Existing research suggests that external sources of finance, such as foreign aid and natural resource rents, allow states to generate revenue independently of their societies, disincentivizing them from forming close links with their citizens and severely problematizing the notion of a social contract. In Lagos, Nigeria's commercial capital, a series of personal income tax reforms have seen an increase in taxpayer compliance. Considering Lagosians’ perceptions of their relation with the state government, this study examines whether the state had to ‘earn’ its revenue by developing a closer relationship with its citizens, and whether citizens responded through a greater willingness to pay tax. It explores how citizens understand this relationship, what role they perceive themselves to fulfil, and what their expectations are for the future of state–society relations. The study shows how, through efforts to visibly link tax to service delivery, a social contract is emerging between Lagos State and its citizens — but that this relationship differs among groups, in that it is shaped by pre‐existing concepts of public organization and modes of political engagement.  相似文献

Contemporary political systems are experiencing a democratic disconnect between formal institutions of representative government, and the more informal spaces of political participation. Rather than offer an institutional remedy, this article turns to practice and considers how citizens themselves are seeking to transform dysfunctional democratic practices. The article provides an in-depth analysis of democratic events that have unfolded between 2012 and 2017 in the Australian federal electorate of Indi. The analysis explores the intertwined participatory efforts of the citizens’ group, Voices4Indi, and the local Independent federal member, MP Cathy McGowan. The Indi experience demonstrates that while citizens may be frustrated with ‘politics as usual’, they are not rejecting the system but rather instigating creative democratic reforms.  相似文献

ABSTRACT This paper provides an explanation for the level of local government employment by developing a median voter model that allows for migration into and out of the city, a local government balanced-budget constraint, and voting behavior by public employees that reflects their role as both demanders and suppliers of local government goods. Unlike previous research, the model developed here explicitly considers voting (for the incumbent) probability density functions which furthermore need not be stationary. The main conclusions of the model are that, ceteris paribus, it is plausible that the level of local government employment varies inversely with the public employee wage demand and with the elasticity of the privately employed voting population with respect to the local tax rate but directly with the voter participation rate of public employees. Contrary to previous theoretical research, there is no determinate relationship between the level of local government employment and the voter participation rate of privately employed citizens. Inferences concerning the structure of local government are also discussed.  相似文献

The French and Dutch ‘no’ votes in referendums on the European Union Constitutional Treaty have thrown the EU into turmoil. The messages from both referendums are that public dissatisfaction with European integration is widespread and there is a disjuncture between the views of citizens and those of elites. The original purpose of the process that produced the Constitutional Treaty was to bring the EU closer to its citizens. However, the text that was negotiated was an unwieldy document intended to satisfy diverse requirements but difficult to explain concisely. After the completion of negotiations some governments, for reasons of political expediency, took decisions to hold referendums on the treaty, but the future of The Treaty establishing a Constitution for Europe that took three years to complete is now uncertain. Furthermore, member states are divided about whether to press ahead with ratification after the two recent ‘no’ votes. What is the range of alternatives to member states if they wish to salvage the treaty or component parts? Finding a way through this current situation is the task the British government faces as it takes on the EU presidency from 1 July 2005.  相似文献

ABSTRACT. This paper uses new estimates of metropolitan factor demand and output supply functions to study how federal, state, and local fiscal policies affect metropolitan economies. We illustrate our work with findings for ten metropolitan areas in five states for changes in state corporate income taxes, local property taxes, the federal corporate income tax, an investment tax credit, interest rates, public capital stocks, output prices, and tax and regulatory policies affecting gross wages. It is clear from these simulations that a policy that is nominally the same everywhere will have repercussions that vary widely across regions and cities.  相似文献

While much public attention focuses on the impact of immigration policy at the national level or in major metropolitan areas, the realities of political policy regarding refugees and immigrant populations are also felt in smaller, more rural communities as well. Local decisionmakers increasingly face new community needs at a time when mandated programs are being shifted as federal responsibility changes. This article recounts the work of a unique, ongoing collaborative effort that began in 1996 establishing a partnership between health care and public safety services in support of low-income and immigrant populations in the city of Portland, Maine. The project seeks to address two of the most pressing problems associated with immigrant populations: preventive medical care and the reduction of neighborhood violence. The project is predicated on the belief that community building works best when all residents are stakeholders in a vision that includes strong schools, safe neighborhoods, and healthy families. The elements of the Portland experience in service provision are recounted for other state and local policymakers in forging new and collaborative working relationships among service providers and government agencies  相似文献

Policy feedback scholars argue the relationship between policy and politics is dynamic and reciprocal. For instance, policies “make citizens,” teaching the public who deserves positive government treatment and who does not. Furthermore, individual experiences with policy shape participation and beliefs about government, which shapes future policy. But few scholars have examined how experiences with a law shape attitudes toward those targeted by policy. We use a survey of 3000 respondents on MTurk (including an over-sample of people of color) to show how direct and indirect experience with policy shapes social constructions of politically relevant groups. Specifically, we examine how direct (personal) and indirect (via someone they know well) experience with two policy areas (criminal justice and social welfare) shape perceptions of the targets of criminal justice and welfare policy. We find the effect of policy contact is racialized; policy contact has a greater effect on white respondents compared to Black respondents. But despite this contact, whites' attitudes about groups' deservingness remain lower than those of their Black counterparts.  相似文献

When the Gillard government formed a minority government in 2010 many commentators argued that the government would be unable to fulfil its mandate. Despite this, the Gillard government was able to pass a record amount of legislation – comparable to previous majority-led governments – suggesting the government was effective at negotiating legislative passage. Less understood is whether the Gillard government was able to keep its election promises given the constraints of minority government. This is an important empirical and normative question. In their most basic form elections are designed to allow the public to hold politicians and political parties to account for their past performance. Central to this is whether parties have fulfilled the promises they made at the previous election. But how do parties express election promises to citizens and are they likely to fulfil these promises? Does minority government status make a difference? We examine these questions in the first contemporary Australian study of promise fulfilment, examining promises made and promise fulfilment of the Gillard minority government (2010–2013). We adopt the methods of the Comparative Party Pledges Project (CPPP). Consistent with the international literature, we find that the Gillard government fulfilled most of its election promises suggesting minority government status did not have a large effect on promise fulfilment.  相似文献

In December 1968 Ernest May asked how the US government could gain access to ‘long‐headed’ staffers to provide greater strategic depth to foreign policy. The challenge of long‐term strategy persists: how should government be organized to support it, how can the right people be found to staff it and how can political leaders make time for longer‐term policy‐making given the challenge of the immediate? The policy planning staff in the Foreign and Commonwealth Office have traditionally had the task of supporting longer‐range, broader foreign policy. A small group of diplomats—later leavened by externals from the media, non‐profit and private sectors—was meant to generate an improved approach to British interests and policy. As Robert Wade‐Gery recalls of its role in the 1960s, there was a push to forge fresh links with outside thinking. Did it work? Former policy planners can be circumspect about its achievements. One former British planner said he felt like ‘a spare part rattling around in a tin’, while former American planners have written about the challenge of injecting fresh thinking when detached from decision‐making. Other planners were dragged into operational work or speechwriting. Many planners nonetheless enjoyed the opportunity to think more broadly. Policy planning can be intellectually rich without being the source of actionable strategic thinking about the long‐term national interest. This article suggests that a greater focus on people rather than systems might help to foster more strategic, anticipatory and innovative thinking about the national interest.  相似文献

In this paper, the policies, projects, and promises of “smart” initiatives at the City of Toronto are evaluated, as they manifest through a technological convergence between local government services and an increased focus on citizen services through data-driven mediums. Through direct participant observation and formal interviews, a robust understanding of the internal institutional dynamics, the perspectives citizens in the “smart city,” and the operational disconnects in governance, policy, and practice has been gained. Our case study on the City of Toronto provides an account of how and from where these smart motivations for increasing a data-driven engagement with the public have arisen over the past several years. In doing so, we identify key characteristics that both enable and hinder the existing smart city in the forms of access to open data, the use of increased computational methods, and the engagement of public services through digital space as requirements for the future of participatory governance. We argue that instituting appropriate policies and engaging citizens to co-design and participate in the planning processes are essential to ensuring an inclusive, modern, and open smart city.  相似文献

Abstract

It is Swedish government policy to use information and communication technologies to increase sustainability. This has implications for planning and local organization of communities. In the municipalities where most public services are provided, there are growing numbers of local contact centres (CCs) aiming to meet citizens' needs for information and coordination of public services. The CCs localize public services and combine different services into a one-stop practice focusing on needs and demands of individual citizens and their unique situations. The municipalities hereby have to plan for service provision in new ways to meet more individualized needs that are also in line with improved sustainability. CCs are both local offices and advanced services on-line, as e-governmental services. E-government could be considered fast government, but this article aims to turn that obvious first impression upside down and discuss how e-government can slow down and make services more local, personalized and sustainable. Theoretically we take off from a time-geographical modelling of slow processes that has implication for slower, more sustainable development. Based on in-depth case studies of municipal CCs we argue that they are tools towards improved sustainability and localism, and that they are “slowing up” administrative processes. In particular, we point out that e-government has a potential to plan for, and promote, sustainability and slow local development.  相似文献

This article examines Soviet reproductive politics after the Communist regime legalized abortion in 1955. The regime's new abortion policy did not result in an end to the condemnation of abortion in official discourse. The government instead launched an extensive campaign against abortion. Why did authorities bother legalizing the procedure if they still disapproved of it so strongly? Using archival sources, public health materials, and medical as well as popular journals to investigate the antiabortion campaign, this article argues that the Soviet government sought to regulate gender and sexuality through medical intervention and health "education" rather than prohibition and force in the post-Stalin era. It also explores how the antiabortion public health campaign produced "knowledge" not only about the procedure and its effects, but also about gender and sexuality, subjecting both women and men to new pressures and regulatory norms.  相似文献

This article is a research synthesis addressing four questions critical to our understanding of the determinants of public policy. How often and how strongly do hypothetical determinants of policy—public opinion, interest groups, the party balance, and other factors—actually influence policy? Do some hypothetical determinants of policy have more influence than others? Does the way we measure policy affect our ability to explain it? And is there a connection between how strongly particular variables affect policy, and how much effort we devote to studying them? It turns out that variables hypothesized to influence policy more often than not have no effect. When variables do affect policy, researchers very seldom say anything about how much impact they have. Variables that convey the most information to policymakers about what the public wants have a greater impact than other variables, but it is less clear how the measurement of policy affects our findings. Researchers pay much attention to hypothetical determinants of policy unlikely to matter very much, and little attention to those likely to be the most important. Implications for future research are considered.  相似文献

Since 2001, state governments have adopted 287(g) cooperative immigration enforcement agreements with the federal government that authorize their law enforcement personnel to assist in detaining violators of civil federal immigration law. Employing a theoretical framework drawn from theories of policy adoption, intergovernmental relations, and immigration research, we test which state‐level political, sociodemographic, geographic, and economic determinants influence states to enter into such a cooperative agreement. In addition to finding that the partisanship of a state's governor, a state's effort on public welfare, and an increase in a state's percentage of Hispanics are related to the adoption of a cooperative immigration enforcement policy, we found evidence of “steam valve federalism” working not at the state level as Spiro (1997) first theorized but at the local level. When a state's localities adopt immigration enforcement agreements with the federal government, the state itself is far less likely to adopt their own. Understanding the reasons states would adopt this type of policy sheds light on current trends in state immigration policy and their effect on future state/federal intergovernmental relations.  相似文献

This paper discusses the way in which public photographic depictions of places and place-based communities contribute to the construction of local identity and community building. Being public and visualised statements about what a place and the people living there are and what they are not, photographs incite public debate about place and community. The paper discusses two interventions, one in Ghent, Belgium, involving professional photographers from outside the neighbourhood, and one in Bonnybridge, Scotland, involving amateur photography by local residents. Both are attempts by community workers to encourage citizens to discuss alternative realities of themselves, their neighbours and their neighbourhood. Starting from theories of place-making and public pedagogy, we reveal how both nonetheless exemplify very different strategies to democratise community-building processes.  相似文献

What do modern Americans mean when they say they believe in self-government—or do they mean anything at all? This article attempts to offer a reasonable, realistic expectation of what self-government can be in an extended republic of 325 million citizens characterized by a highly developed division of labor and intense specialization. It argues that if self-government is taken too literally, it becomes an impossible ideal likely to promote cynicism. On the other hand, if self-government is dismissed as an anachronism, the resulting technocratic government is likely to become irresponsible and illegitimate. Representative government offers the best middle way, but our practice of it must be repaired and defended against critics.  相似文献

With tight budgets and hyper‐partisan interactions within and between the states and federal government, attention is being paid to the implementation of federal programs. This is particularly important because, as the recently implemented American Recovery and Reinvestment Act suggests, state administrators are often the implementers of federal policy. This study integrates the fiscal federalism literature with that on implementation and bureaucratic response to examine the effect that within‐state factors have on the degree of performance goal achievement in federally funded, state implemented programs. The findings suggest that, when implementing federal programs, state administrators face conflicting political incentive structures and policy‐specific capacity and capability deficits that influence their motivation and ability to achieve performance goals.  相似文献

In efforts to become “smart cities,” local governments are adopting various technologies that promise opportunities for increasing participation by expanding access to public comment and deliberation. Scholars and practitioners encounter the problem, however, of defining publics—demarcating who might participate through technology-enhanced public engagement. We explore two case studies in the city of Calgary that employ technologies to enhance public engagement. We analyzed the cases considering both the definition of publics and the level of citizen participation in areas of participatory budgeting and secondary suites. Our findings suggest that engaging the public is not a straightforward process, and that technology-enhanced public engagement can often reduce participation towards tokenism. City councillors and planners need to critically confront claims that smart cities necessarily enhance participation. Moving beyond tokenism requires understanding “public” as a plural category. Municipal governments should seek to proactively engage citizens and communities utilizing helpful resources including, but not limited to, digital tools and smart technologies. This would allow planners to keep a “finger on the pulse” of publics' concerns, better identifying and addressing issues of equity and social justice. It is also important to consider how marginalized publics can best be recognized in order to bring their concerns to the fore in decision-making processes.  相似文献

Current figures (compiled in 1995) indicate that hazardous waste transporters (19,567 in number) ship approximately 16 million tons of hazardous waste annually in the United States (United States Environmental Protection Agency, 1995). While some state and local governments have enacted hazardous waste transport regulations for the protection of their citizens, the federal government has had primacy in initiating and setting the course of hazardous waste transport regulation. As a result, the predominant perspective on hazardous waste transport has been technical in orientation. This paper identifies and discusses how this technical perspective and the social perspective differ and what the consequences are for government policies and actions regarding hazardous waste transport.  相似文献

The changing role of Islam in the public life of Turkey is about to come under renewed scrutiny, the key issue being the potential candidates for the May 2007 presidential election. Erdoǧan, the Prime Minister and head of the first Islamist majority government in the republic's history, is likely to stand. Arguments already abound as to the legitimacy of such a move, with the opposition declaring that they will boycott the election if Erdoǧan becomes a candidate. Equally, Erdoǧan's own supporters are, in public, at least occasionally uncertain, conscious that when the late Özal moved to become president, his party suffered. Secularists grimly wonder whether they will be able to survive such an overt transfer to an Islamist figure, one whom they fear would be a great contrast to the pro‐Republican present incumbent, President Sezer. Yet, how should we face such a transition? What implications does it have for Turkey's politics, both internally in terms of the social life of the country, and in external affairs?  相似文献
