Kuwait’s support of civilians in war-torn Syria has been commended by the international community. In addition, the Gulf state has joined US-led coalitions against the ‘Islamic State’ and affirmed many international agreements designed to choke off international assistance to militias operating in Syria. In 2015, Kuwait paid a heavy price for its involvement, becoming a victim of IS-affiliated terrorism. Whilst this suggests that Kuwait’s position on radical Islamist movements involved in the Syrian conflict is clear cut, this article will argue that Kuwait’s government has had to balance this official position against domestic support for elements of the radical Islamist opposition in Syria. These cross-cutting tensions were underscored by the US designation of the state as the ‘epicentre’ of private fund raising for militias in Syria. To explore these contradictions, this article will analyse Kuwait’s engagement with the Syrian war, its new anti-terror legislation and the tensions between the official and unofficial views on support for foreign militias. This analysis will highlight the challenges the Kuwait government has faced in addressing unofficial Kuwaiti engagement with the radical Islamist opposition in Syria.  相似文献

Abstract

During archaeological fieldwork at Songo Mnara, a UNESCO World Heritage Site on the southern Tanzanian coast, a storm caused the collapse of a graveyard’s retaining wall. The process initiated by the rebuilding of that wall serves as a case study in addressing the dialogue among researchers, community members, and national and international organizations concerning heritage. During the process of rebuilding the wall, the Village Ruins Committee was called up by the Songo Mnara villagers as a community voice to speak with external stakeholders and to access perceived opportunities to work with UNESCO for financial reward. The committee led the rescue operation at the graveyard, yet was not always recognized as part of the process of conserving the site. In describing the tensions among the hierarchy of stakeholders at Songo Mnara, we explore the benefits and contradictions of international involvement with marginalized communities who might have multiple competing interests. Our study also speaks to good archaeological practice and the ways that we must seek to do community archaeology through recognizing the efforts of local groups who need to forge their own paths to collaboration. The case of Songo Mnara is an interesting example of how international heritage agendas, local historical memory and archaeological research can intersect to strengthen community ties to, and investment in, the monuments of the past.  相似文献

Abstract

The 1930s were a time of ferment for American archaeology that expanded through its inclusion in New Deal–era federal relief programs. The passage of the Tennessee Valley Authority (TVA) Act in 1933 and establishment of a salvage archaeology program in response to proposed impoundments made the TVA a major locus of archaeological activity in the eastern United States. One of those participants was George A. Lidberg Jr., a somewhat typical Works Progress Administration (WPA) supervisor, who like many TVA archaeologists was trained in the Midwest. Lidberg’s career was effectively ended by World War II. This paper presents biographical information on Lidberg and reviews the sites at which he worked. Such biographies are important in that they provide insights into the unprecedented challenges that faced the men and women responsible for implementing massive-scale federal work relief salvage programs in the Southeast.  相似文献

The chemical analysis of excavated glass fragments from dated archaeological contexts in Raqqa, Syria, has provided a detailed picture of the chemical compositions of artefacts deriving from eighth to ninth and 11th century glassmaking and glassworking activities. Evidence for primary glass production has been found at three excavated sites, of eighth to ninth, 11th and 12th century dates; the first two are discussed here. The 2 km long industrial complex at al‐Raqqa was associated with an urban landscape consisting of two Islamic cities (al‐Raqqa and al‐Rafika) and a series of palace complexes. The glass fused and worked there was presumably for local as well as for regional consumption. Al‐Raqqa currently appears to have produced the earliest well‐dated production on record in the Middle East of an Islamic high‐magnesia glass based on an alkaline plant ash flux and quartz. An eighth to ninth century late ‘Roman’/Byzantine soda–lime recipe of natron and sand begins to be replaced in the eighth to ninth century by a plant ash – quartz Islamic soda–lime composition. By the 11th century, this process was nearly complete. The early Islamic natron glass compositional group from al‐Raqqa shows very little spread in values, indicating a repeatedly well‐controlled process with the use of chemically homogeneous raw materials. A compositionally more diffuse range of eighth to ninth century plant ash glass compositions have been identified. One is not only distinct from established groups of plant ash and natron glasses, but is believed to be the result of experimentation with new raw material combinations. Compositional analysis of primary production waste including furnace glass (raw glass adhering to furnace brick) shows that contemporary glasses of three distinct plant ash types based on various combinations of plant ash, quartz and sand were being made in al‐Raqqa during the late eighth to ninth centuries. This is a uniquely wide compositional range from an ancient glass production site, offering new insights into the complexity of Islamic glass technology at a time of change and innovation.  相似文献

ABSTRACT

Listed events are policies enacted by states to protect the free-to-air rights of specific television and radio broadcasts that are identified as being of particular national significance. Some states (including the UK, Belgium, and Argentina) have begun to adopt these listed events policies, typically regarding significant national sporting events. We re-conceptualize listed events as a practical means by which to protect the intangible cultural heritage of states – an issue addressed by international institutions such as ICOMOS and UNESCO. Furthermore, we engage in a critical analysis regarding both the merits and potential problems involved in the possibility of Canada adopting listed broadcasting events policies, specifically involving hockey broadcasts.  相似文献

The UNESCO 2001 Convention on the Protection of the Underwater Cultural Heritage represents a significant move forward in the global protection and management of underwater cultural heritage. This paper reviews the Convention’s most basic tenets, such as in situ preservation, refusing commercial recovery, encouraging the cooperation of States also beyond territorial waters, and the creation of international standards for underwater archaeology. It also discusses the Scientific and Technical Advisory Body and highlights the Convention’s current status as an important tool to preserve and protect an international maritime heritage.  相似文献

Abstract

Community archaeology has become very popular over the past decade, and community archaeology projects are yielding interesting results in many regions around the globe (Merriman, 2004). These projects seem to be gaining academic importance as well, and are considered by some people to be vital to the survival of archaeology as a whole (Marshall, 2002: 218).

Still, community archaeology projects often stir debate regarding their importance, role, and existence. A major theme of these discussions is the role played by the community. In particular, the question is often raised of what role, if any, should be given to non-professional local populations in a project's scientific decision-making.

The current article aims to present the controversy between two types of archaeological practices, 'archaeology from above' and 'archaeology from below' (Faulkner, 2000) through the examination of a community archaeological project in which schoolchildren constitute the community participants. The site of the excavation is Tel Bareqet, a 5000-year-old (Early Bronze Age II, c. 3050–2700 BCE) urban settlement located in central Israel. On the one hand, the excavation strives to maintain the highest scientific standard; on the other hand, it depends upon the participation of unskilled young people in the excavation process.

This article presents obstacles that have been encountered in this excavation, and describes the methodological framework that has been developed in order to overcome these obstacles and continue carrying out a successful community archaeology project.  相似文献

Western analysis perceives Russian approaches to issues of humanitarian intervention and the Responsibility to Protect (R2P) as running counter to western‐inspired international norms. This debate has surfaced with some vigour over Russia's policy in the Syria conflict where, in order to protect its strategic interests in Syria, an obstructionist Moscow has been accused of ignoring humanitarian considerations and allowing time for the Assad regime to crush the opposition by vetoing a resolution threatening to impose sanctions. While Russian approaches are undoubtedly explained by a desire to maximize its growing political influence and trade advantages to serve its legitimate foreign policy interests, and while Moscow's attitudes to intervention and R2P exhibit important differences from those of the major western liberal democracies, its arguments are in fact framed within a largely rational argument rooted in ‘traditional’ state‐centred international law. This article first highlights key arguments in the scholarly literature on intervention and R2P before going on to examine the evolution of Russian views on these issues. The analysis then focuses on the extent to which Moscow's arguments impact on international legal debates on the Libya and Syria conflicts. The article then seeks to explore how Russian approaches to intervention/R2P reflect fundamental trends in its foreign policy thinking and its quest for legitimacy in a negotiated international order. Finally, it attempts to raise some important questions regarding Russia's role in the future direction of the intervention/R2P debates.  相似文献

This article examines the initial response by national and international agencies to gender issues during the aftermath of the Maldives tsunami, arguing that it was, in general, inadequate. Some agencies took a gender blind approach, ignoring different impacts on men and women, as well as the effects of complex gender relations on relief and recovery efforts. Other agencies paid greater attention to gender relations in their response but tended to focus exclusively on the universal category of the ‘vulnerable woman’ requiring special assistance, whilst at the same time ignoring men's vulnerabilities. This article argues that such language entrenched women as victims, excluding them from leadership and decision‐making roles and as such served to reinforce and re‐inscribe women's trauma. It is suggested that it is partly because of the nature of international bureaucracies and the fact that this disaster drew foreign ‘experts’ from around the world that the response neglected or over‐simplified gender issues.  相似文献

Abstract

The aim of this article is to evaluate, with a critical perspective, the legal framework for heritage protection in Argentina, viewing it within an international context and focusing on the HMS Swift shipwreck – sunk in Puerto Deseado (Santa Cruz province) in 1770 – as a case study. Moreover, some initial proposals for a management plan are presented as a first step in thinking about the challenges of preserving underwater sites in Argentinian Patagonia.

Through this analysis some interesting points are outlined, including the reasons that make the Swift shipwreck a leading case in Argentina. It is the first interdisciplinary underwater archaeology project in the country comprising archaeologists who are also divers; it is supported by national authorities; and it is the first project of its kind to give underwater archaeologists experience in dealing with archaeological research and preservation in an environment of multiple conflicting interests.

The international relevance of the Swift case relies on the nature of underwater cultural heritage as an international resource. The project's history is located in an international setting, derived from ihternational trade and communication, in which many ships and their contents have been lost far from their origin or destination. At a national level the Swift is a wreck with significant historical and cultural value. It is in a unique state of preservation and its location near to the shore makes it highly accessible. Locally,HMS Swift will be relevant when Puerto Deseado's community starts to recognise it as a significant part of their own heritage and local people become involved in the preservation of the wreck.  相似文献

ABSTRACT

In histories of world archaeology to date the Pacific is all but missing. There has been some investigation into the history of archaeology in Australia and New Zealand, and other piecemeal work focusing on single countries or biographies of individuals, but much remains to be done. We offer a critical overview of general literature on the history of archaeology in the Pacific and stress the potential for a deeper knowledge of archaeology's histories in the region to transform current archaeological theory and practice. We then suggest important avenues for further investigation, including the historiography of Pacific archaeology, diverse national and linguistic traditions, international linkages between scholars and practitioners, pre-World War II excavations, theories about trans-Pacific contacts, and the often-hidden importance of women and Indigenous scholars and interlocutors in the field. Each of these themes is addressed by one or more of the papers in this special issue.  相似文献

Abstract

This article explores China’s attitudes towards the regulation of key natural resources by international law, domestically and at the trans-boundary and international levels. It considers the impact of international law on China’s own practices, and the contribution of China towards shaping international law. The article suggests that popular conceptions of a relatively isolated, sovereign absolutist China do not accord with contemporary legal realities, including in its dealings with natural resources. While China’s construction of strong sovereignty shapes its attitudes towards legal regulation, practice also suggests that China adopts a nuanced approach which includes legal compromise, and a commitment to multilateral regulation or bilateral diplomatic settlement of issues previously within the competence of national governments. China is often an active and constructive participant in contemporary law-making, even if – like all countries – it also seeks to instrumentally use international law.  相似文献

Abstract

Belgium has a long tradition of consultative commissions, responsible for the preservation of heritage. In the 1940s and 1950s, Belgian archaeologists expressed a need for such an institute, specifically competent for archaeology and the supervision of excavations. Only in 1965, the first members of a National Commission for Excavations were appointed. They had modest powers, but were able to advocate the value of archaeological heritage and, to a limited extent, supervise fieldwork performed by amateurs. The Commission was also asked to prepare a legal text that would protect archaeological heritage. However, ratified laws were not accomplished and, despite much regret of Belgian archaeologists, the Commission was abolished in 1979.

During the 1980s, Belgium underwent several state reforms which ultimately resulted in the complete regionalization of archaeology (1988–89). Throughout this period, a shift in opinion occurred between Walloon (French-speaking) and Flemish (Dutch-speaking) archaeologists. This resulted in different arrangements of governmental agencies responsible for immovable heritage and archaeology. Nonetheless, as UNESCO had recommended in 1968, all three Belgian regions (including the Brussels-Capital Region) installed advisory commissions that were involved in the preservation in situ of archaeological remains. However, these consultative bodies had little influence on politics and policy. Especially in Flanders, the Archaeological Council achieved very little. Probably, the lack of continuity retained the Council from building up a reputation and authority. Nevertheless, advisory commissions for archaeology do make sense in Belgium. They provide a necessary ‘forum’ to discuss problems and to express undivided opinions; they form a ‘channel’ to communicate with policy makers; and they present an ‘instrument’ for advocating the preservation of archaeological heritage.  相似文献

The East African coast is a rich domain for underwater cultural heritage, whose archaeological remains are only beginning to reveal the extent of indigenous nautical technology, regional and international social contacts, and far-reaching maritime trade routes sailed for millennia. The diversity of remains found under water range from cultures up and down the East African coastline to further afield: from China, points surrounding the Indian Ocean, to the Persian Gulf, Middle East and Europe. In Mozambique, important steps to investigate and preserve this heritage have been taken over the last 20?years by several groups of local scholars in collaboration with international research institutions. However, this heritage, especially that which lies along the northern Mozambique coast, has also been subjected to extensive and serious disturbance by commercially-oriented salvage programs. These salvage activities have not only had a very negative impact on the state of the cultural resources themselves, but have also prevented the access of legitimate scholars to these resources??particularly grave is the intervention at Mozambique Island, a UNESCO World Heritage Site. Among the meritorious efforts to mitigate this situation, in Mozambique and world-wide, the 2001 UNESCO Convention for the Protection of the Underwater Cultural Heritage is an outstanding initiative and needs to be ratified by Mozambique and other East African states.  相似文献

Abstract

THIS PAPER PRESENTS AN OVERVIEW of the archaeology of al-Andalus (the Arabic name for Islamic Spain and Portugal), from its beginnings in the late 1970s to the present day. Innovative approaches and challenging theoretical stances made the archaeology of al-Andalus the spearhead of medieval archaeology in Iberia between the 1980s and 1990s. A problematic, and often conflicting, relationship between archaeology and history has characterised medieval archaeology in Spain since its inception, however, and a new awareness of these problems is emerging. This paper reviews past and current attitudes to such challenges and reflects on the future needs of the discipline. It also reflects on the politics of archaeology and on the role of medieval archaeology in revealing social change, which has until now been underrated.  相似文献

The volume positions itself unashamedly at the fringes of archaeology.
