We examine the role of issue definition in disability policy change. Based on qualitative and quantitative evidence from media coverage and congressional hearings, we conclude that policy change was influenced by the redefinition of disability issues from medical and economic definitions to a new sociopolitical perspective. Specifically, we find evidence that media attention and tone influenced the number of congressional hearings and the tone of these hearings. The change in the congressional definition subsequently contributed to the passage of key legislation based on the sociopolitical/civil rights definition of disability. Importantly, our research supports previous studies that suggest problem definition helps to explain significant policy change.  相似文献

International climate policy is one of the most fascinating issues in foreign policy, yet in recent years it has become one of the most contentious. The failure of the conference in The Hague revealed, among other things, strongunderlying rifts in the transatlantic relationship. As the self-acclaimed worldleader, the United States is not in a position to exert leadership in this vital area owing to a mixture of constitutional constraints and an ever-growing cultural dependence on fossil fuels such as oil and gas. It therefore falls to the European Union to take up this challenge. This will require careful coalition building with the rest of the world as well as confidence in the ability of Europe to develop a united position, to stick to that position and to translate the rules of the Kyoto Protocol into stringent domestic climate policy. The climate change regime is at a crossroads. At the resumed COP-6 con-ference, the Parties must decide whether to continue the process under theassumption 'that global problems require global solutions' or whether to turn to the more regional concept of 'think globally, act locally'. In either case, steering climate policy in this century on to a successful path will require the skills and dedication not only of natural scientists and technology developers, but also of those in the foreign policy community.  相似文献

This article examines the realignments of the developmentalist discourse and strategy of the Brazilian military for the Amazon during the civilian government of the ‘New Republic’ (1985–90). It focuses on a case study, i.e. the official expropriation of the lands of the Yanomami Indians in the states of Roraima and Amazonas along the Brazil/Venezueta border. The analysis brings to light how, during this period, the military aimed at neutralizing both the pressure of environmental NGOs on Brazil's international creditors and the emergent democratization of decisions on land use in Amazônia. It shows how such attempts involved manipulating environmental legislation and ecological rhetoric in order to perpetuate military hegemony over the development of Amazônia to the benefit of mining interests. Finally, the paper traces the roots of these man?uvres to a geopolitical and economical model for Amazonian integration still inspired by the national security doctrine drawn up in the 1950s and 1960s by the Escola Superior de Guerra.  相似文献

Cultural Theory (CT) is a constructivist theory, developed by Mary Douglas, Aaron Wildavsky, and others, that seeks to participate in the positivist project of discovering, explaining, and predicting regularities in human behavior. Special Issue contributions and this introduction suggest some ways in which this theory can help advance policy studies. One way CT can help is by further specifying other approaches to policy theory. Thus, Hank Jenkins‐Smith and his collaborators argue (and with respect to belief systems demonstrate) that the theory can be used to specify belief systems, coalitions, and causes of policy change in the Advocacy Coalition Framework (ACF); Rob Robinson uses CT to specify further both sources of resistance to policy change and sources of dramatic policy change in Punctuated Equilibrium Theory (PET); and Christopher Weare, Paul Lichterman, and Nicole Esparza use the theory to specify sources of collaboration in policy networks as well as sources of network dissolution. Other contributors argue and/or demonstrate that CT can help specify the culturally pluralized conditions for successful policy deliberation, the cultural sources of policy narratives, and how cultural biases are likely to interact with policy frames. This Special Issue invites policy scholars to consider how the theory might help advance their research interests and the field.  相似文献

The author suggests that economic land appraisals, designed to improve the utilization of state-farm lands, be combined with a program of land organization on state farms, assigning the most effective land uses to individual farm plots on the basis of physical factors, soil fertility, and achievement of maximum yields at the lowest cost in labor and capital. In Orientalism, Edward Said attempts to show that all European discourse about the Orient is the same, and all European scholars of the Orient complicit in the aims of European imperialism. There may be “manifest” differences in discourse, but the underlying “latent” orientalism is “more or less constant.” This does not do justice to the marked differences in approach, attitude, presentation, and conclusions found in the works of various orientalists. I distinguish six different styles of colonial and postcolonial discourse about India (heuristic categories, not essential types), and note the existence of numerous precolonial discourses. I then examine the multiple ways exponents of these styles interact with one another by focusing on the early‐twentieth‐century nationalist orientalist, Sri Aurobindo. Aurobindo's thought took form in a colonial framework and has been used in various ways by postcolonial writers. An anti‐British nationalist, he was by no means complicit in British imperialism. Neither can it be said, as some Saidians do, that the nationalist style of orientalism was just an imitative indigenous reversal of European discourse, using terms like “Hinduism” that had been invented by Europeans. Five problems that Aurobindo dealt with are still of interest to historians: the significance of the Vedas, the date of the vedic texts, the Aryan invasion theory, the Aryan‐Dravidian distinction, and the idea that spirituality is the essence of India. His views on these topics have been criticized by Leftist and Saidian orientalists, and appropriated by reactionary “Hindutva” writers. Such critics concentrate on that portion of Aurobindo's work which stands in opposition to or supports their own views. A more balanced approach to the nationalist orientalism of Aurobindo and others would take account of their religious and political assumptions, but view their project as an attempt to create an alternative language of discourse. Although in need of criticism in the light of modern scholarship, their work offers a way to recognize cultural particularity while keeping the channels of intercultural dialogue open.  相似文献

Both the United States and Canada have made fundamental changes in their policies regarding natural resources. The province of British Columbia made major revisions to its forest policy in the earlyto-mid-1990s; in the western United States, policy efforts have been stymied by conflicts between state and federal officials and between conservationists and resource developers. The different structures of federalism in the two countries result in two different approaches to policymaking that are discussed here. However, the ultimate test of natural resource policy, I argue, should be their consistency with the goal of sustainable ecosystems and preservation of biodiversity. From the perspective of ecological science, neither country has been particularly successful in policymaking for public lands and for logging in particular. Both nations have failed to give priority to protecting old-growth forests and largely have rejected the idea that ancient forests are much more valuable than simply sources of timber  相似文献

Past research on problem definition and public policy primarily focuses on the macro-system level. In this study, we propose a micro model of problem definition and policy choice at the individual level. We argue that while individual citizens' problem definitions and policy preferences are rooted in and filtered through their predisposition characteristics (such as socioeconomic status, political orientation, and informational base), their policy choices also strongly depend on how they define public issues, particularly how they perceive the image of an issue at hand and how they associate the issue with other public issues. Our empirical analyses, based on data from a national public survey on energy and power plant issues, support the key propositions derived from our theoretical model. Key contributions to and implications for policy studies are discussed in conclusion.  相似文献

A noted American analyst of Russian, Central Asian, and Transcaucasian oil and gas industries and markets offers his own perspective on issues raised in the preceding paper on Russia's energy policy (Milov et al., 2006). While generally concurring that Russia indeed pursues an ad hoc (rather than systemic) energy policy, he expresses divergent views on the role of government-regulated versus market-based pricing in final and primary energy use, reasons for the intense flows of oil and gas to Europe, the role of pipelines in determining oil export allocations, and the contribution of regional monopolies and refining capacity to domestic oil product prices. A prominent specialist on the Russian economy provides a framing comment on two preceding papers entitled "Russia's Energy Policy" (by Vladimir Milov, Leonard Coburn, and Igor Danchenko) and "Russia's Energy Policy: A Divergent View" (by Matthew J. Sagers). The author argues that Russia's current energy policy should be viewed as an outcome of competition between three overlapping programs. In this context, he identifies three policy models—the old Soviet, the liberal or oligarchic, and the most recent state capitalist. The latter is currently supported by President Putin, who prioritizes diversification of the country's economy at the expense of diminished investments in the oil and gas sector. This study investigates the implementation of U.S. environmental protection laws under American Indian tribal governance. The landmark laws of the 1970s that form the core of America's environmental policy regime made no mention of American Indian tribal lands, and the subsequent research literature on environmental policy has given them little attention. The U.S. Environmental Protection Agency has primary implementation responsibility for environmental protection laws on tribal lands, which offers a unique opportunity to study direct federal implementation apart from typical joint state–federal implementation. Further, because Indian reservations are homes to a disproportionately poor, historically subjugated racial group, analysis of environmental programs on tribal lands offers a unique perspective on environmental justice. We analyze enforcement of and compliance with the Clean Water Act (CWA) and Safe Drinking Water Act (SDWA) to compare the implementation of environmental policy on tribal lands with nontribal facilities. Analysis reveals that, compared with nontribal facilities, tribal facilities experience less rigorous CWA and SDWA enforcement and are more likely to violate these laws.  相似文献

This paper investigates the competing forces driving the development of renewable energy in the American states. We formulate a framework of state renewable energy politics and develop a set of hypotheses regarding the role of politics, policies, and prices in renewable energy development. We test these hypotheses with a fixed effect vector decomposition model using a panel data set for the U.S. states from 1990 to 2008. The results indicate that renewable energy development is influenced by regulatory institutions, the party affiliations of the governor and legislators, and the professionalism of the legislature, accompanied by the effects of various policy instruments.  相似文献
