Innovations in urban governance such as Urban Living Labs (ULL) are expected to accelerate the transition towards more sustainable and climate-resilient cities. This article reviews different ULL across Europe and explores the role and potential capacity of municipalities in the development of and/or facilitation of ULL as a form of experimental governance. It focuses on the role of the public sector in the multi-actor collaborations that often characterize experimental governance. The article draws on literature on cities in sustainability, climate and environmental governance, and bridges this with political science literature on governance. Based on institutional theory that emphasizes roles, identities, and perceived and actual acting space, three functional roles for the municipality are singled out – promoter, enabler and partner – in a framework with a set of indicators that are used to analyse 50 case studies of ULL (http://www.urbanlivinglabs.net). The aim is to advance knowledge on how municipalities can facilitate urban sustainability through experimental governance.  相似文献

ABSTRACT

This special issue deals with various research questions regarding the impact of urban experimentation on transitions towards sustainability in different industries and sectors. Cities have been identified to play a vital role for sustainability transitions. Not only are they places with an increased urgency for change, but they also bring about many current sustainability initiatives and interventions. This special issue focuses on investigating the relationship between urban experimentation and institutional change. The articles shed light on various characteristics of urban environments that influence experimentation and potentially lead to institutional change and thus elaborate on some of the distinct mechanisms through which urban experimentation can lead to broader systemic changes.  相似文献

Cities raise major challenges and opportunities for achieving sustainability. Much literature on urban sustainability focuses on specific aspects such as planning practices, urban policy or the diffusion of more sustainable technologies or practices. However, attempts at understanding the mechanisms of structural change towards sustainability have resulted in the emergence of an interdisciplinary field of sustainability transitions research. Transitions research has developed a phase model of transitions in which predevelopment, take-off, acceleration and stabilization phases are distinguished. However, the acceleration phase has received limited attention so far. This is a crucial gap as policy-makers are keen to accelerate transitions. This paper aims to enhance our understanding of how local actions contribute towards accelerating urban sustainability transitions. It does so by testing an acceleration mechanisms framework through exploring the collective agency of local initiatives in urban sustainability transitions. Drawing on a case study of the city of Brighton and Hove (UK), the paper finds that despite favourable local political conditions, there is a lack of evidence of acceleration apart from in individual domains such as food or mobility. Progress is found to depend on the agency of initiatives to both scale up sustainable practices and embed these practices into local governance arrangements.  相似文献

ABSTRACT

As we witness increasing numbers and range of low carbon experiments, attention inevitably turns to how they are sustained and whether they can generate more systemic change in carbon-related consumption. This paper responds to the ‘spatial turn’ in socio-technical transitions, and the ‘practice turn’ in social theory to consider the role of intermediary organizations in potential shifts from experiments to institutional arrangements favouring transitions.

Through the example of Climate Change Alliances in Victoria, Australia, the paper examines how such intermediary organizations seek to experiment and in so doing contribute towards institution building. With a focus on the interstitial spaces between local authorities, regional firms, agencies, and state governments we speculate on the prospects for systemic change given the resources, positioning and social strategies of the Alliances as intermediary institution builders.  相似文献

ABSTRACT

Smart city experiments have the potential to reshape urban climate change governance. Smart city initiatives have been supported by international technology companies and the European Union for many years and continue to be promoted by national and municipal governments. In relation to sustainability and climate change, such initiatives promise more efficient use of resources through the use of information and communications technology in energy infrastructure. Experiments with smart city technologies such as urban smart grids have shown the potential to restructure relationships between energy utilities, energy users and other actors by reconfiguring the dynamics of energy supply and demand. But do urban experiments lead to institutional change? The aim of the article is to provide a better understanding of how smart city experiments reshape the urban governance of building energy use. Hyllie, a new city district in Malmö, Sweden, was home to two smart city experiments that contributed to the institutionalization of urban smart grid technology. However, the analysis of Hyllie’s policy assemblages shows that this institutional change could redefine sustainability at the expense of energy efficiency.  相似文献

Historic architectural heritage is important to sustainable urban planning policy, particularly in cities that have heritage sites and/or themselves have ancient archaeological value. Delhi is one of the oldest living cities in the world. However, the vision of its planning policy is limited to valuing heritage for itself and for its economic value instead of also exploring the ways in the city’s heritage might contribute to the social organisation and utilisation of the urban public space. Particularly, like most national policy documents on heritage, it ignores the heritage/gender nexus, which has implications for the identity and status of women in Delhi, community development and ecological preservation. But twenty women practioners and scholars of development in Delhi referred to heritage as a challenge as well as opportunity for gender and urban sustainability when asked for their perspectives on the most important sustainability issues in the city. I argue that Delhi’s urban planning strategies must acknowledge the gender/heritage nexus to enable holistic and gender-inclusive urban development for the present and future generations of its citizens, which is an important thrust of the sustainability agenda.  相似文献

ABSTRACT

Local sustainability initiatives are studied from two scholarly perspectives: the perspective of sociotechnical innovation, which relates to the capacity of bottom-up initiatives to contribute to the development of sociotechnical alternatives; and the perspective of civic engagement which relates to the capacity of citizens to organize themselves in order to pursue community goals. This paper argues that taking both these perspectives into account overcomes the problem of being too instrumental or the problem of neglecting the role of technology and innovation in local initiatives. The perspective of sociotechnical innovation presents different types of innovation pursued by local initiatives: the creation of new technology, the application of existing technology and the development of social innovation. Furthermore, innovations might diffuse over wider society by: replication, scaling up, and translation. In turn, civic engagement may take the shape of: the strengthening of social capital, the formation of social movements, and the substitution of functions and services. The insights from literature are illustrated and qualified by applying them in the context of concrete local initiatives. Finally, local initiatives will be portrayed as social contexts that are successful in gathering actors with different motivations and world views and that may contribute to the democratization of innovation.  相似文献

Abstract

This paper investigates the use of public–private non-financial compensation in urban planning, aimed at achieving social housing goals. In so doing, it aims: first, to explain the current situation of housing policy in Italy and how it relates to the planning system; second, to explore how non-financial compensatory tools can be included in urban plans and third, to investigate successes and failures of selected case studies, in order to clarify the opportunities and threats of these innovative public–private tools. Drawing from qualitative empirical analysis of three case studies, the paper concludes that public–private non-financial compensatory tools may help to achieve public benefits, including social housing goals; however, it is essential to incorporate them into the ordinary planning instruments, in order to provide them with the appropriate framework through which to control sustainability and urban design quality.  相似文献

This article builds on punctuated equilibrium theory to evaluate the diffusion of public policy innovations in the United States. The article argues that punctuated equilibrium theory provides a unifying framework for understating three mechanisms leading to the diffusion of innovations: gradual policy diffusion driven by incremental policy emulation, rapid state‐to‐state diffusion driven by policy imitation and mimicking, and nearly immediate policy diffusion driven by state‐level responses to a common exogenous shock. Drawing upon the Bass mixed influence diffusion model, this research generates measures of the coefficients of external and internal influences for diffusion for 81 public policy innovations that have spread across the United States. The article then evaluates how the policy image and direct participation of the federal government contribute to distinct patterns of diffusion over time.  相似文献

ABSTRACT

The introduction of contemporary architecture into historic urban environments creates an open heritage discussion that includes the underlying relationship between development and conservation. This discussion requires theoretical clarification, as heritage conservation is frequently mistaken for other architectural design approaches that, even though they may operate within the historic environment as their primary source, do not comply with the complex definition of heritage authenticity used today. This article aimed to contribute to this debate, offering a characterization of such architectural design strategies operating through principles of verisimilitude that target authentication for tourists and the creative classes in a global city like Shanghai. Comparative studies of Xintiandi (Ben Woods, 2001) and Fuxing SOHO (Von Gerkan, Marg und Partner, 2015) provided an insight into the concepts of historic re-creation and abstract inheritance, currently used as ways of interpreting the historic residential typology of the Shanghai lilong according to the economic and political aims of the entrepreneurial model of governance. This allowed a critical evaluation of the growing attention paid to heritage in Shanghai in the last 25 years, and whether the substitution of the principle of authenticity for authentication has solved the contradictions between urban conservation and development in contemporary China.  相似文献

THIS ARTICLE PRESENTS a new contextual model to study the social implications of consumption strategies in an archaeological context. The model can be used to establish a baseline of consumption, against which other consumption strategies can be measured. By analysing and comparing finds from two different urban locations in medieval Denmark, we examine how these urban environments facilitated different consumption strategies, and how these strategies changed over time. We also discuss how the archaeological record can contribute to analysing the negotiation of social identities through consumption patterns and consumer choices as reflected in artefact assemblages. The analysis demonstrates that consumption strategies depend on and are related to the characteristics and social complexity of the town in terms of demographics and networks.  相似文献

Abstract

For many years, the need to improve sustainability in the tourism industry has been widely recognized. Many destinations have attempted to move toward sustainability, but unfortunately, have been hindered in their attempts by a lack of collaboration among stakeholders that is necessary to support their sustainability agendas. Collaboration, specifically through multi-stakeholder partnerships, has been seen as an effective way to support initiatives in tourism development. Through the lens of Gray's collaboration theory and Selin and Chavez's tourism partnership model, the success of collaboration and partnerships in tourism development on the island of Gili Trawangan, Indonesia, will be examined. Through a multi-method approach consisting of an environmental audit and semi-structured interviews, this paper explores the implementation of a multi-stakeholder partnership. The partnership that has been developed, called the Gili Ecotrust, provides an example of successful collaboration, leading to the implementation of innovative sustainability initiatives on the island.  相似文献

The chemical industry has been a major driver of industrialisation for the last hundred years, but during the past decade the pace of change has accelerated. This paper examines the major innovations in chemical industry and goes on to examine the important changes that diffusion of information technology, e-business, and new techniques of molecular design have brought about. Convergence inducing innovations are today a major driver of change, and the paper concludes by suggesting that chemical industry is at the beginning of a phase of megaconvergence, involving digital convergence, genetic convergence, and nanoconvergence.  相似文献

The aim of modern innovation policies is to enhance the innovation capability of regions, their organizations and people. Regional innovation system (RIS) theory has been one of the most popular frameworks for realizing innovation policies. Yet, adopting the perspective of sustainable innovation policy where innovation is also seen as a solution to various societal and environmental problems has been slow. Social enterprises (SEs) are discussed here as a means to address those problems, particularly through collaboration between sectors and focusing on social sustainability. The aim of this paper is to identify whether and in what way SEs are communicated as an innovative solution and as a source of innovations for economic and development activities through regional strategies. The data consist of regional innovation and business strategies from all Finnish regions, analysed using qualitative content analysis. We argue that there is a need to go deeper and include effective support mechanisms for SEs in these documents. Better inclusion of SEs as part of innovation systems and communicating this through regional strategies would help to develop SEs and to have them perceived as potential innovators and active entrepreneurial actors in innovation systems contributing to economically, environmentally and socially sustainable development.  相似文献

Abstract

Disease outbreaks and pandemics have long played a role in societal and economic change. However, the nature of such change is selective, meaning that it is sometimes minimal and, at other times, and change or transformation may be unexpected, potentially even reinforcing contemporary paradigms. A comprehensive overview of pandemics and their effects is provided. This is used to help contextualise the COVID-19 pandemic, its impact on tourism and government, industry and consumer response. Drawing on the available literature, factors that will affect tourism and destination recovery are then identified. Some measures will continue or even expand present growth orientations in tourism while others may contribute to sustainability. It is concluded that that the selective nature of the effects of COVID-19 and the measures to contain it may lead to reorientation of tourism in some cases, but in others will contribute to policies reflecting the selfish nationalism of some countries. However, the response to planetary limits and sustainable tourism requires a global approach. Despite clear evidence of this necessity, the possibility for a comprehensive transformation of the tourism system remains extremely limited without a fundamental transformation of the entire planet.  相似文献

The recent discussion regarding contemporary urban regeneration has underlined the increasing role of art and cultural agglomeration as an essential part of a progressive agenda for local development. In fact, there is a good deal of literature which is related to specific and finite cultural strategies. Although scholars, in some cases, may suggest other perspectives, their value narrows to a comprehensive evaluation regarding the possible interpretation of cultural agglomeration in respect of urban regeneration. Accordingly, this study, by using an interdisciplinary systemic approach based on the clustering of cultural carriers, developed the cultural strategies under a six concepts scheme. The study then, through developing a method based on modes and development approach of cultural agglomeration, recategorized the six mentioned strategies into three major categories of cultural strategies, to find out their contribution in the process of urban regeneration. Overall, the study revealed the extent of cultural agglomeration as a method of developing cultural strategies in urban regeneration.  相似文献

Abstract

This paper explores the sources of invention and innovation in steam shipping, the distribution of funding and risk between the state and the private sector, and the Royal Navy's management of innovation, during the experimental period of steam power's adoption at sea. It identifies two intersecting channels through which steam‐related innovations reached the Royal Navy. First, “packages” of innovations were embedded in the marine engines that were commissioned by the Navy from private engine‐making firms. Secondly, the Navy was spontaneously offered a gamut of ideas and inventions, which varied enormously both in potential importance and in degree of development. Although the mechanisms for dealing with these two channels were different, the end result was much the same ‐ in minimizing both the expense and the risk borne by the public sector. It was principally the private sector that was funding scientific and technological development in this sphere. Recognizing its own lack of expertise and consequent hazard, the Navy Board was developing a systematic yet flexible method of assessing steam‐related inventions ‐ which appears to have served it well.  相似文献

ABSTRACT

The vulnerability assessment of the building stock in a given territorial area, such as a city or an entire country, is a key prerequisite for evaluating risk, not only because of the potential physical consequences resulting from the occurrence of an event, but also because it is one of the few aspects in which engineering research can intervene. In fact, the rigorous vulnerability assessment of existing buildings followed by the implementation of appropriate retrofitting solutions can help to substantially reduce the levels of physical damage and economic impact of future events. Particularly regarding the seismic vulnerability assessment of historical centers, the amount of knowledge that has been accumulated over the past decades, together with the broad damage data obtained from post-earthquake damage surveys, provides a singular opportunity to develop and calibrate innovative large-scale seismic vulnerability assessment approaches, which can be used to outline and support risk mitigation and management strategies. This article addresses this issue by discussing the use of a large-scale seismic vulnerability assessment methodology for masonry façade walls as a tool for evaluating the potential benefit resulting from the application of different seismic retrofitting strategies, both considering their contribution to reduce post-event urban losses and accessibility.  相似文献
