As well as joyous liberation, the aftermath of the American landing on Utah Beach in 1944 brought death and destruction to localities throughout the Manche, the westernmost département of Normandy. This article, which forms part of a larger project on post-war revival and reconstruction, examines how eye witnesses recorded these horrific events and then explores the complex ‘emergency phase’ that involved local civilian labour, migrants from elsewhere in France and prisoners of war in erecting temporary accommodation, and removing mines and other explosives. Parallel with these manual tasks came claims for compensation and preparation of plans for rationalizing and rebuilding war-torn towns, villages and farmsteads. Shortages of building materials, appropriate labour and sufficient funds prolonged the process. Now, the scars of destruction have healed, the emergency phase is largely forgotten, and the legacy of post-war reconstruction in the landscape of Normandy is simply taken for granted by most residents and tourists.

ABSTRACT

“Provost Marshall General does not concur in the construction of outdoor dance floors at Monticello Internment Camp … Outdoor dance floors would be of no use at an internment camp,” the brigadier general responded to the chief of engineers in 1943. Camp Monticello, located in southeast Arkansas, was an Italian prisoner of war camp constructed according to a set of standardized building plans. Despite the brigadier general’s insistence that Camp Monticello “conform as far as possible to the standard plan,” archaeological research that combines archival research with a metal detector survey shows that the plans were influenced by local politics, access to materials, environmental conditions, and the everyday activities of the prisoners of war.

Abstract

The demands and effects of warfare have not been one of the traditional concerns of historians of early modern English towns. This essay looks at the way in which the townsmen of York, Hull and Beverley responded to the demands of war. It explores the level of urban involvement in the king's wars, mainly but not exclusively against the Scots, and the way in which the pressure of war acted to transform relations within towns and relations between towns and their neighbours. In a period when towns were experiencing rapid economic, social and religious change, war provided one means of renegotiating power relations and allowed urban elites to expand their authority, through partnership with the Crown, vis-à-vis their fellow citizens and non-urban elites. The balance between profiting from war and being ruined by its demands was a fine one, however, exemplified by the experience of Hull in the 1540s.

In 1943, the British Colonial Office initiated a far-reaching process of arrangements to prepare plans for detailed reconstruction in the territories subject to British control. Reconstruction as a concept, a tendency and an action plan was basically directed at building and constructing that which had been destroyed in the war, based on a plan thought out in advance. This article explores the struggle between the British plan for the reconstruction of Mandatory Palestine and the Jewish interpretation that the main aim of their steps is to implement the White Paper policy of May 1939. After six months of confrontation, the British intention to promote economic steps while presenting them as separate from the political tension over Palestine's political future and the Jewish-Arab confrontation proved to be a false assumption.

The image of Lower Normandy evoked by the sixtieth anniversary of D-Day was essentially that of a land scarred by invasion and destruction, making a heavy sacrifice for the liberation of Europe. Beaches, monuments, war cemeteries and museums help structure the process of remembering, but the restoration of farmland and the rebuilding of towns, villages and farmsteads are largely ignored. The spatial complexity of destruction and the frustrations of the emergency phase are revealed through archival records, with a labour force having to be assembled, explosives made safe, ruins cleared and shelter provided. Cooperation formed an essential element in the planning and rebuilding of towns and rural places; material improvement figured prominently in all these schemes. Permanent reconstruction began slowly in the late 1940s, gathered pace in the early 1950s, and reached conclusion in the early 1960s. Nonetheless, many who suffered material loss endured a decade or more in huts or overcrowded accommodation. A message of recovery and renaissance may be detected in the landscapes of Lower Normandy that is profoundly different from the battles, beaches and destruction conveyed by publications and the media.

Regional inequity has been an important national issue in most industrial societies. Measures to reduce inequity usually include the location of more industries in rural and small-town areas. The USSR has always possessed a strong ideologically based concern for regional inequity, but it was not until the 1960's that the matter was given serious attention. The last three five-year plans have called for more industry in small towns and rural villages. Life in these areas is to be made more attractive, labor resources more fully utilized, local economies improved, and the out- migration of people reduced. However, there are obvious barriers to industrialization in rural and small-town areas, and as in most industrial nations, the reduction of regional inequity is a slow and difficult process.

This study was focused on war-time childhood. The target period covers the war years 1939–1945 and the years of post-war reconstruction. The research was based on memories of 13 participants who lived in the countryside in northern Finland during the Second World War. The purpose of the study was to find out what children's everyday life was like during the war. According to the results, children did play regardless of the war situation. Children also participated in household work actively. By highlighting children's experiences and perspectives, this study provided important information about children's survival during war time. The study also helps understanding the effects of wars from children's point of view.

In the summer of 1948, following over six months of clashes, the Palestinian village of Ijzim was captured by Israeli troops and its inhabitants were uprooted and dispersed throughout the Middle East. Ijzim was one of roughly 400 Palestinian villages and towns that were depopulated during the 1948 war in Palestine. The combination of information gathered from Israeli army documents and the refugees' oral accounts, collected in Israel, Jordan and the Occupied Territories of the West Bank, yields a complex picture of the local guerilla fighting and the social conditions that influenced the final consequences. Two main arguments are presented along the historical recounting of the events. The one sets the microcosmos of one village in contrast to the macro picture of the war. The other highlights the uniqueness and contribution of oral histories as sources that reveal facets otherwise missing.

Using dozens of Ottoman maps from the Central Ottoman Archives in Istanbul, the article challenges the prevailing standpoint regarding the historical-geographic process that took place on both sides of the Bay of Acre/haifa during the last decades of the Ottoman period, and led to Haifa’s emergence as one of the most important port towns in the eastern Mediterranean, and concomitantly to Acre’s demise and negligence. To date, the few researchers who have dealt with this process, especially from the viewpoint of Haifa’s local history, have viewed the Ottoman regime as a passive force that did not act to preserve the status or economic strength of Acre, the regional headquarters, the province’s capital city and the region’s most important town for many years. We argue that the central Ottoman government in Istanbul did not perceive the process of Acre’s demise and Haifa’s rise as a deterministic process. Official Ottoman maps drawn at the request of the imperial centre as early as the 1880s show that plans existed to develop Acre and its region. These plans, even if only partially implemented, would have clearly contributed to preserving Acre’s status over Haifa. The Ottomans attempted to preserve the geo-strategic status of Acre and its importance and made plans to upgrade various infrastructures in the town’s vicinity, which might have changed processes related to physical conditions and powerful technological advances. This approach, which is based on the belief in the human ability to confront and deal with deterministic geographic and physical conditions, seems to have been the foundation of Ottoman planning in the case of Acre. The Ottomans’ capacity to implement these plans was very limited, however, and they eventually had to acknowledge this reality. Thus, Acre was reduced to its formal status as the capital of an Ottoman administrative district until the end of the Ottoman rule in Palestine. In a way, its fate was not very different from that of other traditional centres of Ottoman rule along the eastern Mediterranean coast, whose importance diminished at that time, while new centres that were more cosmopolitan and connected to developments overseas came to power.

Small towns account for a significant fraction of the total population in many regions, but there has been a relative lack of research into small towns, with researchers' attention being drawn more to the effects of globalization and technological change on large cities and city regions. Yet, as the effects of globalization have become increasingly imprinted on small towns, transnational grassroots movements have emerged to address the needs, challenges and opportunities of small-town communities. Many of these movements involve partnerships and networks linking the local and international levels. They are often framed in terms of sustainability of their community, with an emphasis on liveability and quality of life. This article places the emergence of cross-border collaborations between small towns in the broader context of shifts from the “first” to the “second modernity”. Through in-depth case studies of movements such as Italy's Slow Food and Slow City movement, Sweden's eco-cities, economic gardening in the US and the creative cities project in Albania, we highlight four sensibilities that have emerged: local, organic and slow food; environmentalism; entrepreneurship and creativity.

The port of Alet (Saint-Malo) plays a key role in models of cross-Channel trade prior to the conquest of Gaul. It is argued here that the bulk of the archaeological evidence from this site may however be more correctly assigned to the decades following the Gallic War, and consequently it is necessary to reassess the nature of the connection between Alet and Hengistbury Head in the first half of the first century BC. the evidence of amphorae and recent work on Armorican pottery, combined with a consideration of the problems of navigation in this region, indicates that a coastal route was preferred to a cross-peninsular journey via Alet; it is suggested that Guernsey may have been an important point on this route, and that Alet and the gulf of Saint-Malo were usually avoided. the evidence presented seems to support Caesar's comment that the Veneti controlled cross-Channel trade at this period.

This article aims to develop the agenda of a grounded, contextual critical geopolitics, with particular emphasis on the interaction between local and hegemonic geopolitics. This is achieved by examining the local reception of the geopolitics of the ‘global war on terror’ (GWOT) in the context of the establishment of US bases on Romanian territory following the 2004 US Global Posture Review. A close reading of this context reveals a complex and ambiguous relationship, simultaneously assertive and subversive, between the GWOT's sui generis, territorially non-specific geopolitics of transit, and Romania's exceptionalist geopolitics of place, significance, and convergence. Not only did the GWOT geopolitics fail to erase local geopolitics, but it also became muddied, contaminated, and inadvertently destroyed by the ‘old’ local geopolitical knowledge. This suggests an understanding of geopolitics as a palimpsest, the product of serial, imperfect, synchronic and diachronic erasures and writings-over that produce geopolitical knowledge of, and in different contexts. In broader conceptual terms, this study highlights the heteroglossia of geopolitical knowledge, the resilience of local geopolitics, and the importance of contextual sensitivity in the pursuit of the normative mission of critical geopolitics.

This article deals with the characteristics of postwar reconstruction in the State of Israel at the end of the 1948 war and during the early 1950s, focusing on the patterns and priorities of reconstruction of society as a whole and the rehabilitation of veteran soldiers in particular. The article addresses the social impact of the rehabilitation of the 1948 war veterans on the emerging Israeli society, including the creation of a social distinction between different sectors undergoing rehabilitation in terms of employment and housing. The article also discusses the social and political protests that accompanied the rehabilitation of the demobilized soldiers who campaigned for recognition and commemoration.

United Nations Security Council Resolution 1325 on ‘Women, peace and security’, passed in 2000, reflects a recent growth in women's peace activism. Women's resistance to violence is widely believed to be a mobilizing factor in both local and international peace movements. This provokes questions around essentialism and violence of concern to feminists: are men inherently territorial and aggressive, and women naturally nurturing and peaceable? Or is the behaviour of both conditioned by particular local configurations of social relations of power? This contribution reviews these questions in the light of the experiences of women's peace organizations. It concludes that essentializing women's roles as wives, mothers and nurses discourages their inclusion as active decision makers in political arenas, as well as overshadowing the needs of other disadvantaged groups. Rather than seeing war as the violation of women by men, we should recognize that men and women are each differently violated by war.

Had the Munich Agreement not forestalled it, the Second World War, or at least a European war, would have begun in 1938. According to arguments in defence of appeasement, Neville Chamberlain and Edouard Daladier bought time and avoided embroiling their countries in a conflict for which they were not prepared. The abundant historiography on Munich, nevertheless, continues to lack a complete picture of the balance of forces at the time. This article seeks to establish which side in the looming conflict was actually best positioned. It examines the likely line-up of belligerents, their respective land, sea and air forces and their war plans and strategies. The French and Czechoslovak armies were a more than even match for the Wehrmacht, it argues. An analysis of the German, Czechoslovak and French plans shows that Hitler's projected offensive was a hazardous enterprise that risked becoming bogged down and opening the Reich to a multi-sided invasion. Czechoslovak army strength and defensive capabilities, too often ignored or glossed over, weighed the scales down materially against German success. This was without even counting, finally, on the potential contributions of Britain and the Soviet Union on the allied side.
