Abstract: This paper responds to recent debates in human geography about ideal‐type versus contingent neoliberalism, or what Gibson‐Graham conceptualises as “strong” vs “weak” theory, by offering some reflections from an in‐depth study of the private finance initiative (PFI) in England. It first introduces the history and purpose of the PFI as the Labour government's flagship public–private partnership (PPP) approach to public infrastructure modernisation. It then critically analyses its use in inner‐city regeneration through a case study of a PFI housing scheme in the northern English city of Leeds. The paper argues that, when seen through the lens of “strong theory”, a PFI appears to be a consciously designed “neoliberal straitjacket” intended to lock‐in gentrification‐based regeneration at the neighbourhood level, guarantee long‐term profits to (finance) capital, and create powerful privatising and marketising pressures across the local public sphere. However, it is equally possible to construct a preliminary “weak theory” of the PFI that unhides its inherent contradictions and shows how everyday activism by local community actors can successfully influence and contest how neoliberalism is rolled out on the ground.  相似文献

Abstract: There has not been a retreat but a transformation of the state, involving significant changes in both the public sphere of politics and the so‐called private sphere of economic activity, and in their modes of interaction, especially law. The privatization of state‐owned assets and the reduction of direct state economic intervention have not led to a reduced role of the state but to changes in its form, involving new types of formalized regulation, the fragmentation of the public sphere, the decentering of the state and the emergence of multi‐level governance. This has been complemented by the increased salience of “private” regulation, so that in many ways the apparently private sphere of economic activity has become more public. In fact, there has been a complex process of interaction with a blurring of the divisions between apparently private and public regulation. Despite talk of deregulation there has been extensive reregulation, or formalization of regulation, and the emergence of global regulatory networks, intermingling the public and the private. The transition from government to governance means a lack of a clear hierarchy of norms, a blurring of distinctions between hard and soft law, and a fragmentation of public functions entailing a resurgence of technocracy.  相似文献

This paper examines some representations of the anxiety and uncertainty about "white woman's place" in tropical North Queensland that were present in medical and general discourse in the early twentieth century. It focuses on white women's work in the private sphere as both the source of and the solution to these anxieties. Although 'White Australia' had been legislatively established in the "public sphere" by the 1920s, through the passage of the Queensland Aboriginal Protection Act of 1897, and the Commonwealth Immigration Restriction Act of 1901, in the tropics there was still public concern about how it would be established in the "private sphere". This was because even though the conventional wisdom that a white man could not work in the tropics and remain healthy had been successfully challenged by the early twentieth century, the same could not be said about such wisdom as it applied to white women and children. This paper looks at some of the ways that ideologies of race and gender intersected in the early twentieth century to construct white women and children as a group that could bring down the successful establishment of "White Australia", and this group was specially targeted for surveillance by the "new experts" of medicine, sociology and domestic science.  相似文献

Between 1886 and 1896 Mary Malone, a young Australian woman of Irish Catholic background, selected eighty‐two articles and fifty‐nine poems to preserve in an old school exercise book. This article argues that the clippings Mary assembled in her exercise book formed a narrative designed to secure a sense of social identity as the Australian colonies moved towards Federation in 1901. The exercise book reflects Mary's meditation on the stories of the colonial public sphere, a meditation that in turn faciliated her participation in community, work and as a citizen. Mary's exercise book reveals the mutual dependence of public and private realms of knowledge and experience, and the subjective assimilation of public discourse required to take a place in the social world.  相似文献

Many scholars have examined the implications and effects of a putative dichotomy between public-as-masculine and private-as-feminine spheres on community activism, and suggest that women's community activism blurs this ideological divide in numerous ways. This article draws on a case study of a siting conflict in St. James Parish, Louisiana, to examine how, in the process of blurring boundaries between gendered spheres of interest and activity, predominantly women environmental justice activists contended with differently gendered contexts. Concepts of performance and performativity shed light on how gendered hierarchies of public and private sphere activism both constrained and enabled the protest group's political practice.  相似文献

This article examines the nature and circumstances of women's voluntary work in rural communities. Drawing on original research conducted in two villages in Avon, England, it focuses on three main themes. Firstly, it considers theoretical debates on the conceptualisation of rural women's labour, arguing that traditional divisions between public and private forms of work provide an inadequate basis for understanding either women's labour participation or their domestic lives. The notion of voluntary work as a third sphere is discussed as it relates specifically to the rural labour market and community. Secondly, the article examines voluntary work in terms of the empowerment of women. It addresses issues of women's role and status in the rural community, questioning whether the state's use or reliance on voluntary work in rural areas represents an exploitation of women's position or an opportunity for women to gain influence and power. Thirdly the article evaluates the contribution of women's voluntary work to the conceptualisation and representation of rurality. The focus here is on the way in which voluntary activity supports a particular form and image of the rural community and, in turn, the implications this has for gender divisions and women's identity in contemporary rural England.  相似文献

In 1970’s Ireland, a number of feminist activists became the editors of the women’s pages of the national daily newspapers. Their work radically changed women’s access to the role of journalist as well as fundamentally altering the normative perspective applied to news stories. These women introduced “new journalism” to Ireland, writing about issues in the private rather than the public sphere and doing so from an explicitly feminist point of view. These female editors inhabited a workspace and culture that was heavily masculine, but they negotiated bias and sometimes outright discrimination in order to change the gendered nature of Irish print media. In so doing, these women offered a new social understanding of women’s place in news journalism and in Irish society more broadly.  相似文献

In the nineteenth century, women discovered that nonconformist churches provided a third, intermediate sphere between private and public life in which they could find a variety of roles. Churches provided a supportive environment where, as "Angels out of the House" they found an extension of their role in the home. In some cases, however, they clearly moved beyond that to the public sphere. Women taught in Sunday schools, visited the poor and sick, distributed tracts, were instrumental in fundraising, led Methodist class meetings, prayed with other women, and some even preached. Despite the importance of women within Nonconformity, and the significance of religion in many women's lives, few historians of either Nonconformity or women's history have concentrated on women's lives within these churches. This paper seeks to add to our limited knowledge of their activities within the "intermediate sphere" in four denominations.  相似文献

Divisions between the social spheres of public and private are always fluid, mutually constitutive, and politically and socially formulated. Within the British military, such divisions are further framed through the needs of operational effectiveness. In the pursuit of operational effectiveness the public/private divide functions at times as porous, in large part through the military's provision of services such as housing, welfare and policing to personnel and their families and through the notion of a close-knit military community, and at others as firm, bolstering operational effectiveness through recourse to militarised ideas of the private sphere as the fixed space of hearth, home and femininity which is to be protected by military force. This article employs narratives of domestic abuse as a window through which to analyse enactments of the public/private divide in the British military. The analysis draws upon interview participants' experiences of abuse and of help-seeking to illustrate the complex and fluid ways in which the prioritisation of operational effectiveness frames and delimits the public and the private within the contemporary British military in relation to domestic abuse. The impacts of this upon victim-survivors' help-seeking experiences are discussed.  相似文献

Abstract: Activists often strategically negotiate sectoral boundaries by switching between public, private and voluntary sectors over the life course in order to pursue their aims. This paper draws on a cross‐national study that explored the extent of this inter‐sectoral movement and the specific “career pathways” activists developed in relation to governmental, private and voluntary/community sector organisations. Using an analysis of 46 biographical narratives gathered from activists in Manchester, UK and Auckland, Aotearoa New Zealand during 2007 we situate “the academy” in these life stories of activism. Teasing out from these accounts the motivations behind a turn towards tertiary education at particular moments we examine how “academia” supports and sustains individual activists while legitimising and professionalising their activism. In so doing, we track the tactical transfer of knowledge, skills and expertise effected by contact with “the academy” to make substantive and conceptual claims around the future role universities might play in the knowledge economy.  相似文献

This analysis of nineteenth‐century travel literature by French and francophone women examines the various mechanisms and strategies at play in women's struggle with self‐representation within the genre of travel writing. Through the works of three women travellers, Henriette d'Angeville, Adèle Hommaire de Hell and Carla Serena, four main voices are identified as representing the plurality of self‐images women writers create in their texts: conventional autobiographical voices where they present themselves in a stereotypically feminine manner; conventional ‘neutral’ scientific voices where they take on the traditionally masculine task of science writing, thus erasing the autobiographical; differentiated scientific voices where they valorize a (private) sphere of knowledge dependent upon their personal experiences and valorized as such; and finally, differentiated autobiographical voices which undermine constraining representations of women by placing them in the valued public sphere. As a result, travel writing becomes a most important medium for women: it questions the traditional limits placed upon their writings and ways of being and allows for a complex feminine subject to emerge (often indirectly) from the texts. Such a process leads to the questioning of gender constructions as a whole.  相似文献

This paper explores the increasingly important role of ‘social mix’ in the management practices of the NSW Department of Housing. Social mix is a policy response to the many perceived social, cultural and economic problems related to the concentration of public tenants within larger housing estates. Social mix involves the integration and assimilation of public housing tenants into areas dominated by private home ownership and private rental. Such policies are based upon the belief that social mix has the ability to alter many of these problems simply through the presence of a ‘community’. However, this paper questions the normative construction of homeowners as possessing a ‘community’ which, by implication, will be passed on to public tenants. Through an in‐depth case‐study, it is shown that ‘community’, as constructed by social mix policy rhetoric, may in fact further disadvantage public tenants through processes of othering, stigmatisation and oppression, which operate outside these traditional understandings of community. In addition, this research shows that, rather than increased community integration, it is the physical function of neighbourhood and its direct role in service provision which is the most advantageous constituent of social mix for public housing tenants.  相似文献

The extent to which diplomatic partners act as transversal actors, exercising soft power in global politics, is explored in this research paper. Diplomatic partners are found to be key actors operating on every level—the personal, the social, the political and the international—furthering the interests of their official partners, and the state. Although located in the private sphere, male and female diplomatic partners are conditioned by a gendered norm that incorporates them into their official partners’ profession. As a consequence of this incorporation, diplomatic partners become instrumental (transversal) actors in the international public sphere of the diplomatic service. A feminist ontology that theorises the dynamic relationship between the public and private spheres is shown to be necessary for an accurate and comprehensive understanding of global politics.  相似文献

This paper explores the mythic domesticity encoded in the Children's Quarter in Golden Gate Park, San Francisco. The play area, opened in 1888, represented a new genre of gender-specific public space developed in urban parks in the late nineteenth century. In welcoming women to the public domain of the urban park, gendered spaces such as the Children's Quarter signified a complex response to changing class and gender identities in the nineteenth-century city. Imposing a domestic structure on women's public presence, the Children's Quarter modeled a middle-class domestic ideal, affirming women's essential association with the private sphere even as it welcomed them to the public sphere of the urban park.  相似文献

Distinctions between ‘public’ and ‘private’ dimensions of human life have traditionally been associated with philosophical distinctions between Reason and other, supposedly lesser, mental traits, such as passions and desires. This paper examines the ways in which these associations have affected character ideals associated with citizenship and our understanding of sexual difference. It discusses, in particular, Hegel's idea, in The Phenomenology of Spirit, that female consciousness is constituted through the exclusion of women from the public domain, and relates it to earlier interconnections between the male‐female and public‐private distinctions in Rousseau, Hume and Kant.  相似文献

The fiftieth anniversary of Madagascar's independence in 2010 took place in the midst of political crisis. The transitory government staged large public parties to mark the Jubilee. Despite a public discussion about legitimacy and justification of this fact, the national holiday was lavishly celebrated. In Madagascar, Independence Day is also an important family event and emphasis was put on private celebrations including family feasts and reunions. As a result, it enhanced the participants' emotional attachment to their personal and local face‐to‐face milieu. This article asks how the golden jubilee was celebrated against a backdrop of political illegitimacy. I contrast official state‐led initiatives and individual agency in the private sphere and discuss how the national holiday has been appropriated and reinterpreted by the population as a family and community holiday. This article is based on qualitative ethnographical fieldwork in Antananarivo before, during and after the peak of the independence jubilee.  相似文献

The political public sphere is at one and the same time both public, and private and religion operates in both the public and the private spheres in the modern way of life. This article approaches the dynamics between the cultural and the political public sphere from the point of view of religion; how the cultural intelligentsia developed its worldview fuelled with attitudes towards religion in times of political turmoil. The case study, based on the empirical analysis of cultural periodicals and societies around them, concerns the Finnish liberal intelligentsia in the early twentieth century. The first decade of the 1900s was a particularly important period of formation for the Finnish public sphere; the societal turmoil highlighted the importance of cultural periodicals in defining what was important for the national public sphere. The case of religion is an illustrative example of it, particularly from the point of view of the liberal intelligentsia of the era.  相似文献

Departing from some texts that examine women's participation in clandestine organisations in Brazil and Argentina during the 1960s and 1970s, the author discusses possibilities of a different approach towards the historiography of political action, particularly focusing on left-wing parties. Oral history contributes towards recovering subjectivity, a dimension little explored in political historiography. This dimension is usually confined to a private sphere that appears as radically severed from the public sphere. The articulation of these two spaces as well as tensions, conflicts and complementarities between masculine and feminine roles take the history of women away from the ghetto, allowing this new perspective to analyse political action in a complex way  相似文献
