Hornell's publications on ‘native watercraft’ form a unique ‘library’ dealing with boatbuilding and boat use. His quest for the origins of water transport, on the other hand, was unsuccessful. In a clarification of the issues involved, Hasslöf criticized Hornell's use of the term ‘carvel’ and proposed ‘shell‐first’ and ‘skeleton‐first’ as best able to characterize boatbuilding traditions. Those terms subsequently gave way to ‘plank‐first’ and ‘frame‐first’. Certain north‐west European vessels, each built in both those sequences, were identified by Hasslöf as a link between ‘plank‐first’ and ‘frame‐first’. Such a transition would have been facilitated by the use of ‘framing‐first’, a building sequence used in north‐west Europe and in the eastern Mediterranean from the early 1st millennia AD.  相似文献

Based upon an ethnographic study of two land disputes in the rural Assamese district of Karbi Anglong (India), this article challenges the idea that the entry of new institutional players, with their multiple sets of rules, inevitably leads to open institutional conflict. Although a wide range of political actors are involved in the regulation of land tenure in Karbi Anglong, they cannot be regarded as institutional structures ready to undercut one another. As in other parts of Northeast India, none of the claimants of public power involved —‘the state’, ‘the rebel’ or ‘the chief’— attain full sovereignty, which forces them to exercise authority predominantly through practices of negotiation and accommodation, and only selective contestation. If open institutional conflict does occur, as in the Dhansiri forest and the Singhason plateau cases studied here, this is due to the fact that one of the institutional players has overstretched and attempted to exercise authority beyond its realm of power. This article thus argues for a more agency‐oriented method of analysis in the study of land relations. The focus on everyday interactions between ‘the state’, ‘the rebel’ and ‘the chief’ in Karbi Anglong is a first attempt in that regard.  相似文献

Donor‐funded development NGOs are sometimes portrayed as co‐opting, privatizing or depoliticizing citizen action or social movements. This much is implied by the term ‘NGOization’. Alternatively, NGOs can be seen as bearers of rights‐based work increasingly threatened by tighter regulation or substitution by corporate social responsibility models of development. This article engages critically with both perspectives. It traces the role of NGOs and their funders in agenda setting, specifically in bringing the previously excluded issue of caste discrimination into development policy discourse in the form of a Dalit‐rights approach in Tamil Nadu, south India. The authors explore the institutional processes of policy making and NGO networking involved, the alliances, entanglements of NGOs and social movements, and the performativity of NGO Dalit rights. But at the same time, the article illustrates how NGO institutional systems have constrained or failed to sustain such identity‐based claims to entitlement. In Nancy Fraser's terms, the article explores success and failure in addressing ‘first‐order’ issues of justice, that is rights to resources (in this case, land), and in tackling ‘second‐order’ injustices concerning the framing of who counts (who can make a claim as a rights holder) and how (by what procedures are claims and contests staged and resolved). This draws attention to the important but fragile achievements of NGOs’ discursive framings that give Dalits the ‘right to have rights’.  相似文献

The key concerns in work on the politics of the Middle East in the past decade have been economic and political liberalization/democratization (or the absence thereof) and security, both domestic and international, along with a continued focus on the Arab‐Israeli conflict. There has been an increasing recognition that these issues are strongly interrelated. Europe cannot avoid concerns over economic and political stability in the region affecting its own interests. Together with economic reasons for engagement with the region, this has brought about a desire to see economic and political reform take place. The Euro‐Mediter‐ranean Partnership Initiative (EMPI) is one result of this. The background against which these policies, concerns and hopes are evolving is ‘globalization’, both of the discourse of ‘democracy’ and in the growing hold of liberal market economics internationally. Recent research on the politics and political economy of the region, and on EMPI, however, shows that a combination of political‐economic and related political‐cultural factors, along with the Arab‐Israeli conflict, continue to hamper political and economic reform in the Middle East, and that European policy as currently conceived is unlikely to affect this greatly. Yet such recent work also shows that aspects of globalization are changing the environment in which Middle Eastern regimes are having to function, while at the same time offering civil society new tools. Middle Eastern societies do, to varying extents, possess the necessary ‘spaces’ and traditions for human ‘agency’ to escape the constraints of domestic and international ‘structures’ and evolve new political cultures‐including democratic ones. Existing judicial or legislative institutions may acquire volition of their own and reinforce this process. There is nothing in ‘Islam’ that necessarily obstructs such possibilities. And supposedly ’obsolete‘ monarchies might yet be among the most successful types of regime in coping with such change.  相似文献

This paper outlines the archaeological evidence found at the demolished Royal Naval Dockyard at Woolwich for the development and construction of dockyard structures of the 18th to early‐19th centuries. This is set within the framework provided by historic, documentary, map and historic‐model evidence. The results of earlier excavations at the same facility are also reviewed. The themes covered include; the interplay of ‘carpentry’ versus ‘shipwrightry’ in dockyard construction, aspects of naval timber‐supply and landscape, the recycling of ships' timbers, dockyard craft specialisation and changing relative sea‐levels. © 2011 Pre‐Construct Archaeology Limited  相似文献

This article explores the role played by late‐Victorian political associations during parliamentary election campaigns. The central hypothesis is that party organisation, known popularly as the ‘caucus’, is best understood as a rhetorical device used by politicians and the press to gain legitimacy in the new context created by an expanded and quasi‐democratic electorate. The hypothesis is tested by examining the 1885 general election campaigns in Nottingham West and Sheffield Central. Both constituencies witnessed a triangular contest whereby an ‘additional’ candidate, standing on a radical platform, entered the campaign and pursued a distinctly ‘anti‐caucus’ agenda that was aimed primarily at the local Liberal Party Association. The manner in which the ‘caucus’ issue was articulated by all sides involved throws new light on the role played by party organisation during this period. While all sides described their association in a way that both defended and asserted its legitimacy, they equally used ‘anti‐caucus’ rhetoric to diminish the credibility of their opponent's organisation, even though they were emulating the deeds they were denouncing. Indeed, it was those within official Liberalism that indulged in the most virulent ‘anti‐caucus’ rhetoric. Thus, it is suggested that, with regard to the attitude of radicals towards official Liberalism, this ‘anti‐caucus’ rhetoric reflected not a real popular resistance against party organisation or ‘party’, but simply intense competition and imitation between rival ‘caucuses’.  相似文献

The work‐life balance is a pressing social issue in Australia but one on which geographers have been relatively silent. Predictions of ‘a leisure society’ have not been fulfilled. Instead, work has come to dominate life in Australia and in many other advanced western societies. The reasons for this are explored. Materialism is at the heart of the work‐life imbalance. There is, however, evidence of a changing work ethic and the emergence of leisure‐orientated lifestyles, albeit with ‘leisure’ interpreted as ‘freedom to’ undertake gratifying activity rather than simply ‘freedom from’ obligatory commitments. Despite the supposed homogenising influence of globalisation and the internet, place will become increasingly important in a leisure‐orientated lifestyle‐led future.  相似文献

Most recent treatments of Melanesian post‐contact change have presumed that objectifications of ‘culture’ and ‘tradition’ have intensified and proliferated in response to the forces of colonialism and the penetration of the nation‐state. Harrison (2000) has recently argued, however, that in pre‐colonial times too Melanesians characteristically objectified their cultural practices and identities as ‘possessions’ that could be readily exchanged or transacted. Supposedly, the key difference between the two eras has accorded with different formulations of ‘property’: ‘private property’ and the logic of ‘possessive individualism’ in the post‐contact era; and ‘trading and gift‐exchange systems’ or ‘prestige economies’ in pre‐contact times. In this article I examine Harrison's portrayal of Melanesian cultural practices as ‘possessions’ and the notions of ‘property’ that he sees as key to the cultural objectification in both pre‐ and post‐colonial settings with reference to ethnographic and historical information regarding the North Mekeo peoples of Papua New Guinea. I argue from the perspective of the New Melanesian Ethnography that Harrison's view of pre‐contact prestige economies and trade and gift exchange systems retains several misleading a priori assumptions about ‘commodity exchange’ and, illustrating the potential of the New Melanesian Ethnography for historical applications, that he overemphasizes the extent to which post‐contact changes in cultural objectification have involved individualised and commodified forms of property. Consequently, in the case of North Mekeo, both the continuities and the changes between pre‐ and post‐contact cultural objectifications may have proceeded differently from the ways Harrison has outlined for Melanesia generally.  相似文献

As the global war on terror bogged down in Iraq and Afghanistan, a new inter‐and intra‐service struggle emerged within the military, between what we might call the ‘transformationists’ and the ‘neotraditionalists’. The transformationists put their faith in network‐centric warfare and precision munitions to resolve the intractable political, civil and religious conflicts of the twenty‐first century. The neotraditionalists, in contrast, go back to the future for lessons, to the ‘low‐intensity conflicts’ of Malaya and Vietnam, the ‘small wars’ that Marines fought in Central America in the interwar period, and even the instructions given to American servicemen deployed to assist the British occupation of Iraq during the Second World War. Lumped together under the rubric of ‘irregular warfare’, two new watchwords have had emerged from the neotraditionalist camp: ‘counter‐insurgency’ and ‘cultural awareness’. As the neotraditionalists reach out to social scientists to assist them in their efforts, a secondary civil war has erupted in the universities over whether academics should become involved in the new war efforts. Based on a week spent embedded with the 1/25th Marines at 29 Palms and extensive interviews with key proponents and critics, this article maps (and reflexively questions the practice of mapping) the future of warfare as it is planned, taught, gamed and operationalized by the US military.  相似文献

In manifold ways, the stylistic and performative features and evolving genre conventions of nineteenth‐century ‘classical’ music reflect the increasing grip of nationalism on cultural attitudes in Europe. Conversely, music could become an important medium for the expression and dissemination of nationalist ideals. A cross‐national, European‐wide survey of this interpenetration between musical and ideological developments is applied towards a tentative typological outline of ‘musical nationalism’.  相似文献

The mid 14th century has long been identified as a crucial period in the emergence of the Commons. Its rise fundamentally reconfigured the traditional landscape of representation, in which the magnates embodied the ‘community of the realm’. It is the place of the Commons that has drawn the bulk of scholarly attention. Through a close examination of the surviving Parliament Rolls for the period 1340–76, this article argues that magnate counsel, especially on the interrelated themes of warfare, diplomacy, and supply, remained integral to meetings of parliament in the ‘era of the Commons’. Parliament formed a crucial ‘point of contact’ between the king and a broad political society that actively pushed the practice and performance of noble advice‐giving, in line with common assumptions about the ideal social composition of the king's counsellors.  相似文献

Arts development policies increasingly tie funding to the potential of arts organisations to effectively deliver an array of extra‐artistic social outcomes. This paper reports on the difficulties of this work in Northern Ireland, where the arts sector, and in particular the so‐called ‘traditional arts’, have been drawn into a politically ambiguous discourse centred on the concepts of ‘mutual understanding’ and, more recently, ‘social capital’. The paper traces the recent history of these policies and the difficulties in evaluating the social outcomes of arts programs. The use of the term ‘social capital’ in the work of Putnam and Bourdieu is considered. The paper argues, through a rereading of Bourdieu’s articulation of the ‘forms’ of capital and Eagleton’s ‘ideology of the aesthetic’, the concept of social capital can be released from its current neoliberal trappings by imagining a reconnection of the concepts of ‘capital’ and ‘the aesthetic’.  相似文献

Using an examination of three NGO interventions in post‐conflict Burundi, this article questions community‐based reconstruction as a mechanism to rebuild social capital after conflicts, particularly when direct livelihood support is provided. The authors demonstrate a general shortcoming of the methodology employed in community‐based development (CBD), namely its focus on ‘technical procedural design’, which results in what may be termed ‘supply‐driven demand‐driven’ reconstruction. The findings suggest the need for a political economy perspective on social capital, which acknowledges that the effects on social capital are determined by the type of economic resource CBD gives access to. Through the use of a resource typology, the case studies show that the CBD methodology and the potential effects on social capital differ when applied to public and non‐strategic versus private and strategic resources. This has particular consequences for post‐conflict situations. A generalized application of CBD methodology to post‐conflict reconstruction programmes fails to take adequate account of the nature of the interventions and the challenges posed by the particular post‐conflict setting. The article therefore questions the current popular ‘social engineering’ approach to post‐conflict reconstruction.  相似文献

At the heart of debate surrounding Corporate Social Responsibility (CSR) lies an inherent anxiety over the division of responsibility between states and corporations. Commonly taken for granted is a natural and a priori separation of government and market activities. This paper provides a critique of the conceptual division of responsibility between ‘state’ and ‘market’ actors, and explores the politically ambivalent roles of state financed companies in global CSR dialogues on the rights of Indigenous Peoples. It uses a case concerning logging on Saami reindeer herding territory, and explores a particularly Finnish articulation of CSR and supply‐chain management in the Finnish forestry and paper sector.  相似文献

Khat is a herbal stimulant that has been chewed recreationally in the Arabian peninsula and in East Africa for centuries, but khat has recently become an object of concern in the UK after ‘khat pubs’, popular with Somali, Yemeni, and Ethiopian immigrants, have sprung up across the country. Against the advice of its own Advisory Council on the Misuse of Drugs (ACMD), the UK government is following countries such as the USA, Canada, and Germany by banning khat. Later this year, the UK will treat khat as a class C drug, making it illegal to supply or possess. This July, the UK home secretary said ‘The decision to bring khat under control is finely balanced and takes into account the expert scientific advice and these broader concerns’. But in response to the government's announcement, Professor David Nutt (chair of the ACMD) retorted, saying ‘Banning khat shows contempt for reason and evidence, disregard for the sincere efforts of the Advisory Council on the Misuse of Drugs’, specifically citing khat's ‘relatively low harms’ in his remonstration. In this issue, Ian McGonigle looks at the broader socio‐cultural background of khat in Africa and the Middle East, and analyzes the global khat controversy as a complex anthropological problem entangling development economics, public health management, domestic fears of terrorism, and khat‐mediated democratic formations. Back cover Scapegoating in Burma A 2013 calendar widely on sale inside Burma in the wake of Aung San Suu Kyi's landmark meeting with Barrack Obama in Rangoon, November 2012. Although the military retain majority control in parliament, media laws have been relaxed and limited reforms include a parliamentary role for Aung San Suu Kyi and her party. Major violence erupted in May 2012 against the Rohingya, which was to spread to Muslims more generally by the time the two leaders met. Yet Aung San Suu Kyi remained mostly silent on the issue. Is this ‘hermit state’, the largest country in mainland Southeast Asia, situated at the intersection between Muslim and Buddhist Asia, and a gateway to India and China, succumbing to irrational fears enflamed by the US‐led war on terror? In this issue, Elliott Prasse‐Freeman argues that the Rohingya have become scapegoats for an ill‐defined sense of national identity. True, the Burmese army has also attacked many of the ethnic minorities wishing to retain autonomy, including major offensives against the Kachin and the Shan. But the kind of violence against Muslims is of a different kind. In anticipation of the last free elections in 1960 the army published Dhamma in danger (dhammantaraya) asserting the communist threat to Buddhism, hoping to win the elections. Today, such dangers are projected as coming from Muslim populations interpreted as not rightfully Burmese (the laws require proof of ancestor residence before wholesale immigration began with British conquest in 1823, yet written reference to ‘Rooinga’ occurred as early as 1799). In a country where fears reign, and with a monastic order not hierarchically controlled, many have fallen for this discourse in a way that the country will come to regret. ABSTRACT. The 1919 Versailles Peace Conference created new states in East Central Europe (ECE), but the imperfect implementation of the ‘one nation, one state’ formula resulted in more than twenty‐five million ‘unassimilable’ minorities. With the introduction of majoritarian democracy, this gave rise to what we term ‘ethnic reversals’: ‘formally dominant majorities’ suffered status decline, while previously ‘minoritised majorities’ found new political powers. Accordingly, the 1919 Minorities Treaties sought to manage these ‘ethnic reversals’ by instituting a liberal minority rights regime that tried to create both ‘tolerant majorities’ and ‘loyal minorities’. While the Treaties reflected the influences of Anglo‐American and Anglo‐American Jewish elites – the most notable voices of liberalism in an age of ethnic homogenisation – we suggest that in contexts of historical diversity with little institutionalised liberalism, ‘ethnic reversals’ raise issues that cannot be resolved within liberal conceptions of minority rights that rely solely or primarily on cultural protections.  相似文献

Among the ceramic vessels recovered from the burial mounds of Bahrain, a small percentage represents Mesopotamian imports or local emulations of such. In this paper two overall horizons are distinguished in these Mesopotamian ceramics. These are significant because both coincide with major stages in Mesopotamia’s interaction with the populations of the ‘Lower Sea’. The first import horizon is comprised of a vessel type found exclusively in the scattered mounds of Early Type which pre‐date the rise of the Dilmun ‘state’ proper. The distribution of these vessels outside their areas of production demonstrates how they circulated widely in a network elsewhere considered to reflect the orbit of Mesopotamia’s late third‐millennium ‘Magan trade’. Here it is consequently concluded that this particular type represents an important fossile directeur of the ‘Magan trade’ and pre‐Dilmun florescence. The vessels that make up the subsequent horizon of Mesopotamian imports are found exclusively in the compact mound cemeteries and thus coincide with the heyday of Dilmun. On these grounds it is argued that the two horizons are the product of, respectively, the Ur III network of ‘Magan trade’ and the contracted Isin‐Larsa network of ‘Dilmun trade’.  相似文献

Abstract. The point of departure of this article is a conception of nations as discursive constructions of ‘us’/‘here’ in relation to ‘them’/‘there’. The empirical analysis examines three national discourses in Rehoboth, Namibia: (1) a discourse on the ethnic Baster nation; (2) a discourse on the Namibian nation‐state and (3) a discourse on the nation‐state containing a variety of ethnic nations (‘the rainbow nation’). The first discourse is characterised by a primordial belief about Rehoboth Basters, their homeland and their ties to this homeland. This conception is challenged by the discourse on the Namibian nation‐state. Here, it is argued that ‘ethnic nations’ are the creation of colonialism; with Namibia's new independence, it is seen as necessary to tear down previous ‘ethnic nations’ and build up a new, united nation‐state. The rainbow discourse attempts to integrate the other two discourses through ideas about overlapping nations, where the boundaries that separate ‘us’/‘here’ from ‘them’/‘there’ overlap and are inclusive rather than exclusive.  相似文献

In spite of years of efforts in Turkey to reform the police, including an increase in budget allocations for ‘democratic policing training’, ‘capacity building programmes’ and ‘non‐lethal technologies and tools’, police violence persists. How might we conceptualize the relationship between the upsurge of police violence and such investments? In this article, the author suggests that instead of taking ‘reform’ or ‘transformation’ discourses at face value, we look at some of the ways in which police violence is reformatted through the very tools, discourses and idioms of police reform itself. The article draws on 18 months of fieldwork research on police and security in Turkey, where the author observed the on‐site implementation of police reforms in several venues: police academy classes, practical training programmes that also involved ‘international’ security experts, and local police stations and neighbourhoods. The article examines how the processes of reforming expand the contours of not only policing practice but also the boundaries of police violence – ostensibly what these reforms were supposed to restrain.  相似文献
