Participation in global value chains (GVCs) has been proposed as a central means for emerging economies to develop and technologically upgrade. However, the effects of GVCs on income distribution in the global South remain underexplored. This article presents an econometric analysis of the determinants of the labour share in seven emerging economies for the period 1995–2014. Drawing on industry-level data from global input-output tables, the authors focus on how GVC participation — in particular offshoring of production from advanced to emerging economies — affects the labour share of different skill groups within manufacturing and service industries. They also estimate the effects of GVCs on productivity, real wages and the capital–value added ratio, to shed further light on the channels through which GVCs affect the labour share. In both industry groups, findings show that integration into GVCs with advanced economies has a negative effect on the labour share in emerging economies, particularly for medium-skilled workers. In contrast, higher union density and government consumption spending have positive effects on the labour share. Thus, labour in emerging economies loses out relative to capital as production becomes more integrated across borders.  相似文献

Territorial inequalities have long been a subject of study and concern in Canada. In the face of large structural changes such as industrial shifts and the decarbonization of our economies, there is an urgency to understand such inequalities and design effective policy interventions for those places facing persistent economic decline. This paper shares a novel composite index that measures economic disparity across Canadian Census Subdivisions (CSDs) using Census data from 2001 through 2016 and the 2011 National Household Survey. Named the “Index of Economic Disparity,” it is comprised of an equally weighted average of four sub-indices that assign percentile rankings for all CSDs based on whether they experience persistent and substantial decline in key economic areas: population, labour force outcomes, working-age share of population, and industrial diversity. The variation of outcomes across geographies—urban and rural—highlights the importance of place-based policies.  相似文献

While women's share of employment has risen in many countries over the last two decades, gender job segregation has worsened, with women increasingly excluded from ‘good’ jobs in the industrial sector. In this article, the determinants of gender job segregation are assessed using panel data for a broad set of developing countries covering the period 1991–2015. The effect of gender job segregation on all workers, via the labour share of income, is also analysed. The results identify two major contributors to gender job segregation — the rising capital/labour ratio and the ratio of female/male labour force participation rates — indicative of ‘crowding’ and exclusion as economies move up the industrial ladder. The analysis further indicates that the crowding of women into lower quality jobs has a negative effect on workers as a whole by dampening the labour share of income. Those processes are influenced by global and macroeconomic conditions and policies that have circumscribed the expansion of high‐quality jobs relative to labour supply, intensifying competition for ‘good’ jobs and weakening labour's bargaining power.  相似文献

Although inequality and labour informality continue to be distinctive characteristics of Argentina and Brazil, during the last decade the two countries have been successful in reversing the negative trends of the 1990s. This article presents a comparative analysis of the labour formalization process that took place in Argentina and Brazil during the 2000s. It studies the flows towards labour formality, what caused them, and the interrelations of this process with the changes that occurred in labour institutions and the decline in income inequality. The study contributes to two debates: the role of labour market flexibilization in employment formalization, and the decline in income inequality. Most of the literature emphasizes the evolution of returns to education; this study complements this approach by analysing the contribution of formalization to the decline in inequality in Argentina and Brazil. The results show that labour formalization has reached all categories of workers, that it has been accompanied by real minimum wage increases, and that it has had an equalizing effect.  相似文献

Africa-focused global value chain (GVC) scholars argue that the new mining industry practice of corporate outsourcing invalidates the traditional enclave thesis by providing new opportunities to support domestic firms and stimulate industrialization. However, this literature has clustered around Africa's middle- and high-income countries and its analytical approach abandons the centre–periphery framework within which its earlier antecedents were grounded, while overlooking labour dynamics. Correcting for these limitations, this article explores the GVC literature's claims through a single case study of a gold mine in the Democratic Republic of Congo, representative of a process of foreign-controlled gold sector (re)industrialization underway across a group of 20 low-income African countries. The findings confirm rather than invalidate the original enclave thesis, observing that corporate outsourcing has done little to stimulate broader industrialization while facilitating the arrival and expansion of foreign firm subsidiaries. Meanwhile, the new industry practice has also facilitated the adverse incorporation and fragmentation of Congolese labour, thus weakening the collective strength of workers. The findings demonstrate the value of expanding the conventional GVC framework to incorporate a consideration of peripherality and the capitalist labour process, and demonstrate the need for state intervention via pro-labour and industrial policy.  相似文献

In this article, I use panel data methods to investigate possible factors influencing recent trends in income inequality across Canadian provinces. The ratio of the income share of the highest-to-lowest quintiles and the Gini coefficient of total income are used as measures of inequality. Both point to rising levels of inequality from 1981 to 1999, especially during the 1990s, and the estimation results suggest that several factors have had significant effects on such an increase. In particular, an increase in international trade, technological change, educational heterogeneity, and the unemployment rate are found to contribute to greater inequality. Deindustrialization and declining government transfer payments to persons are also factors explaining the rise in inequality. In contrast, an increase in the female labour force participation rate appears to have dampened inequality. There is also some evidence of a negative association between de-unionization and inequality while no significant association is found between inequality and other demographic shifts, such as immigration and the share of the population over the age of 65.  相似文献

This article explores the articulation and framing of unpaid care work and the mobilization around it at two spatial scales, the global and national. For the latter it focuses on three of the largest and most diverse countries in Asia — India, China and Indonesia. While the concept of unpaid care work has received considerable attention in international development discourse, it is rarely found in feminist mobilization and advocacy across these countries. The article asks why this issue remains largely excluded from women's political agendas. It also explores how it is framed when it is included. While most organizations recognize women's double burden and the importance of domestic labour, they do not consider ‘unpaid care work’ as a legitimate political issue around which to mobilize. Rather, it is framed, if at all, as part of other political agendas, such as the rights of the elderly (in China), the rights to social protection, especially childcare and maternity entitlements (in India), or the right to equal opportunities within marriage (in Indonesia). The study analyses the differences in framing, the conceptualization of gender equality embedded therein, and the implications for policy.  相似文献

Capitalism has always been a global system, but not in fixed ways. Different national powers have emerged and become dominant over the centuries, but the fundamental processes underlying the uneven development of global capitalism have not altered; they continue to be driven by imperialism — the struggle of large capital over economic territory of various kinds. Since the late 1960s, only the East Asian region has shown notable increases in its share of global GDP, and for the last two decades this has been dominated by the rise of China. This is directly related to the ability of the Chinese state to control the economy and to implement heterodox policies with very high investment rates. However, the Chinese case is exceptional: few other developing countries have followed a trajectory anything like that of China. Meanwhile, internal inequalities have increased across the world, as the bargaining power of capital vis‐à‐vis labour has increased dramatically in every country. This reflects the changed form of 21st century imperialism, which relies increasingly on the international legal and regulatory architecture as fortified by various multilateral, plurilateral and bilateral agreements that establish the hegemony of global capital in different ways.  相似文献

Abstract

Tourism Geographies is a prominently ranked journal that emerged from activities of the Tourism Commission of the International Geographical Union. It is indexed in the ‘Tourism, Leisure and Hospitality Management’ and ‘Geography, Planning and Development’ fields in the Scopus database and published its 20th volume in 2018. A bibliometric assessment of the articles and authors who have contributed to Tourism Geographies over its first two decades highlights major trends and dominant issues covered by the journal’s content. Key indicators include the most published and most cited authors and articles, the institutions and countries that those authors are affiliated with, other academic journals that are closely linked to the journal through citations, and the most used keywords in the journal. The Scopus database provides access to these basic bibliometric data, while the VOSviewer software enables graphical analyses and displays of co-citations, co-occurrences of keywords, and bibliographic couplings (shared references) across papers and authors. Overall, Tourism Geographies is closely linked to other leading journals indexed by Scopus in the ‘Tourism’ and ‘Geography’ fields and publishes papers from around the world. Research topics that have been most prominent in the journal include tourism development, tourist destinations, tourist attractions, heritage tourism, tourism perceptions, sustainable tourism, and travel behavior. Among the most viewed individual papers have been those addressing issues related to sustainability, poverty issues (related to tourism in poor areas, volunteering, sustainable tourism, and the environment), and community planning (sustainable tourism planning, tourist routes and movement, and new locations for tourism development).  相似文献

Central areas enjoy greater efficiency in the production of goods and services than do outlying areas. Because of the inherent advantages of central areas over outlying areas, disparities among regions do not vanish over time. On the contrary, centripetal forces increase inequalities across space. The phenomena of increased globalization, trade liberalization and treaties among countries not only enable the flow of labour, products (export) and foreign direct investment but also help reduce spatial inequality between countries. These phenomena also induce greater spatial economic concentration within a country. Thus, although disparities among countries decrease, a widening gap is observed between regions within countries and within large urban areas. In the empirical part, we analyse the general patterns of spatial inequality found among 55 localities in Israel with population size over 20,000. Looking at the spatial inequality relationship, both within and between cities in Israel, we show how all economic indicators measured, including inequality, decrease with distance from the core. Localities in the periphery that experience greater equality also experience lower average income, lower education, less self-employment and more unemployment.  相似文献

This article analyses employment and wage change patterns in India for a period spanning almost three decades, from 1983–84 to 2011–12. Using data from the National Sample Survey Organization, the study finds evidence of job polarization (employment growth in low‐ and high‐skill jobs and decline in middle‐skill jobs) in urban India during the 1990s and 2000s, and employment upgrading in the 1980s. Consistent with the literature on job polarization, the article finds a reduction in employment share in routine task intensive occupations. The author argues that this reduction is a result of both mechanization and technological upgrading within Indian industry. On the other hand, an increase in employment share in both low‐skill and high‐skill occupations is argued to be a result of growing self‐employment and informal sector employment in urban India. The wage change patterns are largely consistent with the employment change patterns. The analysis suggests that structural change in occupation is an important factor for understanding earnings inequality in India.  相似文献

This paper examines the General Elections of 1983, 1987 and 1992 and argues that not only has the SNP increased its share of the popular vote, but that share has become increasingly evenly distributed across Scotland. Thus, the SNP is becoming a truly ‘national’ party, where once it's support was geographically concentrated in areas of reduced class‐conciousness and strong local leaders. Universities' potential to contribute to regional value creation has been extensively discussed so far and significant literature has been devoted to celebrated cases in highly industrialized and developed countries. Assuming that it would be misleading to generalize from “exceptional” cases, some authors have focused their attention specifically on the influence of universities in less developed areas regions and countries, where university–industry relations are far from being a Triple Helix. This paper focuses on the mechanisms of university–industry knowledge transfer (KT) in Romania, a post-communist country with relatively weak regional innovation performances, except for the capital region Bucharest-Ilfov. The purpose of the study is to construct an index to compare university–industry KT across the eight Romanian regions. Data to be aggregated are collected from 90 Romanian higher education institutions and refer to their KT potential in terms of human, financial and relational inputs, outputs and outcomes (patent applications, new products and services, spin-offs and commercial income). Finally, universities' regional KT performances are compared to small and medium enterprises territorial patterns and issuing policy implications are discussed.  相似文献

This article examines the ways in which the problem of child labour has been perceived and addressed, from the beginnings of social concern about these issues until the present, with illustrations from The Netherlands and Indonesia. National and international responses to the problem of child labour reflect a number of assumptions which are almost completely at odds with the views and the preferences of children themselves. Paradoxically, powerful lobbies in some of the world's wealthiest countries – which cannot enforce, and in some cases are beginning to relax, their own child labour laws – are trying to insist that the developing countries tighten and/or enforce their laws, under the threat of various forms of sanction or boycott. These increasingly active threats make it highly inadvisable for any exporting country to acknowledge the existence of children's employment at all, for example by protective legislation or other efforts to promote the improvement of children's working conditions.  相似文献

This article deconstructs New Labour's emerging workfarist regime to reveal the complex and contradictory gender relations embodied in and through its work–welfare policy. Starting from the decline of manufacturing employment within the UK, it traces the deregulation of the labour market and the range of structural and social changes initiated by this process. Noting, in particular, how the ‘feminisation of the economy’ is connected to the changing characteristics of employment and women's socio-economic positions, the article identifies the manner in which the growing labour market participation of women is serving to (further) entrench gender inequality. Against this background, it proceeds to raise issues regarding the increased expectation to enter the labour market observed within programmes such as the New Deal for the Unemployed, which stipulates that the receipt of state benefits ought now to require a labour input. The crux of analysis is on the policy and political discourses that award priority to paid work in the formal labour market, whilst simultaneously neglecting the gendered divisions of labour around unwaged care work and domestic tasks. In suggesting that gender remains a key form of political-economic organisation in the contemporary period of after-Fordism, this article argues that (further) attention must be given to the ways in which its socially constructed properties are manifest within work–welfare policy and the ramifications of this embedding for social and economic equality.  相似文献

In this study, we examine how differences in environmental regulation characteristics are linked to multinational corporations' (MNCs) foreign market entry (FME) investments decisions around the world. We rely on a data set with 29,303 observations from 94 European Fortune Global 500 companies operating across 77 countries during the period 2001–2007. We found that MNCs are more likely to enter countries with more certain—i.e., clearer and more stable—environmental regulations than those of their home countries. Results also suggest that there is a higher level of MNC entry into foreign countries with environmental regulations that are more stringent than those of their home countries. This finding challenges the controversial but commonly held view that more stringent environmental regulations deter MNCs' FME investments. Notably, the magnitude of the regulatory certainty relationship with MNCs' FME investments is larger than that of regulatory stringency. Findings also indicate that the increased tendency of MNCs to enter countries with more stringent environmental regulations is higher in more democratic countries and for cleaner industry firms.  相似文献

Since the early 1990s, Left-of-Centre political parties around the world have been engaged in an attempt to redefine their politics under the banner of the 'Third Way'. In attempting to understand the Anglo-American versions of the Third Way, this article argues that while there are clear continuities between the governments of the Third Way and their conservative predecessors, a more accurate precedent can be found in the successive Labor governments in Australia between 1983 and 1996. While this connection has been noted elsewhere, this article seeks to draw it out in terms of the underlying rationale and conception of government. It argues that the proponents of the Third Way share a common perception that government has become 'overloaded' with responsibilities and that they utilise market mechanisms as a pragmatic response to this, which distinguishes them from the New Right's moral critique of the state. The conclusion suggests that although this has the potential to open a space for thinking about how government might proceed differently, the Third Way has thus far failed to realise this potential.  相似文献

The palm oil industry exemplifies the ‘regionalisation without regionalism’ pattern seen in other industries in Asia: extensive, regionally concentrated transnational economic integration accompanied by a low level of formal regional institution-building. Production is concentrated in Malaysia and Indonesia, and Asian countries account for a major share of the market for intermediate products. The ownership structure of palm oil production reflects the dominance of transnational Malaysian and Singaporean firms. There is no authoritative regional institution governing production, investment standards or labour in the industry. A patchwork of both enabling and regulatory governance institutions supports the industry. These are formal and informal, public and private, and are situated at multiple levels: within, below and across the nation state. Although the governance structure surrounding the palm oil industry has supported it well in terms of production volumes and profits, large externalities—environmental and social costs—persist. This article argues that the governance failures associated with the industry stem from different stakeholders' competing interests in contexts of highly unequal wealth and power distribution. Misgovernance is not an unintended consequence of institutions failing to keep up with markets in scale and scope, but is embedded in the multilevel governance regime that supports, and partially regulates, the industry.  相似文献

Public policy relating to the labour market has undergone significant change over recent years. These changes reflect demands for greater flexibility in the labour market, and respond to pressures of growing levels of unemployment and consequent exacerbation of divisions within the labour market. A conflict is apparent, however, in the mix of policies adopted. Accompanying moves towards a more ‘active’ style labour market policy has been a trend towards greater reliance on private means of delivery such that the dividing line between public (CES) and private employment agencies is becoming increasingly blurred. Evidence from a survey of private employment agencies and employers conducted in Brisbane in 1992/93 suggests that such a trend may reduce the capacity to regulate employment services and facilitate a commitment to employers’ interests at the expense of those of many entrants to the labour market.  相似文献

In recent years, unemployment protection systems based on individual savings have been instituted in several developing countries. Chile was one of the first to establish such a system, which at the time was widely cited as a model for other countries. This article discusses the particular political context in which the Chilean system was created before examining how it works in terms of coverage and levels of benefits received by unemployed workers. The authors undertake a detailed analysis of the administrative data produced by the system and conclude that the insurance covers only a small proportion of the unemployed, as most workers generally had precarious jobs that did not allow them to contribute to the system consistently. The Chilean case illustrates how difficult it is to establish functioning unemployment insurance in developing countries with precarious labour markets. Based on the interaction between employment characteristics and the conditions imposed by the benefit system, the article assesses the efficacy of the Unemployment Insurance Savings Accounts (UISA) system and analyses whether it can indeed serve as a model for other developing countries.  相似文献
