Abstract

This article assesses the role of administrative capacity in explaining the performance of eight Central and Eastern European countries in managing Cohesion policy over the 2004–2008 period. Drawing on a conceptual framework from the Europeanization literature, it explores whether pre-accession administrative adjustment to comply with the “acquis” continued in the post-accession period, against a backdrop of critical assessments about the state of administrative capacity for managing Cohesion policy. We conclude that administrative capacity was developed faster and more substantially than commentators predicted. The findings have implications for our understanding of the post-accession compliance record of the EU8, challenging the contention that they fall within a “world of dead letters”. Administrative capacity has been underestimated and insufficient attention has been given to the dynamics of capacity evolution and learning.  相似文献

This article analyses the effectiveness of the setting of policy conditions in exchange for aid. Given the emerging consensus that this process is not effective, this article focuses on explaining why not. In analysing the experiences of eight countries — Bangladesh, Cape Verde, Mozambique, Nicaragua, Tanzania, Uganda, Vietnam and Zambia — an ‘augmented’ principal–agent framework proved valuable in explaining why policy conditionality is not effective in these countries. The article concludes that donors should focus on some simple policy outcomes (ex post) instead of extensive policy conditions (ex ante).  相似文献

Abstract

Over the last two decades, the role of the EU can be considered highly important in advancing institutional reforms and overall development in Estonia. The article focuses on Estonian regional policy (RP) and analyses whether it has gone through Europeanization (i.e. convergence with EU regulations and values, or followed its own development path). The institutional cycle model of territorial governance is used for establishing the analytical framework. The research was largely carried out as a second-person action research and used interviews over the period of 1990–2011. The article concludes that Estonian RP shows considerable dynamics as public and political support to RP, administrative structures and policy tools have changed. Europeanization of Estonian RP was most visible in 1994–1998, when an institutional framework was created, in parallel with intensive learning from the West. Overall, in 1999–2004 the application of EU cohesion policy tools took place with significant convergence. After joining the EU in 2004, national RP programmes were reduced, the institutional framework was frozen and a selective application of EU rules and the use of EU cohesion policy measures for achieving some personal political agendas started, driving Estonian RP away from common European values.  相似文献

Imagining Rurality in the New Europe and Dilemmas for Spatial Policy   总被引:1,自引:0,他引:1  
In the discourse on European integration from the mid 1960s until the beginning of the 1990s, rural space and rurality have been traditionally associated with the Common Agricultural Policy (CAP), while little attention has been devoted to the spatial development of the countryside. These approaches and policies were associated with a 'geographical imagination' of rural space and rurality as a place of production, where the emphasis was on sectoral policies. In Europe today the discourse has changed dramatically. The current dominant geographical imagination of rurality is shifted to consumption and leisure, following both specific structural trends internally to rural areas and the more general post-modern trend away from production per se . These trends are discussed in a highly influential European document, the European Spatial Development Perspective (ESDP) introduced in Leipzig in 1994 and formally adopted in 1999. In this document a new language and new policy guidelines are introduced, which openly support the consumption/leisure imagination, introducing at the same time spatial policies, which will deal more effectively with urban and rural spaces. Bearing this in mind, this article will try first to describe the two phases of imagining rurality in Europe (production versus consumption/leisure) and second their impact on southern European (SE) rural regions.  相似文献

This paper summarizes the theoretical insights drawn from a study of thirteen large–scale urban development projects (UDPs) in twelve European Union countries. The project focused on the way in which globalization and liberalization articulate with the emergence of new forms of governance, on the formation of a new scalar gestalt of governing and on the relationship between large–scale urban development and political, social and economic power relations in the city. Among the most important conclusions, we found that: ?Large–scale UDPs have increasingly been used as a vehicle to establish exceptionality measures in planning and policy procedures. This is part of a neoliberal “New Urban Policy” approach and its selective “middle — and upper–class” democracy. It is associated with new forms of “governing” urban interventions, characterized by less democratic and more elite–driven priorities. ?Local democratic participation mechanisms are not respected or are applied in a very “formalist” way, resulting in a new choreography of elite power. However, grassroots movements occasionally manage to turn the course of events in favor of local participation and of modest social returns for deprived social groups. ?The UDPs are poorly integrated at best into the wider urban process and planning system. As a consequence, their impact on a city as a whole and on the areas where the projects are located remains ambiguous. ?Most UDPs accentuate socioeconomic polarization through the working of real–estate markets (price rises and displacement of social or low–income housing), changes in the priorities of public budgets that are increasingly redirected from social objectives to investments in the built environment and the restructuring of the labor market. ?The UDPs reflect and embody a series of processes that are associated with changing spatial scales of governance; these changes, in turn, reflect a shifting geometry of power in the governing of urbanization.  相似文献

We suggest attention to policy regimes provides a fruitful means for joining the contributions of scholars who study policy processes with those who are concerned with governance challenges. Our research synthesis underscores the limits of existing theorizing about policy processes for problems that span multiple areas of policy and highlights the prospects for and limitations of governing beyond the boundaries of subsystems. We suggest new avenues for theorizing and research in policy processes based on the concept of a boundary‐spanning policy regime. We develop notions about this type of policy regime within the context of the broader literature about regimes in political science, discuss the forces that shape the strength and durability of such regimes, and provide a variety of examples. This synthesis challenges the focus of policy process scholars on subsystems and broadens the traditional focus on policymaking to consideration of the dynamics of governing.  相似文献

This article reviews the significant changes India has achieved in environmental policy in the pool 10 years, especially in terms of regulatory procedures and organizational structure. Despite these changes, however, environmental quality has continued to deteriorate, largely because a wide gap persists between the intent of policy and the actual achievement and because major problems have eluded serious attention. The paper analyzes major problems in the implementation of Indian environmental policy, with particular attention to policy design, policy analysis, and standard setting. Political problems are identified that underlie difficulties in policy formulation and implemetation, and strategies to improve implemetation are proposed.  相似文献

Policy scholars have effectively leveraged policy process models, theories, and frameworks to respond to a variety of important environmental questions. For example, how do environmental issues arrive on the agendas of policymakers? What factors contribute to environmental policy change? What are the designs and effects of institutions (e.g., policies or cultural norms) on environmental governance? In this review, we survey the field of policy process scholarship, focusing on environmental governance, with three objectives. The first objective is to catalog the policy process models, theories, and frameworks most often featured in studies of environmental governance. The second is to capture the methodological choices commonly employed in the application of these models, theories, and frameworks in environmental domains. The third is to identify how these approaches deal with issues central to environmental governance research, including time, space, and policy scale. We aim to identify trends and strategies for integrating key considerations of scale into empirical policy process scholarship.  相似文献

After the results of the September 1997 referendums in Scotland and Wales, devolution within the United Kingdom has become a certainty. This article considers the implications of the establishment of a Scottish parliament and a Welsh assembly for 'British' foreign policy. The author traces views of 'Britishness' from the beginning of the century, when 'home for all' had a brief vogue during the imperial heyday, through the mid-century period when an essentially anglocentric 'Britishness' seemed relatively uncontroversial, to the more contentious scene opened up by the end of empire, the retreat of the Commonwealth and the increasing prominence of the European Community/Union. He examines the new Labour government's official statements on the remit of the devolved institutions and considers the prospects after devolution for a UK foreign policy that is more genuinely 'British' than before, and for the emergence of, in particular, a distinctively 'Scottish' foreign policy.  相似文献

Abstract:  Over the last decade the scope of the socio-environmental concerns included within an environmental justice framing has broadened and theoretical understandings of what defines and constitutes environmental injustice have diversified. This paper argues that this substantive and theoretical pluralism has implications for geographical inquiry and analysis, meaning that multiple forms of spatiality are entering our understanding of what it is that substantiates claims of environmental injustice in different contexts. In this light the simple geographies and spatial forms evident in much "first-generation" environmental justice research are proving insufficient. Instead a richer, multidimensional understanding of the different ways in which environmental justice and space are co-constituted is needed. This argument is developed by analysing a diversity of examples of socio-environmental concerns within a framework of three different notions of justice—as distribution, recognition and procedure. Implications for the strategies of environmental justice activism for the globalisation of the environmental justice frame and for future geographical research are considered.  相似文献

This paper contributes a conceptual and empirical reflection on the relationship between human smuggling, trafficking and kidnapping, and extortion in Libya. It is based on qualitative interview data with Eritrean asylum seekers in Italy. Different tribal regimes control separate territories in Libya, which leads to different experiences for migrants depending on which territory they enter, such as Eritreans entering in the southeast Toubou controlled territory. We put forth that the kidnapping and extortion experienced by Eritreans in Libya is neither trafficking, nor smuggling, but a crime against humanity orchestrated by an organized criminal network.
