International Political Economy (IPE), as a diverse and fragmented field of inquiry, has often had trouble situating itself in the social sciences. This article argues that IPE belongs firmly in the broader tradition of political economy in the social sciences and begins by summarizing the emergence of IPE in its contemporary context, starting with the late 1960s and early 1970s debates among IR scholars on the nature and meaning of interdependence, of the importance of 'high' versus 'low' politics, and of 'transnational' versus 'international' relations. The article goes on to demonstrate that IPE has emerged in a far from coherent fashion, though this diversity and ecumenism is not to be deplored. The second section of the article argues that the core conceptual issue in IPE remains the nature of the state–market relationship. The way this relationship is viewed has a considerable impact on how the prospects for change in the structures—the normative and material underpinnings—of world order are to be understood. It argues that most IPE scholars, despite their protestations, still see the state and the market as separate and indeed antagonistic dynamics. The logic of the state and the market are distinct. Scholars need to take a final and decisive step in accepting that, in empirical and conceptual terms, the state and the market are part of the same, integrated system of governance: a state–market condominium that operates simultaneously through the competitive pressures of the market and the political processes that shape the boundaries and structures within which that competition (or lack thereof) takes place.  相似文献

This article evaluates Karl Popper's contribution to analytic philosophy, and outlines some of the contradictions in his work which make it difficult to locate in any particular tradition. In particular, the article investigates Popper's own claims to be a member of the rationalist tradition. Although Popper described himself as a member of this tradition, his definition of it diverged quite radically from that offered by other supporters of rationalism, like, for example, Mach, Carnap, and the logical positivists of the Vienna Circle. The reason for this was that Popper believed the rationalist tradition, if it were to remain coherent and relevant, needed to overcome the dilemma posed by Hume's problem of induction. Popper believed that this problem rendered conventional understandings of rationalism, science, and inductive reasoning incoherent. This article suggests that Popper's principal contribution to modern philosophy was to reconfigure the rationalist tradition in such a way as to circumvent the problem of induction while preserving the rationalist commitment to reason, rational debate, and objective knowledge. Popper's reconfiguration of the epistemological bases of the rationalist tradition challenged dominant understandings of rationalist and analytic philosophy, and may be appropriately understood as part of a wider move among philosophers like Quine and Putnam to challenge conventional understandings of analytic philosophy, and of what philosophy itself could and could not achieve. It also informed a vision of social and political life (and of the social and political sciences) as rooted in principles of freedom, equality, and rational debate, but which cannot be fit within the traditional ideological landscape.  相似文献

Imagining progressive environmental futures, especially among critical scholars, can be a fraught enterprise. While some theorists and activists turn towards the social emancipatory power of modern technological interventions at scale, others point to the revolutionary power of degrowth, simplicity, and conviviality. These competing political geographical imaginaries are often strident in their response to one another, though they share core materialist commitments. This essay reviews these contrasting approaches in light of the tradition of political ecology, within the context of an Earth economy that is trending towards higher levels of energy and lower levels of human labor, weighing the degree to which the work and conclusions of political ecologists are congruent with either perspective, neither perspective, or both. The conclusions suggest that, while these two traditions have inverse, or at least orthogonal, views of economic scale, they may not be beyond compromise. Socialist modernism and degrowth sprouted from the same seed, share a political ecological tradition, and may indeed require one another. Eschewing both utopian and dystopian aspirations may open the door to progressive reconciliation and action.  相似文献

To date, scholars have not examined the representations of the Middle East conflict in the 1940s and 1950s by the Spanish anti-Francoist movements. This work analyzes media narratives concerning Arabs and Israelis produced between 1947 and 1957 by the communist, socialist and anarchist press. Through a critical analysis of the articles published in those years, it is possible to demonstrate that the coverage of the Spanish left-wing periodicals was not rooted in the realities of the Middle East, but rather in the political and ideological interests of their parties.  相似文献

In the historical study of modern American capitalism, labor unfreedom in agriculture has been conceptualized as an exception to liberal labor relations in the post‐slavery polity, from debt peonage to the threat of deportation from workplaces populated by non‐citizen migrants. At the same time, state‐enforced labor compulsions and restrictions are increasingly part and parcel of what scholars call neoliberal exceptionalism. This article argues that agricultural and neoliberal exceptionalisms are related, by tracing the historical genealogy and juridical production of a restrictive work status, the deportable temporary labor migrant, across political economies in the modern United States, from imperial construction in the Panama Canal Zone, to agriculture, to the knowledge economy. Contrary to existing notions of temporary work visas as a new form of unfreedom in neoliberalized advanced capitalist states, I show how the threat of deportation is older and rooted in the rise of the liberal regulatory state in a post‐slavery, yet persistently racial capitalist political economy. The import of understanding this history of government intervention increases as the liberal regulatory state's coercive logics and practices intensify and circulate in agriculture and under a post‐Fordist regime of accumulation, reproducing racial capitalism in the labor process.  相似文献

In recent years, Ernst H. Kantorowicz's work The King's Two Bodies (1957) has been the object of both historical and philosophical research. Kantorowicz decided to subtitle his book ‘A Study in Medieval Political Theology’, but few scholars have actually recognised his work as research in ‘political theology’. The aim of this article, then, is to uncover the sense(s) in which his book might be considered a work of ‘political theology’, especially in the sense coined by Carl Schmitt in 1922. Such a discussion ultimately aims to contribute to the foundation of political-theology research, a subject that has been widespread among European intellectuals in the twentieth century and which continues to be a focus of interest. This article argues that Kantorowicz's book can be interpreted as a practice of—and also an enriching addition to—Schmitt's thesis on political theology, even if it does not mention Schmitt's name. Such a conclusion is only possible by accepting that there was a heated dialogue between Kantorowicz and Schmitt through Erik Peterson's work. The article further discusses its approach with other scholars that, even though they are based on similar hypotheses, make different conclusions.  相似文献

Walker Connor's extensive writings on nationalism covered a wide range of issues and an even wider range of societies, from North America to Western Europe, from the countries of the Communist bloc to the evolving forms of identity and affiliation throughout the postcolonial, developing world. No theme in his work is perhaps more salient than his critical distinction between state and nation, one that was so often blurred by a loose terminology that saw political units and forms of ethnic identity as synonymous. For Connor, this sin was perpetrated by both academic scholars and general writers and led to a lack of appreciation of one of the foremost forces – what he called ethno‐nationalism – shaping the contemporary world.  相似文献

Short-term rentals (STRs) emerged as holiday accommodations, disrupting the hospitality industry in the decade before COVID-19. Mainstream explanations for their growth revolved around digital tourism platforms like Airbnb as market disruptors and the sharing economy rationale. At the same time, critical scholars explored the capitalisation of greater rent gaps in urban central locations. However, these explanations are insufficient to explain the growth of STRs. We supplement them by building bridges between the urban political economy and the geographies of financialisation through the cases of Lisbon and Porto before the pandemic. The paper focuses on tourism-induced housing investment, taking a closer look at the profile of investors in association with STR property managers in the context of the late-entrepreneurial urban regime. We conclude that tourism development has allowed opportunities for housing financialisation through STR professionalisation, enhancing the allocation of interest-bearing capital in tourism-oriented real estate.  相似文献

This special issue editorial explores potential research interfaces between human geography and the rapidly unfolding concept and practices of the “green economy”. The article outlines a range of critical issues about the green economy that are particularly pertinent and suited to geographical analysis. The first concerns questions around the construction of the green economy concept and critical questioning of current, largely hegemonic neoliberal, growth‐focused and technocentric definitions of the green economy. The second broaches the spatial complexities of green economic transitions, while the third discusses the need for critical appraisal of the logics and mechanisms of governance and transition that see the green economy as a key mechanism for economic, social and environmental change. The fourth focuses on the crucial issue of micro‐level and individual practices and behaviour, and on links between individual behaviour and wider economic‐environmental governance and economic systems. Finally, the article discusses the need for scholars to engage in imaginative consideration of alternatives to current, growth‐focused paradigms and conceptualizations of the green economy.  相似文献

ABSTRACT

This article examines the structures of international relations that facilitate political violence in postcolonial states. It explores the intersections of patriarchy and imperialism in the contemporary political economy to understand how armed conflict and political violence in postcolonial states form an integral element of the global economy of accumulation in deeply gendered ways. By focusing on the structural level of analysis, this article argues that the siting of armed conflict in postcolonial contexts serves to maintain neo-colonial relations of exploitation between the West and non-West, and is made both possible and effective through the gendering of political identities and types of work performed in the global economy. I argue here that armed conflict is a form of feminized labour in the global economy. Despite the fact that performing violence is a physically masculine form of labour, the outsourcing of armed conflict as labour in the political economy is ‘feminized’ in that it represents the flexibilization of labour and informalization of market participation. So while at the same time that this work is fulfilling hegemonic ideals of militarized masculinity within the domestic context, at the international level it actually demonstrates the ‘weakness’ or ‘otherness’ of the ‘failed’/feminized state in which this violence occurs, and legitimizes and hence re-entrenches the hegemonic relations between the core and periphery on the basis of problematizing the ‘weak’ state’s masculinity. It is through the discursive construction of the non-Western world as the site of contemporary political violence that mainstream international relations reproduces an orientalist approach to both understanding and addressing the ‘war puzzle’.  相似文献

This article advances a Marxist approach to the contradictory relationship of minority sexuality to capitalist political economy. I use the work of Karl Marx, Antonio Gramsci and critical theorist Nancy Fraser to tell a story of an extraordinary momentary opening for a distinct lesbian subculture in Shanghai. This moment was born from a Chinese reality TV show called Super Girl. A radical space for lesbian self-development is shown to have emerged through a relative uncoupling of the social relations of capitalism from political authority. This article warns against an Althusserian tendency within gay political economy and intersectionality analyses which slips into a notion of hegemonic market containment. Instead, a Marxism that is alert to subversive outlets by and for human agency is applied.  相似文献

Despite the nature of American influence in postwar Iran, and despite the fact that Iranian studies has grown into a flourishing field in the United States, scholars have not explored the field's origins during the Cold War era. This article begins with the life of T. Cuyler Young to trace the critical genealogy within the field as it developed, in cooperation between American and Iranian scholars, during the reign of Mohammad Reza Shah Pahlavi. It proceeds to analyze two cohorts of American scholars whose political inclinations ranged from liberal reformism to revolutionary Marxism. As revolutionary momentum swelled in Iran in the late 1970s, critical scholars broke through superpower dogmas and envisioned a post-shah Iran. However, Cold War teleologies prevented them from fully grasping Iranian realities, particularly Khomeini's vision for Iran. This article argues that the modern field of Iranian studies in the United States was shaped by multiple generations of critical voices, all of which were informed by historically situated encounters with Iran and expressed through a range of methodological and theoretical perspectives.  相似文献

Kosovo has been under various forms of international administration since 1999. Although the political dimension of this international experience has been widely studied by scholars — especially those associated with the critical theory of liberal peacebuilding — the economic dimension of international rule has received less attention. This article explores the economic dimension by linking insights from rentier theory with critical approaches to liberal peacebuilding and statebuilding. The postulate informing this article is that the sources of a state's income have an impact on its institutional development. The article discusses liberal peacebuilding through the lens of rentier theory, it analyses the economic management in the early years of the international administration of Kosovo, and describes and explores some of the unintended consequences of this massive international presence in Kosovo for the local economy.  相似文献

This article contrasts Mark Bevir's approach to the history of ideas with a neo-Gramscian theory of discourse. Bevir puts the case for an ‘anti-foundationalist’ approach to understanding ideas, yet he defends a weak rationalism centred on individual intentions as the original source of all meanings. Discourse theorists—specifically Ernesto Laclau and Chantal Mouffe—also adopt an anti-foundationalist perspective but pursue its implications beyond any rationalism. The advantages of discourse theory are argued to lie in its emphasis on power and conflict in the consitution and transformation of social meanings and identity. Laclau and Mouffe's work, it is claimed, alerts us to a political logic of discourse that Bevir's more rationalist approach to ‘ideas’ sidesteps.  相似文献

This article considers the public health and social-reform agitations of Dr. William Pulteney Alison (1790-1858), professor of medicine at Edinburgh University and leader of the Scottish medical profession, in the context of Scottish moral philosophy. Throughout his career, Alison reflected on what has come to be recognized as a central problem of social medicine: where did its domain end? At what point did the medical mission of identifying and eliminating factors that harm health pass into a non-medical domain-the provinces of political economy, individual liberty, participatory politics, or acceptance of nature's dictates? On these issues Alison was an expansionist, relentlessly pushing back the borders of medicine. Drawing on Alison's writings on such disparate topics as the philosophy of mind, the epidemiology of infectious diseases, and modes of agrarian organization, the article argues that the trajectory of much of Alison's work was to discover the structural implications of a comprehensive biological reading of human capacity and behavior. It is therefore appropriate to see him as a promulgator of a "political medicine," which he presented as a critical alternative to the classical political economy of the Scottish Malthusians. The article concludes by suggesting that Alison's work (and influence) have been under-recognized and remain pertinent to modern social epidemiology, public health, and medicine more broadly.  相似文献

The article analyzes the work of Hanno Kesting, Reinhart Koselleck, Roman Schnur, and Nicolaus Sombart—four young followers of Carl Schmitt in postwar Germany. Their “intellectual Schmittianism” was less than a full commitment to Schmitt’s political positions, yet had more than an arbitrary similarity with them: it pertained to assumptions, categories, and modes of thought. Drawing on Pocock’s terminology, I identify a particular “language” of intellectual Schmittianism, introduce its key components, and analyze their interaction. I focus on six categories derived from Schmitt’s narrative of European political modernity: discrimination, historical parallels, secularization, global civil war, open/latent civil war, and category blurs. The analysis shows that these categories were interlinked argumentative devices rather than mere rhetoric and that they systematically upheld the postwar scholars’ arguments. While the Schmittian language enabled the young scholars to express their political skepticism without necessarily rejecting the newly adopted institutional forms, it also constrained their choices. Linguistic resources can always be used for novel purposes, yet the dense internal structure of the language of postwar intellectual Schmittianism hindered revaluation and selective utilization. Kesting excluded, the young scholars gradually grew critical of Schmitt to varying degrees, but they never directly confronted his problematic language.  相似文献

中国政治地理学的发展尚处于起步阶段。中国与西方政治地理学者的学术交流相对有限,这主要是由于语言的障碍,以及中国学者对于研究课题政治敏感性的担忧,普遍缺乏对政治地理学研究内涵的理解。本文基于对中西方政治地理学发展现状及相关研究可能性的理解,指出以下五个在中国具有进一步拓展空间的政治地理学课题:广域行政与空间政治;国际关系与地理想象;边界冲突与划界研究;边界与边界区域研究;环境政治地理学。这些课题的开展不仅可以加强中国自身的政治地理学研究,而且对西方正在进行的政治地理学研究也会起到积极的推动作用。  相似文献
