Over a period of approximately five decades, the federal government of Canada has transformed the predominantly nomadic hunting and gathering society of the Northwest Territories (NWT) to one which is based largely on wage and/or transfer income, and life in permanent communities. Several decades of planning for regional development and the expenditure of large sums of public monies have failed to give rise to a viable economic system in the region. This paper argues that the inefficacy of these past policy approaches stems at least partly from a failure to recognize explicitly the interrelationship between the economy of the region, its constitutional status and that of its Native population.
Au cours d'une période d'approximativement cinq décennies, le gouvernement fédéral du Canada a transformé la société principalement nomade de chasseurs et cueilleurs des Territoires du Nord ouest en une société d'une part basée sur le revenu salarié et/ou de transfert et d'autre part composée de communautées établies de façon permanente. Plusieurs décennies de planification en vue d'un développement régional ainsi que des dépenses importantes des deniers public n'ont pas réussi à mettre en place un système économique viable dans la région. Le présent article défend la thèse que l'inefficacité de ces anciennes politiques provient en partie à l'incapacitéà reconnaître explicitement les interrelations entre l'économie de la région, son statut constitutionel et sa population autochtone.  相似文献

Over the last four decades, Australia's most remote marginal lands have provided an expansive space towards realisation of emergent national goals, involving recognition of Aboriginal land rights together with protection of ‘wilderness’ and semi‐natural ecosystems. This has been achieved by the revival of land tenures as instruments for the delivery of public policy, requiring innovative federal and state legislation, often driven by judicial determinations. More so than any other bioregion, Cape York Peninsula has experienced radical shifts in landownership, land titles, and property rights, reflecting its pivotal role as an arena in which emerging national goals are contested. The most immediately visible evidence of these changes is depicted in the tenure maps for 1970, 1990, and 2010. However, these maps provide an incomplete account of tenure changes, including new titles such as non‐transferable communal freehold and common‐law recognition of traditional native title, requiring belated responses by state and federal governments. The three benchmark maps provide a starting point for an examination of the currently resurrected role of land titles and land rights as policy instruments. The time‐specific attributes of each tenure category are discussed and linked to the policies underpinning each tenure and to the communities, political constituencies, resources, enterprises, and national values engaged with each tenure. Land titles and land rights are pivotal in political contests about regional futures, with the peninsula acting as a crucible in shaping wider national directions.  相似文献

The paper gives a comparative and historical assessment of climatic and economic hazards in the five main fruit‐growing areas of Canada, and how the industry has responded. The northern location of fruit growing in Canada poses a number of climatic hazards. The most serious hazard is winter low‐temperature injury to trees and vines, which results in a capital loss and crop loss for up to five years. The industry has responded to this hazard by abandoning fruit growing in areas with unfavourable climatic conditions and concentrating in areas with the most favourable climatic conditions. Other responses include changing to hardier varieties, improving management practices, and government subsidies. The fruit‐growing industry has also had to face many economic hazards, including changes in technology and consumer preferences, changes in international trade rules, increased foreign competition, a cost‐price squeeze, and urbanization of the industry's land base. These economic hazards area a greater threat to the industry than the natural hazards because, in most cases, there are limited coping mechanisms available to growers, and economic globalization is preventing the federal and provincial governments from providing an adequate safety net. L'article nous présente une évaluation comparative et historique des risques climatiques et économiques des cinq principales régions agricoles du Canada, ainsi que les réactions de cet industrie face à ceux‐ci. La situation géographique nordique des champs de fruits au Canada amène un certain nombre de risques climatiques. Les basses températures de la saison hivernale causent le plus de dommages aux arbres et aux vignes, ce qui se traduit en une perte de capitaux et une perte de récoltes allant jusqu'à cinq ans. La réaction de l'industrie de l'agriculture face à ces risques fût d'abandonner les endroits dont les conditions climatiques ne favorisaient pas la récolte de fruits. II a aussi été question d'utiliser des variétés plus résistantes au froid, d'améliorer les pratiques de management, et les subventions gouvernementales. L'industrie de la culture de fruits a aussi fait face à des risques économiques, incluant les changements technologiques et les préférences alimentaires des consommateurs, les changements au niveau des règles d'échanges internationaux, la compétition croissante au niveau international, une réduction du prix‐coûtant, et l'urbanisation des terres agricoles. Ces risques économiques représentent un plus grand danger pour l'industrie que les risques naturels puisque, dans la plupart des cas, les agriculteurs se retrouvent avec des moyens de rechange limités et la mondialisation économique empêche les gouvernements fédéral et provincial de fournir des mesures de sécurité adéquates.  相似文献

This article stems from the discrepancy between the lack of attention paid to industrial land policy by academics and the predominant thought among elected representatives and development agencies, i.e. that industrial land policy plays a key role in the creation of growth and new jobs. The article begins with a reflection on the literature, which stresses the need to develop knowledge on industrial land policies. To help fill this research gap, we have developed an exploratory piece of research on the theme of their ‘spatial’ and ‘economic effectiveness’, on the basis of statistical analyses dedicated to seven countries. As regards ‘spatial effectiveness’, the results underline significant national differentials in terms of land consumption on the one hand, while highlighting the economic sprawl that affects France and Belgium on the other hand. As regards ‘economic effectiveness’, our results show that the impact of the development of economic estates on growth depends largely on regional contexts. In particular, the ‘intermediate regions’ in western Germany stand out as belonging to a specific context where land policies seem particularly effective from an economic standpoint. By contrast, the ‘economic effectiveness’ of industrial land policies requires readjustments in the Netherlands as well as in most ‘predominantly rural regions, close to a city’.  相似文献

New TFP estimates drawn from the neglected census of 1831 for Lower Canada are used to test the controversial (but still dominant) traditional “poor French farmers” explanation for a prolonged economic crisis. The new evidence shows that French-speaking areas were equally as productive as English-speaking areas, something that upturns the established consensus and reinforces the minority viewpoint that culture had little to do with the crisis. Using a broad range of controls, the researchers find that this conclusion is robust and that other variables such as settlement recency, environment, and economic structure were much more significant determinants of TFP. These results warrant the abandonment of the cultural explanation and a shift toward other explanatory channels.  相似文献

ABSTRACT It seems that every public function I attend includes a ‘welcome to country’ speech presented by a representative of a local Aboriginal group claiming traditional ownership of the land where the gathering is conducted. Indeed, while it was already becoming customary for white officials to acknowledge traditional Aboriginal ownership prior to introducing any kind of its own business in recent years, it seems to have become de rigueur since the 42nd Federal Parliament was opened with a ‘Welcome to Country’ speech from a Ngunnawal representative in February, 2008. As this paper demonstrates, welcome to country might be understood by whites as a ‘safe’ kind of inclusive gesture of recognition all the time knowing that such claims are not legally enforceable. But, as the two ethnographic examples I present in this article demonstrate, Indigenous agency, once acknowledged in performance, cannot be fully directed by the nation state to serve its own ends.  相似文献

As elsewhere in affluent, western nations, Australia's tropical savanna zone is experiencing a complex transition towards multifunctional occupance in which emerging consumption, protection and Indigenous values are contesting the former dominance of production values, tied to extensive pastoral occupance and agricultural development projects. This transition is contributing to increased complexity and diversity within and between regions. Divergent regional functional trajectories, evident over the three decades from 1976 to 2006, can be identified and depicted within the triangular relativities between production, consumption and protection values. Core pastoral regions have experienced discernible, if variable, functional trajectories while retaining a modified productivist orientation. In marginal, ‘frontier’ regions limited scope for capital accumulation has created an expansive space for both market and non-market interests and ideologies to propel functional transitions towards more complex, contested occupance modes. Lack of success in pursuit of productivist goals enhances capability in satisfying emerging national aspirations in recognising Indigenous land rights, in preserving unique biota and valued semi-natural landscapes, in fostering sustainable resource use and in promoting distinctive styles of tourism and recreation. The Darwin region has experienced a transition towards urban amenity occupance shaped by consumption and protection values. Tenure changes recognising Aboriginal ownership in the Arnhem region have facilitated regionwide self-managed Indigenous occupance. Divergent regional functional trajectories are starkly revealed in a comparison of driving forces, decision processes and functional trajectories between the Barkly Tableland and the adjoining Gulf Country.  相似文献

ABSTRACT

Private sector actors are often viewed as a part of the outcome for an economic development project. The assumption, however, ignores the early role of the private sector in marketing places for firm recruitment. Through a study of two recruitment projects in Rutherford County, North Carolina, I examine the points of entry of private sector actors in the place marketing process. Data gathered from interviews and primary sources reveal that the private sector is actively leading the recruitment of firms and the marketing of places. This paper shows how private sector actors produce knowledge about places, market a place within their own interests, and shape a government’s agenda through their involvement in place marketing. Examining economic development actors as active place-makers reveals how, through place marketing processes, these actors incorporate their own interests in the construction of place.  相似文献

As a case study, Canadian diplomacy during the Falklands War is emblematic of the confused, and at times contradictory, components of Canadian Prime Minister Pierre Trudeau's utopic and idealistic foreign policy. Canada's diplomatic actions during the war were based on four principles. The first, and most significant, was the safeguarding of what were deemed to be Canada's economic interests: chiefly nuclear exports. The second was Trudeau's ‘Third Option’ policy and the belief of ‘the vital importance of the North-South dynamic to Canada’. Third was the desire to distance Canadian foreign policy, economics, and military commitments from those of both the United States and Great Britain. Trudeau had mixed feelings about the Commonwealth and disliked both President Ronald Reagan and Prime Minister Margaret Thatcher. Lastly, during the war Canadian politicians and diplomats took the position of an ambiguous neutrality to protect and promote what they perceived to be Canadian interests. Many of the political and economic decisions made by Canada during the Falklands War were met by harsh criticism nationally and internationally in both public and political spheres.  相似文献

The article examines the origins and evolution of Yugoslav policy toward the European Economic Community (EEC) from the mid-1960s until the signing of the Cooperation Agreement in 1980. The signing of the Treaty of Rome and the Community's initial success in the 1960s had a profound impact on the direction of Yugoslav foreign trade. Increased trade relations with the EEC and the domestic introduction of the 1965 Economic Reform proved vital in persuading Belgrade to become the first Communist country to establish diplomatic and trade relations with the Community in 1968. The article argues that these relations in the 1970s became of increasing relevance to the economic and, ultimately, political stability of Yugoslavia.  相似文献

Geographic data collection, manipulation, analysis and visualization options have experienced substantial improvements during the past several decades, largely spurred by advancements in computing capabilities. While geographers are often credited with identifying and expanding many of the emerging application areas and innovations for the analysis of spatially (and sometimes temporally) referenced data, we are specifically interested in the role of Canadian geographers in the rapidly evolving domain of spatial science. We pose the following provocative question with the intent of not only summarizing the Canadian literature, but also to stimulate an informed discussion: ‘are Canadian geographers developers or users of spatial analytical methods?’ We review the refereed literature from 1980 to 2008 to describe the nature of contributions by Canadian geographers, beginning at about the time of widely accessible computing (1980s). Our summary broadly classifies subdisciplinary contribution areas as being best described as GIS, remote sensing, or spatial statistics, while each contribution area may take the type of algorithm development, advancement and synthesis of theory, or the application of existing methods. We paint a picture of the current contribution landscape and reflect on significant achievements while commenting on some potential weakness that with increased resources and focus might become future realms of advancement.  相似文献

This article explores the relationships between land-use planning, property and economic development, with a focus on the changing attitudes towards employment land in post-industrial cities. Drawing on case study data from two London local authorities, it finds that planning authorities are moving away from protecting employment land to actively promoting the mixed-use redevelopment of employment sites, even when there are thriving businesses on these sites and a shortage of supply of employment premises and land, relative to demand. We examine the drivers for changing policy including the national and regional policy contexts, housing targets, the influence of austerity measures, rise of Neighbourhood Planning and changing conceptions of regeneration and the role of housing therein. The article highlights the complex task faced by local planners and the tensions involved in simultaneously finding sites for housing, fostering economic development and promoting mixed-use redevelopment in planning policy and decisions. We find that changes in policy are fuelling speculation for housing development on sites occupied by viable businesses, supporting rather than responding to deindustrialization. This is leading to a gap between aspirations for delivering mixed-use environments on hitherto employment sites and realities on the ground.  相似文献

In British Columbia, Canada's westernmost province, unresolved Aboriginal claims to land remain highly contentious. Since the early 1990s, a unique treaty negotiation process has sought to resolve questions about land ownership and establish a new relationship between Aboriginal peoples and the Crown. After almost two decades, the limitations of this treaty process are increasingly evident and answers to the land question remain elusive. This article examines this treaty‐making process through a property lens, focusing on how particular models of property are privileged by and produced through this approach to treaty. I argue that the treaty process, as currently structured, works to entrench dominant Western forms of property across Aboriginal territories in a highly separate and unequal manner, and as such, serves to reinscribe asymmetrical relations of power between Aboriginal peoples and the Crown. To a considerable extent, this asymmetrical approach to property making explains the lack of progress towards treaties. The final part of the article explores alternative approaches to treaty proposed by Aboriginal groups. I argue that these proposals, which reflect Aboriginal understandings of property, offer a new and more promising direction for treaty making. In particular, the emphasis on sharing lands and resources, as well as the wealth generated from these, provides a path to reconcile competing property interests and to build a new and more respectful relationship between the Crown and Aboriginal peoples. I suggest that the difficulties of treaty making in British Columbia reflect broader challenges associated with land restitution and reconciliation in settler colonies.  相似文献

阶级分析在中国共产党的革命理论和革命实践中具有不可替代的重要意义。政治意义上的阶级是同质、固化、二元对立的,强调冲突和斗争;社会意义上的阶级是异质、流动、多元互动的,强调关联和交融。近代中国的社会历史条件尚未达到“阶级对立简单化”的程度,中国共产党在领导新民主主义革命时便不得不在两种阶级图景之间艰难地寻找平衡。在解放战争时期的土地改革运动中,阶级划分的标准和程序时常与党的阶级政策相偏离,这不能简单视为政策执行中的错误或偏差,而是政策弹性和适应性的体现,从中可以发现革命实践的辩证逻辑。  相似文献
