The agreement on an international biosafety treaty in January 2000 marks an important achievement in reconciling trade and environmental interests. The Cartagena Protocol on Biosafety strengthens the right of importing nations to reject shipments of genetically modified organisms on grounds of environmental safety or risks to human health. Crucially, it acknowledges the precautionary principle within its environmental risk assessment procedure. However, the political compromise that led to the adoption of the Protocol failed to resolve several contentious issues including labelling, liability, and the relationship between the biosafety regime and the international trade order. This article traces the history of biosafety negotiations, analyses the Cartagena Protocol and assesses the future biosafety agenda.  相似文献

The close link between scientific knowledge, learning, and beliefs is particularly relevant in environmental policymaking and the interaction of environmental with economic development‐focused policies. This article contributes to a more refined understanding of the links among scientific knowledge, belief changes, and the move from a collaborative to an adversarial policy subsystem within the Advocacy Coalition Framework. It analyzes the process of drafting and negotiating the biofuels aspects of the European Renewable Energy Directive, which was dominated by political disagreements between two advocacy coalitions. Their initial agreement on increasing the share of renewable energies in transport turned into conflict after new scientific evidence emerged on the negative environmental and climate change impacts of crop‐based biofuels. The environmental coalition changed its empirical policy beliefs to reflect normative policy beliefs on environmental protection. This change in empirical policy beliefs uncovered a pre‐existing conflict with the normative policy beliefs of the economic development‐focused coalition. As a consequence, the collaborative policy subsystem shifted to an adversarial policy subsystem.  相似文献

High levels of conflict among coalitions in a policy process are often attributed to belief divergence and may lead to policy gridlock. Thus, reducing belief divergence may facilitate negotiation and open the door for policy change. Beliefs are notoriously difficult to change, however, especially in high-conflict settings. Collaborative governance has been touted as one method for mitigating conflict to a level where negotiation is possible by means including but not limited to belief change. This study investigates the relationship between belief divergence as a driver of policy conflict and collaborative governance as a conflict mitigation tool by analyzing the beliefs of two opposing coalitions as they participate in a decade-long collaborative environmental governance process that ended in negotiated agreement. Using longitudinal survey and interview data, we find that coalitions' beliefs diverge more at a later point in the process, due primarily to the reinforcement and strengthening of one coalition's beliefs; however, we also identify aspects of the collaborative process that helped foster negotiated agreement amidst this growing belief divergence. These findings can inform scholarship on conflict mitigation in environmental governance as well as the design of more effective collaborative processes in high-conflict settings.  相似文献

According to the theory of conventions, food value chains (FVCs) involve a complex array of actors who share an agreement about the qualities embodied in their particular foodstuff. Nevertheless, that agreement is continuously challenged by changes in consumer markets. Therefore, I argue that FVCs able to adapt those qualities to new trends will perform better than FVCs whose commitment to certain qualities leads to a misunderstanding between producers and consumers. The organization of the chain itself, the values of national regulatory frameworks, and the goals of the national innovation system are discussed as factors that shape an FVCs' ability to re‐arrange that core agreement. By using professional reports, statistical records and personal interviews, this article focuses on two FVCs that have experienced contrasting trajectories in recent decades in the Spanish market: the wine industry located in the region of Castile and Leon (Spain) and the Norwegian salted cod industry. The growing wine FVC has achieved a successful agreement about a set of qualities linked to nature, tradition, and place, all of them guaranteed by the reputation of the Designation of Origin (DO) system. In contrast, the salted cod FVC is losing its market share because its main actors are failing to properly communicate the key qualities of environmental sustainability and artisanal cod production to concerned Spanish consumers, as well as in the adoption of the place‐related attributes that still shape consumer preferences in Spain.  相似文献

It has been a feature of the past 30 years or so that individual sovereign states have been increasingly willing to partially set aside their own interests in favour of international treaties on pollution control and wildlife protection. It is the political will of the government signatories to such agreements that is the key to successful implementation as that political will provides the legitimate enforceable authority that is necessary to ensure compliance. This paper examines a trilateral agreement made by the Governments of Denmark, Germany and Holland for the protection and management of the Wadden Sea—one of Europe's most important wildlife sites. The examination of that agreement explores the key mechanisms used for its implementation and, in the case of the Wadden Sea, those mechanisms include the operation of key European Union environmental Directives. The paper finds major differences in approach and application of the Birds, Habitats and Environmental Impact Assessment Directives across the Wadden Sea region and argues that these differences undermine the trilateral agreements made by the three governments.  相似文献

Regional Forest Agreements (RFAs) are the latest institutional response to conflict over the allocation, use and management of forests in Australia. RFAs involve a process of resource assessment leading to a long-term agreement between federal and state governments. This paper examines the approach to assessment being used in RFAs with reference to the literature on the practice of resource and environmental assessment and the changing shape of intergovernmental relations in Australia. It concludes that RFAs have not succeeded in resolving conflict over forestry, as was intended, but have successfully managed forest politics, both between governments and in the broader policy community.  相似文献

Kruger Incorporated purchased the aging pulp and paper mill in Corner Brook in 1984, armed with a federal-provincial modernization agreement and a pattern-breaking contract with the mill unions. It is argued that changes made in the decade since then correspond most closely with a form of lean production. Six elements of lean production are found at Corner Brook: tighter coordination of production and automation; a continued concentration on core activities; the farming out of ancillary activities; shrinking and segmentation of the workforce; environmental compliance, increasing technical efficiency; and the co-opting of the workforce into the mission of the firm.  相似文献

While acknowledging advances in legal recognition of Indigenous rights, much of the research literature positions negotiated agreements between Indigenous peoples and corporations simply as ‘neoliberal technology’ that gives the appearance of Indigenous consent while allowing exploitation to continue. This analysis is flawed in considering agreements as discrete, stand-alone phenomena. It ignores the possibility that Indigenous peoples may use agreements as part of broader strategies to achieve control over extractive industry activity and to secure a share of ‘development’ benefits — strategies that involve selective engagement with the state. This article supports its argument by locating an agreement between the Chilean lithium mining company, Albemarle, and the Council of Atacameño Peoples within a broad and sustained strategy by Atacameño people to address the negative impacts of mining in the Salar de Atacama, Chile, while securing its economic benefits. This strategy includes using the agreement to voice Atacameño territorial claims and environmental concerns to the state, and to insist that the state lives up to its responsibilities. The analysis leads to a fuller appreciation of the agency exercised by Indigenous peoples in dealing with the sustained expansion of extractive activity on their territories, and a more nuanced understanding of negotiated agreements between Indigenous peoples and mining corporations and between Indigenous people and the state.  相似文献

The declaration of the ‘United Nations Decade of Education for Sustainable Development’ (ESD), Resolution 57/254, February 2003, provides the best yet occasion for higher education institutions (HEIs) to ‘green’ their curricula. The idea for the Decade emerges from a progression of high-level international conferences, beginning with Stockholm, 1972, that have seen ESD thinking move from general statements of intent to increasingly detailed specifications for action. There has also been a growth in awareness that the changes to the curriculum for sustainable development must suffuse all areas of education provision. They cannot be restricted to the environmental disciplines or ‘ecoliteracy’ modules or even to the classroom, but must be demonstrated by the whole of an HEI's approach to the world. Obstacles to implementation include: funding and perverse subsidies, departmental and disciplinary barriers, ivory-tower traditions in teaching that externalize and objectify the subjects studied and persistence of the obsolete mind-sets of the ‘industrial age’. These barriers may mean that change in HEIs will have to be driven by external processes, such as the transformation of primary and secondary education where the fragmentation of knowledge is less entrenched. However, there now seems to be growing agreement that HEIs should equip all their students with ‘environmental literacy’ and that sustainability should be central to concerns both in HEI curricula and in operational practice.  相似文献

Neither the United Nations Framework Convention on Climate Change (UNFCCC) nor the Kyoto Protocol include a satisfying mechanism for reducing the substantial emissions from deforestation which are responsible for about a quarter of global greenhouse gas emissions. It is acknowledged that planting forests, for example through afforestation and reforestation in the Clean Development Mechanism, clearly provides an opportunity to sequester carbon in vegetation and soils. However, it takes decades to restore carbon stocks that have been lost as a result of land-use changes. Reducing the rate of deforestation is the only effective way to reduce carbon losses from forest ecosystems. As negotiations on a post-Kyoto agreement have already started the authors argue that a complete and fair post-Kyoto regime will have to expand existing regulations by creating a framework to encompass all land-use and forest-related changes in carbon stocks. Developing countries administer the majority of the world's environmental resources and provide a vital global public good by maintaining environmental assets. However, with increasing pressure on development and the use of resources, developing countries can hardly be expected to provide these services free. Therefore, they will have to be integrated into a more comprehensive incentive framework which also rewards forestry conservation, sustainable forest management and afforestation. The authors discuss how an incentive system for the protection of forests can be included in a future climate regime. Different design choices are considered and two recent approaches to reward developing countries that avoid further deforestation are compared: the 'compensated reduction of deforestation' approach and the Carbon Stock Approach.  相似文献

This article analyzes factors affecting countries' commitment to mitigating global climate change within the scope of existing international institutions. The commitment level is operationalized as an ordinal variable ranging from an agreement with the international institutions (signature and ratification of the Framework Convention on Climate Change) to the actual implementation of the internationally negotiated modes of behavior (enactment of domestic environmental policies). A theoretical model of governments' decisionmaking is presented and tested for 91 countries at different levels of economic development with different domestic institutions. A given national government selects its commitment level depending on its incentives and ability to affect global emissions of greenhouse gases (GHG). An ordered logistic regression model is employed to analyze the factors affecting the levels of national commitment. Empirical analysis suggests that national commitment is significantly affected by the national government's incentives and the ability to affect the global level of GHG emissions, impacted more by the incentives than by the ability, and not affected by the aggregate levels of economic benefits.  相似文献

In 1817, Great Britain and the United States concluded the Rush–Bagot Agreement to prevent a naval arms race on the Great Lakes. Despite frequent transgressions to the agreement, by the 1920s, the agreement was heralded internationally as a model to emulate. The predominant scholarly focus on the agreement in the nineteenth century fails to explain why a broken agreement in one century was praiseworthy in the next. This article argues that the twentieth-century narrative of the agreement is of critical important to explaining the agreement’s impact on Canada–US relations. Through the lens of three stages of Canadian political leadership, this article demonstrates that the Rush-Bagot Agreement shifted from a rigid compact to a symbolic agreement that not only reflected but aided the transition toward one of the most unique security relationships. The article concludes that this extant agreement reinforces the prevalent notion of the “undefended border” in Canada–US relations.  相似文献

The effects of biodegradation and heating on the stable carbon, nitrogen, hydrogen and oxygen isotope ratios of chitin in arthropods were studied. Chitinous exoskeletons from seven aquatic arthropod species were subjected to anaerobic marine biodegradation in mud, to terrestrial biodegradation in soils, and to thermal degradation under anaerobic and aerobic conditions. The isotope ratios of chromatographically separated D-glucosamine hydrochloride and derivatives from treated and untreated specimens were then compared. Carbon, nitrogen, oxygen and hydrogen stable isotope ratios were all found to be conserved during partial degradation of chitin. Micromorphological comparative studies using scanning electron microscopy (SEM) and transmission electron microscopy (TEM) indicated that no fungal chitin or other contaminants were present in the chitins that were chemically isolated from biodegraded substrates. Our results indicate that it will be possible to use stable isotope ratios of archaeological chitin samples for environmental and climatic reconstructions. An illustration of the utility of this approach comes from the observation that the stable isotope ratios of chitin from crustacean exoskeletons recovered from archaeological sites with ages up to 1400 years bp are in good agreement with measurements on modern crustaceans from similar environments.  相似文献

Dominica is a small island nation in the eastern Caribbean Sea that has long struggled with issues of poverty and development. To improve these conditions, the government formed a preliminary agreement with Venezuela to build a multimillion dollar oil refinery on the island. Some discussion about this proposal took place in local forums, such as radio talk shows, but additional discussion took place online. Internet-based media, including online reproductions of traditional media and new types of media such as interactive discussion forums and weblogs, were used not only to continue the discussion but also to raise awareness among a wider audience. The framework for appealing to such a disparate set of interests both locally and abroad was already in place: the island's ‘nature island’ identity. The project was perceived as a threat to quality and aesthetic appearance of the nature island as well as a threat to the concept of Dominica as the ‘nature island’. This paper examines the role of Dominica's identity at the heart of this perceived threat in the construction of environmental discourses through internet-based media, such as online newspapers with associated discussion forums and blogs.  相似文献

Environmental history is a multidisciplinary enterprise united by shared interests in ecological change and the complex interactions between people and the environment. Its practitioners include expertise in the natural sciences, in history or archaeology, or in political ecology and related social sciences; but there is no agreement on a common agenda and limited success in bridging methodological and epistemological divisions that impede integrative and interdisciplinary research. World-systems history and environmental history also have overlapping interests in long-term change and matters of sustainability. The Mediterranean world sustained agricultural lifeways across some 8000 years, yet its environment has repeatedly been described as degraded, suggesting conceptual confusion between transformation and destruction. This paper is didactic in purpose and uses landscape histories for the Peloponnese and eastern Spain to show that the impact of recurrent, excessive precipitation events and of reduced quality of land cover are difficult to unravel, because they commonly appear to work in tandem. As a result (a) environmental change cannot be assumed or “predicted”, but must be studied inductively by experts with science skills, and (b) cause-and-effect relationships demand an understanding of ecological behavior, for which humanistic insights are indispensable. Social science models highlight systemic relationships from socioeconomic and structural perspectives, but are less suited to deal with the complexity of environmental change or the contingencies exemplified by human resilience. Near Eastern, Greek and Roman agronomic writings offer elite “voices” that speak to cumulative technological change, scientific understanding, and the context of intensification. Rural voices can be heard through ethnography, and in eastern Spain are extended into the past by archaeology and archival research. In the absence of structural constraints, they reveal collective decision-making with respect to a shifting repertoire of agricultural strategies that take into account market opportunities, demographic growth, finite resources and environmental problems. Such adaptability spells resilience, and “good farming” is culturally embedded as a civic responsibility, both in the ethnographic present and in the older, elite agronomic writings. But if the “moral economy” erodes in the wake of food stress, tax extortion, instability, insecurity, or ideological oppression, there is little incentive to pursue long-term strategies, so that behavior focuses on short-term survival. The context for this dialectic of poor versus good ecological management may be structural, but cause-and-effect in the traditional Mediterranean world ultimately depended on ecological and human resilience. Long-term sustainability is similarly non-predictive. It depends on people, rather than social theory.  相似文献

This article shares findings from a participatory assessment study of a community-based environmental monitoring project in the Peruvian Andes. The objective of the project was to generate evidence to support sustainable livelihoods through participatory knowledge generation. With the use of narrative framing, the study retrospectively reconstructs the project's trajectory as perceived by the three stakeholder groups: the community, the researchers, and the implementing NGO. This analysis reveals discrepancies between the stakeholder groups both in their view of the course of events and their understanding of the purpose of the intervention. However, while the storylines depict differing project trajectories, they often agree in terms of long-term goals. The study also uncovers some neglected positive externalities that are of considerable significance to local stakeholders. These include community-to-community knowledge transfer, inter-generational knowledge sharing and ecosystem knowledge revival. The article illustrates how assumptions and expectations about participatory projects are encapsulated in narratives of positive change despite the limited level of agreement among stakeholders about what such a change should comprise. It sheds light on development narratives and their power to shape stakeholders’ perceptions in accordance with their beliefs and priorities. This is of special importance for ecosystem governance projects, which are sensitive to normative differences and subject to competing claims.  相似文献

Changing Perspectives – From the Experimental to the Technological Turn in History and Philosophy of Science. In the 1960s the philosophy of science was transformed through the encounter with the history of science, resulting in a collaborative venture by the name of “History and Philosophy of Science” (HPS). Philosophy of science adopted ever more regularly the format of the case study to reconstruct certain episodes from the history of science, and historians were mostly interested in the production of scientific knowledge. The so‐called “experimental turn” of the 1980s owed to this interaction between philosophy and history. Its guiding question remained quite traditional, however, namely “How do the sciences achieve an agreement between representation and reality?” Only the answers to this question broke with tradition by focusing not on theory but on the role of instruments and experiments. – Roughly 30 years after the experimental turn, another transformative encounter appears to be taking place. HPS is being transformed in the encounter with philosophy of technology. From the point of view of philosophy of technology, the question does not arise whether and how the agreement of mind and world, representation and reality can be achieved. When things are constructed, built or made, human thinking and physical materiality are inseparably intertwined. Instead of seeking to describe a mind‐independent reality, technoscientific researchers are working to acquire and demonstrate capabilities of experimental or predictive control. When science is regarded as a kind of technology, a program of study opens up for epistemology and so do avenues for the historiography of science. History of science might now show how the problems and procedures of the sciences arise from and impinge back upon a world that is itself a product of science and technology. It thereby abandons its traditional HPS niche existence and joins forces with environmental history, history of technology, social, labor, and consumer history.  相似文献

The initial colonization of North America remains a controversial topic. There is widespread agreement that Clovis and related cultures of the Early Paleoindian period (∼11,500–10,500 BP) represent the first well-documented indications of human occupation, but considerable differences of opinion exist regarding the origins of these cultures. Here, we report the results of a study in which data from a continent-wide sample of Early Paleoindian projectile points were analyzed with cladistic methods in order to assess competing models of colonization as well as several alternative explanations for the variation among the points, including adaptation to local environmental circumstances, cultural diffusion, and site type effects. The analyses suggest that a rapidly migrating population produced the Early Paleoindian projectile point assemblages. They also suggest that the population in question is unlikely to have entered North America from either the Isthmus of Panama or the Midatlantic region. According to the analyses, the Early Paleoindians are more likely to have entered North America via either the ice-free corridor between the Laurentide and Cordilleran ice sheets that is hypothesized to have opened around 12,000 BP, or the Northwest Coast.  相似文献

Platt National Park, Oklahoma, was the smallest national park in the United States until it was combined with an adjacent, reservoir-centered recreation site in 1976 to form Chickasaw National Recreation Area. Set aside as Sulphur Springs Reservation by agreement with the Chickasaw Indians in 1902 and designated a national park in 1906, Platt is the only American national park to be demoted since World War II. The story of Platt's creation and demotion reflects the changing mission of the National Park Service (NPS), shifting images of nature and recreation among the American public, and broader social forces that frame park purposes. What started as local boosterism of hydrotherapy in cold mineral springs grew into one of America's most visited national parks by the 1920s. Despite its popularity, Platt lacked both scenic grandeur and political influence; it did not fit prevailing images of wild nature among NPS bureaucrats and the urban elite who formed the core of the environmental movement; it was too small, too humanized, and too ordinary. As images of people embedded in nature have gained wider acceptance in recent decades, would this small, geographically distinctive, and culturally rich “park of the people” have met a similar fate today?  相似文献
