This article examines the concept of slave labour through two case studies from Brazil. One involves internal migrant workers and the other cross‐border migrant workers. There have been accusations of slave labour in both cases. I argue that slave labour is a multi‐dimensional concept and that cognate notions (eg forced and unfree labour) could also be reconceived as multi‐dimensional. Recent works have proposed that a continuum viewing labour relations as more or less free should replace dichotomies such as free vs unfree. I argue for taking this further to recognise, first, that workers may be more or less free in different ways, and second, that the resulting conditions of employment can be characterised as more or less degrading, also in different ways. This multi‐dimensional approach allows for a better understanding of the heterogeneity of apparently unfree labour relations and for greater recognition of the agency of workers labelled as slaves.  相似文献

This paper explores the characteristics of post-war Polish historiography on the working class and relates it to current trends in global labour history. Although, in Poland, labour history never existed as a separate field, many historians focused their studies on either working-class history or the history of the workers’ movement. After 1945, Polish historiography was circumscribed by political and ideological considerations; however – except during the brief Stalinist period (1951–56) – Marxist methodology was not imposed or applied uncritically. In fact, discussions about the role of the working class in history that began after 1956 generated research interest in new groups of workers and labour relations. Much of this research concerns recently highlighted aspects of labour history, such as marginal groups of workers or free versus unfree labour. Polish historians’ reinterpretation of Marxist orthodoxy proceeded from their empirical studies of nineteenth-century Polish lands – at the periphery of Western capitalist development – as well as from their theoretical influences. This article argues that some aspects of the Polish historiography on the working class qualify it as part of labour history’s heritage, despite the historiography’s significant limitations.  相似文献

Abstract: The reproduction of human insecurity in contemporary capitalist societies is linked to the need to “produce” labour at a price that permits the realisation of surplus value, and crises of social reproduction (both generalised and specific). In this paper I use a social reproduction lens to focus on the example of the emergence, and recent resurgence, of gang labour in the UK. I look first at the gang labour system, its evolution, and processes and institutions of regulation. The paper then examines the ways in which the gang labour system sheds light on interrelationship of relations of production and reproduction, processes of class formation, and how the power of supermarkets and the political imperative to keep food costs down, which are related to patterns of migration and racialisation, privilege the reproduction of some workers over others. This in turn signals the need to engage with the role and significance of unfree labour in contemporary economies.  相似文献

Restrictive migration laws, fracturing of citizenship and neoliberal labour markets intertwine with persistent migration flows to produce migrant precarity in the European context. This article examines the institutionalisation of precarious and unfree labour conditions for migrants in Denmark and Greece, through the enactment of laws and policy initiatives. The article situates itself in a literature regarding migrant precarity and its institutionalisation, unfree and informal labour and the production of immobility, which points to their interrelation as a constitutive element of modern European economies. In both cases, we can identify a retrenchment of rights and likewise the cases indicate that a fractured citizenship is instrumentalised in producing various types of immobility. The article concludes that despite differences between the European North and South we can identify a situation of unfree labour characterised by a lack of real or acceptable alternatives, within a setting of coercive geographies.  相似文献

This article explores how domestic NGOs responded to new opportunities that emerged during the 2015–2020 ‘modern slavery’ labour reforms in Thailand's seafood sector. The analysis takes place against the background of civil society transitions in a ‘post-aid’ setting. Like NGOs in other middle-income countries, the Thai NGO sector has struggled to remain relevant and financially viable in recent decades, as international donors have withdrawn from countries with steadily declining poverty rates. As a result of the ‘developmental successes’ of Thailand, the NGO sector needed to rethink its strategies. Examining the modern slavery labour reform process provides an opportunity to understand the strategic choices available to NGOs in the face of several important phenomena: the emergence of new actors such as international philanthropic donors; the growing influence of the private sector in governance matters; and the need for NGOs to balance multiple strategic alliances. The article draws on in-depth interviews to explore narratives of Thai labour NGO adjustments during the period of the modern slavery reform. The study contributes to a better understanding of how NGOs in post-aid countries transition and adapt to changing circumstances by embracing new roles as ‘sub-contractors’ for emerging global philanthropic donors and as ‘partners’ of private corporations.  相似文献

This article demonstrates how both the agency of women of colour and a particular set of ideas about femininity and maternity played an important part in shaping the ending of slavery in the city of Rio de Janeiro. It does so through the prism of untapped municipal documentation, exploring initiatives taken by the city council both to abolish slavery by emancipating mainly women and to shape the city's first generation of fully free working families by founding schools and charitable institutions. In enacting these measures, councillors found themselves debating not only the meanings of freedom, but the meanings of ex‐slave womanhood. Their discussions reflected both the long‐term development of ‘free womb logic’ in Brazilian slavery and emancipation, and tendencies by the 1880s abolitionist movement to make emotive, ‘feminised’ appeals for elite women to sympathise with enslaved mothers. The article explores how women of colour used elite discourses about freedom, maternity and womanhood in order to achieve freedom, but also contested and reshaped them as they sought to bring their own lived meanings to freedom.  相似文献

Despite the increasing preponderance of non‐farm work in Cambodia, labour migrants across a range of working conditions remain linked to their rural homesteads through durable financial and social arrangements. This article explores this phenomenon through the case of debt‐bonded brick kiln workers in Phnom Penh, formerly smallholder farmers in villages. Drawing on the field of labour geography, the article first examines the process by which labourers became debt‐bonded, thus situating them within the country’s broader agrarian transition and recasting peasants as rural labour. It then explores workers’ perceptions of rural life, suggesting that the unfreedom of kiln work, contrasted with the fixedness and potential for mobility in rural life, makes workers aspire to return to their land. The article ultimately highlights how the persistence of smallholder farmers can be understood as an issue of poor work under neoliberalism in Cambodia, and draws light on the agency of labour in understanding this.  相似文献

This essay deals with active labour recruitment from Yugoslavia to Sweden at the end of the 1960s and early 1970s. It is a case study of recruitments of foreign-born workers to one particular manufacturing industry. It focuses primarily on trade-union actions and strategies in connection with the recruitments, analysed in the light of the power relations within the corporatist Swedish labour market model. This approach illuminates how the Swedish labour market model dealt with an issue involving both conflicting and coincident interests between labour and capital, with the state as an intermediary. But the recruitments are also analysed from the recruited workers' points of view. The essay reveals great union influence in the process of labour recruitment, and suggests that the national Swedish labour market authority only approved as many work permits for non-Nordic workers as the trade union concerned accepted. This power, in combination with the shortage of workers, could be used by the unions as a forceful instrument in their struggle to transform working life according to their members' interests. Accordingly, the labour recruitments to Sweden were framed by the power relations and the corporative practices within the Swedish labour market model.  相似文献

This paper explores the relationships between labour organising, globalisation and national identity through an engagement with the 2009 Lindsey Oil Refinery strikes. Some strikers adopted the controversial slogan ‘British Jobs for British Workers’ in response to employers' attempts to undercut existing wages and conditions with a new migrant workforce. This led to accusations of xenophobia. We make three inter‐related arguments. First, we contend that it is necessary to interrogate the spatialised power relations generated through particular forms of labour agency enacted in relation to globalising processes. Second, since these responses can be politically ambiguous, success in territorially based disputes does not always equate with broader (transnational) class agency. Third, relevant to the project of labour geography, we propose that labour scholars and activists be more attuned to the mundane ambiguities in labour agency, and the subsequent need to frame local action within a broader relational politics of global labour solidarity.  相似文献

This study discusses a body of scholarship which is little-known internationally, written in Hungary in the period between 1949 and 1989: the historiography on agrarian labour from the eighteenth century to the Second World War. This historiography was conceptually inclusive in that it explored the history of many groups of agrarian workers, the varied types of labour in which they were involved, including long-term contracts, day and servant labour, seasonal migration and non-agricultural forms of labour, the role of agrarian labour in socio-economic development, and the political movement of ‘agrarian socialism’. This historiography for a large part remained embedded in three adjacent research clusters: peasant studies, local and regional history, and the history of the labour movement. This study argues that scholarly approaches and interests, and institutional framings specific to each of these clusters, were of key importance in generating the extensive scholarship that is reviewed. The fact that Hungary had been a dominantly agrarian country before 1945, the Leninist vision of the ‘alliance of the workers and the peasants’ that was to bring about socialism in Eastern Europe and the state-condoned interest in the history of the labour movement and labour more generally were other important factors conducive to, and to various degrees putting their stamp on, this research. Given its findings within a Marxian or classical social-history framing, and its focus on an often neglected group of workers, the historiography on agrarian labour written in state-socialist Hungary deserves to be integrated into the historiographical canon. This study discusses this scholarship against the backdrop of present-day global labour history. In pointing to some of its area-, time- and context-specific characteristics, the study aims to contribute to a global dialogue in labour history that is sensitive to and critically appreciative of different historiographical trajectories and traditions across world regions.  相似文献

This article seeks to contextualize the political economists of the antebellum South. The article analyzes them both as members of a transatlantic set of economic thinkers and as southern defenders of slavery. As such, they paired a commitment to the fundamental precepts of classical economics with a defense of chattel slavery. Some historians have claimed that the simultaneous commitment of the southern political economists to political economy and slavery compromised both their social science and their defense of slavery. In contrast, this article finds that the southern political economists exploited the gaps and tensions in classical political economy on the topic of unfree labor to build a coherent and popular economic defense of slavery. Key to the defense was a view of planters as profit‐seeking capitalists and a racism that necessitated the control of black laborers. In the process of developing the defense, some of the southern political economists championed the prospect of industrializing the economy of the South with surplus slave labor.  相似文献

This article explores the rhetorical comparison of naval sailors' exploitation to that of African slaves in pre- and early-Victorian discourses on naval reform. It is structured around an analysis of J.T. Haines's nautical melodrama My Poll and My Partner Joe (first performed 1835), in which the hero, having been press-ganged by the navy, risks his life freeing enslaved Africans on the Middle Passage even though he considers himself a slave to his nation. This plot was both timely and provocative: first performed in the immediate aftermath of the illegalization of slavery in Britain's colonies, it dramatizes an analogy between slaves and sailors that was contested by campaigners for naval reform and their opponents. Ultimately, My Poll and My Partner Joe palliates radical commentary on sailors' rights, in its second and third acts, as the sailor patriotically celebrates his freedom in antithesis to African slavery. Rather than read its denouement simply as romantic escapism, I argue that it proposes resolutions to conflicts that had arisen in British understandings of slavery and freedom, and racial and national identity, as a result of the debate on naval reform. To researchers of imperial, humanitarian, and working-class cultures and identities of the nineteenth century, this article reveals the underlying importance of ‘race’ and slavery to debates on maritime labour. It further highlights the complex, dialectical character of pre- and early-Victorian representations of sailors – on the stage and beyond it.  相似文献

Differences in labour force participation and unemployment rates between indigenous populations and immigrants are common throughout Europe, but the gap seems to be particularly wide in Sweden. Based on studies of workplaces that traditionally employed large numbers of immigrants, but where they are now declining, it is argued that a driving force behind this process of exclusion is to be found in technological and organisational changes. These changes seem to be more pervasive in the Swedish labour market than in other economies in Europe. What is sometimes called the ‘Swedish model of working life’ has turned into the systemic exclusion of immigrant labour.  相似文献

In the context of precarious post-Fordist urban labour markets, Dress for Success in the Netherlands, a non-profit working in the context of the welfare state, provides dress advice to a majority of men. Dress advice consists of moments in which demands for immaterial labour find material translations into items of clothing. Building on ethnographic observations, I argue that dress advice-encounters should be seen as exercises in adaptability to new and ever changing economic circumstances. In these pedagogies, gender is a key instrument. Rather than a straightforward feminization of the economy, what is at stake is a performance of openness towards becoming adaptable to future labour market demands. Asking men to depart their attachments to Fordist working class masculinities and its material translations is an exercise toward becoming pliable enough for post-Fordist precarious labour markets.  相似文献

劳动力地理学研究有助于理解全球化背景下劳动力作为当前国际国内经济转型和产业区位的一个重要因素及其发生作用的内在机制,对指导劳动力市场调节、促进地方劳动力市场发展具有重要意义。本文总结了国外劳动力地理学理论研究的起源,认为其理论演变经历了由新古典经济地理学区位理论,到马克思主义新经济地理理论,到近年来"文化、制度转向"的劳动力市场地理发展历程。介绍了近年来地方化劳动力市场地理理论和实证研究领域,及其对产业空间组织的影响等方面所取得的最新进展。在对当前的研究进行评述的基础上,指出不足和未来方向。与西方学术界相比,我国相关理论研究较为欠缺,尤其是文化、制度等因素对我国劳动力市场影响的研究有待进一步加强。  相似文献

Spaces of labour control: comparative perspectives from Southeast Asia   总被引:1,自引:0,他引:1  
This paper seeks to identify the spatialized dimensions of labour control in sites of rapid and recent industrialization in Southeast Asia. Using a comparative analysis of locations in Penang (Malaysia), Batam (Indonesia) and Cavite/Laguna (the Philippines), it is argued that the construction and control of space has been used to enhance control over the working body, and, in particular, to contain labour organization, unionization and collective bargaining. Three broader arguments are made. First, that labour geographies need to be cognizant of the spatialized politics of labour beyond a narrow focus on the trade union movement. Second, that space is a potent tool in labour control and must be explicitly considered alongside the identity–based control strategies and institutional structures that have usually informed studies of labour regimes in newly industrializing contexts. Finally, a comparative perspective on local labour markets, and control regimes in particular, shows that the ways in which space is constructed and controlled differs between contexts, implying that universal judgements on the relevance or importance of particular arenas or spaces for labour politics should be reserved.  相似文献

This paper contends that unfree Indigenous student labour at residential schools was a key—and underappreciated—component of settler colonialism in Canada. Colonial administration and the churches attempted to “civilize” and assimilate Indigenous people—and prepare the frontier for white settlers—through residential schooling. Labour, in accordance with Euro-Canadian gender norms, was expected to usher Brandon Industrial Institute (later Brandon Residential School) students from the “backwardness” of traditional lifeways to the industriousness and assimilation necessary for their roles in the serving classes of modern society. I use archival sources—newspapers, unpublished reports, Department of Indian Affairs documents, and United Church correspondence and photographs—and employ a version of Norman et al.'s “settler-colonial grid of recognizability” to examine student labour. This paper argues that the Department of Indian Affairs and church officials at Brandon Residential School sought to make Indigenous youth “legible” under the settler-colonial grid of recognizability through agricultural and manual work for boys and domestic labour for girls, both of which ensured the school's financial viability. I propose that this under-explored aspect of settler colonialism could be understood through three main themes—imperial settler-humanitarianism, the logic of containment, and productive bodies—that are traced across the lifetime of the school.  相似文献

The article proposes that unfree labour was an integral part of Bronze Age society. The presence of the unfree (thralls or even slaves) in prehistoric societies has rarely been discussed and never in the light of archaeological evidence. The article is based on empirical material from 333 fully excavated house remains from 120 sites in the Viborg area in northwest Jutland, Denmark. Based on the reconstructed size of these longhouses, the location of fireplaces, entrances and the subdivision of space, it is suggested that farmsteads, in general, had two, often clearly separated habitation units. In the Early Bronze Age, a longhouse was usually subdivided into two parts, and during the Late Bronze Age, this subdivision manifested in the construction of two longhouses. After a thorough analysis of the archaeological record, it is suggested that the owner of the land had occupied one habitation unit, while the other was reserved for the unfree.  相似文献

Benefiting from the ‘global’ and ‘trans-national’ turns in the larger historiography, labour historians in the past two decades have greatly expanded their geographical scope, developed new methodologies, refashioned categories of analysis and largely abandoned teleological assumptions. In this context, the history of labour in Eastern Europe still constitutes one of the least-globalized research topics in the field, even though the region attracted an array of excellent labour historians both before and after the collapse of state socialism in 1989/91. This introduction to the Dossier on labour history and Eastern Europe reflects on the reasons for the apparent mismatch between Eastern European labour history and the new global labour history. It does so by situating this large question within a discussion of some more or less successful examples of how scholarship on a particular theme in labour history has contributed or attempted to contribute to the conceptual and empirical enlargement of labour history in the past few decades. Focusing on particular aspects of the debates on class analysis, the peasant question, the history of gender, and the history of labour under state socialism, the authors address key questions in the international development of the history of labour. These questions, the authors argue, are at the core of the contributions on Eastern Europe assembled in the Dossier. Situating the four historiographical studies contained in the Dossier in this larger context, the introduction discusses the varied reception of scholarship on aspects of the history of labour emerging in and from different contexts and asks how this scholarship has contributed or might contribute to the development of a more inclusive global labour history.  相似文献
