The geography of the Canadian economy has long been dominated by heartland‐hinterland contrasts, with manufacturing identified as the dominant function of most heartland cities in analyses of the 1961 and 1971 census data. However, the proportion of employment in manufacturing has been declining in the heartland provinces of Ontario and Quebec over the past fifty years and some geographers argue that the heartland‐hinterland dimension of the regional economy is being overridden by city‐regions that are integrated into global networks of production and trade. The heartland‐hinterland trends are examined using multifactor partitioning (MFP), an advanced shift‐share methodology, for the period of 2001–2006. This is the first intercensal period in which Canadian business has faced the full impact of the removal of North American tariff protection and the increased globalization of the Canadian economy. The data covers employment by eighteen industry sectors for the seventy‐three economic regions defined by Statistics Canada. MFP measures the region and industry‐mix effects, which are interpreted as in the traditional shift‐share model (though they are derived more accurately) and, in addition, an interaction effect. The results demonstrate that the broad heartland‐hinterland differences in the distribution of population and employment growth are increasing not decreasing and that the hinterland is in fact falling further behind the heartland in employment growth. However the Calgary‐Edmonton corridor and the Lower Mainland of British Columbia are emerging as a western heartland. The population size of cities does affect their rates of employment growth, but so too does their location: the growth of heartland cities is outpacing those in the hinterland. The Appendix provides the equations for two‐variable multifactor partitioning.

This paper documents the changing geography of the Canadian manufacturing sector over a 22‐year period (1976–1997). It does so by looking at the shifts in employment and differences in production worker wages across different levels of the rural/urban hierarchy—central cities, adjacent suburbs, medium and small cities and rural areas. The analysis demonstrates that the most dramatic shifts in manufacturing employment were from the central cities of large metropolitan regions to their suburbs. Paralleling trends in the United States, rural regions of Canada have increased their share of manufacturing employment. Rising rural employment shares were due to declining employment shares of small cities and, to a lesser degree, large urban regions. Increasing rural employment was particularly prominent in Quebec, where employment shifted away from the Montreal region. The changing fortunes of rural and urban areas were not the result of across‐the‐board shifts in manufacturing employment, but were the net outcome of differing locational patterns across industries. In contrast to the situation in the United States, wages in Canada do not consistently decline, moving down the rural/urban hierarchy from the largest cities to the most rural parts of the country. Only after controlling for the types of manufacturing industries found in rural and urban regions is it apparent that wages decline with the size of place .

Using data on Italian cities, we document that over the period of 2001–2011, the number of establishments and employment in some key service industries are positively related to the inflow of tourists. We then build a general equilibrium model of small open cities encompassing these empirical features to study the impact of tourism on endogenous consumption amenities, factors’ allocation across sectors, prices, and welfare. We also study the interplay of exogenous historical amenities, tourism, and residents welfare in a system of two cities. When residents are immobile, they are unambiguously better off when they live in a city with richer historical amenities, and thus more tourists, than the other city. When residents are mobile and their welfare is equalized between cities, the strength of consumption amenities becomes crucial to determine whether they are better off living in an urban system where cities are heterogeneous or similar in terms of historical amenities.

Behind the conjunctural growth of popular economies in Brazilian cities lies a set of entangled disputes over urban density with important political consequences. While popular economic agents are repressed by local governments, informal work hired through digital platforms grows exponentially and engenders new precarious forms of assembling labour relations in, and extracting value from, global South cities. The contrasts and indirect relations between digital platforms and popular economic agents are important in understanding the growth of platforms, which hinges on accessing low-wage workers whose attempts to make an independent living are otherwise prohibited. This dynamic has resulted in the political mobilisation of popular economy agents and their alliances with urban social movements. Through this paper, I examine how their networking and particular disputes for a right to the city hold potential for the emergence of other economies.

Australia's space economy has changed rapidly since the 1970s through processes of globalisation, economic restructuring and demographic change. Trends in population distribution and patterns of employment and investment in economic activity highlight both spatial diffusion and concentration. Migration to ‘sun belt’ regions and suburban growth in the mega metro regions is creating population-led demand for production and services, thus creating investment growth and new employment in some consumer-oriented economic activities. However many internationally linked and national market serving economic functions are increasingly concentrated in the two largest cities at strategically located old and new nodes of agglomeration. No longer can population growth be equated directly with increased economic activity, and there are significant spatial mismatches between the outcomes of demographic and economic processes across the nation's cities and regions.

This paper explores the potential drivers behind uneven regional development in the context of employment growth in Denmark and Sweden. In particular, we are interested in the roles of urbanization, industrial change and the rise of the new economy as manifested in the growth of the two economies in 2002–2007. The aim of this paper is, therefore, to analyse the impact of a number of key industrial sectors on regional employment growth in the two countries. The empirical analysis is based on longitudinal matched employer–employee data retrieved from official registers in each economy from 2002 to 2007, a period of strong national growth following the crisis of early 2000. Our findings indicate that the two economies follow a similar pattern in addressing total employment growth; but looking at changes in employment levels across the national borders of these two relatively similar open economies, we find that, although in general these economies react relatively similarly to changes, embarking on a narrower analysis of the individual sectors reveals marked national differences. This indicates that context matters in the analysis of regional economic dynamics in terms of structure, system and policy.

ABSTRACT

Co-working spaces of different types are emerging as new economic and social intermediaries in the contemporary process of urban regeneration and urban economic growth. Despite their relevance, literature still fails to explore their role in the surrounding local economy. This paper intends to fill that gap, providing empirical evidence from the city of Rome and suggesting new policy perspectives. First, a taxonomy of the different spaces is provided, assessing their role in the related socio-economic ecosystem. Three main typologies have been identified: CWS1 acting as a ‘social incubator’ with an educational role and closer links to local authorities, CWS2 or ‘start-up incubator’ providing economic and technical support to the entrepreneurs-to-be, CWS3 or ‘real estate incubator’ which are mainly a commercial product. Their locational patterns are then discussed, highlighting the planning implication of their settlement in some in-between urban peripheral areas of Rome. Finally, suggestions for the creation of public/private partnerships or ‘social leases’ are proposed, foreseeing the integration of such spaces in the local offer of amenities. The current research paves the way for further discussion on the renewal of cities’ governance tools, processes of urban regeneration and policies tackling the new urban entrepreneurial class.

Abstract

An essential feature associated with the rise of the knowledge economy has been the increasing focus on the importance of human capital as a precondition for economic growth. Human capital has been found to have a positive impact on the economic growth of high-tech industries, however, the influence of human capital on the development of low-tech industries is yet to be analysed. This paper provides such an examination of low-tech industries based on an analysis of employment data within manufacturing industries in Denmark in the period 1993–2006. The findings highlight, first, that human capital appears to be equally important for economic development in low-tech industries and, second, that the divide between the large urban regions, especially Copenhagen, and the rest of the country plays the primary role in explaining the geography of human capital. These findings stress the relevance of a broad conception of the knowledge economy which goes beyond high-tech industries.

Abstract

Retirement villages represent a recent addition to the range of residential options for older people in the UK. Research has focused on the development and nature of retirement housing in the public and voluntary sectors in England. Limited attention has been directed to the private retirement communities and, in particular, to the lived experience of residents in private sector retirement villages. This research, which is the first study of a private retirement village in Scotland, overcomes this information deficit by identifying the nature and growth of private retirement villages in the UK and exploring the lived experience of residents of the private retirement village of Firhall. The discussion is organised into four main parts. Part I examines the concept of the retirement village. Part II explains the growth and geography of retirement villages in the UK. Part III comprises the empirical analysis of the case study retirement village. The research identifies the social, economic and demographic characteristics of the village population and provides insight into lived experience of the residents in the study village. Finally, in part IV, the discussion identifies a number of key issues for further research, and the potential contribution of retirement villages for meeting the needs and preferences of the growing third age population of the UK.

Urbanization and re-urbanization continually alter spatial patterns of social disadvantage and hazard exposure, which in turn affect social vulnerability. The current study explores vulnerability to hazards in Greater Vancouver over a 15-year period (1986 to 2001). Results illustrate how social disadvantage is multi-dimensional and emerges from the social geography of a city. The study illustrates the speed with which both the structure and spatial patterns of social disadvantage can change in cities experiencing rapid growth or redevelopment. The study also suggests that Greater Vancouver does not display consistent patterns of minority- or income-based environmental inequity in hazard exposure, which raises questions about the role of various policies in ameliorating vulnerability to natural and technological hazards .

Abstract: This paper responds to recent debates in human geography about ideal‐type versus contingent neoliberalism, or what Gibson‐Graham conceptualises as “strong” vs “weak” theory, by offering some reflections from an in‐depth study of the private finance initiative (PFI) in England. It first introduces the history and purpose of the PFI as the Labour government's flagship public–private partnership (PPP) approach to public infrastructure modernisation. It then critically analyses its use in inner‐city regeneration through a case study of a PFI housing scheme in the northern English city of Leeds. The paper argues that, when seen through the lens of “strong theory”, a PFI appears to be a consciously designed “neoliberal straitjacket” intended to lock‐in gentrification‐based regeneration at the neighbourhood level, guarantee long‐term profits to (finance) capital, and create powerful privatising and marketising pressures across the local public sphere. However, it is equally possible to construct a preliminary “weak theory” of the PFI that unhides its inherent contradictions and shows how everyday activism by local community actors can successfully influence and contest how neoliberalism is rolled out on the ground.

Creativity is central in stimulating economic growth in cities, regions and advanced capitalist economies in general. There is, of course, no one-to-one relation of the number of firms in creative industries to economic growth. Innovation is a key mechanism explaining the relationship of creative industries with economic performance. Based on an empirical study in the Netherlands we explore the effect of creative industries on innovation, and ultimately on employment growth in cities. In the Netherlands the three specific domains of creative industries - arts, media and publishing, and creative business services - make up 9 per cent of the business population. Drawing on survey data we find that firms in creative industries are indeed relatively innovative. Yet substantial differences are found across the three domains: firms in the arts domain are clearly less innovative, most likely due to a different (less market-oriented) dominant ideology. In addition, firms in creative industries located in urban areas are more innovative than their rural counterparts. We go on to analyse how the concentration of creative industries across cities is connected with employment growth. With the exception of the metropolitan city of Amsterdam, we find no measurable spill-over effect from creative industries. The presence of the creative class (in all kinds of industries other than creative ones) appears to be a much stronger driver of employment growth than creative industries.

Capitalism, cities, and the production of symbolic forms
A striking characteristic of contemporary capitalism is the increasing importance (in terms of growth, employment, revenue, etc.) of sectors whose outputs are imbued with significant cultural or symbolic content. Sectors of these sorts are predominantly, though not exclusively, located in large cities. I describe how these cities function as creative fields generating streams of both cultural and technological innovations. Post-Fordist cities are shown to be especially fertile terrains of commodified cultural production. A number of these cities have become major centres of image-producing industries such as film, music recording, or fashion clothing, and this phenomenon is also often associated with profound transformations of their physical landscapes. I argue that the economic foundations of these trends reside, in part, in the structural characteristics of image-producing industries, marked as they frequently are by modularized, network structures of production and a strong proclivity to geographic agglomeration. At the same time, the main centres of the contemporary cultural economy are caught up in insistent processes of globalization. I suggest that after an initial phase of product standardization and concentrated development in only a few major centres, the cultural economy of capitalism now appears to be entering a new phase marked by increasingly high levels of product differentiation and polycentric production sites. I also submit that the contemporary cultural economy of capitalism constitutes a historical shift beyond consumer society as such.

ABSTRACT. National and regional employment patterns are subject to growth-instability tradeoffs. This paper applies the portfolio selection model to detailed employment data for the U.S. economy and selected states. Empirical results indicate that growth-instability trade-offs exist in a form not previously understood. The paper also identifies growth and stabilization potential by identifying stabilizing sectors.

Regime theory provides a framework for exploring changes in development patterns and internal dynamics of growth coalitions. Academic debates on sport and urban development have focused on large American and European markets, where such venues are increasingly led by urban regimes that aim to leverage public goals through private investment. Based on a detailed qualitative analysis of four projects in three major Israeli cities, this work examines a different typology of sport venue development – ‘public regime’, which operates in a small market context. The Israeli public regime neither allows the private sector to assume central roles in the design, development and operation of venues nor does it stimulate real estate development anchored by the venue. The assumption that professional sports is not a viable business in small markets is used to justify the public monopoly that regards the venues as public amenities, legitimizing the lack of strategic and business plans, producing benefits for the local political elite but doing little to stabilize professional sport and secure economic returns for the public. The more affluent city of Tel Aviv demonstrates a breakout from a pure public regime, where public control is retained but more business-oriented considerations are incorporated.

ABSTRACT

Since the late twentieth century, the subject of China becoming urban has appeared in the scholarship across the disciplines while spectacular images of China’s cities, and narratives about their developmental achievements, have proliferated in global media. Simultaneously, the parallel “spatial turn” in social thought invigorated geographical approaches to cities and urban change. Yet at this promising meeting ground, between contemporary geographical thought and urban-industrial transformation in China, research has tended to demonstrate a “loss of space” through patterns of dependence on analog circulation of exemplar paradigms that derive from the history of the capitalist city and liberal political economy. What drives this condition and what do we know about its practices and proliferation? This inquiry challenges research design and the politics of theory to consider how routine adoption of capital-centric concepts for research on cities in China arguably reflects the priority of paradigms in the disciplines and their conjunctures with exemplarity in Chinese society and political philosophy. These interstices facilitate application of analog models, and selective adoption of empirical information to suit them, with the paradoxical result of portraying cities in China through multiple capitalist aesthetics including a relatively narrow range of empirics framed by market-based social thought.

This is largely an empirical paper which uses a unique set of office geography data to describe inter-city relations across the world. After identifying a set of 55 world cities, these patterns are related to states in a preliminary analyses of city–state connections. Particular emphasis is placed upon identifying trans-state processes and regional city hierarchies. This empirical reporting is sandwiched between a theoretical and practical introduction and conclusion. Using Braudel's conceptualization of capitalism as a world of monopolies, world city formation is introduced as a particular geographical knowledge nexus for creating new monopoly products. In the concluding section, the future of globalization is linked to the possibilities for world city network knowledge monopolies.
