ABSTRACT In Vanuatu, the police force has in recent years been strengthened by foreign government aid. AusAid and NZAid are heavily involved inside the police force, seeking to create ‘good governance’ and to shape Vanuatu's national developments. However, these measures also coincide with some other unexpected developments. Recent cases of violence, and especially of sorcery, have led the police to intervene in a quest for moral order. Police are becoming part of the articulation of new occult understandings of wealth and power. These developments are traced back partly to the history of colonial governance and the idea of righteous violence, but also to current restructurings of the Vanuatu state and growing Christian conceptions of Vanuatu as a holy nation.

Abstract: This paper is an examination of a fact‐finding mission by Canadian grassroots organizations to the Philippines in November 2006, focused on investigating the large number of extra‐judicial killings that have occurred since 2001. The mission accompanied KARAPATAN, a Philippines‐based human rights organization, with hopes that their international status would allow KARAPATAN access to militarized regions otherwise inaccessible to them, and that the international attention brought by Canadians would protect them from military violence. The paper tackles the ethics, politics and potentials of such international human rights solidarity, and both explores and unsettles conventional concerns about the power dynamics of international solidarity by considering the complexity of the positionings of the Canadian observers. These positionings both reproduce and disrupt static stable geographies of the global North/South. In Central Luzon, for instance, the politics and ethics of their status as outsiders was a persistent issue. In Southern Tagalog, however, the Canadian observers could not quite keep their distance, found that they were not as firmly located in their Canadian identities as they might have supposed, and not only observed but experienced the theatrics of state violence.

Following the Asian economic crisis of the late 1990s, some scholars predicted that the introduction of neoliberal ideas and policies would result in the definitive passing of the Korean developmental state. Despite these predictions, Korean state elites have retained their influential position as economic managers by, for instance, practicing a revised form of industrial policy. Neoliberal reform has, however, had significant social implications. Rather than neoliberalism acting as a democratising force that curtails the power of the state, this article illustrates that the Korean state has used the reform agenda to justify an expansion of its powers. The state presented itself as an agent capable of resolving long-standing economic problems, and of defending law and order. By doing so, the state reduced the political space available to non-state actors. The article concludes that for some states, neoliberalism is a means of retaining economic and political influence, and that former developmental states may be particularly adept at co-opting elements of civil society into governing alliances.

ABSTRACT The postcolonial world of Melanesia is made up of diverse experiments, which combine modern and customary technologies of power into new hybrid assemblages. In the 1990s, there occurred a proliferation of landowner companies in rural New Britain. This happened in a context of neoliberalism where the state divested itself of many functions and services by allocating these to a supposedly more efficient private sector. In the Kaliai area, this new economic partnership between state and capital gave rise to more militarised forms of policing, which sought to protect logging by a large Malaysian company from growing local unrest. Supplementing these coercive state actions were private strategies, which used sorcery to intimidate opponents to logging as well as rivals within the landowner company. Opponents were bought off and alliances created through using customary exchange relations as well as through modern gifts of money, western goods and commoditised pleasures.
