ABSTRACT

This special issue deals with various research questions regarding the impact of urban experimentation on transitions towards sustainability in different industries and sectors. Cities have been identified to play a vital role for sustainability transitions. Not only are they places with an increased urgency for change, but they also bring about many current sustainability initiatives and interventions. This special issue focuses on investigating the relationship between urban experimentation and institutional change. The articles shed light on various characteristics of urban environments that influence experimentation and potentially lead to institutional change and thus elaborate on some of the distinct mechanisms through which urban experimentation can lead to broader systemic changes.  相似文献

ABSTRACT

Currently little is known about how institutional arrangements co-evolve with urban experimentation. This paper mobilizes neo-institutional literature and recent urban experimentation literature as a framework to explore how and why institutional arrangements differ across urban contexts. Empirically the paper focusses on smart city initiatives in Amsterdam, Hamburg and Ningbo. These three cities are frontrunners in adopting a comprehensive smart city agenda, but they do so in different ways. The paper examines regulative, normative and cognitive elements of institutional arrangements, explores how they shape experimentation, and reflects on their place-based specificities. The comparative analysis suggests that the focus of, and approach to, experimentation can be understood as resting in a (possibly unique) combination of strategic agency and dynamics at multiple spatial scales.  相似文献

Cities raise major challenges and opportunities for achieving sustainability. Much literature on urban sustainability focuses on specific aspects such as planning practices, urban policy or the diffusion of more sustainable technologies or practices. However, attempts at understanding the mechanisms of structural change towards sustainability have resulted in the emergence of an interdisciplinary field of sustainability transitions research. Transitions research has developed a phase model of transitions in which predevelopment, take-off, acceleration and stabilization phases are distinguished. However, the acceleration phase has received limited attention so far. This is a crucial gap as policy-makers are keen to accelerate transitions. This paper aims to enhance our understanding of how local actions contribute towards accelerating urban sustainability transitions. It does so by testing an acceleration mechanisms framework through exploring the collective agency of local initiatives in urban sustainability transitions. Drawing on a case study of the city of Brighton and Hove (UK), the paper finds that despite favourable local political conditions, there is a lack of evidence of acceleration apart from in individual domains such as food or mobility. Progress is found to depend on the agency of initiatives to both scale up sustainable practices and embed these practices into local governance arrangements.  相似文献

American cities vary considerably in the degree to which they pursue sustainability. What explains this variation? One plausible cause of such differences is that sustainability may be more appealing to high‐income cities than to more economically challenged cities. Yet such strict economic determinism seems simplistic and removes politics from an inherently political process. The hypothesis here is that any such relationship between income and commitment to sustainability is conditioned by a city's level of environmental advocacy. The data utilized in this analysis are derived from two large‐scale data sources. One is a comprehensive inventory of sustainability programs and policies in 50 large American cities. The other is a set of surveys in those same 50 cities. The multivariate model supports the hypothesis. Controlling for income growth and the predisposition of policymakers to be supportive of sustainability (as well as other alternative explanations), a city's commitment to sustainability is strongly linked to the advocacy of environmental and sustainability groups in the policymaking process. The example of Sustainable Seattle is used to illustrate the linkages that would seem to underlie the statistical analysis.  相似文献

ABSTRACT

Local sustainability initiatives are studied from two scholarly perspectives: the perspective of sociotechnical innovation, which relates to the capacity of bottom-up initiatives to contribute to the development of sociotechnical alternatives; and the perspective of civic engagement which relates to the capacity of citizens to organize themselves in order to pursue community goals. This paper argues that taking both these perspectives into account overcomes the problem of being too instrumental or the problem of neglecting the role of technology and innovation in local initiatives. The perspective of sociotechnical innovation presents different types of innovation pursued by local initiatives: the creation of new technology, the application of existing technology and the development of social innovation. Furthermore, innovations might diffuse over wider society by: replication, scaling up, and translation. In turn, civic engagement may take the shape of: the strengthening of social capital, the formation of social movements, and the substitution of functions and services. The insights from literature are illustrated and qualified by applying them in the context of concrete local initiatives. Finally, local initiatives will be portrayed as social contexts that are successful in gathering actors with different motivations and world views and that may contribute to the democratization of innovation.  相似文献

The aim of the paper is to define a set of smartness and sustainability indicators applicable to European cities and to assess their outcome in an ex ante perspective with regard to the implementation of Europe 2020 strategy. Following the DPSIR (Driving forces, Pressures, State, Impact, Response) model, we select a bundle of indicators for three relevant sustainability domains (environmental, social and cultural), which are proper to the smart city definition. Then we define groups of homogeneous cities for each domain by using a two-step cluster analysis. Results show the existence of heterogeneous groups of cities that are likely to become smart in the cultural domain, side by side with groups of more developed urban areas that have acquired a substantial advantage in the environmental and social dimensions.  相似文献

In the societal challenge to switch to renewable energy, innovation has become an ever‐increasing critical determinant. However, while sustainability transition is a global challenge, diffusion and adoption of innovation tends to be uneven in space and unequal access may cause substantial heterogeneity in energy transition. This research analyzes how domestic and foreign innovation activities in the renewable energy sector influence energy transition over time. Empirical testing shows that a country's domestic innovation activity impacts renewable electricity generation capacity sooner than foreign technological innovations. I document that there are substantial barriers to substitute foreign technologies for domestic innovation efforts in the short run but also observe that foreign technologies have a stronger impact after some years. These findings have implications for cross‐border coordination of governmental innovation support and complementary policy instruments that aim at increasing adoption speed across borders.  相似文献

Second-tier cities have been experiencing renewed interest within policy and research contexts, which is reversing a tradition of relative neglect due to the long-standing focus on large cities and capitals. This paper compares European second-tier and first-tier cities with regard to the presence of urban functions and how these are spread over their urban regions. The analysis shows the existence of a substantial ‘first city bonus’: a surplus of urban functions in first-tier cities which cannot be explained by their size or network embeddedness. We also show that second-tier cities are better served with urban functions in the absence of a dominant capital. In first-tier urban regions, the core municipality exploits the critical mass of the urban region to support its own functions, leaving that region functionally underserved. Second-tier cities lack this absorptive capacity, and their urban regions are endowed with more urban functions. These functional differences mean that second-tier cities demand a differentiated research and policy approach, in which city-regional integration becomes an important territorial development strategy. Rather than the dispersion process in first-tier cities leading to a ‘regionalization of the city’, integration in second-tier urban regions may be seen as a process of ‘citification of the region’.  相似文献

Smart city experiments have the potential to reshape urban climate change governance. Smart city initiatives have been supported by international technology companies and the European Union for many years and continue to be promoted by national and municipal governments. In relation to sustainability and climate change, such initiatives promise more efficient use of resources through the use of information and communications technology in energy infrastructure. Experiments with smart city technologies such as urban smart grids have shown the potential to restructure relationships between energy utilities, energy users and other actors by reconfiguring the dynamics of energy supply and demand. But do urban experiments lead to institutional change? The aim of the article is to provide a better understanding of how smart city experiments reshape the urban governance of building energy use. Hyllie, a new city district in Malmö, Sweden, was home to two smart city experiments that contributed to the institutionalization of urban smart grid technology. However, the analysis of Hyllie’s policy assemblages shows that this institutional change could redefine sustainability at the expense of energy efficiency.  相似文献

In this article, we explore how normative ideologies of good mothering are being reproduced and contested through urban homesteading, a sustainable lifestyle that emphasizes household self-provisioning. Urban homesteading practices may include gardening and urban agriculture, canning, and pickling, and a variety of do-it-yourself and craft projects. Based on qualitative research with 19 urban homesteading households with children in the Boston and Chicago Metropolitan areas, we argue that urban homesteading discourses and practices reflect and align with intensive mothering ideologies in the United States. Intensive mothering ideologies encourage a selfless devotion of physical, emotional, and mental energy to childrearing, and are often associated with individualized, privileged, and gendered subjectivities. We find these intensive mothering ideologies especially visible in the ways that mothers perceive and respond to environmental risk by adopting and enacting urban homesteading labors. We also note that the choice to respond to risk by homesteading is often, but not always, mediated and animated by economic, temporal, and social privilege. In this way, urban homesteading and surrounding discourses may inadvertently raise the bar of ‘good’ motherhood in ways that demand more of women and marginalize or burden mothers with less resources and privilege. However, rather than dismiss homesteading entirely on these grounds, we suggest that it may be possible to harvest impulses of care, connection, and collectivity associated with homesteading in ways that benefit rather than burden all mothers.  相似文献

This paper aims to think differently about possibilities for feminist organizing in cities. We use a current experiment with city‐based feminist organizing to explore how it can be possible to work with the local state while at the same time challenging and disrupting understandings and practices that marginalize the diversity of women's needs, contributions and concerns. Trying to work “inside” the local state while maintaining an “outside” critical perspective involves a tricky balancing act between being inside enough to have credibility and effectiveness within the business of city politics and administration, and outside enough to maintain strong connections with the community and grassroots support. In managing this balancing act, we argue that the organization enacts a strategic use of prefiguration both within the organization and when engaging the local state.  相似文献

This article is focused upon exploring the development of the green economy in particular locations, with the aim of identifying why some cities and regions have been successful in engendering green growth. To date we have little idea where the green economy is developing, nor much insight, beyond anecdotal evidence, into why certain cities and regions appear to be more successful than others in this regard. We position our analysis within the context of research on socio‐technical transitions that has theorized the potential shift to a more sustainable economy. We review the literature on sustainability transitions and the development of the multi‐level perspective encompassing niches, regimes and landscapes. However, most research into socio‐technical transitions has not given adequate consideration to the influence of places and spatial scale in these transition processes, and we therefore critique the socio‐technical transitions literature from a geographical perspective. In this article we are interested in four key questions. What role does the enabling and facilitative state play in these cities and regions? What new institutional forms and governance structures are being developed? How do actors in particular cities and regions construct their green vision, and how do they encourage other actors to buy‐in to this vision? How are links across levels and spatial scales developed to connect niches with the regime? We address these through a focus upon the Boston city‐region in the USA, drawing upon both primary and secondary research material. We utilize this case study example to re‐examine and re‐theorize work on sustainability transitions from a spatial perspective.  相似文献

Shrinkage since the collapse of state socialism has been evident in many Russian cities, especially in small and medium-sized (SMS) ones. The Russian state, de jure, has been promoting the idea of self-governance; thereby, urban municipalities ought to develop and adopt own planning decisions to cope with various challenges, including those related to depopulation. The current research focuses on planning responses to urban shrinkage. It aims at understanding how the phenomenon is conceptualized in the planning documents of Russian SMS cities and what solutions are proposed to cope with it in the conditions inherited from the Soviet times housing and infrastructural deficit. The empirical evidence for the analysis is drawn from over 70 SMS cities located in Central and Southern Russia. Results state that despite obvious and persisting urban shrinkage, most of the reviewed documents ignore or underestimate the phenomenon. Instead of suggesting flexible solutions, which would help overcome the shortage of urban infrastructure not aggravating shrinkages’ effects in the cityscape, long-term spatial plans are being developed with hope for future growth proposing measures that contribute to the intensification of urban sprawl and fragmentation.  相似文献

This paper presents a case study of territorial boundary transgression and intergroup encounters mediated by tourism in a volatile and contested urban space. I present the notion of ‘passing as a tourist’ as a prism to investigate the nexus between performative tourism and everyday urban geopolitics. Situated in East Jerusalem's core geographies of colonization and political violence, this paper uses archival news material and a textual analysis of primary questionnaire data to critically examine how Jewish Israeli Jerusalemites visiting the Muslim Quarter in the Old City negotiate encounters in a conflicted space. The study reveals how the performative dimensions of ‘tourism’ in a context of polarized ethnonational division expose the role of embodied, everyday geopolitics in the production of urban spaces of tourism.  相似文献

Northern children have been increasingly referred to as competent, participative and influential, called on to protect and produce certain life at times of climate risks. Child–adult relations and the required transition to adulthood are thus transformed by a re-configured ‘biopolitics’. We trace how various collaborative actors invite children to foster life at an aggregate level and illustrate how different age categories are governed at a distance. The results show that pedagogic expertise, in conjunction with sustainability, is mobilized in and by ‘juvenocratic spaces’, where youths are obliged to foster sustainable consumption and ways of living beyond territorial borders.  相似文献

The increased emphasis within Europe on the role of second-tier cities has implications for the ways in which these urban centres are considered within national spatial planning strategies. In centralized, monocentric states such as Ireland, there has been a general ambivalence towards urban policy for cities outside the capital city, and historically, this has prevented the development of a strong, diversified urban hierarchy undermining prospects for balanced regional development. This paper examines the extent to which a new found emphasis on Ireland’s second-tier cities which emerged in the ‘Gateways’ policy of the National Spatial Strategy was matched by subsequent political and administrative commitment to facilitate the development of these urban centres. Following a discussion of the position of second-tier cities in an international context and a brief overview of recent demographic and economic trends, the paper assesses the relative performance of Ireland’s second-tier cities in influencing development trends, highlighting a comprehensive failure to deliver compact urban growth. In this context, the paper then discusses the implications of current development plans for the second-tier cities and proposals for Irish local government reform for securing compact urban development.  相似文献

Households in the affluent West have become an important target of government and NGO campaigns to encourage more environmentally sustainable behaviours, but there has been little research into the gender implications of such policies. This article investigates the role of gender and time in the sustainability practices of six heterosexual households with young children, committed participants in the Sustainable Illawarra Super Challenge programme in 2009. Women spent more total time on sustainable practices, and did so more often. Men's contributions related mostly to gardening and transport, in longer blocks of time. In these households, sustainability became a highly gendered practice because of the different roles in homemaking. Women resisted constructions of themselves as being closer to nature, and shouldered expectations of sustainability as part of their roles as mothers and household managers. They experienced time as overlapping and fragmented, with no distinction between work and leisure. Men contributed to sustainable practices mainly through activities understood as leisure, in longer blocks of time. Our temporality lens also illustrates the gendered ways that old practices become deroutinised and new practices reroutinised. While men were often responsible for the labour and upfront time required to start or research a project, the responsibility of everyday implementation and habit-changing commonly fell to women. These findings illustrate how gendered analyses help identify both opportunities for, and constraints against, change towards sustainability. Opportunities include the strong connections between both mothers' and fathers' understanding of good parenting and the importance they attach to household sustainability. Constraints include the temporal challenges faced by households, and how these interact with wider structural and labour roles.  相似文献
