我国城市发展自本世纪以来呈现出加快发展的趋势。然而,这一进程尚不均衡和协调。本文通过城市企业主义这一视角,分析中国城市实现空间与经济迅速增长的机制及其所面临的问题。文章首先考察了2001-2009年间的公共财政结构,揭示出中国地方政府治理模式,并对其背后的制度原因进行了分析,以体现出城市企业主义是如何受到高度集中的行政考评体系和分税制这一转型期财政体制的影响。文章接着对地方政府为实现其城市企业主义战略而采用的土地驱动型发展模式进行了研究,最后提出了中国城市发展亟待转型的呼吁。  相似文献

The secondary circuit is a central element in the processes of capital accumulation, and its relevance has become more acute in recent years as urban planning, housing, and real estate have become privileged arenas of the territoriality “variegated” processes of neoliberalisation. This paper explores three theoretical concepts, all closely associated with neoliberalisation: the rescaling of the state, urban entrepreneurialism and financialisation. The paper uses these three theoretical concepts to explain, on the one hand, the increasing relevance of housing and real estate and, on the other hand, their connection with two of the major manifestations of the current financial crisis: excessive private indebtedness and the credit crunch. Analysing the Spanish case is particularly revealing because of the intensity of construction work until 2007, the severity of the subsequent economic crisis, and the wide range of agents involved in the growth of a neoliberalised and financialised secondary circuit of capital in Spain.  相似文献

Urban sprawl has a major impact on the environment, public health and the socio-economic evolution of cities. The causes are numerous, being mainly related to the generalized use of the automobile in modern cities. Urban sprawl has been especially relevant in US cities since the 1950s, rapidly spreading to other cities in the rest of the world. This paper studies the case of Spain using recent data. Spanish cities have grown rapidly over the 90s and 2000s. The country has completed the process of urbanization and has suffered the effects of a major real estate bubble. In this context, we are interested in measuring and explaining where and why urban sprawl has appeared in Spanish cities. Digital mapping carried out around the year 2000 providing full coverage of Spain is used to calculate an Urban Sprawl Index. It is applied to all urban areas and municipalities throughout the country, providing an objective, comparable measurement of sprawl and identifying which areas are most affected by this phenomenon. A second stage of analysis is conducted in an attempt to explain the causes of the differences in sprawl among Spanish cities with a regression model based on the literature. We have found that the cases most affected by sprawl are the latest urban developments on the Mediterranean coast as well as certain areas in the vicinity of large cities: the mountains to the north of Madrid and the coastline near Barcelona and Valencia. In some cases, urban sprawl is starting to become a problem for the environment and urban sustainability, with important consequences for the future evolution of the affected cities.  相似文献

This paper discusses the urban injustices of New Labour's “new urban renewal”, that is the state‐led gentrification of British council estates, undertaken through the guise of mixed communities policy, on the Aylesbury estate in Southwark, London, one of the largest council estates in Europe. In this particular case of post‐political planning I show how the tenant support for the regeneration programme was manipulated and misrepresented and how choices were closed down for them, leaving them ultimately with a “false choice” between a regeneration they did not want or the further decline of their estate. I look at what the estate residents thought/think about the whole process and how they have resisted, and are resisting, the gentrification of their estate. I show revanchist and post‐political practices, but ultimately I refuse to succumb to these dystopian narratives, very attractive as they are, for conflict/dissent has not been completely smothered and resistance to gentrification in and around the Aylesbury is alive and well. I argue that we urgently need to re‐establish the city as the driver of democratic politics with an emancipatory agenda, rather than one that ratifies the status quo or gets mired in a dystopic post‐justice city.  相似文献

Gurgaon, India's “millennium city”, is today synonymous with India's embrace of global real estate capital and private sector‐led urban development. This paper asserts that Gurgaon's spectacular urbanisation has been fundamentally underpinned by an uneven process of land acquisition, exemption and agrarian transformation. Shifting away from dispossession‐centred analyses of contemporary urbanisation in India, this paper explores Gurgaon's “urban villages” to consider the uneven integration of agrarian classes into emerging urban real estate markets. Through an examination of differential experiences of land acquisition and agrarian social change among Gurgaon's landowning classes, the paper seeks to trace complex and nonlinear processes of agrarian transformation which make possible landscapes of global accumulation.  相似文献

Hallmark events are important redevelopment tools utilised by entrepreneurial governments. The features of these events are analogous to those of entrepreneurial urban governance. This study examined the local impacts of the Sydney 2000 Olympic Games, particularly in relation to its social and political legacies, in three local government areas which hosted Olympic venues. It also investigated the nature of urban governance in Sydney, Australia, as it was manifested in the planning of the Sydney 2000 Olympics. Examples of entrepreneurialism in planning for the Olympics included the centralisation of planning powers, the increasing involvement of the private sector in government activities, and the relaxation of planning processes, resulting in reduced openness, accountability and public participation. Examples of resistance to the anti–democratic tendencies of entrepreneurialism were however evident in some areas, with managerial and democratic concerns remaining important to some local governments. Local community activism was imperative to achieving civic participation and ensuring commitment by local government to these managerial and democratic concerns. Activism also enabled some local communities to secure significant benefits from the Olympic Games.  相似文献

This paper presents results from a study of environmental harm created in the collision of real estate speculation and the political process that governed extension of the urban frontier of New Orleans into its eastern wetlands. Near term concerns of rent‐seeking real estate capital and the contested politics of urban infrastructure expansion challenged a fragmented state charged with regulatory oversight and protection of investments in land and citizens. The paper engages theoretically the relative inattention of urban political ecology theory to rent as a way to theorize how capital flows through land, and argues for increased attention to the problem of land rent and the multiple scales of political engagement that manage ecological crisis immanent in the metabolism of nature and society under capitalism.  相似文献

Most research on urban planning, policy and development only considers legal practices and actors, and treats illegal ones as insignificant anomalies, unable to structurally affect the governance of urban space. However, this approach is inadequate for explaining urban governance in contexts (e.g. several countries in the Global South, the former Soviet bloc and Southern Europe) where illegal practices such as corruption and organized crime infiltration are widespread in many public and economic sectors. This paper addresses the role of illegal actors and practices in urban governance in the Italian context, using urban regime theory as the theoretical frame of reference. The research centres on the analysis of two case studies in the city of Rome (the In-between world investigation of a criminal network that had infiltrated the local administration and shaped several urban policies, and the investigation of episodes of corruption related to the project for the new A.S. Roma soccer stadium). It shows the existence of two shades of ‘grey urban governance’: firstly, the presence of a dark urban regime, centred on a criminal organisation and parallel to the ‘regular’ one; secondly, the use of corruption as a customary practice with which real estate entrepreneurs influence municipal decisions. Overall, this research contributes to moving away from a rhetoric of ‘gentlemanly’ urban capitalism and politics, and suggests the need to revise several aspects of urban regime theory – as well as other approaches to urban governance dynamics in general – in order to incorporate the role of illegal actors and practices.  相似文献

After 1980s, the major cities of Turkey have experienced urban transformation process following the changes in the international trade policy and the impact of globalization. Istanbul took the highest amount of share from these transformation processes as being the most important economic, cultural and tourism centre and the most integrated centre to the world economy of the country. This paper describes Istanbul's historical development, investigates demographic profile and spatial distribution of employment and illustrates multi-centre development of the city. Decentralization of population and jobs illustrate the multi-centre development. Multi-centre development contributes to sustainable urban development which provides efficient energy use and prevents pollution. Istanbul having a long history, large population and being in a very strategic location between Asia and Europe greatly effected from globalization which is reflected in its transformation of urban structure and increased land values and thus offered great opportunities for the real estate investors. The role of Istanbul within the world hierarchy of cities is suggested for further research.  相似文献

Short-term rentals (STRs) emerged as holiday accommodations, disrupting the hospitality industry in the decade before COVID-19. Mainstream explanations for their growth revolved around digital tourism platforms like Airbnb as market disruptors and the sharing economy rationale. At the same time, critical scholars explored the capitalisation of greater rent gaps in urban central locations. However, these explanations are insufficient to explain the growth of STRs. We supplement them by building bridges between the urban political economy and the geographies of financialisation through the cases of Lisbon and Porto before the pandemic. The paper focuses on tourism-induced housing investment, taking a closer look at the profile of investors in association with STR property managers in the context of the late-entrepreneurial urban regime. We conclude that tourism development has allowed opportunities for housing financialisation through STR professionalisation, enhancing the allocation of interest-bearing capital in tourism-oriented real estate.  相似文献

While many urban policies and practices claim to offer an “alternative” to the “mainstream” of urban entrepreneurialism, they remain under-theorised and prone to alignment with entrepreneurial agendas. In this paper I examine fare-free public transport (FFPT) as a salient example of an alternative urban policy. Looking at Aubagne (France) and Tallinn (Estonia), I explore what happens when an alternative policy “comes to town”. I detect how FFPT enters local urban regimes, and study the (non-)participation of public transport passengers and workers in the decision-making process about whether and how to abolish public transport fares. My analysis reveals that albeit alternative policies such as FFPT seem to oppose entrepreneurialism, they may hinge on urban regimes that span across institutions, leave the local configurations of power unchallenged, and strenghten local elites. The adaptability of alternatives to diverse political and intellectual positions explains their resilience. Consequently, their radical character cannot be taken for granted and remains an object of political struggle.  相似文献

Land‐centred urbanisation has precipitated shortage of green space in Chinese cities. However, in the Pearl River Delta, an ambitious greenway system has recently managed to flourish. It is intriguing to ask how this has become possible. Informed by the perspective of urban political ecology, this paper finds that the greenway project in the Pearl River Delta represents a set of politically realistic endeavours to alleviate urban green space shortage by adapting to, rather than challenging, powerful landed interests. Three interlocking dimensions about land—municipal land quota, rural land use claims, and real estate development—have influenced why, where and how greenways have been created. Based on these findings, we argue that research on China's politics of urban sustainability necessarily needs to understand the country's land politics.  相似文献

ABSTRACT

Reurbanization refers to the new demographic growth of cities that previously lost population. How can we explain such a trend reversal? This paper discusses theoretically both phases of urban decline and reurbanization. It examines the trajectory of Swiss cities that have moved from a period of decline (1970–2000) to a new growth (since 2000). It analyses the components behind the population evolution, discusses the socio-cultural, economic and political trends triggering or enabling reurbanization, and identifies three main results. First, reurbanization is due to several population groups: the growing international mobility of the labour force, the increasing number of non-family households (in the context of the second demographic transition) and the growing attractiveness of cities for young adults (extension of youth as a life stage). Second, reurbanization is not only housing-led (construction of dwellings due to planning strategies and real estate activities). It is also population-led: A generation replacement induces a rejuvanation of the age structure and an increase in the density of occupancy of dwellings. Third, reurbanization can be broadly interpreted as a return of cities in terms of residential aspirations, political agenda and real estate activities. As a conclusion, I outline a research agenda on reurbanization.  相似文献

Housing struggles are key to disrupting gentrification capital flows and dispossessions. Based on life histories, key informant interviews, and six years of engaged ethnography with slum activists in the Philippine capital, this paper explicates political geographies of insurgent housing practices, including community barricades and housing occupations, and marks a history of militant subaltern struggles for the right to the city. I contend that these highly-organised insurgent practices disrupt real estate capital pathways and nurture political subjectification where emancipatory spaces and socialities of care can be founded. Moreover, I intervene in the lack of attendance to the co-constitution of barricades and occupations to less visible forms of insurgent housing practices. As these are emplaced to other subaltern times and spaces, political knowledges and subjectivities developed against forced evictions and demolitions enhance anti-gentrification struggles. In tracing this militant urban history, I mark the incremental advance of subaltern housing struggles in a Southern economy highly reliant on real estate capital investments.  相似文献

The literature on interurban competition emphasizes that market rules as an external coercive power dominate local state space conductive to economic growth. Is there another external coercive power, other than the market as a hidden hand, to promote and mitigate interurban competition? Addressing this question, this paper specifies that the Chinese state's political efforts to downplay the role of the market in, and remake the rule of, interurban competition could have far reaching implications for urban political economy. The two cases are Ruili and Wanding, two border cities located on the edge of China's southwestern borderland adjacent to Myanmar. While reranking is supposed to balance out the inefficiencies of market principles in interurban competition, multiple rounds of reranking in Ruili and Wanding in the past seven decades indicate that this political orchestration can accelerate interurban competition into a cutthroat game for economic growth and thus create problems for macro economic management. Nevertheless, it can become a political tool to revamp the game by strategically selecting some cities as nodes of development at the sacrifice of urban fortunes of other cities. In this process, market rules operate in parallel with, and sometimes succumb to, the principle of political order from above. This finding expands the geographies of the state: the co-constitution of the local and the national becomes necessary and pragmatic since interurban competition is not a territorially-conditioned endeavor, but remains open to extralocal stakeholders—upper-level governments in this case—who can remake local state space.  相似文献

The article reviews the changing strategies of Manchester's Labour-controlled city council from 1987 and the emergence of "urban entrepreneurialism" as the hegemonic framework for local strategy. It is argued that the supply-side emphasis on "bricks and mortar" regeneration, flagship developments, and place-marketing depended on the emergence of both tacit and formal partnerships and the consolidation of an elite consensus. Such partnerships were substantially directed at securing discretionary grant funding in direct competition with other cities. The article goes on to analyse the reasons for the city's relative success in this competition, and the processes through which elite consensus was secured and consolidated.  相似文献

There exists an influential and growing political‐economic literature on the treatment of land—urban and rural—as a financial asset. But this literature pays little attention to the role of the state, beyond its obvious significance in the formalization of tradable property rights. In particular, the issue of the state's own land, i.e. public land, has been afforded scant scrutiny. Has the state, like other actors, increasingly come to treat the land it owns as a form of financial asset? And if so, how, and with what implications? This article addresses these questions by way of an empirical focus on the history of the UK public estate since the beginning of the 1980s.  相似文献

This article aims to highlight and, whenever possible, demonstrate that the urban general plan is still the instrument of the utmost importance to trigger and steer urban transformations. Within the current Italian context, the article examines the characteristics, contradictions, weaknesses and opportunities of urban planning set of rules and practices and tries to propose concrete answers to questions and issues strictly connected that affect the municipality's urban planning: how to manage and govern a contemporary metropolis or city agglomeration, the concerns associated with overlapping jurisdictions and different rules for various hierarchical administrative levels, the costs of social and common services, the need to include in the urban plan the possible use of European Union Structural Funds, the real estate market affecting new development and urban regeneration programmes and investments. All these aspects should be included in a unifying and strong planning instrument, the urban plan, which could address and steer effectively the urban planning policies and their governance.  相似文献
