In Greenland the conditions of the small settlement schools are very different from those of the large urban schools. And the opportunities (concerning further education and/or employment) for the young adults from the settlements are rather bad: Most of the young persons in settlements grow up to be unemployed and uneducated living on social welfare. Concerning the causes of the problems this paper calls attention to the importance of a multi‐factor theory operating on three levels: 1) Social factors in the settlement. 2) Factors in the school system. 3) Psychological factors.  相似文献

Australian political scientists have paid little attention to voting in multi‐member electorates apart from the working of Proportional Representation in Tasmania and the Senate. Yet the existence of such electorates and the methods of voting therein probably helped Labor parties gain their first representation in the colonial parliaments.

The strength of their organisations meant that those parties often fared well in the state‐wide electorates for the Senate after federation. From 1902 the prohibition of plumping in Senate elections fostered ticket voting. It not only introduced the first coercive element into the electoral system, but, by establishing a ‘winner‐take‐all’ method of voting, encouraged a two‐party system at federal level.  相似文献

This paper attempts to close specific gaps in our understanding of practice and policy concerning culture, planning and development in Ireland. This is a nation in which the development and planning impacts of cultural policy are of increasing importance, yet the state of knowledge of policy and infrastructure remains underdeveloped. The paper begins by charting the evolution of culture‐led development in Western Europe over the last few decades, highlighting the emergence of culture as a central element in both economic and social development strategies. The paper then focuses upon Ireland, reviewing the nation's rich cultural and especially musical heritage, and the direct economic impacts of this. Detailing the successful mobilization of this heritage in search of tourism, the recent incorporation of culture into strategic planning and development initiatives, and the links between culture and development in Dublin, Cork and Galway, the paper concludes that Ireland is in a strong position to avail itself of the positive social and economic impacts of planning for culture and creativity.  相似文献

The European Spatial Development Perspective (ESDP) is the product of a north‐west European planning tradition. This article discusses the role of north‐west European concerns, in particular the use of the concept of polycentricity, in the making of the ESDP, and the application of the ESDP in the North‐west European Metropolitan Area (NWMA), more in particular in Germany, the UK, The Netherlands and Belgium. The article also explores the future of spatial planning as regards north‐west Europe. Much will depend on how Community policy will adapt to the enlargement of the European Union. However, it seems certain that existing member states, in particular those in north‐west Europe will see their share in the structural funds evaporate. This may give added significance to INTERREG IIIB respectively to the successor of this Community Initiative. In addition, concepts like territorial cohesion and territorial management may become functional equivalents to that of spatial planning, for which the Community is said to have no competence.  相似文献

The need to treat history of technology as history of ideas is stressed and a definition of philosophy by G.C. Lichtenberg is adapted to serve as a tool for analysing technological change.

A case study of locomotive design is introduced, and the influence of rational mechanics, on the machine‐ensemble or locomotive‐track union, beginning with the work. of L. Carnot, is briefly outlined. The development of industrial thermodynamics from S. Carnot (1824) to H. Riall Sankey (1898) is summarized to serve as a reference for later papers.

The general influence of Mechanical Philosophy, and Thermodynamical Philosophy, on the development of the machine‐ensemble, is traced. It is concluded that the United Kingdom steam‐railway machine‐ensemble was the grand exemplar for technology from 1830 to 1880, after which date American railway practice served as model for railway engineering and business methods, whilst electrotechnology became the exemplary technology.

Mechanical Philosophy shaped the machine‐ensemble throughout the 19th C to a much greater extent than did thermodynamics. First Law Analysis, and the use of improved test methods and concepts as standardized by Sankey, together with the introduction of stationary and controlled road trials improved locomotive performance between 1880 and 1910, but Second Law Analysis was of little significance until the 1920s when attempts were made to reform the classic Stephenson‐Goss archetype which rational method had evolved by 1910.  相似文献

’Localization’ has been a recurrent theme in recent debates concerning the regeneration of declining industrial regions. ‘This paper explores the extent and nature of this ‘localization’ in relation to economic renewal and reports on a study of firms and business support organizations undertaken for Sedgefield Borough Council in north‐east England. The findings suggest that, first, production localization is of a limited extent and specific nature. In particular, the nature of localization remains highly dependent upon the decision‐making power concentrated in the hands of a few trans‐national firms. Their continual reorganizations have the capacity dramatically to reshape the fortunes of the local economy and to render local action relatively powerless. Second, the localized approaches to business support that are evident run the risk of reinforcing problems of duplication and fragmentation owing to their relatively narrow focus. In addition, prospects for local economic development remain critically dependent on wider policy and institutional agendas, especially at the regional and national levels.  相似文献

In his book Negara: The Theatre‐state in Nineteenth‐century Bali (1980), Clifford Geertz argued that ceremonial display, rather than material power, was the real basis and indeed the purpose of pre‐colonial states in Bali, and by extension South East Asia. This article argues, on the basis of historical and ethnographic evidence from one of these kingdoms, that he was largely wrong about pre‐colonial Bali, but that, ironically and presciently, his model makes increasing sense in early twenty‐first century Bali. The article also discusses the reasons for this and finally suggests a more dynamic model based on Bourdieu’s metaphor of material and symbolic capital, which seeks to bring Geertz’s essentially static model to historical life.  相似文献

Abstract

As a newly emerging sub-field within human geography, carceral geography offers a unique perspective and understanding of closed spaces. Reflecting this development, three types of closed institutions provide the background for this empirical paper. The nature and experience of these spaces of confinement are explored by using in-depth qualitative interviews with young women in Scotland. The focus on gender-/age-specific characteristics and physical and spatial features reveals the processes of being ‘locked up’, of the perception of confinement and emotional responses to prison, secure care and closed psychiatry. The young women's accounts of these closed institutions are seldom heard in discourses on crime and punishment, providing an in-depth insight into these otherwise enclosed spaces. Considering the geography of three carceral systems, this study extends beyond physical detainment and works towards an understanding of the carceral experience as an emplaced, gendered, embodied, emotional and often repetitive practice. This paper is based on a larger empirical study and uses selected results of this more extensive data to exemplify ‘the carceral’ in this particular context.  相似文献

Nowadays the term “racism” is usually applied in the context of relationships between Europeans and non‐European “others”. During the nineteenth century scientific ideas about innate human differences were also applied extensively to various European populations. This was partly due to a category confusion whereby nations came to be regarded as biologically distinct. The origins of “scientific” racism were connected with the use of race as an explanation of history, and with the rise of physiognomy and phrenology. The development of “craniology” was paralleled and reinforced by ideological writings about “Nordic” racial superiority. In times of conflict such as the Franco‐Prussian war, absurd racial theories emerged and social Darwinist anthropologists connected race and class. Such ideas persisted well into the twentieth century and reached their apogee in Nazism.  相似文献
