In the second half of nineteenth century, a small transnational British and foreign community grew up in the treaty ports scattered along China’s coast, a community literally caught between the great inner Asian empire of the Manchu Qing and British-dominated informal empire in Asia. Although scholars often contend that few major developments occurred in the foreign sector of the treaty port world until the very end of the nineteenth century, this article joins recent revisionist scholarship seeking to better understand the growth of this transnational treaty port community through a study of the Shanghai Municipal Council’s local post office in the context of informal empire prior to the rise of muscular Chinese nationalism in the early twentieth century.As an institutional history of the virtually unknown local post office, this article is a study of the decades-long process by which the foreign settler community of Shanghai slowly built up the administrative capacity, trading networks and communications infrastructure of informal empire and semi-colonial order in the nineteenth-century treaty ports. The history of the local post office is largely unknown not because of its insignificance, but because we have not paid enough attention to the institutions that facilitated the emergence of transnational expatriate and settler communities throughout the world of British informal empire and the global and local influences that shaped them. 相似文献

ABSTRACT. Historians and social scientists have typically assumed a conflictual or exploitative relationship between empire and ethnicity. On the one hand, empire might be seen (as perhaps Ernest Gellner saw it in Nations and Nationalism) as a superstructure of coercion to which a group of ethnic units were subject. On the other (according to an influential view), empire fabricated ethnicities (tribes or castes) to divide and rule. This article suggests that both of these views are too crude. In the British case at least (and in the modern history of empire, no generalisation that excludes the British case has much value), ‘imperial ethnicity’ was a much more subtle phenomenon. It existed ‘at home’ as one element in a more complex identity. It was a powerful force in British settler societies, where an indigenous identity could not be imagined. And, perhaps surprisingly, it was deeply attractive to some colonial elites in Asia and Africa – at least for a time. 相似文献

This article sheds new light on the economic globalization in Europe and Asia from the late nineteenth to the early twentieth centuries, with a special focus on the role of bilateral commercial treaties and import tariffs. Countries concluded a number of treaties in those days, and they came to form an extensive ‘conventional-tariff network’. This mechanism contributed to the stabilization of international economic-political space by facilitating reciprocal tariff concessions. The extent of this conventional-tariff network was both temporally and geographically larger than has been assumed. First, as the recent scholarship has shown, the network, which emerged in the 1860s, survived the political turbulence of the 1890s and spanned Central European countries such as Germany and Italy by the early 1910s. Second, the network spread outside Europe and reached East Asia by the 1910s, when Japan renegotiated its commercial treaties and became a new member of the network. The network embodied so strong a mechanism of self-maintenance based on the coordination of economic interests that it was resilient to a major political shock such as the First World War. While the tariff systems in Europe and in East Asia around 1900 have been separately discussed in the literature, this paper focuses on the treaty partnership between these two areas to show how the mechanism of the conventional-tariff network enabled the countries to cooperate for mutual concessions on international trade. 相似文献

Japan has a national interest in the South China Sea issue. Although its direct commitment is ultimately limited in a material sense due to a lack of military capabilities, as well as political and constitutional constraints on the Self-Defense Force, Japan has maintained its firm stance to uphold international maritime rules and norms, and nurtured strong diplomatic relations and conducted maritime capacity-building programs with the South-East Asian states, as well as the Association of Southeast Asian Nations. These actions contribute to consolidating the rule of law at sea and provide those claimant states an opportunity to withstand pressures from China. Given the Trump administration’s unclear South China Sea policy and South-East Asia’s strategic uncertainty, Japan is becoming a key player in maintaining regional maritime stability in East Asia through diplomacy. 相似文献

AbstractThis article examines the ways in which national identity was articulated by intellectuals in Japan, China and Taiwan in the first half of the twentieth century as a first step to reviewing the standard western-centric and diffusionist account of nationalism. Conventional accounts of nationalism regard nationalism as intrinsically European, rooted in developments such as the Enlightenment and the Westphalian system of states, and consider non-western cases as examples of diffusion from the “centre” to the “periphery”. Even though the discourse of the nation and national identity produced by East Asian intellectuals in the early twentieth century was shaped by social and political theories developed in the West, their frequent use of civilisational referents suggests that they were subjectively engaged with a project of self-definition that drew on their own sources, which undermines diffusionist assumptions. The article briefly examines the discourse of national identity articulated by the Kyoto School of philosophy, Sun Yat-sen and Tsai Pei-huo as the first step in exploring the possibility of multiple origins of nationalism. 相似文献

This article examines Japan’s role conception in its multilateral commitments to the Asia-Pacific after the global financial crisis in 2008. The Hatoyama government launched an East Asian Community initiative, which aimed to assume a kingmaker role in creating a new order in East Asia. However, the East Asian Community initiative did not develop due to stress on self-reliance and distance from partnership with the USA. The Abe government sought to play a dual role in its major multilateral commitments. On the one hand, the government sought to play a follower role in enhancing the position of the East Asia Summit with an eye to consolidating the US-based institutional framework. On the other, Abe’s new multilateral initiative of the Free and Open Indo-Pacific represented Japan’s kingmaker role in maintaining a free and open maritime regime, and to keep a liberal and open economic regime under the emergence of the Trump administration. 相似文献

This article examines the economic and political impact of the Second World War upon a small outpost of Britain’s informal empire. It analyses the multiple ways in which the economy, trade and governance of the Trucial Coast were disrupted, disturbed and challenged by the exceptional circumstances of the war. In response to these circumstances, a variety of emergency arrangements were introduced, resulting in an unprecedented degree of involvement of outsiders and foreign agencies in the management of the local economy. The transformation of Britain’s traditional policy of non-interference in the internal affairs of the Trucial Coast is traced back to the exigencies of wartime conditions. 相似文献

Two Taiwan-based economists estimate the technology content of exports by the machinebuilding industry of the East Asia region during 2004-2008, using comparative analysis to clarify changes in the relative competitiveness of four East Asian nations (China, Japan, South Korea, and Taiwan) accompanying the formation of a regional trading bloc and production networks. In particular, they examine the technology content of these countries' machinebuilding sub-industries' exports within the Southeast Asian market (documenting the rise of the machinebuilding industry in China) as well as the penetration of Japanese, South Korean, and Taiwanese sub-industries into China's market. The results point to areas of emerging competition among China, South Korea, Japan, and Taiwan for East Asian markets, which can only be expected to intensify in the future. ABSTRACT The rediscovery of the Selden Map of China (MS Selden Supra 105) in the Bodleian Library in 2008 provides an opportunity to reassess the history of Chinese cartography and debates about maritime dimensions of the Ming Empire. The map depicts a network of Chinese shipping routes, reaching from Japan to Aceh, Sumatra, and suggests previously unknown map-making techniques. In this article I draw attention to the map's unique components, notably its portrayal of shipping routes and vegetation, consider its sources, and suggest a possible patron and location of composition. 相似文献

ABSTRACTThe papers of Malkam Khān (1833–1908), Iranian ambassador in London from 1872 to 1889, a staunch supporter of Iranian state modernization and a scholar, include an often-overlooked map of the Iran–Afghanistan border dating to 1883. Mirzā Mohammad-Rezā Tabrizi compiled this exceptional piece of nineteenth-century Iranian cartography. The map is an illustration of how quickly the Qajar administration was able to emulate European cartographical discourses to protect its own interests in the context of the so-called ‘Great Game’, that is, the often confrontational Russo–British relations over the control of Central Asia and Afghanistan in the nineteenth century. In this article we show that Iranian officials had developed a much more substantial articulation between cartography and statecraft than is conveyed by the stereotypes in nineteenth-century Western literature, when the capacity of local players to use counter-mapping to their own advantage was often underestimated by European agents. Mirzā Mohammad-Rezā Tabrizi’s map of Sistān exemplifies how the apparently all-powerful Western science that seemingly supported nineteenth-century imperial expansion was rarely left unchallenged locally. The genealogy and circulation of the map also reflects how overly simplistic the postulation of a polarization of ‘Western’ knowledge and ‘Eastern’ attempts at safeguarding local sovereignty can be. 相似文献
