement, inconsistencies remain between the regulatory mechanisms and actual practices and outcomes in the field, leading some to consider the legal framework a failure. This article suggests that problems in the sector persist because the legal and regulatory frameworks do not incorporate existing local institutions, norms and practices — all of which are rooted in complex historical social, political and economic relationships. Based on information from interviews, data on movement of timber and analysis of secondary information, the authors examine the local structure, actors and dynamics of the concession forestry system in the Peruvian Amazon. The article focuses on how financial, social and political relationships in the network of actors, and particularly the patronage system, have helped actors in the sector adapt to the new policy framework. It is proposed that any further reform in the forest sector must be based on a keen understanding and appreciation of the praxis of timber extraction in the region.  相似文献

Adding to the existing literature on the history of forestry policy and reform in Papua New Guinea (PNG), this paper focuses on the Malaysian Rimbunan Hijau Group (RH) – the largest actor in PNG's forest industry. Rimbunan Hijau's dominant presence since the 1980s has been accompanied by allegations of illegality, corruption and human rights abuses. This paper outlines RH's initial involvement in PNG's forestry sector and discusses some of the more controversial aspects of its engagement with concession acquisition processes and public policy, as well as its responses.  相似文献

This article stems from the discrepancy between the lack of attention paid to industrial land policy by academics and the predominant thought among elected representatives and development agencies, i.e. that industrial land policy plays a key role in the creation of growth and new jobs. The article begins with a reflection on the literature, which stresses the need to develop knowledge on industrial land policies. To help fill this research gap, we have developed an exploratory piece of research on the theme of their ‘spatial’ and ‘economic effectiveness’, on the basis of statistical analyses dedicated to seven countries. As regards ‘spatial effectiveness’, the results underline significant national differentials in terms of land consumption on the one hand, while highlighting the economic sprawl that affects France and Belgium on the other hand. As regards ‘economic effectiveness’, our results show that the impact of the development of economic estates on growth depends largely on regional contexts. In particular, the ‘intermediate regions’ in western Germany stand out as belonging to a specific context where land policies seem particularly effective from an economic standpoint. By contrast, the ‘economic effectiveness’ of industrial land policies requires readjustments in the Netherlands as well as in most ‘predominantly rural regions, close to a city’.  相似文献

The uneven development and disparities that exist in most metropolitan regions are the consequence of a combination of private decisions and public policies. Public policy can also redress some of these inequities and redirect the pattern of growth. The article discusses individual policies—ranging from congestion pricing to regional governance—in detail. Each policy is assessed in terms of its contribution to slowing metropolitan deconcentration, its feasibility of implementation, and its power to redress inequities. Four policies appear most promising: the utilization.of impact fees, especially on a supra-local level; reverse commuting programs; special taxing districts for regionwide amenities; and continued revitalization efforts in the central city  相似文献

区域政策强度是政府投入影响区域经济格局的政策变量值的大小。区域政策强度的影响因素可分为政策自身内容和政策背景属性两类,前者主要考察政策工具体系,后者则主要考察区域政策的影响范围和政策实施保障能力。在此基础上提出区域政策强度定量化的指标体系,据此定量考察区域政策强度值的时空演变规律与特征。以改革开放以来长江三角洲实施的区域开放开发政策作为实证研究样本,经过区域政策强度的定量化分析发现:区域开放开发政策强度具有能级上的差异,不同类型区域政策的强度值变化特征不同,并在时间上呈阶段性和周期性,在空间上由等级梯度向扁平化转变。  相似文献

We conceptualize social‐ecological systems (SESs) as complex adaptive systems where public policy affects and is affected by the biophysical system in which it is embedded. The study of robustness of SESs combines insights from various disciplines including economics, political science, ecology, and engineering. In this paper we present an approach that can be used to explore the implications for public policy when viewed as a component of a complex adaptive system. Our approach leverages the Institutional Analysis and Development framework to provide a platform for interdisciplinary research that focuses on system‐wide outcomes of the policy process beyond just policy change. The main message is that building robustness can create new vulnerabilities. Fail‐free policies cannot be developed, and instead of a focus on the “right” policy, we need to think about policy processes that stimulate experimentation, adaptation, and learning.  相似文献

There is a large body of literature devoted to how “policies create politics” and how feedback effects from existing policy legacies shape potential reforms in a particular area. Although much of this literature focuses on self‐reinforcing feedback effects that increase support for existing policies over time, Kent Weaver and his colleagues have recently drawn our attention to self‐undermining effects that can gradually weaken support for such policies. The following contribution explores both self‐reinforcing and self‐undermining policy feedback in relationship to the Affordable Care Act, the most important health‐care reform enacted in the United States since the mid‐1960s. More specifically, the paper draws on the concept of policy feedback to reflect on the political fate of the ACA since its adoption in 2010. We argue that, due in part to its sheer complexity and fragmentation, the ACA generates both self‐reinforcing and self‐undermining feedback effects that, depending of the aspect of the legislation at hand, can either facilitate or impede conservative retrenchment and restructuring. Simultaneously, through a discussion of partisan effects that shape Republican behavior in Congress, we acknowledge the limits of policy feedback in the explanation of policy stability and change.  相似文献

The paper focuses at the discrepancy between actual urban policies and current spatial socio‐economic developments. Three discrepancies are discussed: homogeneous concepts versus developments directed at heterogeneity; economic seduction policies versus comprehensive developments; and small‐scale policies versus higher level developments. Basic to the current spatial trends is the evolution of a large‐scale urban network. This results in a less hierarchical urban structure and a heterogenization of economic centres and living areas which occurs both within and between urban places. Because of this, the steering possibilities of hierarchic organized urban policies are hampered. In contrast to these developments, urban policy in the Netherlands has a hierarchical nature and focuses heavily on the traditional dominant urban nodes. The present phase of policy, ‘urban management’, illustrates this. An adaption of the spatial framework of policy is needed. The paper also shows that present policies haue a too narrow economic perspective which leads to an underestimation of present and future problems related to the labour and housing market. A plea is made for an explicit dynamic approach to urban revitalization in which the normative and instrumental function is stressed. Moreover, the suggested distinction between efficiency and equity is rejected The article is based on a survey of current trends and future research needs under the authority of the Advisory Council for the Programming of Future Directions in Spatial Research in the Netherlands.  相似文献

This article presents an analysis of the political economy of the United Australia Party (UAP) mainly while in government There are discussions of decisions and policies relating to tariffs, the exchange rate and trade relations with the United Kingdom. Through four case studies of policy‐making it deals with two interrelated aspects of this political economy. The first aspect focuses on conflicts between key business groupings and how UAP government policies were shaped in part by a need to negotiate compromises between these business groupings in the context of wider economic problems. The second aspect deals with relations between the UAP government and British manufacturers and banks. It shows that Australian politicians and institutions possessed considerable independence and bargaining power.  相似文献

This study analyses the expansion of khat production in relation to forest decline in the Wondo Genet area in south-central Ethiopia. By assessing spatial variables and social factors, and using remote sensing and social survey techniques, the extent to which this new cash crop contributes to deforestation is explored.
The results indicate that khat has expanded rapidly in terms of land area used for its production at forest frontiers, in isolated forest patches and within farmland since the mid-1980s. This is mainly due to high economic advantage, high market demand and favourable means of transport as well as the existence of a cohesive trade network. Moreover, the properties of the crop also facilitate expansion. The increased production of khat appears to be a result of conscious choice and rational decisions made by male farmers, regardless of religious, cultural and policy discouragement and despite khat's possible negative impact on livelihood security.
Although it is found that khat expansion does not explain forest decline in the study area per se, it plays an important role in enhancing multifaceted interaction between people and forest. The expansion influences forest decline directly by conversion, and indirectly through increased human activity in proximity to forests. The conversion has resulted in a reduction of forest area, resilience and regeneration. Khat production has changed human settlement patterns, suppressed production of other crops and influenced women's income negatively. These aspects increase the demand for wood and it renders the forest an important source of supplementary incomes. Khat production may create tension, resulting from a conflict in interest between sustaining the native forests, with subsequent environmental benefits for the larger social group, and the economically driven choice land use made by khat farmers.  相似文献

The central hypothesis of all policy typologies is that distinctively different patterns of politics can be identified for different types of public policy issues. Lowi identified three different policy types, which he termed distributive, regulative, and redistributive, each of which triggers a distinctively different pattern of political behavior. Unfortunately, Lowi's categories were inductively derived and ambiguously defined, leading to disagreements over how to categorize particular policies. Hayes built on Lowi's seminal effort, deriving Lowi's three policy categories from two underlying dimensions and identifying additional categories Lowi's original formulation had missed. Using the minimum wage issue as an example, this article will identify a critical deficiency in both these typologies. While Hayes' typology defines the boundaries between policy categories more precisely than Lowi's, neither typology is equipped to deal with variations in political patterns occurring within a particular cell. As this article will show, the minimum wage issue, although consistently redistributive in Hayes' terms, has manifested three very different patterns of politics at different points in time. Accordingly, a typology of redistributive policies will be advanced to account for these variations in the redistributive politics of the minimum wage.  相似文献

Community‐based forestry management is emerging as an important component of forest policies in the developing world. Using the Philippines as a case‐study, this article critically examines the way in which community‐based forestry is constructed and understood among government policy makers. The author suggests that the new policy discourse of community‐based forestry policy in the Philippines is still shaped by efforts to maintain centralized control over forest management and a political economy orientated towards commercial timber production using the principles of ‘scientific management’. While timber production and the technical aspects of forest management are emphasized, social and environmental considerations remain neglected.  相似文献

Do social protests affect government housing-related decisions? If so, in what way? To answer this question this study examines the influence of Israel's 2011 social protest on the government's housing policy, using an empirical cumulative-aggregative analysis of housing-related decisions over the past two decades. The empirical analysis is based on two generic classifications of government interventions commonly used in housing literature: first, decisions aimed at increasing the housing stock (supply-side), as opposed to policies aimed at augmenting consumers' financial capacity to obtain adequate housing (demand-side); and second, decisions that encourage homeownership as opposed to those that promote rental housing. The research findings show that the 2011 social protest definitely affected Israel's housing policy, because it prompted the government to engage in housing. However, the interventions introduced focused largely on increasing the inventory of housing units (supply-side) for homeownership and benefited mainly members of the middle class who qualify for mortgages and investors. Thus, despite the increase in government involvement in the post-protest period, Israel's housing policy has remained neoliberal, though in an advanced form of neoliberalism that combines market-oriented policies with centralized tendencies, which we call “centralized neoliberalism.” The study discusses the findings and their implications for various population groups. Given the current global affordable-housing crisis, the findings are relevant to many countries whose existing neoliberal housing policy is failing to address housing-market problems and challenges.  相似文献

This article seeks to account for the survival of the 1973–1975 Labor government's new Community Health policy during the conservative coalition government (1975–1983) (which had managed to completely abolish Labor's national Medibank health insurance program). Through extensive interviews with 74 people who were directly involved in the policy process at national, state and local levels, as well as from other sources of information, inquiry is made into the issues and circumstances that were taken into account in the decisions that affected the course of policy from 1972–82. The important political and economic forces included party politics, federal‐state relations, the national economy, the direction of other fiscal and health policies, private and governmental interest groups, administrative nets, and the mass media. The not surprising conclusion is that changes in Community Health policy did not depend on its effectiveness but rather on the balance of political, economic and organizational power of interested groups at particular points in time. Policy‐relevant issues facing the 1983 Labor government are pointed out.  相似文献

Abstract. Given the pressure exerted by Russia and the international alter focused on Estonia as a result, why did Estonia opt to deny citizenship to the maji of its Russian-speaking population and to disenfranchise them at a time v decisions about the basic structure of the state were being made? Com explanations for radical policy towards other ethnic groups focus on histo animosity or changes in demographics. However, I argue that these explanations insufficient to explain the changes in Estonian policy over time. Instead I focus 01 political process, dividing the Estonian drive for independence into three stags discuss the increasing relaxation of the political constraints on outbidding to rai nationalists. Signing the North American Free Trade Agreement (NAFTA) liberalized trade policy and reduced tariffs between Mexico, the United States, and Canada, but activists opposed to the treaty predicted an environmental disaster. This article seeks to analyze the dynamics of environmental spending and changes in companies' profiles following NAFTA. Our results suggest that these predictions have not come true. Through an econometric model, we explore how 2,438 industries in the 1994–2002 period made environmental decisions and how much they spent on cleanup. Estimates were made with a dynamic panel model using the generalized method of moments (GMM) method. Our results suggest that environmental investment decisions depended on business size, their technological capabilities, sales performance, and the need to comply with the standards required by customers in the international market. The last section explores policies to improve compliance with Mexico's environmental regulations and to develop sustainable, eco‐friendly manufacturing.  相似文献

This article focuses on the identification of critical water policy instruments, and opportunities and barriers to transforming urban water use in a sustainable and efficient direction in Amsterdam (The Netherlands). The main lessons that can be inferred from past and current water policies and management practices in Amsterdam show (1) the relevance of common action for increasing the quality of or general control over water resources when shared interests of different actors using the same water resource are present; (2) that the effectiveness and applicability of water policy instruments are strongly conditional upon receiving the support of both water users and suppliers; (3) that the governance structure of water provision plays a crucial role in increasing the efficiency of water use.  相似文献

Smart growth is a planning and land use policy objective that generally focuses on where development should occur and how best to protect natural resources. What explains the adoption of smart growth policy by local government? This study focuses on a cooperative intergovernmental program that seeks to enhance local government abilities to work toward achieving state goals on sustainability. Extant research suggests that local interest group preferences shape policy decisions. However, much of the evidence on the influence of local interest groups on smart growth policy is presented within the coercive intergovernmental context. This article argues that resource dependency influences local decisions in pursuing a smart growth agenda when state incentives are provided. The findings suggest that fiscal capacity and the characteristics of local governing institutions are significant predictors in the decision to take part in an intergovernmental program. Business and neighborhood interest groups have a significant effect on policy adoption, as do local characteristics depending on the smart growth functional area.  相似文献
