The idea of ‘crisis’ plays an important role in academic and policy imaginations (Heslop and Ormerod, 2020), particularly since the global financial crisis. Across major western cities, at the same time as policy-makers have had to respond to ‘the (economic) crisis’, many have also experienced intense ‘housing crises’ and the acute divergence of average incomes and house prices. In response, cities such as London have become central sites in debates around housing acquisition by the ultra-wealthy, land value extraction and growing levels of unaffordability. However, much critical geography research on housing crises is state-centred or focused on civil society impacts, with relatively little reflection on the real estate sector and the work that crisis does as a narrative in shaping institutionalised and actor-centred practices. In this paper, we draw on in-depth research with developers, investors, and advisors in London to argue that crisis-driven policy responses have created political risk which is differentially experienced by actors across the sector, with large housebuilders and advisors benefitting whilst smaller niche developers move out. Moreover, we show how consultants, investors and developers have used the crisis situation to create new geographies, products and investor types in the housing market. These, in turn, require regulatory support and demonstrate the inherently political nature of crisis narratives' use. We use the London case to broaden understandings of the impact that conceptualisations of ‘crisis’ have on urban and regional planning practices, and how these influence and shape processes of contemporary urban development.

The notion of crisis has evolved from a sudden, acute event to a broader disruption of stable historical narratives and the future. This article explores how the crisis surrounding the Russian invasion of Ukraine challenged the inevitability of Poland's membership in the West and threatened to catapult it back into a history of war and Russian domination. However, for Polish volunteers aiding Ukrainian refugees and the military, the crisis was also a temporality in which their actions took on outsize importance. By working on seemingly mundane tasks of provisioning and transport, they attempted to shape history and, in doing so, redefined the concept of humanitarianism in times of crisis. This article highlights how crisis can serve as a potential for collective action, blurring the distinction between individual and collective agency and redefining how people respond to crises.

This paper analyses the new rent seeking strategies in housing implemented during Spain’s financial crisis. The Spanish Model presents a paradigmatic case of the need for capital to reinvent itself through the articulation of new mechanisms for the production and appropriation of urban rent, as the crisis revealed the limits of strategies that were implemented during the bubble period. Amongst these new strategies, the paper analyses the rescue of financial entities, the creation of a ‘bad bank’ and the establishment of Spanish REITs. These mechanisms are leading to financialisation of rental housing and the emergence of vulture funds as new transnational owners of housing.

Instrumentalist and critical narratives of resilience have seldom engaged discussing the ‘values’ underpinning it. We propose that mapping resilience values against worldviews can help translate the articulation of theoretical narratives as public policy. This can help establish an evidence-base to assess if resilience thinking is - in practice - the inclusive and participatory agenda that policy claims it to be; or – on the other hand – to understand the ways in which resilience is a new market for exploitation, as its critics have claimed. The inclusion of a worldviews perspective in conjunction with the contextual aspect of place approach associated with geographers will help actors design better resilience-led interventions, by targeting such interventions more appropriately to the values of the target audience. The paper summarizes two dominant narratives and suggests pathways for the inclusion of a third pathway that derives empirical approaches from values-oriented research at multiple scales.

Crisis narratives surrounding Europe’s 2015 migration influx fuelled demands for new ways of tracking, mapping and predicting human mobility. We explore how market opportunities for technology firms and data analytics start-ups created by the EU’s Global Approach to Migration led to solutionistic approaches to compiling and analysing migration statistics. We show that initiatives such as the rebranding of existing platforms and services as migration prediction systems are consolidating policy conceptualisations of migration as risk. Despite the promise of greater granularity, this “big data approach” cannot offer greater certainty about who is on the move and why. Instead such approaches are ill-suited to understanding the complex dynamics of migration and to offering protection to vulnerable people. The marketisation of migration statistics through big data offers a key case for advancing progressive approaches to both migration statistics and global data justice.

The conversion of second to primary homes is a known phenomenon; yet, its emergence as a result of necessity in an era of economic crisis has not been adequately addressed in the literature. To fill this gap, the article discusses an interview study of younger adults who have made this conversion, conducted in a second home area near Athens, Greece. The study explores the factors that influenced respondents to move permanently to their second home and perceptions of their relocation. Given the ongoing economic crisis in Greece, the research is placed in a unique socioeconomic context, allowing the investigation to delve into the effects of the economic crisis on these housing choices, by comparing perspectives on conversions having taken place before and during the crisis. Findings depict second home mobility as a complex phenomenon linked to tourism, changing housing needs, social factors, economic pressures, but also new potential urban functions arising from the current economic depression in Greece.

The article identifies the determinants of the uneven spatial distribution of housing accumulated by banks via foreclosures in the city of Barcelona. Working with a new data source, we geolocalised foreclosed housing and analysed its tendency to spatially cluster. Using the bivariate version of the Local Moran Indicator, we confirmed the spatial correlation between the concentration of foreclosed housing and indicators of the socio-economic vulnerability of the neighbourhoods containing it. We also applied an OLS model to identify and weight the determinants of this clustering at the neighbourhood level. Our findings revealed that the growth of unemployment, the concentration of (non-EU) immigrant population and a greater presence of residents with low levels of studies were the key variables that explain the uneven geography of foreclosures in Barcelona. The results obtained also allowed us to characterize the spatial distribution of the housing accumulated by the banks during the mortgage crisis. As a result of the massive wave of evictions, banks have emerged as large-scale property owners in Spain and key agents for present and future housing policies.

Iceland’s 2008 financial crisis has received considerable scholarly attention from economics and business science perspectives. Far less consideration has been given to the political–administrative consequences of ‘the collapse’ in terms of its restructuring state-based projects and instituting new scalar strategies, and, specifically, the role played in this process by Icelandic political and policy elites. We focus on this issue by analyzing recent attempts to reconfigure Iceland’s sceptical position towards the EU by promulgating state narratives of ‘EUrope’ as a ‘safe haven’ for the shattered national economy as part of the country’s formal application for EU membership. We show within the Icelandic state there is, however, a highly fragmented and polarized position on EU accession. Drawing on Jessop’s strategic relational approach, we demonstrate that this derives from the actions of different elite fractions seeking to establish parameters for strategic selectivity on EU accession in ways that support their own interests. ‘EUrope’ emerges as a complex institutional category which is both shaped by, and shapes, the rhetorical interventions and actions of Icelandic state elites in often contradictory ways, demonstrating the fundamental political dynamics of what is emerging as a fraught, fiercely contested EU accession process. We conclude that times of conflicting elite narratives are also moments of potentially significant state change.

Public policy scholars often accentuate the key role of crises in explaining policy change; however, much empirical work still remains to be done in order to explain crisis‐induced policy outcomes. This article explores the prediction of the Advocacy Coalition Framework that stable coalitions and impediments to learning reduce the likelihood for policy change after a crisis. Strategic action is emphasized as a supplementary variable focusing on the role of political motivations in post‐crisis policymaking. Sweden's decision not to accelerate the nuclear power phaseout following the 1986 Chernobyl disaster provides a case study to assess the utility of these explanations. Findings corroborate theoretical expectations about stable minority coalitions, cast doubts over the presumed rigidity of policy core beliefs, and emphasize strategic action and cognitive heuristics as important motivations for policy choice. The article concludes by outlining three sector‐specific variables (ideological salience, level of conflict, and previous crisis experiences) that add to the explanation of crisis‐induced policy outcomes.

This paper argues that indigenous peoples' responses to climate change are better understood in relation to emerging notions of citizenship than to climate change crisis narratives. The latter, like development narratives, are often used to license the intervention of experts in debates about resource management and conservation. Dominant climate change narratives about the Arctic emphasise the power of global climate systems to threaten northern communities by situating them as being intrinsically ‘at risk’. These narratives envisage Arctic citizenship within very narrow parameters which have largely masked the voices of northern citizens. Definitions of ecosystem resilience, while providing a framework for comparing disparate cultural and ecological contexts, are predicated on avoiding systemic collapse. It is argued that such definitions heighten the sense of risk implicit in climate change impacts. This may ultimately impede the development of different aspects of civic participation by northern citizens with climate change policy opportunities. Policy responses across a range of diverse geographical contexts require new narratives that put communities back into the calculus of risk and decision-making. One way to be more critical about the language of climate change narratives is to evaluate the extent to which they can account for, and mitigate, growing inequalities of power and wealth. Studies in the historical reception of science narratives are proposed as a better approach for making grounded comparisons of the discursive strategies with which climate change narratives are made to work. This also helps to bridge discussions of climate change across regions like the Arctic and Africa, which share much in common, but are too often studied in isolation.

Abstract: This essay's point of departure is the coincident economic and environmental “crises” of our time. I locate both in the dynamics of capital accumulation on a world‐scale, drawing on the ideas of Marx, Karl Polanyi and James O’Connor. I ask whether the recent profusion of “crisis talk” in the public domain presents an opportunity for progressive new ideas to take hold now that “neoliberalism” has seemingly been de‐legitimated. My answer is that a “post‐neoliberal” future is probably a long way off. I make my case in two stages and at two geographical scales. First, I examine the British social formation as currently constituted and explain why even a leading neoliberal state is failing to reform its ways. Second, I then scale‐up from the domestic level to international affairs. I examine cross‐border emissions trading—arguably the policy tool for mitigating the very real prospects of significant climate change this century. The overall conclusion is this: even though the “first” and “second” contradictions of capital have manifested themselves together and at a global level, there are currently few prospects for systemic reform (never mind revolution) led by a new, twenty‐first century “red‐green” Left.

A surge of forcibly displaced migrants into Europe in 2015 culminated in what has been referred to as the ‘refugee crisis’. As the continent's top destination country, Germany has been widely praised for its welcoming culture while heavily criticized for failures of integration. This is particularly true of Berlin — a city that has absorbed the highest number of war refugees in Europe, many of whom remain without stable accommodation. Despite its significance, the scholarship has largely neglected the housing question within the European refugee crisis. The aim of this article is to cast a critical light on the complexities and contradictions glossed over by the refugee crisis trope. Drawing on the Berlin case, the author argues that resettlement initiatives need to be understood against the backdrop of austerity urbanism, particularly its insistence that markets can meet housing demand. By focusing on three types of shelter provisioning for refugees, the article reveals the multifaceted and nuanced ways in which the Berlin government, refugees and grassroots organizations contest, produce and navigate the moving frames of austerity urbanism in search of stable housing.

How do policymakers respond to crises? The Narrative Policy Framework (NPF) answers this question by focusing on the contest over policy narratives. This paper focuses on the individuals constructing those policy narratives, conceptualizing them as policy narrators. Using a case study approach, we analyze seven counties located in a major oil and gas formation in Texas, which in early 2020 faced both an oil bust and the onset of COVID-19. We explore four sets of propositions about how policy narrators source, synthesize, and share their policy narratives. We find that while their narratives vary, the structure of those narratives is similar; their backgrounds shape how they source narratives, and they tailor their levels of narrative breach to the action (or inaction) they hope for. They avoid casting other local actors as villains, place their audience as the hero, and situate themselves as either supporting or a member of that audience, stressing their common ties. From these findings, we put forward a working definition of policy narrators, identify how they fit into the NPF, and discuss how they relate to other types of policy actors, including policy entrepreneurs.

Abstract

This article examines the institutional crisis of the Northern Ireland Assembly in 2015 as a case study on the impact of austerity on multiculturalism in Ireland. I make a case for viewing the Assembly as a multicultural institution through pointing to the historical role of community relations policy, which was directed at reconciling “sectarian” Irish nationalists and Ulster unionists. It did so through shifting from an understanding of the conflict as one based on the struggle for Irish national self-determination to one based on conflicting identities. I argue that Sinn Féin’s embracing of multiculturalism is a product of its accommodation to British rule in Ireland. Sinn Féin has made a virtue out of its political volte-face by becoming the strongest advocate of ethnic Irish nationalism in Northern Ireland. The ethnic power politics of Sinn Féin has found its unionist equivalent in the political manoeuvrings of the Democratic Unionist Party. Austerity measures imposed by the Westminster government have created problems for the parties in the power-sharing Assembly, problems that threaten the collapse of the Assembly. It is because of, rather than in spite of, the multicultural mechanisms embedded in the Assembly that the institution has got to crisis point. This is an institutional crisis, not a crisis of multiculturalism.

Was the crisis of historicism an exclusively German affair? Or was it a “narrowly academic crisis,” as is sometimes assumed? Answering both questions in the negative, this paper argues that crises of historicism affected not merely intellectual elites, but even working‐class people, not only in Germany, but also in the Netherlands. With an elaborated case study, the article shows that Dutch “neo‐Calvinist” Protestants from the 1930s onward experienced their own crisis of historicism. For a variety of reasons, this religious subgroup came to experience a collapse of its “historicist” worldview. Following recent German scholarship, the paper argues that this historicism was not a matter of Rankean historical methods, but of “historical identifications,” or modes of identity formation in which historical narratives played crucial roles. Based on this Dutch case study, then, the article develops two arguments. In a quantitative mode, it argues that more and different people suffered from the crisis of historicism than is usually assumed. In addition, it offers a qualitative argument: that the crisis was located especially among groups that derived their identity from “historical identifications.” Those who suffered most from the crisis of historicism were those who understood themselves as embedded in narratives that connected past, present, and future in such a way as to offer identity in historical terms.

Based on interviews with activists and local government officials and on secondary data, this paper analyzes the development and effects of the Roman Right to Inhabit Movement (RIM) from its origins till 2014. The first section describes the origins and characteristics of the new housing question in Rome. The second presents a brief genealogy of the RIM, paying special attention to how it has framed the housing question. The third describes the activities of the RIM by focusing on its interplay with the city politics and administration and the resulting changes in the housing policy of the city of Rome. The fourth section analyzes the modes of state regulation and of political articulation of the housing question that these transformations have brought about. The final section argues that these emerging arrangements are a significant example of how new forms of social protection are being created by urban movements after the neoliberal erosion of the welfare mechanisms.

A former high-ranking Russian Ministry of Finance official examines the consequences of financial support extended to regions by the Russian Federation government during the global financial crisis in 2008-2010, for the purpose of exploring its potential impact on the regions' financial health in 2011-2012. The paper is structured around an analysis of the three major dimensions of that support: (1) legal and administrative actions undertaken at the federal level to reduce financial pressure on the regions; (2) increased issuance of intergovernmental fiscal grants in 2009; and (3) loans granted to the regions from the federal budget. The author argues that the financial crisis has provided a "stress test" that is useful in assessing the efficiency and flexibility of the Russian system of fiscal federalism.
