Abstract

Scholars of political economy have been debating the role of the Korean state in the economic development of the country, as the characteristics of a developmental state, a neoliberal state and/or a welfare state have appeared simultaneously in the various governments’ policies since the 1990s. This paper argues that although the nature, degree and extent of government intervention has varied from administration to administration, the basic stance of a developmental state has been retained while neoliberal and welfare policies have been used concurrently to further economic and social development. This coexistence of contradictory approaches reflecting alternative market economic systems was the product of a combination of government policies that has for the past 20 years provided the Korean government with the ability to deploy flexible policy mixes in response to changes in the political and economic environment and to maximise the outcomes of developmental policies.  相似文献

Abstract

Public folklore’s dialogic engagement with communities incorporates methodologies for sharing representational and interpretive authority, collaborative programme development, mutually constructed modes of presentation and stakeholder participation in policy-making. While recognising that heritage interventions inevitably involve power asymmetries, public folklore seeks to mitigate and diminish these imbalances as it develops approaches to enable communities to present their culture on their own terms. This paper explores dialogic public folklore practice through community self-documentation projects, folklife festivals, government folk arts funding programmes and a project promoting places of local cultural significance. It provides examples of the integration of multiple roles of public folklorists as scholars, administrators, producers of folklore presentations and government heritage officers. Public folklore praxis achieved through the integration of these roles is seen as a potential model for critical heritage studies praxis for scholars who are advisors and researchers in intangible cultural heritage (ICH) initiatives. Critical heritage scholars involved with ICH can learn from how public folklorists engage with communities and foster cultural self-determination. For public folklorists, collaboration and increased dialogue with critical heritage scholars could foster greater awareness of hegemonic discourses, reconceptualisation of the social base of ICH and recognition of the pitfalls of fostering economic development through heritage.  相似文献

Abstract

Over the last two decades and particularly in the last 10 years, Chinese investment in Mongolia has skyrocketed, with the vast majority of the country’s exports now flowing to China. As foreign investment has grown in Mongolia, particularly in the mining sector, apprehension circulates about the extension and meaning of increased Chinese power. We argue that contemporary anxieties about China’s economic influence in Mongolia go beyond recent and contemporary political economic issues and are tied to memories of the Qing Dynasty. Controversies surrounding Mongolia’s flagship mine, the Oyu Tolgoi copper–gold mine in South Gobi province, demonstrate how even non-Chinese foreign mining operations are intertwined with Mongolia’s past and future relationships with China. Rather than acting simply as resource nationalists, the people and government of Mongolia often see contemporary Chinese economic power through a historical lens, with fears of declining sovereignty and becoming Chinese through control over land and resources. This paper draws on fieldwork conducted by the authors in Mongolia from 2009 to 2015 and contributes to discussions about fears of Chinese influence, extractive industry development, and resource nationalism in Mongolia.  相似文献

ABSTRACT

Private sector actors are often viewed as a part of the outcome for an economic development project. The assumption, however, ignores the early role of the private sector in marketing places for firm recruitment. Through a study of two recruitment projects in Rutherford County, North Carolina, I examine the points of entry of private sector actors in the place marketing process. Data gathered from interviews and primary sources reveal that the private sector is actively leading the recruitment of firms and the marketing of places. This paper shows how private sector actors produce knowledge about places, market a place within their own interests, and shape a government’s agenda through their involvement in place marketing. Examining economic development actors as active place-makers reveals how, through place marketing processes, these actors incorporate their own interests in the construction of place.  相似文献

ABSTRACT

After the Korean War, both the autocratic and later democratic South Korean governments actively fostered the development of Korea’s arts sector, in part by emulating the organizational and legal structures of U.S. nonprofits. Yet, in this policy transfer, Korea has taken a different path, notably rearticulating the U.S.-style hands-off facilitation model to reflect and accommodate Korean political, institutional, and cultural exigencies. We analyze the effects of the resulting cultural policy on Korean public arts institutions, using documentary evidence and narratives from our case studies of two national arts organizations restructured by the government: The National Theater Company of Korea and the Seoul Arts Center. We employ the concept of cultural statism, conditioned by "culture as glorification," resource dependence, and path dependence, to understand the development of Korea’s public arts sector. Specifically, we consider: the government’s desire to use the arts to enhance its image on an international stage shaped by western liberal democratic values; arts leaders’ desire for reliable support (resource dependence); and the tendancy of Koreans to want to be associated with the stability and prestige of the government (path dependence).  相似文献

The power tiller was central to the modernization of agricultural practices in East Asia during the latter part of the twentieth century. The small-scale, two-wheeled, walking-type power tiller was adapted from the European garden tractors by Japanese farmer-inventors in the 1920s, and then imported to South Korea in the early 1960s. This article traces the global technology circuit for power tillers, as well as their troublesome entry into the South Korean socioeconomic landscape in the 1960s and 1970s. Once the South Korean manufacturing industry for power tillers established itself, the agricultural machine was embroiled in a controversial political debate over landownership structures, which had profound implications for the very place of agriculture in modern South Korea. In the process of this extended debate, the social meaning of the power tiller itself went through significant change.  相似文献

ABSTRACT

This article examines the two distinct historical policy paths taken by the South Korean government in the late twentieth century towards the democratization of museums. One was based on the creation of a museological public sphere as an extension of the political democratization movement of the 1980s. This demonstrated the potential to become a valuable component of the wider incipient national public sphere within which civic subjects could discuss their individual and collective historical memories. However, despite this potential, a museological public sphere failed to influence the general trajectory of national policy regarding the democratization of museums that had been in development since the early 1980s. This other policy path towards cultural democratization was triggered by the award of the Seoul Olympics in 1981. It was based on public participation and entitled the ‘cultural Olympics’. An important strategy of the cultural Olympics was the construction of a new institutional infrastructure to expand the public right to enjoy culture. This path facilitated an increasing entanglement with neoliberalism in 1990s. Finally, the 1997 IMF crisis furthered the association between a superficial idea of democratization through institutional expansion and the practices of neoliberalism, a trend which continues within South Korean museum policy today.  相似文献

Abstract

In the 2000s, contemporary art institutions have flourished in Istanbul. New museums (mostly private) and art galleries have been created; biennials and fairs of contemporary art have attracted a growing number of visitors. To what extent could this fostering of culture be linked with the “Bilbao effect”? To what extent are the promoters of these cultural investments betting on economic development and urban regeneration through these projects? Focusing on the Istanbul Modern Art Museum (IM), this article analyses the process of its creation and its potential impact on its environment. It argues that the development of culture investments in modern arts in Turkey is mainly due to the private initiatives of large industrial groups and the wealthiest families, most of the time with political support. More than the expected economic impact of cultural investments, the main reason for these public–private collaborations is the symbolic dimension that contemporary art provides to a country which strives to be perceived as modern, developed and European. From the IM to Istanbul European Capital of Culture 2010, cultural investments are a means of strengthening an international image in the context of the “membership” negotiations between “Turkey and the European Union”.  相似文献

Within these frames, the concept of cultural sustainability tends to be diversely defined and operationalized. Regional economic policy‐makers are increasingly interested in the contribution of creativity to the economic performance of regions and, more generally, in its power to transform the images and identities of places. This has constituted a ‘cultural turn’, of sorts, away from an emphasis on macro‐scale projects and employment schemes, towards an interest in the creative industries, entrepreneurial culture and innovation. This paper discusses how recent discourses of the role of ‘creativity’ in regions have drawn upon, and contributed to, particular forms of neoliberalisation. Its focus is the recent application of a statistical measure — Richard Florida's (2002) ‘creativity index’— to quantify spatial variations in creativity between Australia's regions. Our critique is not of the creativity index per se, but of its role in subsuming creativity within a neoliberal regional economic development discourse. In this discourse, creativity is linked to the primacy of global markets, and is a factor in place competition, attracting footloose capital and ‘creative class’ migrants to struggling regions. Creativity is positioned as a central determinant of regional ‘success’ and forms a remedy for those places, and subjects, that currently ‘lack’ innovation. Our paper critiques these interpretations, and concludes by suggesting that neoliberal discourses ignore the varied ways in which ‘alternative creativities’ might underpin other articulations of the future of Australia's regions.  相似文献

Abstract

This paper examines the dramatic events of ‘I Quindici Giorni di Scanzano’, the vast popular uprising in Basilicata in November 2003 that thwarted a government decree to create a consolidated national nuclear waste dump at Scanzano Jonico. The struggle cut across lines of locality, age, social class and political affiliation, mobilizing the populace with various symbols, including references to brigandage, postwar struggles for land, and the Madonna of Loreto. Solidarity for the protest came from all quarters of the South, especially the neighboring regions of Apulia and Calabria. Although government representatives and some of the media portrayed the Lucanians in recognizably anti-Southern tropes of ‘uncivicness’, this paper argues that this remarkable moment in Basilicata's history created a new sense of public identity and action that in many ways reflected recent intellectual discourses on the South.  相似文献

ABSTRACT

This article is a comparative study of the cultural policies of North Korea (DPRK) and South Korea (ROK) in the 1960s and 1970s, specifically concerning the disciple of music. In this period, both South and North Korean regimes demonstrated similar conceptualisations of ‘national music’, harmonising Korean traditional music with western musical styles, but the end result differed in the two regimes. The DPRK developed national music through a homogenised musical style by assimilating Korean folk music with a western musical style while excluding traditional court music, with drastic modifications to traditional instruments and musical forms. In contrast, the ROK’s policy on establishing national music resulted in a combination of traditional court music for the ruling class and western classical music, indicating elitism. Particularly, this article argues that these distinct features of their national music were the result of differences in the strength and interest of government officials between the regimes.  相似文献

Abstract

Applied to contemporary Western clothing as part of the new cultural turn in textile history, anthropology provides unique insights into the relationship between commerce and culture; into the symbolic and social processes that influence the market; and into the ways capitalism functions as a cultural system, not just as a purely economic one. This paper takes an anthropological approach to children's clothing and the changing consumer culture of childhood in Britain in the mid-twentieth century, seen through a particular company (Pasolds Ltd.), their Ladybird symbol and its associated popular culture, and an iconic garment, the Ladybird dressing gown. It provides a case study in a field and period dominated to date by studies of American children's garments and material culture and focuses on the production, advertising and indirect marketing of children's clothing through public culture, from the producer's point of view, a perspective hitherto generally overlooked in work on children's clothes and consumer culture in the mid-twentieth century.  相似文献

ABSTRACT

In the light of growing inequality globally, it is important to consider how to make tourism, one of the world's largest industries, more inclusive. This concern is set in the context of, first, the growing use of tourism as a tool for social integration in Europe, not least in relation to making refugees welcome, and second, new expectations in the sustainable development goals (SDGs) that development should be inclusive and that the Global North and the private sector will take more responsibility for this. We provide a definition and suggest elements of an analytical framework for inclusive tourism, and note where inclusive tourism sits in relation to other terms that engage with the social and economic development potentials of tourism. Elements of inclusive tourism are illustrated with reference to a range of examples from around the world. This illustrates how marginalized people might be ethically and beneficially included in the production and consumption of tourism. However, it also demonstrates how formidable the challenges are to achieve substantial social change through inclusive tourism given constraints both within the sector and in the wider political economy.  相似文献

Conventional approaches to development in areas that are experiencing economic decline invariably focus on business growth through interventions such as incentives, infrastructure development and job readiness training. This paper reports on a pilot project aimed at developing an alternative approach to community and economic development in the context of the Latrobe Valley, Victoria, a resource region that has experienced downsizing and privatisation of its major employer, the state‐owned power industry. The project was shaped by a poststructuralist concern with the effects of representation. It sought to challenge familiar understandings of disadvantaged areas, the economy, community and the research process in order to open up new ways of addressing social and economic issues. The resulting four‐stage research project was informed by the techniques of asset‐based community development and action research, as well as by discourses of the diverse economy and communities of difference. During the two‐year span of the project, four community enterprises were developed. The varying degrees of success they have met with in the four years since the project concluded highlight the critical role of local agencies such as the council in providing ongoing support for such endeavours.  相似文献

This article focuses on the public movement education practices of a group of middle-class, Korean dance instructors at the Korea Laban Movement Institute (KLMI), a recently established civil institution in Seoul, South Korea. The KLMI classes promote self-directed and well-rounded Korean bodies through student-centered and egalitarian movement instruction. In recent years, these classes received public funds from the culture and arts foundations supported by the state’s cultural policies, as well as attention from Korean public media. This research introduces the public movement education practices that have aligned well with the state’s early twenty-first century cultural policies by making culture and arts education more accessible to the average Korean. In addition, the study shows the broader impact of KLMI’s public movement education practices, which have merged into the political and social landscapes of contemporary South Korea.  相似文献

This paper analyses the policy dilemma of South Korea’s Lee Myung-bak government regarding the greenhouse gas Emissions Trading Scheme (ETS), the cornerstone of the government’s Low Carbon Green Growth (GG) policy. The paper analyses policy governance, with a focus on the deliberative nature of the policy process. The ETS was promoted as a way to overcome certain international, political and socioeconomic challenges facing the government, yet the process of its establishment featured severe confrontations between the stakeholders (industrialists and environmentalists), and a lack of effort on the part of the government to pursue deliberation with them, resulting in a significant policy dilemma. The government reacted passively at first, and later responded with a symbolic decision that failed to pursue deliberative processes and exacerbated the situation. This paper addresses the theoretical and policy implications of this policy process by identifying the mechanism that created the policy dilemma. The reliability and validity of the study are substantiated through a multi-strategy approach, including a review of the literature and an in-depth interview with a government economic official.  相似文献

ABSTRACT

The 2014 United Nations Commission of Inquiry on Human Rights in North Korea (UN COI) had a decisive impact on South Korea’s approach to North Korea’s human rights abuses in the several years following its release. This article interprets moves within South Korea to support the UN COI’s recommendations as taken in the interests of ontological security, or a stable sense of identity, which has also driven the state’s broader initiatives on image management and nation branding. It extends the boundaries of nation-branding research by considering why and how a state may adopt policies that enhance its moral visibility and reputation in world affairs. It considers how a positive reputation is enhanced by demonstrating good international citizenship, promoting the visibility of state identity parameters beyond its culture and core industries. This article interprets the South Korean government’s efforts to act on North Korean human rights following the UN COI, as well as the significance of being seen to be doing so at home and abroad as security-giving behaviour asserting its moral authority in relation to North Korea. It explores how a longstanding policy of relative silence on North Korea’s human rights record acceded to identity-driven pressures arising from the UN COI and influencing South Korea’s international image-management strategy between 2014 and 2017.  相似文献
