The article analyses the type of bicameralism we find in Australia as a distinct executive-legislative system – a hybrid between parliamentary and presidential government – which we call ‘semi-parliamentary government’. We argue that this hybrid presents an important and underappreciated alternative to pure parliamentary government as well as presidential forms of the power-separation, and that it can achieve a certain balance between competing models or visions of democracy. We specify theoretically how the semi-parliamentary separation of powers contributes to the balancing of democratic visions and propose a conceptual framework for comparing democratic visions. We use this framework to locate the Australian Commonwealth, all Australian states and 22 advanced democratic nation-states on a two-dimensional empirical map of democratic patterns for the period from 1995 to 2015.  相似文献

Abstract

Silvio Berlusconi is uniquely successful as a political entrepreneur, but that does not mean he is unique. Others have trod that path as well, albeit with lesser success. This paper looks at why others have failed where Berlusconi succeeded in order better to understand the secrets of that success. The conclusion is that Berlusconi needed to progress on many fronts at the same time – opportunistic, financial, institutional, ideological and personal. Hence even if Berlusconi has not made the most of his opportunities, what is remarkable is that he illustrates the possibility of bringing the whole constellation of factors together. Others may not have followed in his footsteps yet, but that does not mean they will not be able to do so in the future.  相似文献

Recent widespread calls and strategies for consumers to change and reduce meat consumption position meat as both an environmentally unsustainable and highly desired food. Such change is often understood as an unattractive and difficult process of relinquishment, and that perspective informs interventions designed to lessen the presumed hardship involved. This article troubles such assumptions by reference to a practice theoretical approach and by extending conceptual debates circulating within consumption geographies. The work explores food preferences and tastes generated in what I describe as everyday “mealing” practices, within which meat's relevance may be diminishing, contingent, or negotiable. I draw on go‐along stories about meals‐in‐flux told to me by Australian householders participating in “Meat Free Mondays” and/or consuming meat substitute products. I analyse the practical, material, and sensorial aspects of “mealing‐practice” change and show how the stir‐fry is a meal displacing “meat and three veg.” The work contributes to geographical research increasingly focused on understanding desires and tastes produced through everyday practices. In the process, it complicates understandings of meat consumption reduction as sacrifice and points to possibilities for new research and more effective forms of intervention.  相似文献

This article reviews analyses of foreign and comparative politics published in the Australian Journal of Political Science over the past 50 years. The article uses a thematic approach, reviewing five broad regional areas: the Soviet Union and Eastern Europe; New Zealand and the Pacific; Canada, the USA and Western Europe; China and the rest of Asia; and Africa and the Middle East. The article assesses changes in the attention given to particular regions and countries over time, and highlights countries that have received relatively little attention. The article uses a Presidential address in 1985 by David Goldsworthy as a key reference text for assessing the study of foreign and comparative politics in Australia since 1966. The main shifts in overall attention since the early 1990s have been a decline in the historical study of the Soviet Union and Eastern Europe, and increased attention to New Zealand.  相似文献

ABSTRACT

Given current emissions trends an increase in global temperatures in excess of 2°C is highly likely in the coming century. In this context, it seems increasingly probable that states may consider solar geoengineering as a stop-gap climate response. Solar geoengineering refers to measures that aim to alleviate some measure of global warming by intentionally increasing the amount of the sun’s energy that is reflected into space. Currently the two most discussed solar geoengineering techniques involve either marine cloud brightening or dispersing aerosols in the stratosphere. These techniques could be relatively inexpensive, are within the technological capacities (after a brief period of development) of technologically-advanced countries, and could have an almost immediate impact on temperatures. Yet, while solar geoengineering might potentially be utilised to manage some climate-linked security threats, it itself would create new security challenges. Consequently, this paper explores potential international security implications for Australia if a regional state, or group of states, initiates a solar geoengineering program. We conclude that since solar geoengineering is unlikely to become a first-order international issue, disputation over solar geoengineering will likely reflect, or act as a proxy for, wider patterns of state interaction. However, scenarios in which China and the United States take different positions, or in which there are divisions among regional powers, such as Indonesia, Malaysia, India and Singapore would pose the greatest threat to Australia’s national security.  相似文献

This collection of papers systematically examines the broader political consequences of the mining tax debate including the power of mining interests and the strategic errors made by the Rudd and Gillard governments. Abstract

This paper's review of relevant Australian writing critical of theory and practice concludes that official protection of the nation's heritage is a prejudicial, narrowly conceived system in the sense that it is not readily embraced by the public at large, and does not relate well to vigorous public concerns for the environment. Heritage remains too securely tied to the historic artefact. Much broader, vital concepts are needed. A ‘social and environmental relations’ model is proposed. Ideas related to such a concept are explored, including examples where heritage is integrated with aspects of community development. Practice in some communities is argued to be blazing paths well in advance of some of the heritage professionals. In support of such initiatives, research directions for historically‐based disciplines that are in accord with the proposed model are outlined.  相似文献

The purpose of the Exchange feature is to publish discussions that engage, advance and initiate new debates in the study of nations and nationalism. This Exchange article is on the subject of ‘Populism and Nationalism’. Each contributor addresses the following four questions on the subject: (1) What is populism and what role does it play within the context of democratic politics? (2) Does populism cut across left–right lines? (3) What is the relationship between nationalism and populism? (4) Are contemporary populist movements across Europe and the West comparable? Australia is one of the most culturally diverse countries in the world. Since World War II, seven million immigrants from more than 150 countries have settled in Australia. Since that time, Federal governmental changes to its policies on immigration has recognized the importance of cultural diversity in its population. Educational institutions have also responded by initiating a variety of strategies and developing curricula aimed at achieving equitable education and social outcomes and promote the acceptance of people from ethnically diverse backgrounds. This paper first examines how Australia has developed policy that has enabled education to become its third largest export market worth more than AUD$18 billion in 2014–2015. It focuses on some of the state and federal government policies that have encouraged the internationalization within the primary, secondary and tertiary education sectors and then gives an overview of some of the institutional strategies and policies that have been implemented at the Royal Melbourne Institute of Technology (RMIT University) at university level and geospatial science undergraduate discipline level. A range of challenges at the governmental, institutional and discipline level faced by those individual academics wishing to incorporate internationalization into their respective curricula are investigated.  相似文献

This study offers a new perspective on the development of political parties in the Australian House of Representatives. We analyse a data set of 3060 legislative votes to estimate how parties influenced the behaviour of 287 legislators who served in the first 12 parliaments (1901-31). We show that the socialisation of members and cohort replacement effects, as well as a decline in private member business and committee votes, explain why partisanship increased over time. Our results challenge two widely held beliefs about the organisation of political parties in the legislative arena and the Australian party system. First, the analysis demonstrates that the government’s ability to increase party discipline through control of the legislative agenda is limited when parliament is engaged in nation-building projects. Second, our study suggests that introducing restrictive parliamentary procedures played a role in consolidating Australia’s unique two-party system, which opposes Labor to the Liberal–National coalition.  相似文献

This article examines how contributors to the Australian Journal of Political Science (AJPS) have conceptualised Australian politics over 50 years. It undertakes this task by examining key events in Australian politics that prompted vigorous debate. These include the election of the Whitlam government in 1972, its dismissal in 1975, and how this in turn generated discussion about the nature of responsible government in Australia. The republican debate of the 1990s shifted the focus. Since 2000, however, a few contributors to the journal have attempted to find a central focus for Australian politics in the controversy over the idea of the Australian settlement. Much recent discussion about Australian politics has been influenced by the ‘cultural turn’, and become particularistic. It is argued that despite their diversity, articles in the AJPS generally do not usually contribute to a narrative that sheds light on the larger, longstanding, structural issues of Australian politics.  相似文献
