Many regions in Western Europe have set up technology transfer agencies in order to support endogenous potential by encouraging the diffusion of new technologies from universities and large firms to small and medium‐sized enterprises (SMEs). However, many studies have shown that business partners such as customers and suppliers are the most important partners for the stimulation of the innovativeness of SMEs. Universities and transfer agencies are given a very low rank in these studies. These results have led to doubts about the usefulness of these institutions for regional economic development. In order to increase transparency, streamlining of the agencies involved is necessary so that there are fewer actors and more cooperation between them. To be able to reach technology‐following SMEs, at least one transfer organization in every region should employ senior engineers with extensive business experience to visit firms frequently (proactive) to help them come up with some technological issues (demand‐oriented). These agencies need long‐term financial backing so as to provide free advice to technology‐following SMEs.  相似文献

The article looks at how developments in economic theory have influenced the regional development strategy agenda in Wales. It concentrates in particular on the importance of endogenous aspects of policy in a post‐Fordist context. Such issues as the relevance of networking, learning, foreign direct investment and technology transfer are looked at and applied in the Welsh context. The role of the Welsh Development Agency (WDA) as the principal economic agent is given particular attention. The general conclusion is that the WDA has been working on the right lines in attempting to develop an endogenous offensive approach alongside its obvious past success at attracting inward investment. There is, however, a danger of national trends and political forces favouring the latter over the former.  相似文献

This paper focuses attention on two types of businesses, Crown corporations and co-operatives, that have long been associated with attempted solutions to regional economic developmental problems in Canada. The paper argues that co-operatives and Crown corporations can be viewed as coping mechanisms that attempt to make up for shortcomings in Canada's market-based economic system. Consistent with this perspective, the case study of co-operatives and Crown corporations finds that, taken as a single group, these firms are more spatially dispersed than their privately held and publicly traded counterparts at both the Canadian national level and the regional level in Saskatchewan. The study also shows that, taken separately, Crown corporations are highly concentrated within Saskatchewan, while co-operatives are dispersed across the province. A possible explanation for this behaviour, warranting further research, is that Crown corporations in Saskatchewan encourage development provincially by linking with global and national business networks in their respective industries, while co-operatives in Saskatchewan largely focus on facilitating economic development opportunities at a local level across the many smaller town- and city-centred regions of the province. The paper discusses the meaning of these and other findings for regional economic development efforts in Saskatchewan and Canada.  相似文献

During the Victorian period there were substantial regional variations in employment in the service industries. Explanations of economic growth in this period have been dominated by the notion that it was industry-led. If that were so, service growth would be a function of industrial growth. Testing of this thesis by econometric methods suggested that industry provided a poor explanation for variations in services, and that the main explanation was provided by variations in income. This raised other questions, since income per head in the industrial areas was generally much lower than in the less industrialized and service-oriented south of England. There is an abundance of evidence to suggest that this service-oriented regional growth was not derived from industrial development but from international trade and finance together with the consumer spending of a wealthy landed society. There was thus a substantial element of economic and spatial dualism in the Victorian economy. The role of heavy industry in Victorian growth thus needs to be revised considerably downward, and the importance of services and the South East region in particular revised considerably upward. Indeed it is by no means sure that the industrial regions provided the principal stimulus to Victorian growth: the evidence of this study would suggest otherwise.  相似文献

This paper explores the potential drivers behind uneven regional development in the context of employment growth in Denmark and Sweden. In particular, we are interested in the roles of urbanization, industrial change and the rise of the new economy as manifested in the growth of the two economies in 2002–2007. The aim of this paper is, therefore, to analyse the impact of a number of key industrial sectors on regional employment growth in the two countries. The empirical analysis is based on longitudinal matched employer–employee data retrieved from official registers in each economy from 2002 to 2007, a period of strong national growth following the crisis of early 2000. Our findings indicate that the two economies follow a similar pattern in addressing total employment growth; but looking at changes in employment levels across the national borders of these two relatively similar open economies, we find that, although in general these economies react relatively similarly to changes, embarking on a narrower analysis of the individual sectors reveals marked national differences. This indicates that context matters in the analysis of regional economic dynamics in terms of structure, system and policy.  相似文献

The accumulation of capital is the driving force of the capitalist economy. Various conditions are necessary for accumulation to proceed and each has important spatial aspects. The paper demonstrates that an analysis of these aspects provides a potentially useful framework for understanding the relationship between regional development and economic growth, with particular reference to the Australian experience. Moreover, it is shown that spatial restructuring plays an important role during periods of economic recession in re-establishing the conditions for further growth. This analysis also illuminates some of the limitations of more conventional regional growth theories and debates on convergence versus divergence in regional economic performance.  相似文献

The impact of the economic crisis has been highly asymmetric across the European regions. The objective of this paper is to investigate the determinants of resilience to economic crisis across European regions. Regional economic resilience was assessed based on employment changes during 2008–2013, while socioeconomic determinants were analysed pre-crisis (2002–2007). A highly heterogeneous pattern of resilience was observed within countries, while significant differences were also revealed between the continental northern-central regions and the southern periphery. A multilevel logistic regression model indicated the magnitude of country-effects on the performance of regional employment during crisis periods. Both EU-referenced and country-referenced regional resilience identified the positive effect of accessibility and the negative effect of a large manufacturing sector in the ability of regions to withstand recessionary shocks. Education and economic development level positively affected the resilience of both large and small regional European economies. Investing in education enhances the spatial homogeneity across Europe in terms of its ability to react to economic shocks. The results reveal the importance of narrowing disparities among regions and formulating targeted and differentiated regional development policies at country level, taking into consideration the size of the economy of the regions.  相似文献

In recent years, economic resilience has become a popular term in both theory and policy practice. This interest was triggered by the fact that some regional economies were extremely vulnerable, while others have managed to overcome, more or less effectively, the worse consequences of the current economic crisis. Within this context, questions arise regarding the role that policies at both the national and subnational levels can play in shaping regional economic resilience. Although high in the academic and political agenda, understanding the policy and governance aspects of resilience still remains a relatively underdeveloped area. The paper contributes to this debate focusing on an area which has been most severely hit by crises, the Region of West Macedonia, in Greece. The case study builds on the historical trajectory of the region in order to explain how different types of policies have influenced the ability of West Macedonia to respond to economic slumps and crises of the last 30 years. Evidence suggests that national protectionist policies largely explain not only resilience of the region against previous crises, but also its vulnerability towards the still ongoing economic crisis.  相似文献

This paper aims to structurally analyse the role of tourism in regional development processes in European cross-border regions with different historical development paths. Departing from an institutional perspective, the research is based on comparison of the position of tourism in region-building processes in the newly developing German–Czech cross-border region and the more ‘mature’ German–Belgian borderlands. Results indicate that the development of local cross-border tourism projects is no guarantee for positive destination-wide regional development impacts. In some cases, these projects may even reinforce asymmetrical socio-economic development directions of neighbouring borderlands. Rather, the socio-spatially equitable distribution of tourism benefits in cross-border contexts depends on several process-based aspects. These include the presence of ‘thick’ (cross-border) institutional arrangements, multi-scalar representation of tourism stakeholders in decision-making processes and a transversal position of tourism in regional development strategies. However, both with cross-border institutional ‘under-mobilization’ (Germany–Czech Republic) and with institutional ‘over-mobilization’ (Germany–Belgium), the informal network position of institutional brokers proved key for safeguarding the integrative character of tourism in the inevitably complex cross-border region-building process.  相似文献

Recent writings in economic geography have questioned the way the literature has featured the regional scale in discussing issues of innovation and economic competitiveness, and called for a different conceptualization of scale. This paper takes up the challenge to go beyond what is called the 'regional gaze', by presenting a critical review of the regionalist literature and outlining an alternative approach. The critique of the 'regional gaze' is developed in two steps: first, by discussing the influence of strategic management discourse; and second, by invoking the twin concepts of lifeworld–systemworld. This critical account results in identifying various windows for elaborating an alternative conceptualization of the relationship between economic development and space. A first alternative is found in the dimension of the 'non–local' or 'extra–local', but the significance of these notions is considered to be limited. Drawing on recent work on scaling and the 'politics of scale', a relational–scalar approach is proposed that focuses on the question of how scalar qualities are socially produced and contested. What is called for is a geographical imagination that sees innovation and economic competitiveness as braced on spatialized networks rather than bounded territories scaled at the regional level. An illustration of how such a perspective may be elaborated is found in recent discussions on the concept of 'global production networks'.  相似文献

Using a comparative case study on the closure of the research and development facilities of a pharmaceutical company in two regions in Sweden, this paper investigates the emergence of regional economic resilience from an agency perspective. Findings include a networked region engendering agency from non-state actors whilst substantial state intervention is needed to facilitate agency from a less networked region. The paper finds broad confirmation that interactions of actors are due to how a region is organized and the contingencies of its institutional context. Collective agency depends on the ability of actors to align interests and coalesce agendas which, as shown by the two cases, can be based on shared regional affinity as in the case of Södertälje or innovation strategies as in the case of Lund. Regional economic crises bring forth conditions and impetus for temporary modes of cooperation that mobilize resources to launch adaptive resilience strategies. Conflicts in resource distributions or operational complexity make developing agency-based resilience challenging. Emergent regional outcomes from agency-based resilience from these two cases exhibit adaptation with the potential for adaptability in Lund, and adaptability with degrees of adaptation in Södertälje.  相似文献
