This paper examines the regional structure and extraregional trends of Europe and the Asia-Pacific. The formation of the European Community and the latter's potential enlargement to Eastern Europe contrasts with the Asia-Pacific which has resisted economic and political integration and pursued economic linkages with countries outside of the region. The difference in regionalization tendencies have resulted in more geographically defined subregions in Europe, and greater territorial fragmentation in the Asia-Pacific. Even though European countries exhibit tighter interlinkages with one another, the evidence indicates that their extra-regional links compare favorably with the Asia-Pacific for much of the period from 1965 to 1994.  相似文献

History shows that wars can be enormously disruptive of economic activity, especially international trade, national income, and global economic welfare. This article analyzes the impact on the European regions the Russian invasion of Ukraine using the largest and most updated multiregional input-output model for Europe. Two shocks, trade and inflation, and four alternative scenarios are simulated. The scenarios are considered regarding the number of countries applying a trade embargo, the exemption of oil and gas, and the potential trade diversions with third countries such as China. We obtained a significant fall in GDP (−1.7%), 3.7 m lost jobs and 3% raise over the prewar inflation rate. For trade shock, large indirect effects are obtained, indicating the high relevance of the sectors and countries exposed to the war and the sanctions. The republics of the former Soviet Union, as well as the satellite countries of the former communism, face the harshest adverse impacts. This work shows the importance of breaking Russia's colonial economic ties to the countries in Eastern Europe.  相似文献

On May 1, 2004, eight formerly Communist countries in Central and Eastern Europe consummated their long-desired “return to Europe” by joining the European Union (EU). While popular perceptions of the east European environment center on nightmarish images of pollution hotspots, Communism also bequeathed a wealth of relatively untouched nature that supports far more biological diversity than can be found in Western Europe. The enlargement represents a biodiversity bonanza for the EU, but millions of humans inhabit the post-Communist countryside, too, tending cultural landscapes rich with local and national meanings. EU accession has thus raised profound questions about post-Communist nature management. Should priority be given to biodiversity conservation at the continental scale, or to maintaining peopled landscapes and traditional land-use patterns? This article examines the confrontation between global and local understandings of nature through a case study of two Western-supported initiatives in national park management in Latvia in the late 1990s. Some Latvians, seeing hope for national development only through an internationalist embrace of globalization and regional integration, appropriated the Western narratives of biodiversity and rural economic diversification. But others resisted these narratives as threatening to agrarian notions of the value of rural landscapes: notions rooted in a potent agrarian discourse of national identity. What internationalists saw as a savvy embrace of the globalization of nature, agrarians denounced as a sort of self-imposed neo-colonialism.  相似文献

The paper examines the dynamics of regional income at the NUTS3 level of the new EU Member States from Central and Eastern Europe in the years 1998–2005. The authors apply a wide range of methods and tools including classical beta and sigma convergence analysis supplemented by transition matrices, kernel density estimations and spatial autocorrelation statistics. Results of such a multi-dimensional empirical study reveal some previously unrecognized patterns of regional growth in Central and Eastern European Countries (CEECs). Well-acknowledged metropolization and marginalization processes that cause regional divergence at the national scale are accompanied by the following processes. Firstly, at the macroregional scale, regional convergence has been observed as a result of differences in growth rates between individual countries. Secondly, at the national scale, petrification of existing regional structures has been prevailing in majority of the countries. Furthermore, weak convergence of clubs has been observed separately among the richest metropolitan regions and between the group of the poorest regions. In general, the polycentric spatial structure of the macroregion has reduced the impact of rapid growth of rich capital city-regions on convergence processes. Simultaneously, diffusion of development processes had a rather limited range and polarization in larger metropolitan regions have been a characteristic feature of CEECs.  相似文献

The formation of citizenship as a concept to define the rights of participation in the formation processes of modern territorial states is well known. But the transnational dimensions of defining citizenship and how to combine national legislations with enlightened universal and natural law rules in the mid-19th century is not very well known. The article aims to explore the transnational discourses on the political, economic and moral rights and duties of the citizen in the pan—European liberal Association Internationale pour le Progrès des Sciences Sociales. During the 1860s, its congresses should serve as a vast commission of enquiry and should eventually lead to a general definition of citizenship in Europe which could be implemented in national legislations. The article shows how the Association Internationale tried to deduce universal moral rules from national legislations and peculiarities by the means of moral or positive social science. In combining moral unity with national and regional diversities, the Association Internationale tried to give an elastic framework for a European civil society in which national subjects should become active citizens.  相似文献

In the East Central European context, the phrase ‘return to Europe’ has been used mainly in the period after 1989, referring to political, economic and social changes as well as mental relocations towards a ‘Western’ system. However, debates about the national whereabouts on a mental map – whether one was part of Eastern, Central or Western Europe – also abounded in the years following the founding of the nation-states after the First World War. Concentrating on Czech discourses on the national whereabouts both in a European and a global perspective in the years preceding and following the great upheaval of 1918, this article traces the changing Czech national identity, ranging from a self-perception as a ‘small nation’ in the Habsburg Empire to a European power with colonial ambitions after the foundation of the Czechoslovak republic, and finally to the acknowledgement in the 1930s that these ambitions could not be met. The study is based on sources ranging from Czech travelogues mainly to Africa and Asia, but also South America, to economic writings and colonial brochures, which offer a broad range of debates on the role and location of both the Czech nation and the Czechoslovak state both in Europe and the world.  相似文献

The paper quantifies regional welfare effects arising from the increasing trade flows between Austria and its Eastern neighbors after the opening up of Eastern Europe. We calibrate a static multiregional Computable General Equilibrium (CGE) model with benchmark data from 1994 for Austria, subdivided into nine Federal Provinces. The regions are linked by trade flows with the four Eastern neighboring countries and with the rest of the world. We simulate the effects of the increase of trade interpenetration as observed between 1989 and 1999 in a comparative static analysis. Regional welfare effects under fixed and flexible wages are presented. We also compare national CGE results with estimates obtained in a simple partial equilibrium approach.  相似文献

This article reviews analyses of foreign and comparative politics published in the Australian Journal of Political Science over the past 50 years. The article uses a thematic approach, reviewing five broad regional areas: the Soviet Union and Eastern Europe; New Zealand and the Pacific; Canada, the USA and Western Europe; China and the rest of Asia; and Africa and the Middle East. The article assesses changes in the attention given to particular regions and countries over time, and highlights countries that have received relatively little attention. The article uses a Presidential address in 1985 by David Goldsworthy as a key reference text for assessing the study of foreign and comparative politics in Australia since 1966. The main shifts in overall attention since the early 1990s have been a decline in the historical study of the Soviet Union and Eastern Europe, and increased attention to New Zealand.  相似文献

The early 1970s not only saw a radical improvement of Sino–US relations but also of ties between Beijing and Western Europe. This rapprochement was in many ways closely related to the parallel process of détente between NATO countries and the Eastern Bloc. This article looks at the European dimension of the Chinese opening between 1969 and 1972 and shows how Great Britain, France, and the Federal Republic of Germany had to overcome specific national challenges in order to pierce the bamboo curtain and re-establish Western Europe's political presence in Asia.  相似文献

Based on a relational concept of regional analysis this contribution emphasizes that European Union (EU) Eastern enlargement will primarily lead to a restructuring or intensification of interregional economic relations. However, it rejects the widespread view that at first the border regions at the present EU Eastern boundary would be affected by Eastern enlargement. This view relies on the problematic assumption that the regions' transnational relations are subject to a logic of geographical nearness. The most important nodes of transnational economic relations in an enlarged EU are not the border regions, but certain regional development centres in the interior of the European economic space. Thus the regional impact of EU Eastern enlargement should be differentiated with regard to different types of regions: Particular advantages come towards the structurally strong regions in the interior of the present EU as well as the accession countries, whereas the structurally weak regions at the present EU Eastern boundary can gain advantages from Eastern enlargement only to the extent that they manage to overcome their endogenous blockades concerning cross-border economic cooperation and a positive attitude of the regions' population towards European integration.  相似文献

The spatial impact of transition in Central and Eastern Europe is becoming an increasingly important question. Two main areas of regional disparity have emerged—core‐periphery contrasts and a West‐East gradient, with more positive development in core and Western areas respectively. A recent embryonic regional policy response is evident in the Visegrad Four countries, including the creation of a distinct Ministry in Hungary, the designation of assisted areas, and the provision of spatially focused instruments. The institutional infrastructure for regional development remains a central problem, including issues of coordination, strategy, implementation and territorial administrative structures. There is both an economic and political rationale for future development, with some potential for the transfer of western experience.  相似文献

Despite the fact that Europe and Eastern North America both have similar woodland environments, the emergence of agriculture in these areas proceeded very differently varying in timing, speed, and mechanism. To analyze the different subsistence paths the Global Land Use and Technological Evolution Simulator was used, a numerical model for simulating demography, innovation, domestication, migration and trade within the geoenvironmental context. I demonstrate how Europe receives a large package of foreign domesticates and converts rapidly. In contrast, trajectories relating to Eastern North America exhibit a gradual transition in which hunting and gathering and agropastoralism coexist for a long period of time, and agriculture is integrated slowly into the existing subsistence scheme. I deduce from this a qualitative economic difference in the two regional transitions: limited population size in Europe, limited resources in Eastern North America.  相似文献

Nationalism in the Habsburg Empire is traditionally viewed through an ethnic lens. Despite a growing literature on ‘national indifference’ that studies nationalism in Habsburg central Europe from a constructivist perspective and advances our knowledge concerning variations in national identifications, the nationalism implied in these works remains largely limited to an exclusionary ethnic type. This reductionist view of central European nationalism mirrors the traditional dichotomy of ethnic ‘Eastern’ versus civic ‘Western’ nationalism. In order to avoid this reduction, this article approaches nationalism as a thin-centred ideology and explores varieties of nationalism in Habsburg Austria during the long 19th century. Although certain ideational paths made ethno-nationalism appear, retrospectively, as a quasi-natural feature of central Europe, the findings show that there developed rival discursive traditions of nationalism and competing representations of nation.  相似文献

The article recovers Henry Brailsford’s reflections on south-eastern and east-central Europe in a transformative period in international politics. Although the British journalist has been considered as key influence in the development of international relations in Britain, his commentary on the national questions in eastern Europe has remained relatively unexplored. The article argues that in response to the international politics of the Eastern Question and to concurrent imperial questions in Britain, Brailsford articulated an imperial anti-imperialist vision of international order based on the support for local autonomy and self-government across eastern Europe and the colonial world. It then proceeds to chart his gradual distancing from the politics of self-determination during the Great War and argues that Brailsford’s international thought was influenced by a series of pragmatic considerations regarding the future of central and eastern Europe. The intricacies of Brailsford’s international thought offer an informative case-study of the symbiosis of liberal and socialist varieties of internationalism in early twentieth century Britain.  相似文献

In the last few decades, innovation has been widely recognized to be the engine of wealth and prosperity as it intensifies competition and increases productivity, which both in turn lead to significant economic benefits such as higher income per capita and increased employment. However, empirical evidence in this article illustrates that innovation seems not to have paid-off for some of the most innovative regions in Europe, as these regions, despite being highly innovative, grow at a slower pace than their national counterparts, as well as presenting poor economic outcomes such as low income per capita and high unemployment rates. The aim of this article is to communicate this intriguing observation to both innovation scholars and to policy-makers, since its very existence seems to cast doubt not only on one of the most principal assumptions in the field of innovation studies (i.e. innovation as the engine of growth) but also on one of the most fundamental pillars currently underpinning several regional, national and supranational economic policies.  相似文献

ABSTRACT This paper delves into the factors, which determine the attractiveness of regions in Europe for migrants. Contrary to the literature on the United States, which has increasingly focused on the role of amenities, existing research in Europe tends to highlight the predominance of economic conditions as the main drivers of migration. Differentiating between economic, sociodemographic and amenity‐related territorial features, we examine the appeal of various regional characteristics for migrants by analyzing net migration data for 133 European regions between 1990 and 2006. Our results show that, in addition to economic, human capital‐related and demographic aspects, network effects and—in contrast to existing literature—different types of regional amenities exert an important influence on the relative attractiveness of sub‐national territories across the European Union. Our findings therefore indicate that locational choices in Europe may be much more similar to place‐based preferences in the United States than originally thought.  相似文献

This article attempts to describe the gender dimensions and aspects of agrarian transition/transformation in post-socialist countries of Central and Eastern Europe with a focus on family farms. This farming model is characterised by a conflation of labour, land, capital, management and human bonding and was promoted by the privatisation policy of post-socialist restructuring. Several problems of the new family farms are looked at with a gender perspective, singling out ideological, social and economic parameters.  相似文献

This article examines the influence of Orientalist representations of Eastern Europe on definitions and theories of the nation, and their impact on normative interpretations of the nature of nations and national identity in Western Europe. It focuses on the history of the development of these normative interpretations in the decades leading up to and including the First World War. During this period European progressives--whether intellectuals, social scientists or politicians--residing in Britain and France, definitively 'Western European' states, were keen to discuss the future application of the principle of nationality, its necessity and its obstacles. With the outbreak of war in 1914, such progressive interest in the status of nations and national identities helped shape the anticipated democratic 'new world order' and the mental map of Eastern and Western Europe. I argue that their attempts to explain and represent the nature and significance of nationhood and national identity iterated Orientalist versions of Eastern Europe, and, at the same time, their definitions and theorisations of nations were replete with anomalies that defy any simply categorisation of the nature of Western Europe or the status of its nations.  相似文献
