The apparent failure of recent US nation-building efforts in Iraq and Afghanistan has re-awakened interest in earlier American efforts at nation-building and the scholarly literature that provided the intellectual framework and justification for those efforts. In the aftermath of the Second World War, a generation of scholars, shaped by their wartime experience, contributed to that literature under the general label of modernization theory. Modernization theory was promulgated under the auspices of three major institutions: Harvard's Department of Social Relations, the Social Science Research Council's Committee on Comparative Politics and MIT's Center for International Studies. All three institutions provided homes for scholars conducting multidisciplinary research on conditions in the ‘new states’ – that is the former colonial countries. Drawing on the work of key scholars that contributed to modernization theory, this article offers a more sympathetic analysis than is typical of many contemporary assessments of the theory. In order to provide that sympathetic appraisal, the widest perspective on the various approaches to modernization theory is required so that the scholars whose work are highlighted include: Gabriel Almond, Lucian Pye, Karl W. Deutsch, Daniel Lerner, Alex Inkeles and Walt Rostow. 相似文献

Following the August 1953 coup d'etat, the government of Mohammed Reza Pahlavi in Iran embarked upon an economic development program. While financial backing for the program came from the Anglo-American oil companies running Iran's oil industry, Iran's semi-independent Plan Organization and its administrator Abu'l-?asan Ebtehāj turned to American non-governmental organizations for administrative expertise, in order to turn Iran's oil power into economic improvements and a basis for the regime's lasting stability. The work of these organizations was hampered by internal disagreements and divisions, discontent among Iranians over the foreign infiltration of their development program, and skepticism from the US government regarding the capacity of Iran to accomplish an integrated development effort on such a scale. Such feelings were influenced by cultural prejudices and perceptions of Iranians as corrupt and incompetent. Ultimately American non-government organizations were pushed out by the shah who seized control over Iran's development during the 1963 White Revolution. The course of Iran's Second Seven Year Plan illustrate how Western technical and administrative ‘know-how’ were tied to the efforts harnessing new oil wealth, and how the relationship between American and Iranian developmentalists was undone by politics, prejudice and opposing view of how progress could come from petroleum. 相似文献

AbstractThis article identifies a deep paradox at the heart of the modern state—in its ability and professed purposes to form the moral characters of its citizens—and then offers a Christian response. Were it not for the manifest success of states in persisting in this paradox, it would delegitimize them on grounds of incoherence and duplicity. In an argument that is occasionally Aristotelian, the article shows how modern (secular, liberal) states morally form citizens who willingly submit to the state's formation on grounds that the state has legitimacy so long as it does not claim moral authority. This line of reasoning is explicated with reference to Sheldon Wolin on Alexander Hamilton and feudalism as well as Martha Nussbaum on Aristotle. In response, Christian freedom, ecclesial peoplehood, and poverty not only run counter to state formation but positively resist it. 相似文献

AbstractAlthough they were allies, during the 1960s relations between the United States and Iran were fraught with tensions. For American policymakers, Iran was an important Cold War client and oil-supplier in a turbulent region. It was vital, therefore, to maintain a good relationship with the Shah of Iran. Indeed, United States policy was based in large part on American assessments of the Shah as an individual. This article seeks to assess how the language and metaphors used by American policymakers to describe and understand the Shah reflected and informed United States policy. Officials within the Kennedy and Johnson administrations viewed the Shah through a highly gendered lens that magnified perceptions of him as a weak, highly sensitive and irrational leader – characteristics deemed to be overly feminine. This article therefore contends that US policy towards Iran was influenced by gender stereotypes as policymakers lamented their reliance on the Shah, who they deemed to be insufficiently 'masculine'. 相似文献

Moral injury is a term developed specifically to highlight the moral harm accrued by U.S. veterans during war, the salience of which seems to exceed the analytical range of terms such as “trauma.” Veterans can feel that they violated fundamental moral ideals, leaving some to feel they have lost the ability to be “good.” Moral injury as a term originally had an important political dimension, however, one that has been lost in a turn to a more clinical approach. I argue that the experience of moral injury can lend itself to potential, prophetic insights into the effects of one's culture on the wider world. Instead of seeing moral injury as a disorder in need of clinical treatment, it can be the basis of a religiously informed social ethic empowering veterans to engage the broader social conditions and policies that lead to war in the first place. 相似文献

Focusing on the cultural influence of the cigarette, this paper synthesizes a wide range of evidence to argue that the cigarette was a fundamental primer for Iran's encounter with modernity, especially as understood in the context of western influence. Applying the dramaturgical theories of sociologist Erving Goffman, it is argued that the cigarette is an instantiation of the “sign-equipment” of modernization used to refashion the identity and subjectivity of Iranian men and women. This refashioning has occurred in three distinct periods. In the first period (1860–1930), cigarette smoking was a habit adopted by the Persian elite in an attempt to mediate the encounter with European colonial figures. In the second period (1930–70), cigarettes were leveraged by Iranians who wished to be seen as upwardly mobile. In the final and contemporary period (1970–present), cigarettes have become ubiquitous among the adult population, but smoking itself has become the act of youth rebellion as experimentation occurs at increasingly young ages. 相似文献

Between 1964 and 1969, the US Navy undertook a series of experimental projects designed to enable ‘man’ to live and work on the seafloor, in undersea habitats, for prolonged periods of time without surfacing. These little studied projects, known as Sealab I, II, and III, were framed as an ‘attack’ on the hostile space of the sea by the warrior like figure of the American ‘aquanaut’. Drawing on feminist geopolitical scholarship, this paper seeks to decentre the human protagonists of Sealab by foregrounding the role of non-human animal life in the projects. In doing so, it argues that animals actively shaped how the undersea environment came to be understood and inhabited by the US military and calls for greater attention to be paid to the agency of animals – their lives and fleshy affordances - in the construct of territory, and to the ways in which non-human life can complicate the ideas associated with the frontier, gender, and the exertion of colonial power. 相似文献

ABSTRACT. In the immediate aftermath of World War II the Polish state placed a high value on national homogeneity. The Polish Committee of National Liberation signed population exchange agreements with its socialist neighbours in September 1944 and expelled the German population who remained within the new Polish borders. Far less frequently discussed are the Polish state's efforts to persuade ‘Poles’ in Western Europe to move to Poland. This paper analyses how Polish policy towards ‘Westphalian Poles’ and the British reaction to Polish claims offer insight into both Polish and British nationality and citizenship policy in the immediate post‐war period. I argue that the quality of potential labour played an important role in both British and Polish thinking. The paper also contends that the ‘Westphalian incident’ gives useful insights into the emergence of the Cold War. 相似文献

ABSTRACTIn this paper, we develop a conceptual approach from which to examine the moral landscape of volunteer tourism development in Cusco, Peru. Drawing from recent work on assemblage theory in geography and tourism studies, we explore how assemblage thinking can facilitate new understandings of volunteer tourism development. Using assemblage as an analytical framework allows us to understand volunteer tourism as a series of relational, processual, unequal and mobile practices. These practices, we argue, are constituted through a broader aggregation of human and non-human actors that co-construct moral landscapes of place. Thus, reconsidering volunteer tourism as assemblage allows for more inclusive and nuanced understandings of how geopolitical discourses as well as historical, political, economic and cultural conjunctures mediate volunteer tourism development, planning and policy. Finally, this paper calls for further research that integrates assemblage theory and tourism planning and development. 相似文献

Between 1961 and 1963, a political crisis in Iran prompted U.S. foreign-policy makers to briefly consider supporting political reform that would have pushed the Shah toward a more constitutional role and moved Iran toward democracy. Yet Washington instead decided to bolster the Shah's regime to carry out social and economic reforms that coalesced as the Shah's White Revolution in 1963. Policy-makers relied in part on a psychological profile of Iran to shape their decisions, believing that the Iranian people were psychologically unprepared to rule, and that the Shah was psychologically unprepared to give up power. This article encourages diplomatic historians to explore how the language and ideas of psychology influenced the modernization theories and policies that U.S. policy-makers applied to Iran, the Middle East, and the wider ‘Third World.’ After briefly exploring the history of U.S. racial, religious, and cultural perceptions of Iran - many of which fit traditional stereotypes of Orientalism - the article examines the influence of political and developmental psychology at a time when racial and religious bias were increasingly taboo. Psychology offered more acceptable, scientific ways to understand Iran and the Middle East, though it led to familiar conclusions. This paper develops the framework of the “developmentalist passive revolution” to analyze the politics of water development during the Cold War. This framework is developed by drawing on Marxist geopolitics and critical water geography, and is offered as a way to facilitate comparative analysis of engineering and nationalism in the context of Cold War hydropolitics. The concrete historical engagements of the paper relate to the signing of The Indus Waters Treaty (IWT) of 1960 between Pakistan and India and the associated Indus Basin Plan to transform the Pakistani waterscape. What historical and geopolitical-economic conditions enabled the signing of the IWT? What legacies did the IWT have for state formation in Pakistan? Drawing on the negotiation records of the IWT, archival materials relating to Pakistani river development during the 1960s, and fieldwork conducted in Pakistan in 2012, this paper argues that Cold War hydropolitics are best analyzed through the cultural and economic interactions of asymmetrically empowered developmentalist state elites at multiple scales. 相似文献

Globalism is probably the most frequently used term describing our current age. Found in many contexts, it is often a vague concept referring to a host of different figurations of post-industrial society. European expansion, the growth of the global economy, mass immigration and the planetary expansion of international relations are merely some of the phenomena associated with globalism. Yet globalism taken in its most neutral form of global history is not merely a trendy catch-all phrase for the challenges of our age but has its origins in the efforts of the enlightenment—to rewrite the theological universal histories of the Middle Ages. There is a close relationship between the historiography of universal history and the current ideology of globalism. By juxtaposing the two main strands of universal history (the universal history of mankind vs. the cyclical history of individual peoples) to the problem of European identity, I show that the theoretical problems which caused the demise of universal history continue to plague globalism. Such an analysis of the ideological foundations of globalism is central not only to the current debate on the (re-) construction of European history, but also in the discussion on what constitutes European ideas. 相似文献
