Scotland, with just over 5 million inhabitants, is a small country relative to most of its neighbours in Europe, including England. Under the recently (re)established Scottish Parliament in Edinburgh, devolved responsibilities have provided a new context within which the characteristics of its demographic regime have come to be seen as problematic. In this paper we review the empirical evidence underpinning political perceptions of a population ‘crisis’ in Scotland and argue that spatial comparisons have been particularly influential in this politicisation of population. We then examine the dimensions of the population debate through the voices of politicians and the media. We conclude with a brief consideration of the relationships between population and devolved politics, suggesting a direction for policy‐relevant research to which population geographers could make a major contribution.  相似文献

The importance the Soviet government placed on language and language planning in the creation of identity and space with a view to the ultimate creation of a Soviet culture is here explored through the lens of geolinguistics. Linguists, poets, and politicians were organized to educate each ethnic group and to socialize them within communism. Using the country of Tajikistan as an example, a new language, Tajiki, was created and implemented throughout all education curricula. That this language was never fully embraced by the population shows the difficulty in political language planning as well as the resilience of language as a measure of cultural identity in the face of a government's effort to ultimately supplant it with the more acceptable “international” language of Russian. Given that the current government of Tajikistan is still made up of former Soviet officials, it comes as no surprise that it has continued to use literary Tajiki as one of the primary bases for Tajik culture as expressed in the Republic of Tajikistan. The effort expended on this creation, the continued allegiance to it, and the overall value of using language and geography as a lens for understanding culture will be explored in this paper.  相似文献

Over the past decade much has been written about the centrality of city-regions to accounts of economic success. But despite a rich and varied literature highlighting the importance of city-centric capitalism, the concept of the city-region remains ambiguous. Defined in economic terms, all too often what is missing from these accounts is how city-regions are constructed politically, and the processes by which they are rendered visible spaces. While recent interventions have done much to advance debates on the former, this paper explores the struggle to define, delimit and designate city-regions through recent endeavours to construct a spatial map of city-regions in England. The aim is to demonstrate how the processes by which city-regions are constructed politically are the mediated outcome of trans-regional economic flows and political claims to territory. The paper concludes by relating these findings to ongoing debates around state, space and scalar geographies, and speculates what they might mean for the future of city-regional debate.  相似文献

It is commonplace in philosophy, political theory, and theology to speak of the other and the problem of the identity of the West. No one has done as much to foreground the language of the other in recent years as Emmanuel Levinas, whose works have sparked a renewed interest in ethics across the humanities. Moreover, few have advanced as forceful a critique of European otherness, not only its exclusivity (whereby the other is marginalized) but also its hegemony (whereby the other is absorbed). I explore Levinas's critique of Western ethical thought in order to try to pinpoint what exactly he offers to post‐Hegelian reflection on the other, focusing on his insistence that equality must be grounded in the asymmetry of ethics. The question is: does this take one further than Europe, modernity, the West? If so, where is one thereby going? If not, what is novel or important in these claims?  相似文献

Cultural geography has a long and proud tradition of research into human–plant relations. However, until recently, that tradition has been somewhat disconnected from conceptual advances in the social sciences, even those to which cultural geographers have made significant contributions. With a number of important exceptions, plant studies have been less explicitly part of more-than-human geographies than have animal studies. This special issue aims to redress this gap, recognising plants and their multiple engagements with and beyond humans. Plants are not only fundamental to human survival, they play a key role in many of the most important environmental political issues of the century, including biofuels, carbon economies and food security. In this introduction, we explore themes of belonging, practices and places, as discussed in the contributing papers. Together, the papers suggest new kinds of ‘vegetal politics’, documenting both collaborative and conflictual relations between humans, plants and others. They open up new spaces of political action and subjectivity, challenging political frames that are confined to humans. The papers also raise methodological questions and challenges for future research. This special issue grew out of sessions we organised at the Association of American Geographers Annual Meeting in New York in 2012.  相似文献

The management of carbon emissions holds some prospect for challenging sustainable development as the organising principle of socio-environmental regulation. This paper explores the rise of a distinctive low-carbon polity as an ideological state project, and examines its potential ramifications for the regulation of economy–environment relations at the urban and regional scale. Carbon control would seem to introduce a new set of values into state regulation and this might open up possibilities for challenging mainstream modes of urban and regional development in a manner not possible under sustainable development. But low-carbon restructuring also portends intensified uneven development, new forms of state control and a socially uneven reworking of state–society relations. In order to explore these issues we start by setting out a framework for conceptualising environmental regulation based around the idea of eco-state restructuring. This idea is introduced to capture the conflicts, power struggles and strategic selectivities involved as governments seek to reconcile environmental protection with multiple other pressures and demands. Overall the paper seeks to make a distinctive contribution to theoretical work on state environmental regulation and the emerging spatial dimensions of climate policy.  相似文献

Online petitions are an important feature of contemporary political engagement in advanced democracies. In this paper we report on a unique data set – covering a five year period and over 17,000 petitions – documenting the development of the Change.org platform in Australia. Australia presents an interesting case as, until very recently, there was no national government hosted online petition site. Our analysis results in three findings that advance scholarship on online petitions. First, we find the majority of petitions are in fact targeted at government, and that their issue area is of a political nature. Second, we find that most signers of petitions sign a single petition – they are not serial participants. Finally, we show that ‘super users’ of the online petition system engage broadly as well as often. Together these findings demonstrate that online petition creation and signing – even on commercial platforms – is a distinct and important part of citizen engagement in politics.  相似文献

Globalization, and the increased exposure to international competition that it has supposedly induced, has led to expectations of institutional convergence in, among other things, local and regional development policy and the politics surrounding it. There have been changes in the United Kingdom, but not of the decentralizing, neo-liberalizing form anticipated. A comparison of the British with the very different, highly decentralized, American case seeks to shed light on this. Emphasis is placed on both the strongly embedded nature of institutions and on misunderstandings about the strength of the forces of globalization.  相似文献
