In public policy processes, collective learning among policy actors is important in shaping how these processes unfold and the types of policy outcomes that may result. Despite a widespread interest in learning by policy scholars, researchers face a number of conceptual and theoretical challenges in studying learning across different collective settings within policy processes. In this article, we offer a theoretically grounded approach to defining and understanding collective‐level learning. In defining learning, we first draw out the connection between learning processes and learning products, both cognitive and behavioral. In examining learning processes, we further explore the relationship between individual and collective learning. Then we identify and define the key characteristics of collective settings that will likely influence learning processes. We conclude by offering recommendations for policy scholars to apply this approach in studies of learning across diverse policy contexts.  相似文献

ABSTRACT This paper reviews what we know about the spatial manifestations of knowledge. The knowledge production function addresses the easily measured portion of knowledge produced. Research on learning, particularly interactive and collective learning, in firms and in innovation systems, promises to unveil the human and organizational processes by which knowledge is created, stored, and transmitted to others. Our understanding of innovation and technological change depends on how well we tackle knowledge and its geography.  相似文献

Alternative food networks face both challenges and opportunities in rethinking the role of precarious employment in food system transformation. We explore how alternative food networks in British Columbia, Canada have engaged with flexible and precarious work regimes for farmworkers, including both temporary migrant workers and un(der)paid agricultural interns. Based on in‐depth interviews, participant observation and document analysis, we find that alternative food actors often normalize a precarious work regime using a moral economy frame. This framing describes precarious farm employment as either a necessary challenge in the transition to sustainability, or merely involving a few individual “bad apple” farmers. Further, this framing involves an aversion to “one‐size‐fits‐all” regulation by the state in favor of consumer‐driven regulation of labor standards. Our analysis suggests that a moral economy framing can obscure systemic inequities in precarious farm employment and dampen the impetus for structural change through collective food movement organizing.  相似文献

不同于精英阶层获取知识的正式教育模式,以非正规群体为代表的社会基层群体更多依靠非正式教育渠道实现知识技能的学习。本文将广州电视塔周边的非正规旅游摄影经营者作为研究对象,在个体访谈和非参与式观察的基础上采用质性研究方法探究其知识技能学习与管理的过程。研究发现非正规旅游经营群体的知识学习表现出明显的集体行为特征,知识在群体组织网络中高度依靠关系导向实现流动共享,并且在群体内部形成了“核心-次核心-边缘”的等级体系,知识的流动又被作为维护等级权威的规训管理手段反作用于群体组织。此外,群体通过知识技能的标准化来增强集体的共享互惠效果,形成非正规旅游经营群体“自下而上”的群体学习与知识流动的有力保障。  相似文献

Abstract

A recent online article in The Daily Beast listed archaeology as one of the thirteen most useless undergraduate degrees. The article failed to identify transferable job skills gained while engaged in archaeological work. Further, archaeological field programmes and labs offer an alternative learning environment that benefits some students. This article reviews two archaeological projects that used archaeology as a form of social activism to provide employment and education to an under-served community as a fundamental aspect of its goals. The Hopedale Archaeology Project is an archaeology field project based in a north-east Canadian community that provides education and work opportunities for Inuit students. The Veterans Curation Program based in the United States provides temporary employment to recently discharged military veterans in an archaeological and archival curation lab. These programmes assist individuals to re-establish themselves within the workforce and add to their academic and professional growth, as well as incorporate a public outreach component that makes archaeology and history more accessible to the public.  相似文献

Abstract

This article seeks to trouble distinctions between activism and tourism, and activism and regionality. It does this by exploring the role of tourism, mobilities and emotion for a regional Australian queer collective, and their 1400 km return journey to the Sydney Gay and Lesbian Mardi Gras Parade. In illustrating the ways this touristic journey represents alternative ways of performing queer activism, I argue that the existence of regional activism deconstructs notions that non-normative sexualities and queer politics do not exist beyond urban centres. Granting attention to the alternative ways the queer collective utilises tourism mobilities as part of their activism strengthens characterisations of leisure as always more than a space of hedonism and escape. Understanding the broader significance of events enables scholars to rethink festivals as spatially and temporally bounded, one off events but rather crucial to the ongoing sustainability of regional queer collectives and performances of queer activism in peripheral areas.  相似文献

The article discusses the future of industrial districts in a post‐Fordist ‘learning economy’. It argues that the core of the question is related to the collective learning capacity of small and medium sized enterprises in industrial districts. In the article factors enabling and constraining the formation of a sufficient learning capacity are discussed. Special attention is paid to the role and function of the specific ‘Marshallian’ characteristics of industrial districts in securing a successful transformation of the districts into ‘learning regions’.  相似文献

Abstract

Traditional, formal mentoring structures established within the space of the university can be rooted in patriarchal systems of power, hierarchy, and exclusion that perpetuate neoliberal and capitalist understandings of individualism and exceptionalism. This model privileges certain forms of knowledge and expertise, often that of senior, tenured faculty rather than those who are ignored or overlooked as ‘experts’ such as historically underrepresented tenured and untenured faculty, contingent faculty, and staff. In this paper, we seek to reimagine the concept of the traditional mentoring relationship rooted in power and hierarchy into a more democratic, empowering model across the space of the university. We do this by expanding upon the concept of power mentoring which emphasizes mentoring networks rather than individual relationships. Power mentoring centers reciprocal support and mutual benefit, infusing a feminist ethics of care into the spaces and structures of the neoliberal university. We draw on Joan Tronto’s caring with to frame mentoring as collective, collaborative, and democratic: mentoring with. Based upon a collective reading of Ensher and Murphy ’s Power Mentoring: How Successful Mentors and Protégés Get the Most Out of their Relationships and conversations from our faculty learning community about mentoring, we argue that mentoring relationships within the spaces of the university should emphasize the role of dynamic networks between faculty, staff, and administrators to build upon existing feminist praxis to develop a more inclusive, geographic system of mentoring, which enables participants to grow, develop, and learn with one another.  相似文献

In this article we mobilize a variegated capitalism approach to understand the development of the Norwegian temporary staffing industry. From this perspective, national temporary staffing industries are understood as contested multi‐actor and multi‐scalar institutional fields. The analysis explores the key actors and regulatory conditions that have interactively produced this field in the Norwegian context since initial deregulation in 2000, paying particular attention to the active role played by agencies and their collective organizations. In our account, the tight regulatory conditions for temporary staffing in Norway emerge as the main mobilizing issue for the agencies, as well as other political actors such as trade unions. It is argued that the nature of national labour laws, and struggles thereon, are defining characteristics which set the Norwegian market apart from the neighbouring Swedish staffing market. The Norwegian case enables us to contribute to the wider economic geography literature on temporary staffing markets by demonstrating the fundamental importance of national regulatory processes and the contested political processes that underlie regulatory change. It also demonstrates how national distinctiveness is actively produced in relation to extra‐national dynamics in terms of both regulatory imperatives (e.g. via the EU's Temporary Workers Directive) and processes of migration. Overall, we demonstrate how national staffing markets are highly dynamic, multi‐scalar institutional configurations whose particularities and complexities defy attempts to generalize across groups of seemingly “similar” national economies.  相似文献

Combining psychological and anthropological work indicates that sleep, dreaming, and the imagination are involved in regulating mood and updating individual and collective knowledge. Psychologists often implicitly assume that all dreamers share their naturalistic model of dreaming while ethnographers often emphasize the spiritual explanations of dreaming inherent in the worldviews of their hosts. Applying cognitive and evolutionary theories of religion to the ethnography of dreaming and the imagination suggests that these capacities have adaptive value for learning, emotional adjustment, and the flow, revivification, and recalibration of knowledge traditions. A general anthropological approach to sleep, dreaming, and the imagination can surmount oversights that result from disciplinary and subfield foci and emphases.  相似文献

ABSTRACT

Hotels are spaces of temporary accommodation, but they are also important temporary spaces for an increasingly mobile and segmented workforce with different backgrounds and motives. In this paper we wish to address the temporary and transitional nature of hotel work by employing the term ‘liminality’. More specifically, we analyse the hotel as a liminal space for transient workers that view this work as a temporary endeavour. By drawing upon data from a study of hotel workers in Norway, we discuss how the liminality of hotel work may be understood. Here, we turn to an important debate within tourism studies on the blurring relationships between consumer and producer identities in resorts, often referred to in terms such as ‘working tourist’ or ‘migrant tourist-worker’. For a relatively privileged group of workers, the hotel becomes a space of liminal lifestyle pursuits as well as a space of work. We also contrast this privileged group with a different and less privileged liminal group of ‘expatriate workers’. Transient lifestyles and consumption of recreation among workers can have problematic effects in terms of reducing solidarity, and we wish to develop this further by investigating how worker representation and solidarity develops in liminal spaces of work. While strategies of liminality may have a transformative impact on the individual, their aggregate effects might simultaneously alter the way in which hospitality work is negotiated – from the collective to the individual level. As such, hotels as employers of working tourists pose a great challenge to collective representation, and may undermine effective worker action for less privileged groups of workers. The final section of this paper addresses this challenge, asking what bearings the individualism that dominates liminal work spaces has for trade unionism in the hospitality industry.  相似文献

In order for an urban region to learn and develop, it is necessary for its development network to learn. In this article, Ikujiro Nonaka's learning model, which emphasizes the significance of tacit and explicit knowledge interacting in a spiral process and thus enabling creation of new knowledge, is applied to learning in a development network. Nonaka and his colleagues have also conceptualized specific places ( ba ) to correspond to every phase of knowledge conversion. Favourable conditions or places can also be developed for knowledge conversion in a development network: this article presents some potential ba for the development network including practical examples from Tampere Urban Region (located in Finland).  相似文献

While recent research on temporary clusters and temporary markets has emphasized the knowledge generation processes associated with trade fairs, little is known about the knowledge exchanges that are embedded in market relations at these events. This paper uses the case of the Canton Fair in Guangzhou, the largest trade fair in China, to illustrate that such events do not operate as a single market, but that they generate multiple dynamic market configurations, which entail different flows of knowledge, goods and people. In a typical case study, four types of market configurations are identified that simultaneously develop at this event. The findings contribute to a more comprehensive understanding of the dynamics of market relations, knowledge and transactions in temporary spatial settings.  相似文献

The growth of complementary and alternative medicine (CAM) in the West entails complex geographies of health, identity and knowledge. Debates about why people are attracted to CAM highlight the importance of consumer agency and increasing access to health care information. The article explores a key space within which information on CAM is produced and negotiated: health and lifestyle magazines. Drawing upon interviews with the editors of eight British titles, the article outlines three ways in which CAM is discursively framed: as a pragmatic medical tool kit brought to bear on the diseased body; as a means of achieving 'total well-being' in everyday metropolitan space; and as a central pillar of an alternative lifestyle. The final section of the article considers how editors understand and address their predominantly female readerships, with an emphasis on how CAM is articulated within an ostensibly emancipatory project of self-responsibility and personal empowerment against the ambivalent backdrop of consumer culture.  相似文献

In 1312, the Swedish dukes Erik and Valdemar Magnusson married the Norwegian princesses Ingeborg Haakonsdaughter and Ingeborg Eriksdaughter at a ceremony in Oslo, Norway. In 1313, the two couples were reunited at a purpose-built banquet hall, believed to have been located in the medieval Swedish town of Lödöse. The main source of information concerning these events is the Swedish medieval rhyme chronicle The Chronicle of Duke Erik. However, a closer reading of the chronicle reveals that Lödöse is never mentioned in relation to the banquet hall. The article discusses the passing down of knowledge through generations of the same professional collective, in this case the professional collective of Swedish historians during the twentieth century, and demonstrates how the validity of once-established prescientific knowledge persists. To achieve its goal, the article applies Ludwik Fleck's terms “thought collective,” “thought style,” and “tenacity in science,” as well as Thomas Kuhn's concept of the “paradigm,” to a historiographical case study of how the proto-idea of the banquet hall being located at Lödöse has survived to become an established scientific fact. The location of the banquet hall concerns but a minor detail in the turbulent political situation of the Swedish kingdom during the first decades of the fourteenth century. However, the continuing reiteration of this minor detail is evidence of a larger phenomenon, namely how contemporary historical research is influenced by scholars in the prescientific past.  相似文献

The invention of optical instruments showed that the extent of human experience is not eternal and natural but contingent – it can change, depending on the availability and performance of optical instruments over time. This knowledge of the temporal variability of empirical knowledge led to changes in the methodology and epistemology of early modern natural philosophy. In this article, I focus mainly on three aspects of this process. Firstly, optical technique has shown that nature cannot be examined by an isolated individual. Natural philosophy must be a collective activity with institutional support. Secondly, use of optical instruments led to an understanding of the relativity of contemporary natural philosophy, no longer understood as the culmination of preceding development. The present state of natural philosophy becomes a transient stage in a longer development. Thirdly, telescopes and microscopes contributed to the formation of an idea of unending progress.  相似文献

ABSTRACT

This conceptual paper explores two empirical examples to illustrate the need for ‘emotional geographies of education’ in relation to history learning at the level of primary education. It uses discursive analysis to analyse a specific WW2 history project, from a public school in England, to highlight the necessity to bridge formal environments of learning such as educational institutions, and informal spatialities of learning like the home and the community which provide the ‘funds of knowledge’ that students bring into the classroom. The article then discusses emotionality in the classroom (as a formal space of learning) by analysing pedagogical tools, such as testimonial literature used to facilitate emotional understanding of events like the Holocaust. Drawing from the literature on safe space, this article presents the nuances that have been raised with regard to power, dialogue and emotion, in relation to the discussion of classrooms as spaces of critical engagement with history.  相似文献

We study the external linkages of clusters through a typology of forms of temporary proximity (from foreign business meetings to co-located projects). We suggest that here business air travel and information and communication technologies have given significant advantages to small firms. We investigate these arguments through a case study of the Irish software industry in Dublin. Comparing indigenous and multinational corporation (MNC) firms confirms that indigenous firms are as travel intensive as MNCs but are linked to fewer destinations. We conclude that air travel enables small firms to go global without the support of collective cluster institutions.  相似文献

In spite of growing mobility of production and production factors, economic development is increasingly localized in economic agglomerations. This article reviews three partially overlapping perspectives on local economic development, which derive from three factors intensifying the localized nature of economic development: externalities, learning and governance. Externalities play a central role in the new geographical economics of Krugman and in new economic geography of clusters and industrial districts. The dynamics of local economic development are increasingly associated with evolutionary economic thinking in general and with collective learning in particular. Inter‐firm and extra‐firm organization has experienced considerable innovation in the last few decades. New institutional devices are based on the notions of commodity chain, cluster and milieu. These innovations introduce new issues of economic governance both at the level of industry and of territory.  相似文献
