The article focuses on the Italian general election held on 4 March 2018, which was notable for the surprising results in southern Italy. These results will be analysed by looking at two dimensions of electoral behaviour: on one hand, participation and volatility, on the other the success of the protest parties, the Five Star Movement (M.5.S.) and the League. These features will be considered in relation to the territorial distribution of the vote. More specifically, in the 2018 election participation was exceptionally high, especially in the south which in some regions saw electors returning to the polls. But electoral volatility is still high. Both factors affected the extraordinary success of new protest parties and collapse of the traditional parties. Traditionally in the south the vote has gone to moderate and pro-government parties, but this time in all constituencies the M.5.S., an ‘eccentric’, protest or populist party-movement, which in many cases took over 40 per cent of the votes, with a peak of 50 per cent in Campania and Sicily. Further, the wave of protest votes favoured another party with no previous support in this geographical area, the League. It may be too soon to say whether these changes in the form and dynamics of the party system are long-lasting and able to achieve a lasting change in the political spectrum, but so far the outcome of election has given a further push to the radicalization of both electoral demand and supply.  相似文献

In November 2008, voters in Victoria participated in local government elections under a system that has been subject to significant reform since the 1980s. This paper seeks to discern trends from the outcomes and identify significant structural features of the reformed system. With regards to outcomes, the paper highlights the high success rate amongst incumbent councillors and the strong sense of successful candidates being independent of political parties. The paper argues that these outcomes have been particularly influenced by the proliferation of electoral districts with relatively small voting populations or by the use of multimember electoral systems in larger districts. The variety of systems used underpins a localised and ‘clientelist’ politics that militates against the dominance of political parties over the contest. The paper also draws attention to the comparatively low rate of voter participation in an election in which compulsory voting applies. It argues that voter absenteeism was particularly noticeable in municipalities with large numbers of residents renting properties and might be explained as a form of ‘renters’ illusion’ impacting on voting behaviour.  相似文献

The purpose of this article is to discuss the impact of the current economic crisis on development strategies in Latin America, and the ways in which redefinitions of the notion of development have transformed Latin American politics during the period of democratization. The article examines, specifically, the rise of the neoliberal movement in Latin America and its impact on policy-making, parties and electoral politics. It argues that in spite of the electoral inroads recently made by neoliberal parties, political organizations of the New Right remain weak, either because they are the product of unstable political coalitions with a slim chance of surviving electoral defeat, or because the renewal of populist parties has pre-empted the growth of neoliberal parties.  相似文献

The Rosato law has established a new electoral system featuring single-member districts (S.M.Ds) along with a prevailing proportional tier. S.M.Ds are typically associated with individual incentives to cultivate a personal vote and with a more direct link between representatives and their local constituency. This article investigates patterns of personalized votes in the Italian elections of March 2018 by analysing voting data about candidates for the Chamber of Deputies who ran in the plurality tier. Results reveal that only a minor – although not negligible – portion of Italian voters cast their ballot for an individual candidate only, and that these votes had almost no impact on the outcomes of competition in S.M.Ds. Moreover, some interesting differences across geographical areas, parties and coalitions emerge in the use of personalized vote.  相似文献

This study uses GIS and spatial modelling to relate voting outcomes at the 2001 federal election for polling booths across Australia with the socio‐economic characteristics of polling booth catchment areas. The data and analysis used are more detailed and comprehensive than previous studies. It is conducted at a fine level of spatial disaggregation across the whole nation to examine voting outcomes for both major and minor political parties. Because the aim of the paper is to distinguish voting outcomes between political parties rather than to predict voting outcomes for particular political parties, a discriminant analysis is used rather than regression analysis. The statistical discriminant analysis identifies two main socio‐economic dimensions that are able to predict polling booth outcomes with a relatively high degree of accuracy. That analysis shows how, at the 2001 federal election, the middle ground, in terms of socio‐economic characteristics, was being claimed by the Liberal Party, Country Liberal Party, The Greens, and, to a lesser extent, by the Australian Labor Party. However, the Australian Democrats, National Party and One Nation had more distinctive constituencies, with the National Party and One Nation Party competing for areas with similar socio‐economic characteristics. Using GIS mapping tools, examples of actual and predicted polling booth voting outcomes are given, along with selected socio‐economic characteristics of booth catchments.  相似文献

How does violent mobilization affect post-conflict elections? This article studies the impact that violent collective mobilization has on local electoral behavior after domestic conflict. We argue that post-conflict democratic politics at the local level can be dramatically affected by local experience of civil war. The use of violence during the war and especially local political entrepreneurs who have emerged from the conflict can influence post-violent politics. We use as case-study the civil war that took place in Italy during the last phase of World War II. Using new spatially disaggregated data on armed groups' location and violent episodes, we assess the impact of the violent mobilization on the 1946 elections, which took place after the conflict. We find that partisans' mobilization and, more weakly, Nazi-Fascist violent acts influenced local politics, shifting votes towards more radical positions. Our findings hold across numerous robustness checks.  相似文献

The March 2018 Italian general elections can be described as a historic turning point, another watershed moment in the turbulent history of contemporary Italian politics. After a stormy and complex legislative term, characterized by a variety of institutional and political phenomena, Italy has faced one of the most important electoral challenges since the return of democracy in the mid-1940s. After examining the major political events that led to the latest general elections, this introductory article presents and analyses the rules, the actors and the outcomes of the electoral contest that has seen the victory of two anti-establishment parties: the Five Star Movement and the League. In the concluding section, the article discusses the potential tensions that may emerge from the clash between the populist attitude of the new governing parties and the constitutional constraints of a liberal democratic regime.  相似文献

This paper examines whether Australia’s major political parties continue to fulfil a representational role. This was often the traditional view of the parties, but has been much criticised in recent decades by scholars arguing they have largely converged, moderating their policies and abandoning their links with civil society. Here I outline a theoretical framework – supported with evidence from four empirical tests – that characterises the major parties as interest aggregators representing electoral alliances made up of politicians, activists, financial contributors and voters, united by key economic policy goals. These actors create a centrifugal force, pushing party policies away from each other in salient areas. Using this framework, I theorise that the parties matter for policy outcomes, building on the assumption that cleavages in the social structure are reflected in the political system, with policy implementation the result of the competing demands and interests of the parties’ constituencies.  相似文献

Who votes or does not vote in a voluntary system has long been thought to have distinct benefits for different political parties. High turnout has been seen as aiding parties of the left, low turnout parties of the right. Although Australia has a compulsory system of voting, this paper shows tha there are still party advantages and disadvantages associated with the 5 percent of the eligible electorate who fail to vote. When turnout is high, Labor makes a net gain in votes, and when turnout is low, the Liberal‐National coalition benefit. Making estimates of nonvoting in Britain and applying them to Australia indicates that this pattern would persist if voluntary voting were applied to Australia, giving the Liberal‐National coalition an inbuilt advantage.  相似文献

In recent years, the 'regional scale' within the European Union (EU) has become more central within academic and policy debates. In particular, there has been an increased focus upon the importance of so-called 'institutional thickness' for regional development within the EU. Furthermore, the fact that in several European countries, regionalist political parties have made significant electoral gains has ensured that the 'regional question' in Europe has become even more prevalent. This paper explores the linkages between institutions and regionalist political parties by focusing upon the situation in Italy where the resurgence of political regionalism, centred on the Lega Nord (LN) or Northern League political party, has been particularly strong. In particular, the paper focuses upon the development of the LN in a particular province of Northern Italy, Varese. This section explores the ways in which the LN has developed institutionally and electorally and indeed whether the party has been able to develop a specific political sub-culture to replace the previous one associated with the Christian Democrat (DC) party, which was the main party in Varese before the landmark changes that took place in Italian politics in the early 1990s.  相似文献

ABSTRACT

We examine the impact of political parties on the success of women and men candidates in the 2005 municipal elections of Québec’s two most populous regions, Montérégie and Montréal. We built the dataset by requesting documentation from each municipality separately. This original dataset supports our two hypotheses. First, we demonstrate that the presence of political parties did not affect the difference in percentages of votes obtained by women and men candidates. No matter the gender, candidates affiliated with a political party obtained more votes than independent ones. Second, we find that gender did not affect contributions. No matter the gender, the presence of political parties and the candidates’ affiliation had a positive impact on their contributions. Québec conforms to findings in the U.S. literature: women and men candidates, under similar circumstances, are equally likely to obtain votes and contributions.  相似文献

Comparative research suggests that parties regularly campaign by emphasizing issues on which they are advantaged and by ignoring topics that are traditionally associated with other parties. Focusing on the 1996 Italian elections, this article discusses whether such a generalization holds when the party system is affected by radical changes such as those that occurred in Italy in the mid-1990s. Moreover, the analysis of the party electoral platforms highlights some basic features of the new parties, and identifies either innovations or continuities with the past. I present evidence that in 1996 the Italian parties mostly competed on a similar range of issues. Especially regarding economic policy, there was not a polarized ideological debate: also the centre-left parties converged on a moderate position by playing down typical socialist themes such as state intervention and the expansion of social services. I also analyse the degree of internal programmatic cohesion of the two main coalitions, the Ulivo (Olive Tree) and the Polo delle Libertà (Freedom Pole) and relate it to the stability of the Italian political system.  相似文献

What factors cause policies experiencing long periods of stability to be interrupted occationally by a short period of large changes? This study argues that electoral incentives might influence the search, supply, and processing of information on constituency issues, as well as the associated cognitive or institutional frictions, and thus determine the presence and variation of punctuated policies. This article develops and evaluates this claim within a systemic framework consisting of policy transparency, political institutions, and electoral incentives. For the purpose of identifying policy punctuations, this research uses the Generalized Pareto Distribution in the Extreme Value Theory. This study analyzes budget spending data collected from FY 1988 to FY 2008 for all 50 American states. This study finds that greater policy transparency is associated with larger spending stability. By contrast, greater gubernatorial competition is more likely to produce extreme spending changes. Electoral incentives shaped by public preference and political term limits have a profound impact on nonincremental policy changes. The impact of policy transparency is conditional on public preference, while that of electoral competition and legislative professionalism is moderated by political term limits. Particularly, a transparent policy consistent with public preference and legislative professionalism with term limits are more likely to give rise to punctuated policies, while gubernatorial (legislative) competition leads to less punctuated changes when governors (legislators) are subject to term limits.  相似文献

A growing number of lower‐house seats at Australian State and federal elections rely on a distribution of preferences from Independent and small‐party candidates before seats can be awarded. Actors have attempted to gain political capital from this situation by claiming that the preferences of particular small parties have affected election outcomes. This paper uses the events of the Western Australian State election held in 2001 to explore the validity of such claims. More specifically, it investigates the widely propagated contention that the One Nation Party's anti‐sitting‐member preference strategy was a key determinant of the Coalition's electoral defeat. It concludes that the increased number of candidates contesting elections makes it difficult to assess whether the second and subsequent preferences of any particular small party were critical to the outcome.  相似文献

This article investigates the impact of the 1883–5 electoral reforms on the political culture of elections and electioneering in the constituencies, using the borough of Ipswich as its focus. It argues that historians have underestimated the extent to which the Franchise and Redistribution Acts of 1884–5 transformed political cultures outside the countryside and large cities, and that the Corrupt Practices Act of 1883 had a major impact on the modernisation of party organisation. Principally, however, it challenges the prevailing historical consensus that the basis of post‐reform constituency politics remained, to a large extent, local in nature, by suggesting that electioneering cultures were placed under considerable ‘nationalising’ influences from the early 1880s on. Rather than resisting these influences, the established Ipswich parties largely embraced them. Moreover, a general decline in corruption, and a general increase in the number of speeches reported in local newspapers from ‘carpetbagger’ candidates and national leaders, created a climate in which it was now more difficult for any constituency, however idiosyncratic, to insulate itself from ‘national’ politics.  相似文献

The rise of a geography of discontent highlighted in recent studies points to a strong association between voting for populist parties and territories with socioeconomic difficulties. While discontent has primarily been addressed through the analysis of populist votes, we provide additional elements of analysis by comparing these populist votes to the Yellow Vest movement, and we distinguish the populist votes coming from the far-left party from those coming from the far-right party. Our results show that the Yellow Vest movement cannot be confused with French populist supporters and that their sensitivity to territorial dimensions also differs from that of the latter, especially in terms of access to public services. Their behavior highlights that the geography of protest takes multiple shapes and cannot be reduced to a simple opposition between urban and mostly rural or peripheral areas. This raises serious concerns about the dynamics of territories and the deleterious effects of metropolization and the closure of public services in peri-urban and rural territories that are not specific to France.  相似文献

ABSTRACT

This article aims at focusing on four main features of the European elections that were held on 26 May 2019. Firstly, it analyses electoral turnout, both from a diachronic and a geographical point of view. Secondly, it presents electoral data and identifies winners and losers of the vote, not only by comparing 2019 E.U. results to 2014 E.U. results and 2018 political results, but especially focusing on the territorial dimension of electoral dynamics. Thirdly, it discusses flows of vote in five Italian cities (Brescia, Turin, Florence, Naples, Palermo), in order to give a clearer picture of how citizens (potentially) changed their electoral preferences from 2018 to 2019. Fourthly, it focuses on preferential vote, with the aim of distinguishing between parties characterized by ‘micro-personalization’ and ‘macro-personalization’. On many of these aspects, the 2019 European elections in Italy can be understood on the basis of the well-known ‘second-order election theory’. Yet, there are also interesting empirical findings that deviate from this pattern, among which the electoral success of the League – one of the two parties in government at the moment of the elections – merits further attention and can be mostly explained on the basis of government political action. That same electoral success, in addition, represented one of the causes that led to the end of the so-called yellow-green government in August 2019.  相似文献

Abstract

This article is a first attempt to explore how a politics of place has manifested itself in Dutch electoral culture since the middle of the nineteenth century. It aims to move beyond a narrow interpretation of a politics of place as an ‘old-fashioned’ feature of electoral politics to be associated with a distinct, long-gone era of political representation. Instead, this article shows how it was continuously negotiated. This gives us a better understanding of the changing nature of political representation in the Netherlands. Compared to Britain at the turn of the nineteenth century, local senses of community and their clash with ideology-based party politics were far less prominent. There was, however, on-going debate about the degree to which Parliament should reflect the various regions of the country, so that local party associations and voters could feel represented and address ‘their’ MP for issues pertaining to their locality. Moreover, after 1918 parties were concerned about the need to maintain political communication on the spot to counter lack of political involvement and feelings of alienation among the electorate. The article ends with a call for further reflection on the nature of clientelism in the Netherlands by exploring direct interaction between voters and their representatives.  相似文献
