Indigenous voices in government‐led natural resource management planning processes are often marginalised, misinterpreted, or excluded. Third parties, including government‐employed geographers, can act as knowledge brokers in defining Indigenous values and interests so they might be included in government planning processes. This paper reviews and assesses a research partnership that evolved to document the complex and diverse ecological and hydrological values held by Ngan'gi speakers about the Daly River and connected water places in the Northern Territory, Australia. The development of trust through the slow building of a relationship based on place‐based dialogue, a key aspect of participatory action research (PAR), created the foundation from which a mutually beneficial and respectful research partnership was able to, and continues to, evolve. Both research partners' perspectives are revealed here to articulate why the research partnership was deemed a success. Key lessons learned from the research partnership include the importance of trust, respect for place‐based learning, researcher and institutional flexibility, and awareness of the intricacies of relationship building and the benefits that research engagement can bring to Indigenous people and communities. We aim to further dialogue among geographers and interested disciplines as to the potential for PAR methods to foster mutually beneficial Indigenous–non‐Indigenous research partnerships.  相似文献

Canada's experience with ‘regional agreements’ has attracted considerable attention in Australia as a means by which Indigenous people can secure their native title rights to land and sea and ensure they can participate in the development and management of their homeland territories. However, regional agreements implemented in Canada thus far have often taken years to negotiate. To provide a degree of certainty for resource management and decision‐making while the native title claims process is underway, Canadian governments have proceeded to establish interim resource use and management agreements with Indigenous communities. While both governments and Indigenous people stress that interim arrangements do not replace or limit the scope for future claim settlements, it is recognised that the development of such co‐operative relationships will make long‐lasting formal agreements easier to achieve. This paper draws on several recent examples of interim agreements that have been negotiated for the salmon fishery resource in the Skeena River catchment, and considers how these local experiences offer useful approaches for resource management and native title issues in Australia. These examples demonstrate the importance of building shared understandings of resource values and management approaches prior to cementing co‐management partnerships in formal settlements. They also show some of the problems and prospects facing Indigenous peoples in their efforts to benefit from such co‐management agreements.  相似文献

Spatial co‐location patterns are useful for understanding positive spatial interactions among different geographical phenomena. Existing methods for detecting spatial co‐location patterns are mostly developed based on planar space assumption; however, geographical phenomena related to human activities are strongly constrained by road networks. Although these methods can be simply modified to consider the constraints of networks by using the network distance or network partitioning scheme, user‐specified parameters or priori assumptions for determining prevalent co‐location patterns are still subjective. As a result, some co‐location patterns may be wrongly reported or omitted. Therefore, a nonparametric significance test without priori assumptions about the distributions of the spatial features is proposed in this article. Both point‐dependent and location‐dependent network‐constrained summary statistics are first utilized to model the distribution characteristics of the spatial features. Then, by using these summary statistics, a network‐constrained pattern reconstruction method is developed to construct the null model of the test, and the prevalence degree of co‐location patterns is modeled as the significance level. The significance test is evaluated using the facility points‐of‐interest data sets. Experiments and comparisons show that the significance test can effectively detect network‐constrained spatial co‐location patterns with less priori knowledge and outperforms two state‐of‐the‐art methods in excluding spurious patterns.  相似文献

Community‐based conservation is experiencing a crisis of identity and purpose as a result of a disappointing track record and unresolved deficiencies. The latter include over‐simplified assumptions and misconceptions of “community,” the imposition of externally designed and driven projects at the community level, a focus on conservation outcomes at the expense of community empowerment and social justice, and limited attention to participatory processes. New approaches are urgently needed to address these weaknesses and to counter a rising trend towards environmental protectionism and a preference for conservation approaches at an eco‐regional scale that threaten the interests of local and Indigenous communities. We propose that three core principles of community‐based participatory research (CBPR)—(1) community‐defined research agenda; (2) collaborative research process; and (3) meaningful research outcomes—hold much promise. Drawing on the experience of a research partnership involving the James Bay Cree community of Wemindji, northern Quebec, and academic researchers from four Canadian universities, we document the process of applying these principles to a community‐based conservation project that uses protected areas as a political strategy to redefine relations with governments in terms of a shared responsibility to care for land and sea. We suggest that basic assumptions of CBPR, including collaborative, equitable partnerships in all phases of the research, promotion of co‐learning and capacity building among all partners, emphasis on local relevance, and commitment to long‐term engagement, can provide the basis for a revamped phase of community‐based conservation that supports environmental protection while strengthening local institutions, building capacity, and contributing to cultural survival.  相似文献

A naturalistic gaze characterises protected area management in Australia, and reproduces the nature–culture dichotomy that is thoroughly criticised in geographical discourse. This naturalistic gaze is exacerbated by the compartmentalism of agency roles and responsibilities in protected areas. This paper maintains that many agencies, either unconsciously or deliberately, perpetuate the naturalistic gaze in a way that displaces Indigenous people from authentic engagement in protected area management. This paper provides an example of such marginalisation of Indigenous Australians in the world heritage area of Fraser Island, which is located in one of the most rapidly urbanising parts of Australia where Indigenous people have limited rights. The paper argues that a new process is required that networks people and place using concepts of nature/culture hybridity to avoid the current conceptual dualisms and the consequent marginalisation of Indigenous people. Such a dialectic and relational approach introduces contexts, meanings and associations that are excluded by current environmental and heritage paradigms that have the potential to marginalise many local voices. It proposes that those responsible for world heritage and protected area planning and management must fully realise or renominate these areas as landscapes in which people, and perhaps especially Indigenous Australians, are always and everywhere embedded and implicated in ‘natural’ environments. This will require changes in governance and in the predominantly technocratically-driven processes by which these areas are currently designated and managed.  相似文献

Indigenous women continue to experience a disproportionately higher burden of cervical cancer than non‐Indigenous women in Australia. The National Indigenous Cervical Screening Project used probabilistic record linkage to combine population‐based administrative databases and identify Indigenous women on Pap Smear Registers. This study aimed to quantify the spatial variation by local government areas (LGAs) for Indigenous and non‐Indigenous women in Queensland in cervical screening participation rates and related outcomes. Empirical Bayes local geostatistical smoothing was performed to reduce the likelihood of spurious variation between small areas. The cohort included 1,091,260 women (2 per cent Indigenous) aged 20 to 69 with 2,393,708 Pap smears between 2006 and 2011. Indigenous women had smoothed LGA‐specific 5‐year participation rates (interquartile range (IQR) 38.9–53.3 per 100 eligible women) consistently lower than non‐Indigenous women (IQR 80.7–85.3). The non‐overlapping confidence intervals of these rates suggest that the Indigenous differential was significant. Compared with Indigenous women, non‐Indigenous women had consistently lower and more stable prevalence rates of histologically confirmed high grade abnormalities (IQR 8.0–10.1 versus 15.0–21.3 per 1,000 screened women). Although the LGA‐specific rates also suggest that a higher proportion of non‐Indigenous women were followed‐up within two months of an abnormal screening result, the wide confidence intervals for these estimates limit our ability to draw definitive conclusions about spatial patterns for this outcome. These findings highlight the importance of continued monitoring and ongoing efforts to identify drivers of these patterns and develop effective strategies to improve participation and potentially reduce the cervical cancer burden among Indigenous women.  相似文献

Protection of nature for biodiversity, and for the material livelihoods of Indigenous peoples, have much in common. Indigenous relations to nature are, however, based on unity between use and protection, implying that human use is necessary for effective protection. Often protected areas include the homelands of Indigenous peoples, whose needs and rights are still being ignored to a large extent. This paper explores the effects of a plan for a significant increase of large nature protection areas in Norway, still under implementation. Most of the new protection areas are in the heartland of the Indigenous Sámi, whose core livelihood is reindeer management. The plan implies transfer of jurisdiction from Indigenous and local domains to formalised central domains. In several cases, this has provoked Indigenous and rural groups to organised resistance. In this case study, there are signs of new tensions between Sámi and other rural groups. Indigenous land use can be marginalised by park restrictions and increasing pressure from visitor activity. The Sámi response was to boycott the park management board leading to a stalemate. A robust solution seems to require consideration of deeper institutional levels.  相似文献

Indigenous community‐based monitoring has been a central feature in many international attempts to improve monitoring of and local adaptation to environmental change. Despite offering much promise, Indigenous community‐based monitoring has been underutilised in natural resource management in Australia, particularly within the remote, semi‐arid rangelands. This paper discusses contextual social and environmental factors that may help to explain this apparent deficiency, before critically analysing key stakeholder perceptions of the roles for, and challenges of monitoring in the Alinytjara Wilur ara Natural Resources Management region in the north‐west of South Australia. The analysis guides a discussion of responses to better integrate monitoring in general, and Indigenous community‐based monitoring in particular, into regional environmental management approaches. We argue that community‐based monitoring offers a range of benefits, including: better coordination between stakeholders; a heightened ability to detect and respond to climatic trends and impacts; the effective utilisation of Indigenous knowledge; employment opportunities for managing and monitoring natural resources; and improved learning and understanding of rangeland socio‐ecological systems. Identified opportunities for spatial and temporal community monitoring designed for the Alinytjara Wilur ara region could be of value to other remote rangeland and Indigenous institutions charged with the difficult task of monitoring, learning from, and responding to environmental change.  相似文献

What does Indigenous archaeology offer archaeologists who do not work on Native land, at Indigenous sites, or with Indigenous people? This article demonstrates the broad applicability of Indigenous archaeology and the way it can be utilized by archaeologists working in any locale. Through recent fieldwork in south central Turkey working with a non-indigenous community of local residents near the archaeological site of Çatalhöyük, I demonstrate ways that the theories and methodology of Indigenous archaeology are a useful and relevant part of practice for archaeologists working in areas that are neither on Native land nor involve sites related to indigenous heritage. It also points to the need for further investigation into collaborative methods for the development of a set of best practices within archaeological and heritage management settings.  相似文献

Geographic engagement with Indigenous peoples remains inextricably linked to colonialism. Consequently, studying Indigenous geographies is fraught with ethical and political dilemmas. Participatory and community‐based research methods have recently been offered as one solution to address concerns about the politics of gathering, framing, producing, disseminating, and controlling knowledge about Indigenous peoples. In this article, we critically engage with the emergence of participatory and community‐based research methods as “best practice” for undertaking research into Indigenous geographies. We articulate four concerns with this form of research: a) dissent may be stifled by non‐Indigenous researchers’ investments in being “good”; b) claims to overcome difference and distance may actually retrench colonial research relations; c) the framing of particular methods as “best practices” risks closing down necessary and ongoing critique; and d) institutional pressures work against the development and maintenance of meaningful, accountable, and non‐extractive relations with Indigenous communities. We then contemplate the spatiality of the critique itself. We consider the ways in which our longstanding friendship, as researchers invested at multiple scales with Indigenous geographies and identities, provides its own distinct space of practice within which to confront the political and ethical challenges posed by research with/about/upon Indigenous geographies and peoples. While not arriving at any concrete template for undertaking research about Indigenous geographies, we suggest that certain friendships, established and situated outside research relationships, may be productive spaces within and through which research methods may be decolonized.  相似文献

This paper examines the relationship between the contested domains of Aboriginal traditional owners and non‐Aboriginal Park users, specifically bushwalkers, in Kakadu National Park in the Northern Territory of Australia. It argues that Kakadu remains a cultural borderland where a negotiated relationship between local Aboriginal traditional owners and non‐Aboriginal Park users is struggling to emerge. It finds that the rhetoric of Aboriginal/non‐Aboriginal co‐existence, which pervades the Park, is infused by the legacy of a colonial settler state, which has presumed access to territory, marginalized Indigenous people and obviated their social and cultural landscape in favour of an expansionist aesthetic of wilderness preservation and appreciation. This paper finds that the activities of bushwalkers and the concerns that these activities generate in the local Aboriginal domain produce a novel space where place is contested and transformed, a space of negotiation and resistance where people's cherished values both compete with and influence one another.  相似文献

Cities in general and public urban spaces in particular have re‐emerged as important places where strangers from different social and cultural backgrounds interact. The growing number of intercultural encounters assumed by contemporary urban studies calls for a theoretical examination of how these encounters are conducted. In this article we therefore critically examine the interplay between cultures, strangers, performances, encounters, and urban built environments. This means bringing together the theoretical ideas of super‐diversity, culture in world society, and situational places. The article argues that intercultural interactions between strangers in cities – and elsewhere – shape the cultural conditions of contemporary world society. First, super‐diversity is discussed as a cultural reality of world society. Drawing on empirical evidence from psychology, intercultural interactions between strangers are then demonstrated to be part of ritualized cultural negotiations. Finally, the notion of situational places is put forward as the conceptual nexus between these cultural encounters and the urban environment. This perspective allows the integration of bodily performances between strangers, spatial and situational context, and the resulting places of encounter.  相似文献

Management of Australia's National Parks and Protected Areas originally developed according to the United State's ‘Yellowstone’ model. Aimed primarily at preserving ‘wilderness’ areas, this form of protected area management has excluded indigenous habitation and land management, effectively colonising these landscapes. Since the 1980s indigenous exclusion from protected area management has been contested in the public sphere. Indigenous peoples have become involved in protected area management in various ways, such as the joint management of national parks. However, greater indigenous control is necessary to truly decolonise protected area landscapes and fully recognise the importance of indigenous Australians in land management. This paper explores a new initiative in protected area management: the Indigenous Protected Area (IPA) program. IPAs are established through voluntary declaration of indigenous land with the aim of enhancing indigenous control of protected area landscapes. Nantawarrina, the first declared IPA, is considered as a case study. Although some manifestations of colonialism are still evident in the Nantawarrina IPA, the program has made some significant contributions to the decolonisation of protected area management in Australia.  相似文献

Australian universities are increasingly embedding Indigenous content and perspectives within curriculum to promote Indigenous cultural competency. We present teaching challenges in an Indigenous geography course designed to present an engaged, intercultural learning experience. We critically reflect on student evaluations, informal discussions and observations to complement scholarly debates. Course design and delivery was seen as stimulating and illuminating in terms of course content. While diversity of student cohorts, backgrounds and learning styles remain challenging, the romanticism of some students can override critical engagement with the geographical context of the course material and their positionality. There remains a tendency in both student constructions and the geographical literature to create an Indigenous/non-Indigenous binary that not only essentializes both, but can be culturally unsafe for Indigenous students. Both Indigenous and non-Indigenous students may share a sense of pessimism in confronting apparently unstoppable development and environmental destruction. We argue for scholarship around the fundamentally intercultural nature of coexistence to contextualize the spatial diversity of Indigenous lives in landscapes, currently obscured by dominant constructions of Indigeneity. Critical reflection on settler educators’ and learners’ positionalities with respect to neocolonial structures will help to transcend both essentialism and pessimism.  相似文献

The use of rule‐based systems for modeling space‐time choice has gained increasing research interests over the last years. The potential advantage of the rule‐based approach is that it can handle interactions between a large set of predictors. Decision tree induction methods are available and have been explored for deriving rules from data. However, the complexity of the structures that are generated by such knowledge discovery methods hampers an interpretation of the rule‐set in behavioral terms with as a consequence that the models typically remain a black box. To solve this problem, this paper develops a method for measuring the size and direction of the impact of condition variables on the choice variable as predicted by the model. The paper illustrates the method based on location and transport‐mode choice models that are part of Albatross model—an activity‐based model of space‐time choice.  相似文献

Prompted by the trend to see information and communications technology (ICT) as a tool for capacity building, this article asks whether the use of ICT has—or can—recast centre–periphery relations in a hybrid country such as Somaliland. Taking as its departure point Herbst's observation that a fundamental problem confronting African leaders concerns how to extend or consolidate authority over sparsely settled lands, it uses recent developments in Somaliland's coast guard and immigration police to assess ICT's contribution to changing security provision in remote and coastal areas. This allows for an analysis of Somaliland's law enforcement framework, the relationship between its politics and practice, the practical application of its coercive resources, and the Silanyo government's priorities and preference for consensus and co‐existence whenever security imperatives allow. It suggests that ICT can be a desirable operational tool or a variable in existing power networks, but that it does not represent a new mode of security governance. ICT's potential to connect Somaliland's government and populace, and politics and practice, is for now minimal, but identifying the ways in which security actors such as coast guards actually use ICT allows for a more accurate assessment of the variables shaping centre–periphery relations. Contrary to Herbst's observation, the Silanyo government does not need to overtly or systematically extend, consolidate or exert its authority in remote and coastal areas. Spatial metaphors such as centre–periphery help to clarify the situation, but the significance invested in them reflects western rationalities, rather than Somali realities.  相似文献

In this paper, we explore processes of learning through a focus on relationships. Situated within the context of our research on educational tourism with Indigenous tour operators in the Northern Territory, we examine the relationships built between three groups: ourselves, Indigenous tour operators and undergraduate university students. We develop a conceptualisation of teaching and research as an interwoven learning exchange characterised by multi‐directional learning experiences within which all collaborators teach, research and learn. By viewing all contributors, including ourselves, as active and multiple situated co‐learners, we begin a process of recognising and reconfiguring power relationships. We reflect on how an interwoven learning exchange may bring new subjectivities into being through transformed research‐teaching relationships.  相似文献

Abstract. This paper aims to develop a model for the ethno‐nationalist incorporation of the space and time – that is of the geography and history – of ethnies considered as ‘others’ by the ethno‐nationalist core of an emerging nation‐state. It contends that one of the reasons for the recurring power and emotive force of nationalist discourse and practice stems from the disjunction between the complex history of a locality – exemplified in its material culture – and the homogenised present, which various strategies of ethno‐nationalist incorporation have brought about. Based on the analysis of the empirical evidence of the case of the city of (Sanli) Urfa in Southeast Turkey, it argues that a ‘spatial perspective’ focusing on the locale might facilitate unveiling hitherto understudied aspects of local nationalisms, as well as the rather dark sides of most nation‐building projects such as large‐scale population exchanges or ethnic cleansing.  相似文献

Detractors of European integration and many of its protagonists invoke state territoriality where the social and the spatial come together in a “Territorial‐Administrative Complex”. Like the military‐industrial complex claiming once to procure security, protagonists claim to guarantee democratic legitimacy. At the same time, the interests of the territorial constituencies prevail over others. The underlying notion of space is absolute and of territory that of a container. Costs and benefits are calculated in terms pertaining to it. The underlying “meta‐geography” is one of boxes‐in‐boxes, but rather than viewing space as a container, based on academic literature in the matter, planners now pursue soft planning for soft spaces. In the face of the apparently incontestable claim of the Territorial‐Administrative Complex to a monopoly on the production of democratic legitimacy, the article points out, albeit rare examples of constitutional theorists challenge this monopoly. Voting in territorial constituencies, they claim, has never been properly argued for, making it an arbitrary institution.  相似文献

This paper surveys the ways in which the First Nations Property Ownership Act (FNPOA) is the site of both tension and alliance between state, non‐state, and local Indigenous interests converging around a common agenda of land “modernization” in Canada. It is a convergence, I argue, that must be read in the context of a reorganization of society under neoliberalism. The FNPOA legislation is discursively framed to acknowledge Indigenous land rights while the bill simultaneously introduces contentious measures to individualize and municipalize the quasi‐communal land holding of reserves. The intersections of alliance around this land modernization project foreground the complex ways in which capitalism and colonialism, though inextricably tied, perform distinguishable economic processes, and how we must be attentive to the particulars of their co‐articulation with local formations of indigeneity.  相似文献
