A close reading of a neoliberal intervention in policy debates on ‘the regional economic problem’ is used to throw light on this method. When it is compared to economic geography, the neoliberal approach advances a relatively simplified conception of regional economic and social life that pays little regard to their richness, complexity and grounded realities. Correspondingly, this approach encourages a vision of regional policy that normalises and exonerates the spatially uneven outcomes of market forces. This article argues that policy‐makers’ ends in the field of regional development should be alert to the limitations that arise from the neoliberal tendency to override the evidence of empirical complexity in favour of a more simple narrative.  相似文献

This paper is concerned with understanding the reasons for the apparent success of neoliberalism: why the model of the ‘entrepreneurial, self‐reliant community’ has been adopted so widely and readily across Australia. It does this through an analysis of two events in the restructuring of financial services provision in regional Australia during the 1990s and 2000s: the John Laws/Australian Bankers’ Association ‘cash for comment’ affair, and the rise of ‘alternative’ financial service providers in the wake of the major trading banks’ financial service withdrawal programmes of the 1990s. This analysis is conducted using the conceptual toolkit of the governmentality literature. In this context, the paper explores the notion of translation — how authorities, agencies, etc., exert control over distant entities, whether these entities be branch staff or a far‐flung consumer market. In examining the often fragile character of ‘governing‐at‐a‐distance’ in modern forms of rule, it is argued that some recent advances in the ‘geography of power’ have much to offer in highlighting both the important roles played by space and scale in the execution of power in its various guises and the ways in which resistance to the more regressive features of neoliberal philosophy and policy may best focus.  相似文献

This paper is a discussion of the economic geography of Australia. It provides a history of foreign investment in mining, and discusses several resources booms that shaped the landscape of the continent and the role of governments (state, federal and territory governments) in this process. The paper presents a chronological account of the development of the Australian mining industry, the primary activities of which are the extraction, and export of unprocessed coal, iron, minerals and increasingly natural gas. The paper analyses the industry's interaction with foreign investment and government assistance (that is, government spending in relation to the industry such as subsidies, loans and infrastructure construction, etc.). Australia's trade and foreign investment environment have long been deregulated. The Australian mining industry has benefited from this deregulation. But its most spectacular period has been the ‘commodities super‐cycle’ of the 2000s–2010s. Overall, its contribution to exports has long typified the mining industry. The discussion herein draws attention to the applicability of the ‘eclectic theory’ in reference to foreign investment in mining. That is, investing mining MNEs (multinational enterprises) have three main types of ‘locational advantages’ in Australia: (i) volume of the availability of resources; (ii) foreign investment regulatory environment; and (iii) government assistance that benefits the mining industry's expansion.  相似文献

Canadian identity is threatened. Canada is first and foremost a state, an institution before being a socio-cultural reality. The country needs the state to survive. Its viability is based both on a healthy economy which ensures prosperity and on the critical role that such prosperity allows the state to assume by redistributing wealth. In the future, the ability of the state to pursue these ends may be seriously reduced and the unique character of Canadian society thus diminished. The dilemma associated with the Canadian-American, free-trade agreement issue is revealing in this light. While free trade seems to be the only solution to maintain a strong Canadian economy, it could at the same time, threaten the very existence of Canada.  相似文献

Research reported here identified planning and management issues relating to integrated development of nature‐based tourism in the Central Coast Region of Western Australia. Stakeholder views were gauged through a workshop involving 45 people and a series of interviews. The workshop was also designed to stimulate interest in the establishment of a regionally, integrated tourism group to address any issues identified. Participants included members of the tourism industry, the community, and representatives of government and non‐government organisations. Seven individuals participated in interviews, including the chief executive officers of the local authorities and regional development commissions. The results indicate that the regional tourism industry is fragmented and uncoordinated, which is hindering regional development. Implementation of regional tourism planning is virtually non‐existent in the Central Coast, due to the lack of a regional tourism policy. Management of tourism resources is restricted by limited coordination between industry and government, and especially by inadequate resource provision to local authorities and land management agencies. An outcome of the workshop was the formation of a regionally integrated tourism group, the Turquoise Coast Sustainable Development Steering Committee, to implement recommendations arising from the workshop. However, the group has met with limited successes to date, owing to a range of political and sectoral issues beyond the scope of tourism planning. The research highlights difficulties in implementing collaborative tourism planning initiatives at the regional scale.  相似文献

Over the past decade neoliberalism has come to represent the dominant policy discourse and ideology in the majority of western economies. Following the attention given to this phenomenon at a global (and national) scale, there has been a recent rise in interest in its regional implementation and expression and in how these are mediated through the embedded institutional associations of context dependent localities. Using Brenner and Theodore's (2002a) notion of ‘actually existing neoliberalisms’, this paper explores the hybrid nature of the residential property market. Using one of Greater Sydney's fastest growing regions as an example, this paper shows how residential developments are hybrid constructions, framed by institutional and policy resonances constituted by both state and market actants. Key factors here are the processes of partnership (a process of joining the market and the state), master planning (a process of recognising and pursuing the goals of both the market and the state) and negotiation and provision of state infrastructure (a process of direct state construction of the market).  相似文献

Greece is a country undergoing major changes in its course towards recovering from the recession and meeting the desirable economic standards. Over the past years, a series of legislative acts have reformed not only the sectoral policies and guidelines for the development of the main economic sectors of the country, but also the spatial planning policy and system, which in the period of just two years (between 2014 and 2016) underwent a double reform (Laws 4269 and 4447). Planning procedures became more ‘favourable’ to investments and the market’s needs. However, despite this early shift towards a more flexible and neoliberal approach, competitiveness and economic growth have not yet been achieved, whilst spatial planning is still ‘on hold’, leading to further entrepreneurial hesitancy and to a further delay in meeting the State’s requisite economic goals. The paper aims to contribute to the ongoing discussion regarding the future of spatial planning in Greece, in view of achieving economic stability and prosperity. The paper concludes that a suitable spatial planning model for Greece should prioritize public interest and territorial justice, in a way that it will not asphyxiate or discourage private sector initiatives that are so needed for the economic recovery.  相似文献

This article addresses how neoliberalism as a utopian ideal of the urban affects the practices of planners and parents, drawing on Stockholm, Sweden, as an example and foregrounding how these adult conceptions of the city are manifested, both socially and physically, and shape children's geographies. Through an analysis of planning documents and interviews with planners and parents, this study shows how Stockholm's planning is clearly conditioned by neoliberal beliefs, but rather than being linked with political sympathies, neoliberalism is expressed as a contemporary urbanism. This specific urbanism is not compatible with children's independent mobility and easy access to nature and play spaces, but demands, as expressed by planners and parents, certain “sacrifices” in order to be achieved. The study shows that age is an organizing norm in terms of spatial justice in the city and that ideological beliefs about the urban development affect how this (in)justice is organized. The planning documents reflect utopian neoliberal ideas about a specific urban identity, and when private actors are given more influence over what is being built and which spaces are developed, there is a deliberate transition from welfare‐planning values and the belief that children and adults have equal rights to urban neighbourhoods. This is expressed as a necessary transformation to a more urban and globally competitive city but given the extent to which welfare values are taken for granted in Sweden it is unlikely that the effect this transition will have on social and spatial justice in the city is recognized.  相似文献

This article examines the urban development of Moscow from 1992 to 2015, arguing that the city's recent transformation from grey asphalt jungle to a “city comfortable for life” is driven by a process of neoliberal restructuring. In particular, the study finds that a set of multi‐scalar dynamics—namely, the global financial crisis, the rise of a local protest movement, and an intensified rivalry between federal and Muscovite elites—were the key driving forces behind Moscow's current evolution. The work advances a conceptual framework of neoliberal urbanisation that enhances the literature on post‐socialist cities and, more generally, the broader debate on actually existing neoliberalism.  相似文献

This paper outlines the emergence of a New Washington Consensus associated with leading philanthropies of the new millennium. This emergent development paradigm by no means represents a historic break with the market rationalities of neoliberalism, nor does it represent a radical departure from older models of early 20th century philanthropy. Rather, it is new in its global ambition to foster resilient market subjects for a globalized world; and new in its employment of micro‐market transformations to compensate for macro‐market failures. Focusing on reforms pioneered by the new philanthropic partnerships in education and global health, the paper indicates how the targets of intervention are identified as communities that have been failed by both governments and markets. The resulting interventions are commonly justified in terms of “return on investment”. But the problems they target keep returning because the underlying causes of failure are left unaddressed.  相似文献

The renewed interest in Marxism that occurred in social sciences and humanities after the 2008 economic crisis has not yet found its counterpart in spatial planning. This paper examines what Marxist planning theory and practices could mean in the current conjuncture. It does so through scrutinising (1) the vibrant Marxist discourse in planning that existed in the late 1970s and early 1980s, (2) the recent history (since the 1980s) of planning theory and its relation to the political economy, and (3) the current political economic context (not least defined by the diabolic crisis). Where previous Marxist approaches to planning were very strong on analysing the political economy, I argue there is currently a need—with old hegemonies losing ground, communicative approaches losing support, and neoliberalism in the political economy losing legitimacy—to also discuss establishing alternatives.  相似文献

This paper examines some effects of the pursuit of neoliberalism on regional development policy and practice in Australia, and in particular on the activities and effectiveness of regional development organisations. The paper interprets data from a survey of 505 regional development organisations across Australia through the framework of Jessop's contribution to state theory and his identification of four key trends in economic management under neoliberalism. Regional development policies are seen as a response of governments to electoral pressure from regions, but a response that is constrained by the dominance of neoliberal ideology. The objectives of regional development are predominantly economic, but are often limited to the role of facilitation and the provision of information. Some responsibility for regional development has been shifted downwards to regions, but the effectiveness of the organisations given this responsibility is reduced by the short‐term and competitive nature of much of their funding, the lack of coordination between regional development actors at the local level, the proliferation of agencies and the competition between them. The paper concludes that regional development agencies in Australia are in many ways a product of neoliberalism, since they represent one way in which governments can be seen to be responding to regional pressure for assistance but they can do so without incurring significant costs. Yet regional development bodies are also a victim of neoliberalist thinking, since it denies them the resources and the powers they need to be more successful in their work.  相似文献

An American urban geographer specializing in China explores whether a commercial and urban redevelopment model successful in Beijing (Wangfujing) can be transferred to a more remote region of the country (Qinghai Province), and whether the potential benefits outweigh the costs of dismantling the traditional commercial core of the relatively large provincial capital of Xining, with one-half million inhabitants. The Xining project is investigated in the contexts of globalization, secondary globalization, and the diffusion of urban planning and development practices in China. The biases in Chinese planning practice toward methods employed in large eastern cities are considered in light of global trends toward neoliberalism and the new regionalism. Abstract: Drawing on governmentality debates, I argue that skilled members of the Jamaican diaspora are becoming important actors in an ongoing development strategy to extend the rationality of the market into everyday social relations and institutions. Diaspora members are imagined by states and development institutions to be ideal development partners because of their access to potentially lucrative business, knowledge and capital networks, and their desire to direct them towards socially transformative ends. But, as I shall demonstrate, efforts to incorporate skilled émigrés into national development plans raise important questions about the entanglements between diaspora strategies, state power and enduring local patterns of uneven development. Rather than a space of social transformation, diaspora can also function as a space of stasis that reproduces rather than transforms such patterns. By examining Jamaica's emerging diaspora strategy, I examine not only the governmental role that diaspora groups are increasingly beginning to play, but also their potential to support or disrupt the class, gender and racial asymmetries that have historically governed flows of wealth, opportunity and power across the island.  相似文献

Neoliberalism’s theoretical ascendancy within urban geography coincided with the rapid growth of scholarly attention to Chinese cities. Therefore, it is unsurprising that neoliberal causality has been a widely used tool for interpreting China’s spatial transformation. This paper critically reviews some of the most prominent debates on neoliberalism in the Chinese context. China’s Leninist political hierarchy and Dual Structure, crucial institutions for the management and regulation of society and economy under Mao, are now reduced to the quirks of “actually existing neoliberalism.” Neoliberal critique applied to China, however, fails to adequately explain China’s spatial development because it assigns causality for social and economic inequality to globalized processes of capital accumulation while ignoring the continued importance of Maoist institutions in China’s present-day political economy. Uncritical acceptance of neoliberalism’s explanatory power for spatial change has led to flawed and inaccurate portrayals of the development and future trajectories of Chinese cities, and misrepresents the sources of social injustice in Chinese society.  相似文献

Abstract:  Much of the literature on nongovernmental organizations (NGOs) and development suggests that a top-down process is underway which leads to the dispersal of neoliberal ideals. Drawing on 2 years of ethnographic research in Rajasthan, India, this paper examines how a poverty alleviation project \"fits\" into competitive  and  co-operative socio-economic relations already operating on the ground. It argues that in contradiction to neoliberal notions of empowerment espoused by project policies, both NGOs and their constituents have an interest in establishing and maintaining patronage networks that stabilize relationships of dependency. The paper concludes that neoliberal development projects serve to enable patron–client relationships between NGOs and villagers, and enroll the state in the continuing provision of benefits beyond those planned by the project.  相似文献

Ecuador is a prominent example of a Latin American country that has elected a left‐wing president who aims to create a post‐neoliberal development strategy. Many of the policies pursued by President Rafael Correa have focused on changing the relationship between nature and society. The new constitution of 2008, which grants rights to nature, adapts a new development model based on indigenous cosmology and strengthens the power and regulatory remit of the state over the economy and society, is an important statement of intent in this regard. The Yasuní‐ITT (Ishpingo‐Tambococha‐Tiputini) initiative to leave oil underground in exchange for international financial contributions is the most significant manifestation of this intent in actual policy. Analysis of two emblematic changes reveals that the creation of a post‐neoliberal development strategy has so far produced partial and uneven results. While nature and natural resources have come under stricter control by the state, this has not significantly diminished their commercialisation.  相似文献

In recent years, three notable trends have emerged in the gender and development landscape: the increasing use of sport as a tool to achieve gender and development objectives (SGD); the expanding involvement of transnational corporations (TNCs) in creating, funding and implementing development programs; and the ‘girling’ of development. The last trend has largely been facilitated by the proliferation of the global ‘Girl Effect’ campaign, or ‘the unique potential of 600 million adolescent girls to end poverty for themselves and the world’ (Girl Effect 2011). This article reports on findings from a global ethnography – involving semi-structured interviews, participant observation and document analysis – that considered how sport-oriented Girl Effect interventions impact the lives of girls they target. Using a Girl Effect-focused partnership among a TNC (based in Western Europe), an international nongovernmental organization (NGO) (based in Western Europe) and a Southern NGO (based in Uganda) as a case study, this article examines how SGD programs for Ugandan girls encourage them to become ‘entrepreneurs of themselves’ (Rose 1999) equipped to survive in the current global neoliberal climate using social entrepreneurial tactics such as training to be martial arts instructors combined with activities such as cultivating nuts. Results show how Girl Effect-oriented SGD programs that focus on social entrepreneurship tend to overlook the broader structural inequalities and gender relations that marginalize girls in the first place. I conclude by suggesting that future studies must further explore the socio-economic, cultural and political implications and consequences that social entrepreneurship and ‘economic forms’ of SGD interventions hold for girls.  相似文献
