Attracting in-migration of the creative class has been argued by Florida (2002) to be a route to higher economic growth in the era of the knowledge economy. This paper critically evaluates this proposition in relation to old industrial regions using the example of Scotland. The paper presents an assessment of, in the first instance, to what extent there is a shortage of skilled, talented and entrepreneurial individuals and, in the second instance, whether a talent attraction strategy alone can hope to attract such people to Scotland. It is proposed that for most migrants the availability of appropriate economic opportunities is a prerequisite for mobility. However, despite uncertain evidence that place attractiveness is a catalyst to mobility among the so-called creative class, this is not a reason for dismissing talent attraction programmes. Instead it is argued that talent attraction programmes have the potential to contribute to old industrial economies, but their success will be greatest when talent attraction is carefully targeted and based on economic realities rather than the marketing of ethereal conceptions of place attractiveness.  相似文献

Abstract:  Recent left academic work on the consequences of economic restructuring and local labour market change in old industrial cities has been important in emphasising the role of local context and contingency in the shaping of labour market outcomes. However, in such accounts agency is often limited to capital and state actors, albeit working across scales from the local upwards. There is little sense of agency for individuals and communities in the midst of economic restructuring. Instead, they are usually treated as passive victims of deeper underlying processes. In this paper, our purpose is to highlight the autonomy and agency of workers, people and communities in old industrial cities. Rather than starting from the perspective of capital, our starting point is to emphasise how those experiencing economic change forge strategies and practices for \"getting by\". This leads us to call for a re-theorisation of labour agency, drawing upon the Autonomous Marxist tradition and the more recent work of Cindi Katz, in order to offer fresh insight into the agency of labour and the prospect for recovering a class politics based upon lived experience over reified abstractions.  相似文献

Second-tier cities have been experiencing renewed interest within policy and research contexts, which is reversing a tradition of relative neglect due to the long-standing focus on large cities and capitals. This paper compares European second-tier and first-tier cities with regard to the presence of urban functions and how these are spread over their urban regions. The analysis shows the existence of a substantial ‘first city bonus’: a surplus of urban functions in first-tier cities which cannot be explained by their size or network embeddedness. We also show that second-tier cities are better served with urban functions in the absence of a dominant capital. In first-tier urban regions, the core municipality exploits the critical mass of the urban region to support its own functions, leaving that region functionally underserved. Second-tier cities lack this absorptive capacity, and their urban regions are endowed with more urban functions. These functional differences mean that second-tier cities demand a differentiated research and policy approach, in which city-regional integration becomes an important territorial development strategy. Rather than the dispersion process in first-tier cities leading to a ‘regionalization of the city’, integration in second-tier urban regions may be seen as a process of ‘citification of the region’.  相似文献

ABSTRACT

The aim of the paper is to analyse regional growth factors in Central and Eastern European Countries in the pre- and post-crisis era. The comparison is focused on core (metropolitan) and non-core (non-metropolitan) regions. The study found that the development processes of the analysed groups of regions were in many respects similar. Achieving a high level of development in the context of post-socialist transformation was possible mainly owing to exogenous factors such as the influx of foreign direct investment (FDI) and multimodal transport accessibility. In the case of endogenous factors, the number of small- and medium-sized enterprises per capita was of cardinal importance for a high level of development, but it was no guarantee of fast growth dynamics in non-core regions. The main differences between the core and non-core regions included the role of human capital and migrations as metropolitan regions represented growth poles which trained qualified specialists and served as destinations for migrants from non-core regions. However, the share of people with tertiary education played an important role in the development process of non-core regions. The crisis strengthened the role of exogenous growth factors, that is, the role of FDI inflow as well as the role of EU funds.  相似文献

This paper examines the spatial configuration of German‐Polish inter‐firm linkages based on foreign direct investment. The analysis highlights that most of the German‐Polish inter‐firm linkages are based in West German economic centres, so that East Germany and particularly the Eastern border regions are facing the threat of falling behind those economic regions which take advantage of the chances offered by EU Eastern enlargement. However, within East Germany the region of Berlin‐Brandenburg proves to be the strongest centre of advanced economic linkages to Poland. In comparison to the West German metropolitan regions, Berlin‐Brandenburg firms with direct investment in Poland are characterised by a qualitatively advanced profile of activity branches, in which the technology‐centred and R&D‐intensive industrial branches as well as the highly qualified producer services have a dominant share. The region thus has a potential to become a centre of competence in German‐Polish economic relations.  相似文献

Within the debates about the socio-economic advantages of cohesive urban regions, several barriers to institutional integration are said to exist, especially when a metropolitan government is absent and integration relies on inter-municipal cooperation. Some barriers are associated with different urban region structures, such as the asymmetric power relations and sociocultural contrasts between municipalities in systems with dominant core cities, or the lack of a leading city to overcome fragmentation and provide a shared identity in polycentric urban regions (PURs). This paper investigates whether urban regions formed around second-tier cities, whose features depart from both dominant core and PUR models, are able to mitigate these barriers when pursuing integration strategies. The analysis relies on interviews with municipal leaders in three representative European case studies, examining how they perceive the barriers to inter-municipal relations in second-tier urban regions. The findings show that perceptions vary not only between regions, with the three cases following different trajectories of integration, but also within regions, according to the geographical and socio-economic context of municipalities and the legacy of past relations. In general, barriers to integration are not minimized without explicit efforts to rebalance power relations, approach political cultures, mobilize core city leadership and develop a metropolitan identity.  相似文献

Since the early 1990s, regional networks have received a lot of academic and political attention as vehicles for knowledge‐based economic development. However, this powerful rhetoric has been accompanied by surprisingly little concrete analysis. Economic geography is only recently waking up to the potential of network analysis for interorganisational linkages within and between regions. We discuss network analysis as a strategic information tool for regional knowledge management and apply it to the metropolitan region of Hannover‐Braunschweig‐Göttingen‐Wolfsburg in the northern German state of Lower Saxony. Producing network diagrams and parameters of network size, density, centrality, cohesion and connectivity from a large sample of actors and linkages, our survey shows striking differences between different fields of competence that highlight the potential of network analysis as a powerful tool and a necessary basis for decision‐making to propel metropolitan regions into the knowledge economy. We outline both case‐specific and generic implications for the practice of regional knowledge management. However, a few methodological shortcomings still call for further research to be conducted.  相似文献

本文依据第一手调查数据资料,运用基于现代统计软件SPSS的统计分析法,以南京市为例,研究了大城市居民对城郊乡村旅游地的感知情况,并进一步探讨了感知在人口学特征方面的差异性、总体印象与各要素评价之间的相关关系,在此基础上,对总体印象进行了回归分析,以探寻它与各要素评价之间的具体关系。结果表明,有关城郊乡村旅游地的感知与评价水平不高,在人口学特征方面的差异性不尽相同,总体印象与各具体要素评价之间存在着显著的正相关关系,其中,乡村风光、餐饮、旅游服务和住宿四个方面的感知评价对总体印象影响较大。  相似文献
